bypassing telecommunications, multichannel television, and broadcast television
platforms that traditionally act as a controller or distributor of such content.

Due to leprosy‘s long incubation period, the cases appear ―hidden‖ and the
numbers cannot go up or down suddenly. But because disability is a serious
effect of leprosy, early detection is important to prevent disability and stop
transmission.
The WHO expects that countries will eliminate grade two disability of leprosy by
2020 and bring the cases down to just less than one per million. India is currently
at 2.4 cases per million.
Leprosy is considered a ―neglected tropical disease‖. It does not get as much
attention in Indian policy or research as TB and malaria. While TB research gets
Rs 147 crore in funding, leprosy gets Rs 39 crore.

The National Statistical Commission (NSC) was set up in 2006 with Prof Suresh

A polar vortex is an upper level low-pressure area lying near the Earth's poles.
There are two polar vortices in the Earth's atmosphere, overlying the North and
South Poles. Each polar vortex is a persistent, large-scale, low pressure zone
that rotates counter-clockwise at the North Pole (called a cyclone), and clockwise

at the South Pole, i.e. both polar vortices rotate eastward around the poles. La
Niña–related climate anomalies significantly strengthen the polar vortex.
Intensification of the polar vortex produces changes in relative humidity as
downward intrusions of dry, stratospheric air enter the vortex core.
With a strengthening of the vortex comes a longwave cooling due to a decrease
in water vapor concentration near the vortex. The decreased water content is a
result of a lower tropopause within the vortex, which places dry stratospheric air
above moist tropospheric air.
The Northern Hemisphere is likely to face greater frequency of arctic chills with
vortexes developing more often.
While the expression became broadly popular during an unusually cold winter in
2014, the vortex was known to meteorologists long before that. The term refers
to circular bands of winds near the poles that are strongest in wintertime and well
above the jet stream in the stratosphere. The stratosphere is an atmospheric
layer that extends roughly 7 to 31 miles above the earth.
Usually, those circular bands act as walls that keep the teeth-chattering cold air
locked at the poles. But, every so often, the winds break down and allow the cold
air to escape. That‘s what happened at the beginning of this month, when the
polar vortex split into three separate bands.
It‘s this escaping polar air that is dropping temperatures in the Midwest and the
East — there‘s a lag time between the atmospheric event and when we
experience the effects. The broken vortex is also sending icy temperatures to
much of Europe in what some call the ―Beast From the East.‖

range is the abode of their deity —Agasthya Muni. Recently, a Defence Ministry
spokesperson based in Thiruvananthapuram became the first woman to start the
trek to Agasthyakoodam peak, weeks after the Kerala High Court lifted the
restriction on women from undertaking the annual trek. As in Sabarimala,
where the Supreme Court‘s decision allowing entry to women of menstruating

age has met with protests, the court decision to let women scale the
Agasthyakoodam peak has met resistance from members of the Kani tribe, who
live on the foothills. The Kani tribal leader said even tribal women living in the
region have not scaled the peak. ―We worship Agasthya Muni, who is believed to
reside at the peak. Like Lord Ayyappa of Sabarimala shrine, Agasthya Muni is
an eternal celibate, so women were not permitted to the peak to protect the
tradition and bedrock of our faith. We believe misfortune will fall on women who
get to the peak.‖

To enable effective monitoring of the labour market, National Sample Survey
Office (NSSO) under the Ministry of Statistics & Programme Implementation
(MOSPI) has been given the responsibility of conduct of Periodic Labour Force
Survey (PLFS). Accordingly, NSSO is responsible for the formulation of sampling
design, data collection, data processing and publication of reports. This survey
has been launched across India in April 2017. PLFS is designed to generate the
indicators of labour market operations using two approaches: (i) Usual Status
(US) approach and (ii) Current Weekly Status (CWS) approach. The Labour
Force Participation Rate (LFPR) is obtained by dividing the number of persons in
the labour force by total population. NSSO defines Labour force participation

(UPSS) c) Current Weekly Status (CWS), and d) Current Daily Status (CDS). In
news: The country's unemployment rate stood at a 45-year-high of 6.1 per cent in
2017-18, according to the National Sample Survey Office's (NSSO's) periodic
labour force survey (PLFS). PLFS is the first annual household survey of the
NSSO and the field work for the collection of data was done between July 2017
and June 2018.

One of the methods promoters use to raise finance is to take loans against their
holding in their company from banks or non-banking financial companies. For
these financial institutions, these shares are collateral. Promoters can raise funds
for various reasons-for meeting requirements of the business or personal needs.
Banks can sell the pledged shares if the price of the stock falls closer to the value
agreed in the contract between them and the company. Typically, the amount
that is lent by banks/NBFCs to promoters is less than the market value of the
shares. This shortfall is the margin is the amount that these lenders retain as
security. In case the stock price falls, lenders ask the promoter to provide more
cash or shares to top up this margin. If the promoters are not able to top up the
collateral, the lenders can sell the shares to maintain this margin. Shares of
companies with high pledged promoter holding tend to witness higher volatility.
The risk is assessed on the basis of the amount of pledged shares as a

raise resources for acquisition and expansion, Chandra pledged his shares in
Zee. High pledging levels are typically not considered a good sign by investors,
as a downturn in the market price can lead to invocation and change in
management. Further, decline in the level of share-pledging may indicate scaling
down in stress. Promoters of listed companies also pledge shares as collateral
to secure bank loans. Banks have a right to sell pledged shares in case the
borrower defaults, or when the shares crash in the stock market. Analysts say
share-pledging by promoters make investors insecure about the company‘s
financial health, which leads to a fall in share prices. Banks would then require
the promoters to top up their collateral by pledging more shares. And the fear of
lenders selling the collateral makes the investor feel vulnerable. This could
trigger distress sales.

Fiscal deficit is defined as excess of total budget expenditure over total budget
receipts excluding borrowings during a fiscal year. In simple words, it is amount

means a large amount of borrowing. Fiscal deficit is a measure of how much the
government needs to borrow from the market to meet its expenditure when its

Generally, fiscal deficit takes place due to two reasons – revenue deficit or a
hike in capital expenditure.
Revenue Deficit: Revenue deficit is excess of total revenue expenditure of the
government over its total revenue receipts. It is related to only revenue
expenditure and revenue receipts of the government.
Revenue deficit signifies that government‘s own earning is insufficient to meet
normal functioning of government departments and provision of services.
Revenue deficit includes only such transactions which affect current income and
expenditure of the government.
The deficit is to be met from capital receipts, i.e., through borrowing and sale of
its assets.
Given the same level of fiscal deficit, a higher revenue deficit is worse than lower
one because it implies a higher repayment burden in future
Primary Deficit: Primary deficit is defined as fiscal deficit of current year minus
interest payments on previous borrowings. In other words whereas fiscal deficit
indicates borrowing requirement inclusive of interest payment, primary deficit
indicates borrowing requirement exclusive of interest payment (i.e., amount of
loan).
Zero primary deficits means that government has to resort to borrowing only to
make interest payments. To know the amount of borrowing on account of current
expenditure over revenue, we need to calculate primary deficit. Thus, primary
deficit is equal to fiscal deficit less interest payments.

The Sundaland Biodiversity Hotspot covers the western half of the Indonesian
archipelago, a group of some 17,000 islands stretching 5,000 kilometers, and is
dominated by the islands of Borneo and Sumatra.
Politically, the hotspot covers a small portion of southern Thailand; nearly all of

In mixed farming the land is used for growing food and fodder crops and rearing
livestock. Mixed farming is one in which crop production is combined with the
rearing of livestock. The livestock enterprises are complementary to crop
production; so as to provide a balance and productive system of farming. So the

farm.
