METHODOLOGY OF A CITY/REGIONAL TOURISM PLAN

WHAT IS TOURISM PLANNING?
Tourism planning is the process of considering the needs of people planning a trip and using those factors to
determine the best resources, programs and activities for their trip. Tourism planning is intended for local
residents and businesses of the location, as well as tourists who travel there.

ESSENCE OF TOURISM PLANNING


 Tourism planning involves the coordination with other government agencies to improve tourism-related
infrastructure. The planning also extends to participation of the private sector, the hotels and
restaurants, travel transport, and even popular outlets (like Jollibee) that can help as information centers
(in the absence of actual tourist information centers)
 The planning process is essential as it provides plenty of resources and information for travelers, while
ensuring that the location and local businesses provide everything needed to improve their tourism. In
tourism planning, every factor is considered, ranging from finding a variety of accommodations to fit
travelers' different wants and needs to locating special programs and activities in that location.

WORLD TOURISM ORGANIZATION (UNWTO)


 It is the United Nations agency responsible for the promotion of responsible, sustainable and universally
accessible tourism.
 It promotes tourism as a driver of economic growth, inclusive development and environmental
sustainability.
 The World Tourism Organization defines tourists as people who "travel to and stay in places outside
their usual environment for not more than one consecutive year for leisure, business and other
purposes not related to the exercise of an activity remunerated from within the place visited".

SCOPE OF TOURISM IN INDIA
Tourism in India has seen exponential growth in the recent years. India is one of the most preferred
destinations for both overseas and domestic travelers. Tourism enables the international traveler to
understand and experience India's cultural diversity first hand. According to official estimates the Indian
tourism industry has out performed the global tourism industry in terms of growth in the volume of foreign
tourists as well as in terms of revenue.

United Nations has classified three forms of Tourism in its Recommendations on Tourism Statistics:
(i) Domestic tourism, which involves Residents of the given country traveling only within the country;
(ii) Inbound Tourism, involving non-residents traveling in the given country; and
(iii) Outbound Tourism, involving residents traveling in another country.

The UN also derived different categories of Tourism by combining the three Basic forms of tourism:
(a) Internal tourism, which comprises domestic tourism and inbound Tourism;
(b) National tourism, which comprises domestic tourism and outbound Tourism; and
(c) International tourism, which consists of inbound tourism and outbound Tourism

AREAS OF CONCERN
For India, tourism to grow rapidly and significantly, we need to address some key areas of concern:
Infrastructure, promotion and marketing at domestic and international levels, skill development, tourism-
related education, and professionalization of services management, service providers' skill enhancement and
the addressing of general hygiene and sanitation concerns. An increased synergy among ministries for the
benefit of tourism and simplification of the tax structure needs to be looked into.

 Cultural tourism
 Youth tourism
 Pilgrimage tourism

KEY STAGES IN TOURISM PLANNING PROCESS
National, regional and local are the three levels of tourism planning which involves following steps or
phases:

Assessment of tourist demand and supply

Establishing objectives

Territorial planning

Basic infrastructure

Financial planning

Human resource planning

Administrative structure

Marketing and promotion

Monitoring progress

The time factor

DATA REQUIREMENT FOR TOURISM INDUSTRY
Data gathering: Fact-finding, or research, provides basic data that are essential to developing the plan.
Examples of data gathering, preparing a fact book, making market surveys, undertaking site and
infrastructure surveys and analyzing existing facilities and competition.
