1 MINUTES OF THE MANAGEMENT COMMITTEE MEETING OF SECONDARY SCHOOL


2 ADMINISTRATORS HELD AT JANIUAY NATIONAL COMPREHENSIVE HIGH SCHOOL,
3 JANIUAY, ILOILO ON MARCH 08, 2019.

4 I. ATTENDANCE
5 (Refer to Accomplished Attendance Record)
6 The meeting started at around 9:26 a.m. with an opening program.

7 II. PRELIMINARIES
8 Prior the meeting proper, CID Chief Mr. Ruben Libutaque gave his opening
9 message wherein he reminded the school heads to always stick to the KRAs of their
10 offices. He also enjoined them to make sure that targets are met through effective and
11 efficient implementation of policies, programs, projects and activities of the Department.
12 SGOD Chief Dr. Gilbert Solidum also welcomed the participants. In his message,
13 he also reminded the school heads to open their line of communication especially when
14 there are doubts regarding some policies of the department. He likewise emphasized the
15 need and importance of uniform implementation of policies.
16 In their messages, Assistant Schools Division Superintendents Dr. Nordy Siason,
17 Dr. Azucena Falales and Dr. Lilibeth Estoque highlighted the following points:
18 ➢ authenticity of documents presented and sustainability in the evaluation
19 of schools;
20 ➢ CID personnel shall revisit schools by the opening of classes to ensure
21 sustainability of the schools’ implementation of programs, projects and
22 activities;
23 ➢ evaluation of schools should not be something to be afraid of;
24 ➢ the evaluation of school is one of the strategies to enhance the school’s
25 status;
26 ➢ school heads to put their hearts and minds in improving the delivery and
27 quality of instruction;
28 Ms. Lilian P. Balsicas, representative from the Provincial Health Office then gave
29 some updates on the Measles Outbreak Response of the Department of Health.

30 III. MANCOM PROPER

31 01. Call to Order


32 The meeting was called to order by SDS Dr. Miguel Mac Aposin. The minutes of
33 the previous meeting was then read by the Secretary. Mr. Darwin Haro moved for the
34 approval of the minutes and was duly seconded by Dr. Ma. Isabel Serag.

36 02. Action on the Previous Minutes
37 Dr. Jean Pelaez requested for the schedule of the orientation on the
38 implementation of the School Learning Action Cell. SDS Aposin responded that PSDSs

1 shall facilitate the training of school heads. Dr. Estoque reminded the body that while
2 there is a pending plan of training the school heads, they must first identify challenge
3 areas (topics for instructional delivery). Dr. Siason added that school heads must convene
4 the department heads and request for problems they have identified in their respective
5 learning areas. He also said that the effective implementation of the program still depends
6 on the school head. Lastly, he reminded the body to make sure that the SLAC plan is
7 reflected in the supervisory plan and shall focus on curriculum implementation.

9 03. Feedback on Recent Activities
10 On WVRAA 2019:
11 - Official receipts and souvenir programs shall be facilitated by the SDO;
12 - financial assistance in future sports meets will be directly given to the delegates
13 (athletes, coaches, etc.)
14 - request for and procurement of sports supplies and equipment shall be
15 facilitated earlier.

17 04. Upcoming School Activities
18 The following activities were announced:
19 - March 14-15, 2019 – 4th Quarter Exam for Grade 12
20 - March 21-22, 2019 – 4th Quarter Exam for other Grade Levels
21 - March 2019 – tentative schedule of Grade 12 NAT
22 - April 1-5 – End of School Year; CID will facilitate the scheduling of SDO officials
23 who will confirm the graduates and completers.

25 05. End of School Year 2018-2019
26 Dr. Zaldy Tondo discussed the Department’s policy on the End of School Year
27 Rites as contained in DepEd Order No. 02, s. 2019. Dr. Aposin informed the body that
28 two (2) documentary stamps must be placed on the lower left portion of diplomas and
29 completion certificates. He added the following important reminders:
30 - the date of the certificates shall be the date of graduation/completion ceremony;
31 - learners and teachers shall report until April 5, 2019;
32 - schedule of graduation ceremonies must be communicated to the SDO;
33 - a list of graduates/completers shall be attached to the diplomas to be signed by
34 the authorized official for verification purposes. The adviser shall sign the list, the
35 principal shall certify and the EPS in-charge will verify. The following CID
36 personnel were assigned as verifiers:
37 1st CD – Borro, Caigoy, Tababa
38 2nd CD – Brillantes, Quiñon, Alarcon
39 3rd CD – Capilitan, Larupay, Almencion
40 4th CD – Imas, Manejero
41 5th CD – Balogo, Arceña
42 - payment of PTA/school fees is voluntary; no clearance shall be required for
43 financial obligations;
44 - recipients of medals should sign that they have received the medals. Excess
45 medals shall be kept by the supply officer;
46 - parents may be invited to witness the deliberation of awardees/honor students;
47 - invitation of candidates for the upcoming election is discouraged. Medals should
48 not contain the name of any candidate nor their names be mentioned for
49 recognition; incumbent candidates are likewise discouraged from attending any
50 ESY activity. Dr. Siason requested the school head to just explain the policy to
51 the candidates and incumbent local officials;

1 - all campaign materials placed inside or within the premises of the school must
2 be removed.

4 A lunch break was called at around 12:10 pm. The meeting resumed at around 1:15 pm.

6 06. Hiring of Teachers
7 SDS Aposin informed the body that the filling-in of items and appointment of new
8 teachers shall be until March 29, 2019. Teachers/Personnel appointed before the said
9 date shall not be transferred to other stations until the lifting of the election ban.

11 07. Checking of School Forms
12 Dr. Tondo gave a review of the Department’s guidelines and policies on the
13 checking of school forms. He announced that only SF6 shall be submitted to the SDO.
14 SF5 shall be signed by the PSDS as vice chairperson of the Division Checking Committee.

16 08. Administrative Concerns
17 SDS Aposin explained to the body the process in computing the loyalty pay of
18 DepEd personnel. He added that teachers will be initially paid based on the current rate
19 to avoid backlogs. Other due payments from previous years shall be paid next.

21 09. Other Programs/Projects
22 The following important points/reminders were given by program handlers:
23 a. MEA Schedules
24 - April 8-12 – SMEA
25 - April 15-19 – District MEA
26 - April 25-26 – Division MEA
27 The following are the KPIs to be included in the reports:
28 - completion rate
29 - dropout rate
30 - non-readers
31 - non-numerates
32 - schools with permit to operate
33 - no. of students with failing grades

35 b. Classroom Assessment
36 Mr. Libutaque told the body to emphasize classroom assessment to
37 address the problems on access and quality. Dr. Siason added that schools must
38 have a school-based assessment program starting next school year.

40 c. Evaluation of Schools
41 SDS Aposin emphasized that the evaluation of schools is not just to
42 identify well-performing schools but also those that need assistance.

44 10. DepEd/SDO Issuances
45 SDS Aposin requested the school heads to disseminated the contents of the
46 following DepEd issuances:
47 - DepEd Order on Prohibition Against Electioneering (DO 48, s. 2019)
48 - DepEd Policy on the Transfer of School Records (DO 54, s. 2016)

50 11. Other Matters
51 The following important points were given:

1 - GAD fund (5%) should be utilized and properly liquidated and reported;
2 - Maximize the Assistant School Principals for Operations and Learner Support;
3 - Student researches must be revisited;
4 - For immersion MOAs, CID shall check the content before Dr. Siason signs it;
5 - Schools to put up online transparency boards;
6 - DRR incidents must be reported immediately to the SDO;

8 12. Adjournment
9 The meeting was adjourned at around 4:34 pm with a closing prayer led by Mrs.
10 Grace Coronado.
