Re: Ultra Music Festival 2019 Mosquito Control Measures

Dear Deputy City Manager Napoli:

The following responds to the request from Mr. David Winker for information related to mosquito control
for Ultra Music Festival. The decision to undertake mosquito control measures was based on a concern for guest
health and wellness as well as guest overall experience at our event. This effort was coordinated with Historic
Virginia Key Beach Park, who proposed two options. The first option was to request a traditional Miami-Dade
County ground spray treatment to eliminate mosquito larvae and adult mosquitoes. It is our understanding that,
typically, when Miami-Dade County sprays for mosquitoes in that area they primarily use Naled, a powerful, chemical
insecticide. This option would be provided free of charge to Ultra, as the park offered to schedule their regular spray
in advance of our event. The second option was to hire a company previously used by the park to apply natural
mosquito control measures, which would have to be paid for by Ultra.

While both options are reportedly used regularly at the Park, we chose to pay for the all-natural option in
order to avoid the use of chemicals in and/or near the park’s sensitive environment and/or around our working crews
(and to a very limited degree, designated guests). Our team confirmed with the park-recommended natural
mosquito control applicator, Mosquito Joe of Miami, that their all-natural spray would be used, see attached. This
product is called Essentria IC3, which has no restrictions on reentry of the site, which means there are no restrictions
on vacating the site during application. It is reported to be made up of several botanical oils and claims to have no
aquatic toxicity. Mosquito Joe also confirmed that they used BTI Dunks to treat any standing water found in the
area. BTI is reported to be a naturally occurring bacteria that only affects mosquito and fly larvae and has no
adverse effects to anything else in the environment. We have attached the Safety Data Sheets for both products for
your file and reference.

It is our understanding that Mosquito Joe of Miami is a licensed and insured professional corporation which
operates under the direct supervision of owners, Yoel Gutierrez and Omar Sanchez who are both actively licensed as
Public Health Applicators (Yoel Gutierrez, License #PH269899, Expiration Date: 3/23/2022; Omar Sanchez, License
#PH270098, Expiration Date: 3/29/2022). According to our information, both owners performed the aforementioned
mosquito control spray on Virginia Key. You should also be aware that there is no requirement to obtain prior
government approval or permitting for this type of mosquito control application. Moreover, it is reported that
Mosquito Joe treated the same grounds just a few weeks prior to Ultra Music Festival for another music festival and
in that case, was not asked to obtain approvals (presumably because the applicator’s license meets all government
requirements).
