I. BACKGROUND AND JUSTIFICATION OF THE PROBLEM

The incessant bloom of out-of-school youth (OSY) cases in the Philippines has
been very evident through the years. As a matter of fact, a survey conducted by the
Philippine Statistics Authority had shown that one in every ten Filipinos aged 6 to 24 years
is an out of school child and youth, numerically written, almost 10 % out of the estimated
39 million Filipinos. In lieu with this, even a first class municipality in the Province of
Batangas has the rampancy of this particular issue concerning the youth called Nasugbu
– present in almost all of the forty-two barangays in the latter. This is categorically
dominated by a tiny barangay entitled Wawa, surprisingly with almost five hundred
records of OSY.
With that stated above, our group in Philippine Politics and Governance decided
to voluntarily conduct a ‘5-Sunday Recreation Camp’ to impart an alternative detour for
OSY instead of wasting their time on sedentary lifestyles. This camp aims to provide
assistance on how OSY of a seaside-located barangay can develop their attitude and
characters with the means of sports and activities that require physical power and skills.
In addition to that, this won’t only focus on developing their physical abilities but rather on
how will they cope up and deal with daily challenges that require critical thinking.
Most importantly, they will learn how unity, sportsmanship and camaraderie are
showcased throughout the course of our camp. Aside from that, they would also learn
self-defense for safety and security at times when unexpected occurrences take place.
OSY as a societal issue could be eliminated with the help of this ‘Recreation Camp’
only if the resources will be made readily available and accessible within a period of
necessary time.

II. OBJECTIVES OF THE PROJECT


The Recreation Camp will last for five Sundays starting from August 18 and will
end on the 15th of September. The group will be the main facilitators of the camp which
means they will be in charge of all the activities to be done on the event. Prior to the first
Sunday, two of our members will visit the location to check if the local government of the
said barangay could provide us with primary guidance setting up the venue. Every week
features unique activities based around our vision to solidify the personality of OSY in
Brgy. Wawa, with sports as the integral medium. We will supervise activities such as One-
Day League, Living the Health Way, Maze Challengs, Introduction of Native Sports
(Arnis), Lecture towards Application, Boodle Fight and Recognition Rites at the
concluding day of our project. All OSY can participate in one, but suggested, in all of the
weeks and are encouraged to join as many weeks as possible.

A more detailed description of these activities will be discussed on our fourth section.

III. EXPECTED RESULTS OF THE PROJECT


At the end of our revolutionary camp, we expect our participants to obtain the following
skills, learnings and progress:
 Teenagers engaged to live a healthier lifestyle.
 Teens avoiding bad habits.
 Children in sports while they are young.
 Knowledgeable about their health.
 To avoid sickness and bad habits.
 To have fun and meet new friends while they are learning.
 To lessen teenage who are doing wrong things.
 To challenge them on becoming the best version of themselves.
 To learn some self-defense like ‘arnis’.

We expect that the children, teenagers and elders who will attend or visit our
recreational camp will have more knowledge about their health. We also expect their
participation and cooperation. Moreover, we expect that they will also gain from our
recreational camp to avoid their bad habits. They will listen to the speakers who will
discuss the tips of having a healthy lifestyle. Our recreational camp will be successful and
the participants will enjoy our prepared challenges and sports.

IV. PROJECT IMPLEMENTATION AND MANAGEMENT


Upon our arrival at Brgy. Wawa in Nasugbu, we will furnish an orientation first in
the morning on how this ‘Recreation Camp’ will work for the next five Sundays. Each
participant will be called ‘campers” and will be sorted at different groups. Second, we will
organize a seminar to introduce the basics of sports including ethics and importance of a
wise and an advisable competition in terms of playing a particular game. This will linger
for two hours to be led by our Seminar Coordinators Alexis Bituin and Germaine De
Castro. In the afternoon, we will provide them with a simple yet nutritious set of packed
lunch prepared by our Food Committee: William Kintanar and Emmanuel Geronimo.
Before concluding this day, we will introduce them with our next activity in the succeeding
Sundays. Specifically, the next program is a One-Day League to be executed by our
Sports Team composed of Jeffrey Cusi and Ace Lynbir Banaag.
On our second Sunday, we will establish the One-Day League where sports
namely Basketball, Volleyball, and Badminton will highlight the said league. Both male
and female campers could participate the events and will be rewarded afterwards. Seven
days after, our group will then discuss them about a famous yet unrecognized sports in
the Philippines called ‘arnis’. This part will be discussed by our Camp Leaders John
Hendrick M. Dimafelix and Dionnie Jozz Magayanes.
On the 4th of September, we will help them to obtain personal growth by providing
them a talk about ‘Tips towards living a Healthy Lifestyle’. Though we are still students,
we will make a productive research about this topic and hopefully nurture them, as well
as anchored the in a safe and supportive community, acquisition of new skills, feel valued
for who they are and develop a sense of belonging.
Lastly, on our last Sunday, we will facilitate a little but memorable ‘Recognition
Rites’ by rewarding them for their hard work, perseverance, diligence and wisdom-
centered skills from the previous Sundays. Also, the best team will be rewarded. But in
the end, it is the bond and compassion for others that will flourish on each child’s heart,
together with their love for sports, altruistic instinct for their ka-barangays and friends.

V. PROJECT BUDGET
The main mission of our group is to redefine the indefinite situations of OSY in a
barangay near the famous Nasugbu Beach. In relation to that, our camp required finance
and the computation of our fund, budget and financial allocation are as follows:

VI. GENERALIZATION
Through helping hands, visionary perspective and realistic outlook, we provide a unique
recreation camp experience that brings together sports activities with leadership training
for campers of all ages. We are able to do this although we are small by design. With our
committed staff to camper ratio, and small overall numbers, we aim to create an
environment of trust and a whole new Barangay where the youth actively resides.
Knowing that we focus on building positive relationships between campers and these
connections allow campers to discuss, develop goals and recognize achievements in a
safe space, it is a principal point to say that our camp brought betterment to lessen if not
completely eradicate the existence of OSY in Brgy. Wawa. Campers know their voice is
being heard and their ideas are being listened to. Notably, our agenda to use sports and
physical activities in inspiring a locale of almost 5,000 residents is, indeed, a triumph
inside the mind and hearts of everyone.
Likewise, campers become facilitators of change in their own lives. We encourage
responsibility by creating expectations for campers, rather than rules. Campers gain the
skills to act with confidence, courtesy, respect and responsibility at camp, home, and
chiefly in their community. We only have the minor resources and machineries, yet this
camp could be a major breakout to improve the lives of youth in Wawa.
As of 2016, our country is planted with almost 104 million people, and OSY cases are still
proved by the numbers. Consequently, our tiny advocacy to recalibrate the lives of almost
500 OSY in Brgy. Wawa could bring positive change only if Lord's guidance will prevail.
A 5-Sunday camp is a reality in the making to lighten the lives of 15,328 residents of the
said barangay. We know that the pillars of our society will come home with a new view
on life, learnings and optimistic interactions inside their communities.
