ABSTRACT

At one of the most successful application of images analysis and un


d e r s t a n d i n g , f a c e recognition has recently received significant attention, especially during
the past few years. Facial recognition technology (FRT) has emerged as an attractive
solution toaddressmanyc o n t e m p o r a r y n e e d s f o r i d e n t i f i c a t i o n a n d t h e v e r i f i c
a t i o n o f i d e n t i t y c l a i m s . I t b r i n g s together the promise of other biometric systems,
which attempt to tie identity to individually distinctive features of the body, and the more
familiar functionality of visual surveillance systems. This report develops a socio political
analysis that bridges the technical and social scientific literatures on FRT and addresses the
unique challenges and concerns that attend its development, evaluation, and specific operational
uses, contents, and goals. It highlights the potential and limitations of the technology,
noting those tasks for which it seems ready for d e p l o y m e n t , t h o s e a r e a s w h e r e p e r
f o r m a n c e o b s t a c l e s m a y b e o v e r c o m e b y f u t u r e technologicaldevelopmen
ts or soundoperatingprocedures, and still otherissueswhicha p p e a r i n t r a c t a b l e .
