RATIONALE

The declared policy of the State to foster the creation and growth of cooperatives as a

practical vehicle for promoting self-reliance and harnessing people power towards the

attainment of economic development and social justice. The State encourage the private sector

to undertake the actual formation and organization of cooperatives and create an atmosphere

that is conducive to the growth and development of these cooperatives.

Department of Education Bislig City Division Office initiate to address employee’s

long desire to be free from compounded loan and to help improve livelihoods and protect the

interest of its employees. Creating a Lending Cooperative, is the ultimate option of the

employees to attain common goals and at the same time involved themselves to become a

better financial manager of their own money and voluntarily joined together to achieve their

social, economic, and cultural needs and aspirations by making equitable contributions to the

capital required, patronizing the services and accepting a fair share of the risks and benefits

of the undertaking in accordance with universally accepted cooperative principles.

SOCIO ECONOMIC BACKGROUND

Members of the DepEd Bislig City Division (BCD) Credit Cooperative are non-

teaching personnel of the Division. Their positions in the Division Office range from
administrative assistant and/or aide, to Education Supervisors, to chief of the functional

divisions.

Eleven (11) members come from the Curriculum Implementation Division (CID)

which includes the CID Chief Marvilyn C. Francia. These are mostly Education Program

Supervisors and Program Coordinators, and Public Schools District Supervisors.

Five (5) member come from the Schools Governance and Operations Division

(SGOD), which also includes their OIC-Chief Demosthenes J. Quinal. The rest of the

members are from the Office of the SDS and its umbrella sections: Accounting, Admin,

Supply, Disbursing and ICT.

None other than the Schools Division Superintendent (SDS) Josita B. Carmen, who

served as Chairperson in the Committee on Education, emphasized the need to have a

feasible cooperative that could help in members’ financial management.

Although, the members differ in income and designation, all have one thing in

common- the desire of building a viable cooperative which could help in protecting

member’s interest and contribute to achieving financial independence.
