One of my top priorities when I took office was to solve
those concerns by communicating with CID members via a
monthly newsletter. I am proud to announce that the CID
Newsletter, “The Hot Car”, successfully published a
newsletter every month for the first year of the term (12
issues). The Hot Car is the only monthly newsletter currently
being published by an elected Union Representative. This
project is not a solo effort. I’d like to say thanks to every CID

I would first like to thank everyone for all their support and I am honored to
have been elected to represent CID as your Chief Steward for the 2018-2020 2018-2020 Term Introduction Page 1

I know rumor and speculation about contract negotiations has been flying
around the Department for nearly two years now. There finally seems to be

announced that contract negotiations had ended and the Union had

On August 30, 2018 Paul Wagner reported that the DC Police Union and DC
Government had come to a tentative agreement where our members would
receive a 3% pay increase for FY 2018, 2% pay increase for FY 2019, and a
3.5% pay increase for FY 2020.

Later that day, Chairman Bigelow formally informed the membership of the
tentative agreement, and explained the process going forward. I cannot
agree more with the Chairman when he wrote “While the contact is
reasonable, you all deserve better”. The current attack on policing as a
profession and attacks on Labor Unions have made it impossible to receive
a contract where members get what they actually deserve.

I know the hot topic being discussed amongst the Membership is the
recently ratified contract. As most of you know, the Collective Update from the Council Page 1
Bargaining Agreement for FY 2018 to FY 2020 was ratified on

answer I can provide is that the contract will not take effect until it is
voted on and approved by the City Council and the Mayor. Once the

I have received information from Chairman Bigelow that the Union


has won the Prior Law Enforcement Group Grievance for prior DC
Government service, however, the Union did not prevail in Prior
Government Service Grievance for Federal Service (FIRs). MPD has
not appealed the decision regarding the Prior Law Enforcement
Service Group Grievance at this time.

attached to MPD cruisers. Both grievances are
awaiting an arbitration hearing. Hopefully the hearing
will be soon and the arbitrator will rule in our favor.

has made claims that once the member presented an
