Alternate EOC shall be technically configured in Active-Active mode.

The Alternate EOC (AEOC) shall have almost similar functional capabilities as that of
Primary SEOC

Standard technology systems and devices recommended for AEOC shall include:-
 Metro Ethernet Connectivity between SEOC and AEOC
 Secure Gateway Router
 Core Switch in HA
 Modular UPS with batteries
 Servers in HA on DC-DR configuration with OS and licenses
 ArcGis / ERDAS
 IP PBX with Softphones and Desktop phones
 Secure Communications with DEOC, Police, Fire and other connected agencies
 Call centre on Active-Passive mode with SEOC
 OTT with IPTV
 PoE and non-PoE based Edge Switches
 Conference room arrangements with multiple displays
 Desktop computers and Workstations
 Networked printers and copiers
 Inbound and outbound fax machines,
 GIS plotter,
 Videowall, LED Display screens and Projectors with drop down screens
 Network Clocks, WiFi Access Points, CCTV, Access Control Systems
 Command staff workstations and separate furniture for affiliated agencies.
 WAN gateways from BSNL, Railtel, PowerGrid and KSWAN
 However, Satellite Connectivity with NDMA at AEOC is not required

All incoming connectivity terminations are to be on fiber and these OFC cables shall enter
the building from diverse routes. This eliminates loss of connection from accidental cable
cutting. Similar is the case with power provisioning.

Ensure the electrical power to AEOC to be provided from alternate power Grid (other than
that of SEOC)

EMI Mitigation of the allotted space and provisioning of Telecom grade Earth is under
Electrical Scope

Rule of thumb for Space Planning:-


 Allow between 5 and 6 square meters per staff member.
 This space allowance includes working, walking, and meeting areas.
 Spare area that can quickly be made available to support EOC requirements during
major disaster or surge situations.

 Are there activation, layout, and setup procedures for the Alternate EOC?
 Can Alternate EOC activation and operations be tailored to the scale of emergency
response activities?
 Have conditions been identified that would cause the Alternate EOC to be activated rather
than the primary EOC?
 Does the Alternate EOC have the same capabilities as the primary EOC? If not, what are
the differences?
 Are Alternate EOC activation exercises held periodically? Is the level of participation by
member agencies sufficient to ensure an efficient and timely activation during actual events?
Do participants include key personnel assigned to the Alternate EOC?

At the flick of a switch, the ARP site can become a fully functioning S-911 center. All 911 calls will
immediately transfer to that location. Only one center operates as an S-911 center at any given time.

The CECC is connected to 176 miles of fiber-optic cable called the Internal Secure Communications
Network (ISCN). This high-speed network interconnects voice and data communications between
the CECC and 210 police and fire stations. Nineteen hundred fire call boxes are also integrated into
the CECC system.

"The heart of our system is the Computer Aided Dispatch," said Bishop. Inside the CECC complex,
four Digital Equipment Corp. ALPHA servers support each of three critical applications. The
architecture is client/server using an FDDI backbone. Each of the 108 workstations can be
reconfigured to perform any function within moments. All workstations can become call-taker
positions, and up to 44 can be dispatching consoles. If a console fails, another can be immediately
brought online to replace it. All the training consoles also can be activated as police, fire or medical
dispatch consoles during a major emergency.

Incoming calls from any hard-wired telephone or fire call box in the city will connect with the CECC in
1.2 seconds. Ninety-nine percent of all incoming calls will be answered in less than two rings or 10
seconds.

All reports derived from the S-911 system are generated from the CAD data and single time-stamp
reference. The single incident record reduces the chance for error.

The Automatic Call Distributor (ACD) system determines which dispatcher has been available for the
longest time, and routes the call to that workstation.

One of the unique project requirements is CAD - an interactive mapping component. When a caller
receives a call, in less than 1 second the automatic map-display system must generate a map two or
four blocks square around the caller's location. The map also shows street closings and detours
around the target area. If there is no match from the address database, the system will accept
manual entry of any address.

EOC spaces to consider are an operations area, conference rooms, communications center, secure
communications room and multi-use space.
Is the Alternate EOC space dedicated (set aside and configured for Alternate EOC use only) or
multiuse (not dedicated)? (Multi-use space is usually an office, administrative or conference area
that is used for day-to-day functions and can be made available to support emergency response and
management operations.

Communications/Networks

 Do Local Area Networks (LAN) used in support of emergency operations have


adequate protection against cyber attack (e.g., unauthorized access, denial of service
or malicious code)? If not, what capabilities are needed?
 Do state Wide Area Networks (WAN) used in support of emergency operations have
adequate protection against cyber attack (e.g., unauthorized access, denial of service,
or malicious code)? If not, what capabilities are needed?
 Do you have a secure voice capability? If so, is it adequate to support you emergency
operations needs?
 Do non-secure telephones have a privacy feature?
 Do you have a secure facsimile capability? If so, is it adequate to support your
emergency operations needs?
 Is the number of telephones, secure or non-secure, adequate for the EOC/Alternate
EOC to conduct emergency response and management operations?
 Are telephones connected to an in-house Private Branch Exchange (PBX)?
 Are telephones connected directly to a local commercial carrier (i.e., draw dial tone
from the local switch rather then from the PBX)? (These telephones are just like
those found in a home or office. The advantage is that if the EOC/Alternate EOC
loses power to the PBX, telephones connected directly to the dial central office will
continue to function.)
 Is the number of facsimiles, secure and non-secure, adequate to conduct emergency
response operations?
 Does the EOC/Alternate EOC have dedicated transmit and receive facsimiles?
 Does the EOC/Alternate EOC have a secure facsimile capability?
 Is the number of printers adequate for the EOC/Alternate EOC to conduct emergency
response operations?
 Does the EOC/Alternate have a requirement to monitor the communications of key
emergency services (e.g., police, fire, emergency medical services (EMS), HAZMAT, and
public works)? Is there a requirement to monitor the communications of other services? If
yes, does the capability exist and is it adequate?

While the classes were on, a call was received by my son from Mr Raghav of Naukri Paid Services
regarding his placement. The caller stated that “The resume has been selected for Sun-Pharma; so
an HR person named Ravindra Singh, Sr. Executive Human Resources from Benfomet (sister
company of Sun-pharma) will call you”.

Promptly, Mr. Ravindra Singh (Cell #: +91 966 760 2531, Ravindra.s@benfomet.com) called up and
took an initial interview. Ravindra further told him that Mr. Devesh Sidhraj
(Devesh.s@benfomet.com) will take the next level interview, and for that, he must initiate a call to
the Sun-Pharma Conference Bridge number (Dial-in No: 080-10054000), with passcode 265360.
Since this email had other Cc: "Ms. Myra.o" <myra.o@benfomet.com>, and Sidharth
Jha sidharth.jha@benfomet.com, it is presumed that, they too were present during the
teleconference interview. During the interview, they have requested the candidate to undergo the
IBM-SPSS Modeler course, so as to have full eligibility for the post. It was also suggested that the
course is done with their approved training IBM partner “Statistical Package Skills Development
Institute” (SPSDI)– Tilak Nagar Industrial Area, Near Subash Nagar Metro Station, New Delhi –
110018, India. They also assured that the training fee shall be refunded with the first salary.

After few hours, call was received from Cell: +91 931 912 1846, who introduced himself as Mr. VK
Singh from SPSS Modeler Course at Statistical Package Skills Development Institute (SPSDI), an
approved IBM Client Partner. He subsequently shared IBM SPSS Modeler 18.0 course details from his
email, admin@spsdi.com, and asked my son to pay the SPSS course fee ASAP.

The address quoted in Benfomet emails SUN HOUSE, CTS No. 201 B/1, Western Express Highway,
Goregaon (E), Mumbai, 400063, India were also verified and was found to be correct. Since all these
correspondences were from official email IDs, (https://www.benfomet.com) no foul play was
suspected. Further, the cell number (Cell: +91 931 912 1846/+91 9355311601) of VK Singh was also
listed in the Contact page of https://www.spsdi.com. The SPSS Course fees of Rs. 17700.00 with GST
was to be paid to Vikas Kumar Singh, on Account #: 30300100010489, with IFSC Code:
BARB0DAWARK, BANK OF BARODA, DWARKA, NEW DELHI.

Since the payment, there was no payment receipt or response on email, or SMS and the umpteen
phone calls made to their numbers were unanswered.

This fraud cannot happen without the involvement of few insiders or employees of Naukri, Sun-
pharma/Benfomet and SPSDI. This caucus can wreck the budding careers of several job seekers or
freshers, and hence it is important to bring these culprits to the limelight or justice and to the law of
this land.
Dear Chowkidar Smt Nirmal Seetharaman ji, Hon’ble Raksha Mantri, Govt of India

Respected Madam,

1. I attended an Ex-Servicemen cum Intellectual meet in HMT Colony, Near Sainikpuri, Secunderabad
on Sunday, 24 Mar 2019 where you were the Chief Guest. I thank you for sparing your time on a
Sunday when you could have enjoyed company of your family but you chose to attend many
functions on that day requesting us to vote for BJP candidates in 2019 general elections in order to
bring Shri Chowkidar Narendra Modi ji back as PM for eternity.

2. I heard every word you uttered with rapt attention. I admired your vocabulary. You have the gift
of the gab. You spoke in Hindi, Telugu (being a Tamilian you spoke my mother tongue better than
me), Tamil and English. You are at your best showcasing great achievements of your Government
from 2014 in all fronts especially in the defence front. I do give you credit for aerial surgical strike on
Balakote, Pakistan. You deserve all the accolades for taking such a bold decision which no previous
Government ever did.

3. After your 30 min speech you were kind enough to invite questions. To one of questions posed by
a senior veteran who could be of your father’ age you angrily retorted “ I take all decisions in my
ministry. I and not my bureaucrats take decisions in my ministry. If you have got any complaints
about my ministry, you can speak to me, send me mails or letter or SMS”.

4. Trusting that you have given me the permission to write to you, I intend to bring few issues to
your kind notice and expect you to take decisions you think appropriate.

5. ECHS. I am given to understand that your ministry has withdrawn funds from ECHS. MD ECHS has
pending bills worth Rs 1,800 crores. Result is none of the corporate hospitals in the country is willing
to admit ECHS members. ECHS polyclinics do not have medicines. Local purchase amount is not
enough to buy three days’ worth of medicines. Madam, I am sure you know many senior and super
senior veterans suffer from all kinds of deceases some of which are life-threatening. MHs do not
have the infrastructure to treat such patients suffering from cancer of all types, kidney problems,
liver problems, knee replacement etc. Cancer drugs cost a bomb. Do you think a Sepoy suffering
from 2nd or 3rd stage cancer whose pension is Rs 20,000 pm able to buy medicines for his cancer
treatment costing Rs 1 lakh per month? I humbly request you to release funds to ECHS immediately
to enable them to clear all the pending bills. You also mentioned at other locations that Corporate
hospitals indulge in unethical practices and you are carrying out investigations. Do take stringent
action and blacklist such medical establishment if you find them indulging in submitting inflated bills.
I am sure DGAFMS has the capability to find which Corporate hospital indulged in such practices. I
am told some of the Corporate hospitals survive on ECHS.

6. OROP. Madam, you in your address told us that your ministry carried out OROP review thrice and
also mentioned the years i.e. 2013, 2016 and 2018 when such a review was carried out. Many ESMs
got the wrong impression that the revision of OROP will henceforth be done once in every three
years instead of five years. I humbly inform you that you will revise our pension once in five years
only and not once in three years as you are repeating wherever you go. Your Government
sanctioned One Time Increase (OTI) of pensions and not OROP. We got increase in pension not
because of OROP in 2016 but because of 7th CPC. Third increase is due in 2018. Your CGDA has not
made any attempt to work out pension tables enhancing our pension with those of soldiers retired
in calendar year 2018. The increments are given in Jan and Jul every year. The pension of Jul 2018 is
same as Dec 2018. Def Accts Dept has six months to work out revised pensions and issue new
Circular enhancing our pensions in OROP – 2018. Def Accts Dept think they have no accountability
and even if they do nothing, none can question them. Will you be kind enough to find out from your
Secretary (Def Fin) as to why OROP – 2018 circular is not yet made. A Col (TS) who is two ranks junior
to me, a Brigadier, draws more pension from 2016 than I do. Col (TS) is a Lt Col who unfortunately
could not make it to next rank due to lack of vacancies. Col (TS) pension for 32 years’ service in 2016
is Rs 1,00,850 and my pension as Brig with 32 years’ service is Rs 95,810. I am sure you know OROP
means my pension in 2016 should be same as pension of Brig with 32 years’ service. A senior ranked
officer drawing Rs 5,040 less pension than his junior is not OROP.

7. NFU. You cited in your address grant of NFU has some technical problem. I do not have to tell you
how veterans are feeling when ld Attorney General tells Supreme Court on 12 Mar 2019 that Army
Officers live in palatial houses. You have visited very difficult and hostile areas. I am sure you have
not lived in a palatial house there nor the house owners of such palatial houses in Doklam or Siachen
or in high altitude areas in Sikkim, Arunachal Pradesh and J & K served you Hyderabadi Dum Ka
Biryani when they hosted you in their palatial houses. Kindly do not hurt sentiments of veterans who
sacrificed their youth so that chaiwala can become a chowkidar PM and you can become hon’ble
RM. Model code of conduct does not prevent your Government to simply withdraw your case
against NFU for Armed Forces. Col Mukul Dev by all news floating around is going to win NFU case in
next sitting of Hon’ble Supreme Court. Look at 64 Organised Group A Services got NFU. Even CAPFs
have got NFU and Ministry of Home Affairs on war footing got ready with a cabinet paper to get
CAPFs as part of Organised Group A services. If Col Mukul Dev wins the NFU case, then do you get
any credit?

8. Ministry of Home Affairs Vs Ministry of Defence. Pulwama happens. Very unfortunate wherein 42
our brave hearts have laid down their lives for you and I. What happens within next 24 to 48 hours?
Min of Home Affairs allows CRPF jawans to fly by air from New Delhi to Srinagar. Then their hard
area allowance take a huge jump. A CRPF jawan gets higher allowance than even an Army officer in J
& K. A martyr’s wife of CRPF jawan is permitted to retain official government accommodation for
period till her husband would have super annuated had he lived. She deserved it for the supreme
sacrifice made by her husband. Anyone calls such a ministry as caring ministry which looks after its
members. Did MHA go to Min of Fin within such a short time and obtained their financial
concurrence? MHA is for CAPFs whereas Min of Def is against soldiers and veterans. You have taken
away entitled rations in peace time to officers which was sanctioned in 1983. MHA gives benefits to
its members whereas Min of Def takes away benefits granted by the previous governments. I am
sure you have seen PIB news on how bad your ministry is feeling about impression created that Min
of Def is against veterans. Your bureaucrats tried to assuage our hurt feeling by some trash. Do you
think any veteran believes your PIB news item that you are caring for our concerns?

9. Doing Duty Lands you in Jail. Chowkidar PM goes to Srinagar and says very proudly “ Pahle Dafa
Army ne apna galti man liya. Yeh hai Modi Sarkar ka kamal”. Then you force Army authorities to
accept Army committed a grave mistake for doing their duty. A Car ridden by three youth do not
stop at two check posts manned by RR personnel. Then at third check post in spite of being warned
to stop they refuse. What do you expect security guards do to such violators? Garland them? Now
those RR personnel have been charged with murder and are rotting in Tihar jail for doing their duty.
Is this you call Good Governance and Ache Din? Had every check post carried our proper checks in J
& K, do you think Pulwama would have happened?

10. 700 Army Officers Go to Hon’ble Supreme Court to Do Their Duty to Defend our Country. 700
Army officers would not have gone to Hon’ble Court to give them protection for doing their duty in J
& K had they had modicum of faith in you and your ministry.
11. Higher Defence Management. I am sure being hon’ble Raksha Mantri, you might have seen
during visits how Ministry of Defence of the developed countries are manned. They have three
groups. One is Civilians who are experts in security affairs. Second group is Serving Military
Personnel. Third group is Ex-Servicemen. Do your Defence Secretary, Secretary (ESW) and host of
Addl Secys, Jt Secys and Directors in Ministry of Defence have any idea how Nation’s defence is
managed?

12. Vote Bank. Every political party cultivates vote bank. As a soldier I do not have to tell you this
truth. But your party has the knack of losing one loyal vote bank i.e. Ex-Servicemen. (a) What would
have cost you if you have given OROP i.e yearly revision of pension instead of five years? (b) What
would have cost you if allowed entitled rations to officers in peace stations? (c) What would have
cost you if you allotted adequate budget to ECHS? What would have cost you if you have ensure all
AFTs are brought under control of Min of Law. Now Hon’ble Supreme Court has directed your
Government to bring all Tribunals under Min of Law within two weeks. Do you get any credit if AFTs
come under Min of Law? (d) Why could you not cultivate ESMs as your loyal, steadfast and loving
vote bank who will support you for all times to come? Madam Raksha Mantri, I do not expect any
reply from you. Your bureaucrats will not put up this mail to you. Model code of conduct is good
excuse for your ministry to do nothing for benefit of Armed Forces now or ever. Soldiers and
veterans have to get justice not from your ministry but from courts of law. Please tell me in spite of
all the humiliations you and your bureaucrats heap on Armed Forces on daily basis, should I still vote
for BJP candidate in Malkajgiri constituency in Telanagana?

13. Please understand Model code does not permit the Government to announce new schemes. But
there is no bar to continue to implement old schemes.

14. To my mind the following activities do not come under purview of Model code for 2019
elections: -

(a) Model code does not stop the Government of India to give OROP every year.

(b) Model code does not stop Government to withdraw case against NFU in Hon’ble
Supreme Court.

(c) Model code does not stop the Government to declassify One Man Judicial Committee
Report.

(d) Model code does not stop Government to release funds to ECHS to clear all pending bills
of Corporate hospitals which now stand at Rs 1800 crores.

(e) Model does not permit Armed Forces to get the same benefits which CAPFs got it.

15. Some of you may have friends in print and electronic media. If all veterans exploit their
connections in social media, the Govt of India is bound to take note of it. We may get something
before elections are over. Otherwise rest be assured you will get nothing thereafter.

4. Out of 25 lakh ESMs even if 10,000 send mails to Hon’ble RM (rm@nic.in), she is bound to see one
or two and do something because of adverse publicity her Ministry is getting in the social media. Use
all your connections with the social media. Send your mail to news papers, internet media houses
like Wire etc. Unless you agitate you will not get anything. Don’t waste your time in complimenting
me or anyone. Do not keep forwarding your mails showing your angst against the Govt of India for
injustice done to Serving soldiers and veterans to your course - mates because your course mate is
not going to do anything.

I would like to most humbly bring to your notice that my daughter Amala Cyriac (Roll No: )
is a PG student studying in your esteemed college.

Unfortunately, for the reasons cited during our last meeting, she has lost over 190 academic
days. (This workout of 190 days may please be reconciled once again from your office
records). According to http://www.rguhs.ac.in/faq_rguhs.html, her total absence is more than
6 months for the current academic year, and hence may I kindly request for the possibilities
of Amala to attend both her 1st and 2nd year exams together – in Sept 2020?

Despite your advice to monitor her, perhaps the college environment is causing severe mental
stress in her. Calls to home have become rare and whenever we call up, she is found moody
and much disturbed. On contacting her friends, we were told that Dr Ananth Krishnan is still
haunting her and when Amala is checked for this, she is picking quarrel with them, resulting
increased isolation from all others. Her close friends and well-wishers, too advised us to take
her back to home, as early as possible for a while from there.

Notwithstanding the above, with high esteem and merriment, I have to also inform you about
her wedding ceremony which is to be held on 29th Apr 2019. We would be very delighted if
you, with your family attend the marriage ceremony, to bless both the couple. I will
personally talk to you over phone once again and your presence will be a great pleasure and
honour for us.

On behalf of my daughter Amala, may I seek your permission for her to remain absent
from the college from 10 Apr 2019. In these special circumstances, we need your kind
cooperation and advice, since she need bit of cooling time, to make this important transition
of her life, as smooth as possible, and adjust to new circumstances and realities of life.
May I also assure you that, she will return to college as soon as possible, (once she gets
accustom to her marriage life) – off course, in keeping with your advice and university leave
policy.
