National Computer Center (NCC)

e-Serbisyo (Philippine Government Service Portal)

The National Computer Center (NCC) was


established on June 30, 1968. Initially, NCC was
tasked to educate, direct and guide national agencies
on the uses and benefits of computers. The agency
also spearheaded projects to automate functions of different government agencies.
Through the years, NCC's has been a catalyst of change and improvement in the
government's systems, operations and delivery of services to the public. Its ventures
helped other agencies achieve greater productivity, gave the public a wider access to
information and allowed for an even faster delivery of basic services. Today, NCC lends
its full support to the administration's ICT thrust by forging strategic alliances with the
private sector, coordinating ICT activities, developing human capital, promoting ICT
utilization in all sectors of the society and advocating Philippine ICT services worldwide.

The Business Issue

NCC recognized the need to have a more efficient way for civilian to get services from
government agencies. Although most, if not all of the large government agencies have
existing websites that attempt to offer some form of online service, the current
experience still leaves much to be desired. At present, each government department/
agency separately designs and maintains its own websites, thus the Philippine
government websites have varied visual designs, information architectures, and
metadata classifications. Though there has been an attempt to advocate standards for
websites, such is not enough to enable citizens to quickly navigate their way through
various agency websites to find the specific information they need.

NCC recognized that a portal is a crucial step towards the establishment of an e-


Government. The vision is to make the government more accessible and citizen-centric
by establishing a portal, which will serve as a "single-door" web-based gateway fro
providing convenient access to government e-services and information. Citizens should
not be faced with the difficulty of knowing which government agency is responsible for
which services or program.

Our Approach

TIM custom developed the e-Services Portal tagged as "eSerbisyo" to be a single entry
point designed as a one-stop source and citizen-centric; business-friendly; and frontline
service focused portal for accessing comprehensive information and government
services. The eSerbisyo provides an integration of all citizen-centric online frontline
services of government agencies. TIM took into consideration the need of the
beneficiaries of the eSerbisyo namely the citizens, overseas Filipino workers (OFWs),
businessmen & investors, government employees and visitors of the Philippines. TIM
also provided the IT Infrastructure for eSerbisyo to work. As a system integrator, TIM
provided hardware and software, consultation, project management, data center
construction, structured cabling and maintenance service and support.

How It Worked

 eSerbisyo makes life easier for people who have constant interface with the
Philippine government by providing a faster and better delivery of government
information and programs and services.
 eSerbisyo have 2 reliable Internet Service Providers to accommodate multiple
users at any one time with no clogging.
 eSerbisyo provides for a more responsive and effective government by
streamlining business processes and reducing red tape as well as to make the
government closer to its citizens by way of enabling citizens to interact
electronically with the government.
 eSerbisyo provides a user-friendly design for ease of use with contents/
information categorized for all types of citizens.
 eSerbisyo provides an interface to "eBayad" ahich is an internet-enabled
payment portal that makes available the electronic payment to the government
agency through the use of different delivery channels to include credit cards,
debit institutions and mobile wallets.
