“Thank you for providing me with a eapy of the investigative seportyou received from
Inyestigntor Matthew Martuosi, N.C. State Board of Elections regarding the allegations made
against Leon Maynor, that he paid individual voters Eula Mac Brown, Clentel Tompson and
Brown, to vote for him inthe 2015 Lumberton Municipal Election. After reviewing the file
including the accompanying DVDHR, itis my opinion that the information submitted to support
the allegations are insufficient to establish probable cause theta crime was committed and are
grossly inadequate to support further criminal investigation by your agency.
