Sub: Implementation of MANABIK Pension Scheme for providing financial

assistance @ Rs. I 000/- per month to the persons of economically deprived
families having 50 percent or more disability.
Madam/ Sir,

In the State Budget for the financial year 2018-19 tabled on 3 151 January 2018, the Hon'ble
Finance Minister, Government of West Bengal, announced "MANABIK", a monthly pension
scheme for financial assistance @ Rs. I 000/- (Rupees one thousand) per month to the persons
with 50 percent or more disability and having annual family income not more than Rs. J,00,000/­
(Rupees one lakh). The Scheme is to be implemented from 151 April, 2018.

I. The District Magistrate of the concerned District shall be the sanctioning authority of
MANABIK Pension Scheme for rural areas and municipalities/notified areas outside the
areas of Kolkata Municipal Corporation. Controller of Vagrancy, West Bengal shall be
the sanctioning authority in respect of cases within Kolkata Municipal Corporation.

2. The application receiving, verifying and disbursing authority for the scheme will be as
follows:
• The Block Development Officer for rural areas
• The Sub-Divisional Officer for municipalities/notified areas outside the areas of
Kolkata Municipal Corporation
• Office of the Controller of Vagrancy, Purta Bhavan, Bidhan Nagar for Kolkata
Municipal Corporation and aforesaid 6 Municipalities.

3. The Grant-in Aid fund for MANABIK Pension Scheme will be placed with the District
Magistrates, who will sub-allot fund to SDOs and BDOs. For Kolkata Municipal
Corporation, the fund will be placed with Office of the Controller of Vagrancy, Purta
Bhavan. The first allotment will be placed at the beginning of the financial year 2018-19
under the suitable head(s) of account.

4. The scheme will be demand driven. All eligible disabled persons will be brought under
this scheme.

5. Beneficieries of the existing Disability Pension Scheme 20 I 0, who fulfil the requisite
eligibility criteria of "MANABIK", will be brought under the "MANABIK" Pension
Scheme 2018 w.e.f. 01.04.2018. The sanctioning authorities will issue fresh sanction
orders accordingly.

6. Application Form must be printed by districts and Controller of Vagrancy and be made
available immediately.

7. The sanctioning authorities are requested to submit requirement of fund for this purpose
immediately.

8. The Department will share IEC materials m due course, which should be widely
disseminated.

9. The Monthly Performance Report of MANABJK Pension Scheme should be submitted to

the Department to jssw333@gmail.com by the 10 1h of every month. The first report is
expected by 10.05.2018.
