a) INTRODUCTION AND PROJECT BACKGROUND


a.1) Proposed Location of Bridge
The proposed bridge is planned to be constructed across the back waters of Linganamakki
dam, where dam has been constructed across Sharavathi River in the year1964. This large
spread of backwater has resulted in cut-off of various existing roads connecting villages/town
of Hosanagara and Sagara Taluka in Shivamogga district, thus depriving a permanent
connectivity in the area for the surrounding population.

About the Project Site
The Project site lies in the Central western part of Karnataka and will provide vital
connectivity between the villages namely; Ambargodlu and Kalasavalli. In addition it links
the villages/towns located towards Ambaragodlu like Sagara, Shivamogga and Tumkur-
Honnavar Road (NH-206) and the villages/towns located towards Kalasavalli like Sigandhur
temple, Tumari, Nagodi on (NH 766C) and Panvel-Mangalore-Cochin Road (NH-17) with
shortest possible distance. The proposed bridge will thus provide a better connectivity
between Malnad region and Coastal region of Karnataka.

Objective of the Consultancy Services


The main objectives of the study shall be Site Selection, Traffic Study, Geotechnical Studies,
Hydrological Studies, design of bridge components, approaches and protective works,
Environmental Impact Studies, Cost Estimates, Tender documents etc.,
Specifically the following works are intended to be carried out on the Project Road:
(a) Provision of traffic control devices where appropriate.
(b) Marking out entire ROW on village revenue maps showing survey numbers all
along the road.
(c) Propose a detailed alignment along with land acquisition proposal, if required.
(d) Prepare viability report for taking up the project on EPC basis, preparation of
relevant Tender documents, etc.,
(e) Utility shifting such as Tree, water supply lines, Electrical OFC / Telephone
lines etc., as required.
(f) In case of Land Acquisition requirement for Improvement of project,
consultant has to prepare document required for 4(1) notification of Land
Acquisition as per state Govt. requirement and assist during joint
measurement.

Need for the Project


To develop the region economically, creation of transport infrastructure connecting the region
with road and bridge is vital. The Government of Karnataka has given focus in this aspect
considering the vital need of establishing connectivity across the sharavathi backwaters.
The proposed bridge caters to the commuting needs of traffic in the districts of Shimoga,
Uttara Kannada and Udupi. There are only two vital bridges across the backwaters of
Sharavathi (length 60kms) and that at the extreme ends near Jog (Seethakatte Bridge) and
near Hosanagara (Hosanagara Bridge). Another vital bridge (Pataguppa Bridge) across
backwaters of Sharavathi is under reconstruction near Pataguppa village. The proposed
Bridge will play a vital role in connecting the villages Ambaragodlu and Kalasavalli. The
Villages on the Eastern side of the Bank are literally unconnected with the other parts of the
district/taluk/villages after 6 PM. In case of any eventuality the residents of the villages on
the western bank will not be able to quickly reach the nearest urban area. These villages are
comparatively small with no basic Infrastructure. Even the emergency medical needs become
inaccessible/time consuming after 6 PM every day since the only life line is the Barge facility
which operates with last trip at 6 PM. Also during the summer season when the water level
drops down, the barge facility will not be operational for a few days. The alternate route
between Ambaragodlu and Kalasavalli is to travel southwards on SH-26 up to Nagodi check

post further travel towards west to reach Sullahalli village and further to Kargal to join SH-50
and further NH-206 at Jog. The economy of the region and the agricultural activity has
suffered for quite long due to the absence of a direct connectivity.
It is a missing link for a length of 2.425 Kms i.e., from Km 31.700 to 34.125 of NH-369E

a.2) Project Background


Public Works, Ports And Inland Water Transport Department [National Highways], "the
client" is desirous of obtaining Consulting services for “Preparation of DPR for
“Construction of Bridge across Sharavathi Backwaters near Sigandhur in Sagara Taluk,
Shivamogga District.”

With a view to inviting bids for the Project, the Executive Engineer, National Highways
Division, Chitradurga (hereinafter called Employer) has decided to conduct a feasibility
study for determining the technical feasibility of the Project. If the Project found technically
feasible and financially/economically viable, the Project may be awarded on EPC basis to a
private entity (the “Contractor”) selected through a competitive bidding process. The Project
would be implemented in accordance with the terms and conditions stated in the EPC
agreement to be entered into between the Authority PW,P&IWTD [NH] and the Contractor
(the EPC Agreement)

In pursuance of the above, the Employer has decided to carry out the process for selection of
a Technical Consultant, for preparing the Detailed Project Report and bid documents through
Executive Engineer, National Highways Division, Chitradurga (hereinafter called Employer)
The Technical Consultant shall prepare the Detailed Project Report in accordance with the
Terms of Reference (the “TOR”).
