The Universidad de Manila (UdM) (formerly known as the (City College of


Manila) is a city government funded, public local university in Manila, Philippines.
Its Main Campus is located at the grounds of Mehan Gardens, near the Central
Terminal Station of LRTA Line 1.

1. It has an annex campus in Carriedo Street (Downtown Campus). It


formerly maintained a campus at the 15-storey Old PNB Building in
Escolta Street but it was razed by a fire in 2015 and was finally
demolished in 2016. The Division of City Schools-Manila has its
headquarters at the main campus of UDM
NATURE OF THE BUSINESS

I can say that the facilities and atmosphere of the school is not that well-
organized. On the other view, our school provides students good quality of
education. Our professors are professional but also friendly. They are
considerate and approachable. They also mastered their fields of specialization,
meaning they can facilitate learning consistently.

MISION
Universidad de Manila promotes free and quality tertiary education for the
underprivileged youth, relevant curricular and research programs, and
responsive extension services- all these benefiting the City of Manila and the
country.

RULES AND REGULATIONS IN UDM

STUDENT DISCIPLINE
Upon admission to UDM, a student binds himself/herself to recognize, accept
and comply with the existing policies, rules and regulations of the University

CONDUCT IN SCHOOL
It is expected that all students excel academically, show respect for all, and abide
by the rues and regulations of the University at all times.
Grooming and Appearance
a. Students must wear the complete prescribed uniform
b. Shabby or crumpled uniforms are out of place in the school community
b.1 For Male
• Clean cut hair with no portion reaching below the eyebrows, tip of ear, or he nape area
• Long, colored streaked, spiked and/or glittered hair, skin head, facial hair like goatee,
beard, mustache are not allowed.
b.2 For Female:
• Hair must be well-groomed without any loud color or dye, strike, spike, or glitters.
• Light make-up that is modestly applied is allowed, but application of outrageous lipstick
color, rouge, or eye shadow is not.
• Jewelry allowed is a pair of earrings or as prescribed by particular courses. Nose
rings, tongue pins, eyebrow pins, are not allowed.

2. Dress Code
A. All students are strictly required to wear proper uniform during uniform days and
decent clothes during non-uniform days. Students who fail to comply with this dress
code shall be denied entry in the University premises
B. OJT uniform, and NSTP uniform shall not be used as a substitute for the prescribed
uniform.
Prescribed Uniform on Uniform Days
-Male

1. Top: No pocket white Polo with Embroidered Gold Merlion logo on the left chest,
Bottom: Black leather shoes wit black socks
2. Footwear: Black leather shoes with black socks
3. White upper undergarment

-Female
1. Top: White blouse with Embroidered Gold Merlion logo on the left chestand UDM
buttons
Bottom: Black skirt with front pleats (an inch above the knee length) and with black
belt with yellow buckle;
2. Footwear: Black closed leather shoes.
Prohibited Attire on Non-Uniform Days

Male
1. Top: Sando/Sleeveless, shirt with indecent print, see through shirt, mid-rib tattered
shirt,, not prescribed top.
2. Bottom: tattered pants/ tattered design, frayed knee, see through bottom, low waist,
jeggings, pants with patches, shorts (any length)
3. Footwear: Flip-flops, slippers, sandals, open-toe shoes

Female
1. Top: Hanging blouse/shirts, exposing the navel, mid rib shirts blouses, shirts with
vulgar/obscene print, tattered blouse, sleeveless, plunging neckline, tube,
spaghetti blouses, halter tops, backless, see through blouses.
2. Bottom: mini-skirts – 2 inches or more above the knee, shorts, skirts with slits
measuring up to 2 inches above the knee, tattered pants/tattered design, frayed knee,
see through bottom, low waist, leggings, jeggings, pants with patches.
3. Footwear: Flip-flops, slippers, sandals, open-toe shoes
NO ID – NO ENTRY POLICY
No UDM ID- No Entry policy shall be strictly enforced. Students are required to
wear it visibly at all times while inside the campus. Lending and borrowing of IDs are
strictly prohibited.

Procedure for ID Replacement in case of lost ID

1. Report for the loss ID to the OSA


2. Accomplish the Request for New ID Form and submit it to OSA with an Affidavit of
Loss
3. Pay the fee for the new ID.
4. Pending the issuance of the new ID, OSA will issue a Temporary Gate pass valid for
next week and the same must be surrendered immediately upon receipt of the new ID.
No request for extension of validity of the Temporary Gate Pass shall be allowed except
for the extremely meritorious cases.
A student without ID may be allowed entry provided he/she shall be immediately
escorted to the OSA by a security personnel. Should the student refuse to comply with
the aforementioned procedure or refuse to secure a new ID, no Temporary Gate Pass
shall be issued to him/her.

2. PROHIBITED ITEMS
Firearms, even with a permit-to-carry (PTC), deadly weapons, explosives,
prohibited and/or illegal drugs shall be subject to confiscation. Students carrying any of
these item shall be immediately escorted by security personnel to OSA for appropriate
action.
Toy firearms, deadly weapons and/or other prohibited items needed for academic
activities shall be subject to clearance from OSA and security personnel.
3. NO SMOKING POLICY
The University strictly implements the NO SMOKING POLICY in accordance with
Republic Act 9211 and City Ordinance No. 7748

4. RESPECT FOR UNIVERSITY PROPERTIES


All students are expected to respect all university property. They should use
them properly and with care.
5. DEMEANOR
All students must observe proper behavior inside the classroom. All action must
contribute to a classroom atmosphere conducive to learning. A student who disturbs an
on-going classroom activity shall be sent to the OSA for appropriate action.
UDM students must also observe proper behavior even when outside the
campus. A student who behaves in a manner unbecoming of a UDM student will be
dealt with accordingly.

B. DEFINITION AND CLASSIFICATION OF OFFENSES


To guarantee an atmosphere conducive to the formation of UDM students as law
abiding citizens and to maintain peace and order in the campus, it is imperative that
students adhere to the foregoing rules and be penalized with corresponding sanctions
for violations of the same. UDM students should refrain from committing acts detrimental
to the goods of students in particular and the whole academic community in general. The
same rules appy when they are outside the campus especially if they are wearng school
uniform or are officially resprenting the University. Offenses are acts in violation of but
not limited to the following:

CLASSIFICATION OF OFFENSES
GRAVE OFFENSES
1. Academic dishonesty or cheating of any kind during examinations and reports such
as, but not limited, to the following.
A. Unathorized possession of notes or any materials related to the examination,
whether the student actually uses them or not;
B. Copying from or allowing another to copy from one’s examionation paper or
work;
C. Glancing or looking at another’s student’s exam paper or allowing another
student to glance or look at his/her exam paper;
D. Talking to another student without permission during exam.
E. Instigating leakage or directly or indirectly disseminating information regarding
examination,
F. Asking or allowing another person to take an examination or make a written
report/assignment in his behalf; and
G. Plagiarizing or stealing somebody else’s work idea or and trying to pass it off
as the plagiarizer’s original work.
2. Lending and/or using somebody else’s ID, tampering, mutilating, copying, and/or
duplicating another student’s ID or the purpose of fraudulent entry into the school
premises;
3. Bullying or committing any act that causes damage to victim’s psyche and/or
emotional well-being, including uttering or publishing slanderous statement or accusation
that causes the victim undue emotional distress;
4. Cyber-bullying or any act included in the previous number done through the use of
technology or any electronic means;
5. Selling tickets and/or commodities or soliciting contribution inside the campus without
permission from the school authorities;
6. Unauthorized collection of money;
7. Bringing inside the campus items like cigarettes or any alcoholic or intoxicating
beverages.
8. Smoking or drinking alcoholic beverages inside the campus or in any other place
while in UDM uniform.
9. Engaging in unofficial games and sports activities outside the campus while in school
uniform;
10. Bribing or receiving bribe from faculty members, employees, administrators and/or
student;
11. Using the school name, emblem/ or seal in any event or activity outside the campus,
including the internet, without approval from the school authorities;
12. Refusing to submit to security regimen of the University;
13. Initiating and/or participating in brawls in school premises or during off campus
school functions;
14. Participating in unauthorized off campus extra-curricular activities as daily individual
or as a group;
15. Engaging in any and all sorts of gambling activities within the premises of the school;
16. Resorting to vandalism or any willful and deliberate destruction of school properties;
17. Theft;
18. Gross act of disrespect in word and in deed directed towards school officials, faculty
members or employees;
19. Grave threats to inflict harm on another person’s body, honor or property;
20. Possession or use of fireamrs, deadky weapons and explosives within the premises
of the school;
21. Use of University premises for unauthorized activities;
22. Assault upon any member of the administration, faculty or non- teaching staff;
23. Acts of subversion, insurgency ,insurrection or rebillion;
24. Violation of the Anti-Hazing Law or Republic Act No. 8049;
25. Violation of the Dangerous Drugs Law or Republic Act 9145;
26. Hooliganism;
27. Giving false testimony during a school investigation;
28. Misuse of class/student organization funds;
29. Membership in and/or formation of an organization not officially recognized by the
University;
30. Forging, falsifying or tampering offical school records or documents;
31. Violationg the Anti-Sexual harassment Law or Republic Act No. 7877;
32. Failure of refusal to inform parents and/or guardians of a pending disciplinary case of
invitation to a deliberation when instructed to do so.
33. Causing undue delay in any disciplinary proceeding by not faithfully complying with
such proceeding; and
34. Exhibiting conduct unbecoming of a student of the University grossly portraying
contempt to the core values and brand of culture and disciple.

Sanction:
First Offense: Exclusion to expulsion depending upon the gravity of the offense
committed.

LESS GRAVE OFFENSES


1. Unauthorized entry to class or any school function;
2. Public display of intimate gesture or affection inside the campus or outside while
wearing school uniform or any school identification;
3. Bringing in the campus incident pictures, videos or other pornographic materials or
accessing pornographic websites while inside the campus;
4. Unauthorized posting and/or removal or tampering of announcements, notices or
postes from bulletin boards and classrooms as well as unauthorized distribution r display
of printed materials; and
5. Allowing non-bona fide students or non-members to participate in the activities of a
student organization without clearance from school authorities.
Sanctions:
First Offense: Suspension for 5-10 school days with 40 hours community service.
Second Offense: One semester suspension with 100 hours community service and
conference with the parents.
Third Offense: Expulsion
Light Offenses
1. Improper dress code;
2. Unauthorized use of electricity;
3. Use vulgar or obscene language;
4. Use of gadgets during class, Holy Mass , or any school-related which causes
disruption of the activity
5. Making excessive noise, talking loudly or screaming in the classroom, library, halls
and corridors of the school premises;
6. Eating inside the classroom or non- designated eating areas;
7. Bringing in playing cards of any kind in the campus; and
8. Littering.

Sanctions:
First Offense: Reprimand with 4 ours community service
Second Offense: Reprimand with 12 hours community service and conference with
parents/guardians.
Third Offense: Suspension for 5-10 school days with 40 hours community service

STUDENT ORGANIZATION AND ACTIVITIES


Article I
GENERAL POLICIES
Rationale:
1. Give students the opportunity to be hear on mattes of students concerns and welfare;
2. Provide the students opportunities to make productive of their time through
constructive and wholesome extra-curricular activities and complement their academic
programs through group- planned studies and projects;
3. Foster and develop responsible student-leadership qualities;
4. Promote closer and more harmonious relationship among members within the
university student government and organization.
Section 1. The University recognizes the rights if the students to organize and develop
responsible leadership. For this purpose, it seeks to encourage the formation of the
student organizations, clubs, associations, societies or any other student groups that
suits their legitimate needs, aspirations and interest especially on matters involving self-
organization and governance.
Section 2. The University President shall have the sole power to authorize and approve
establishment of any student organizatios,clubs, associations, societies ad groups upon
favorable recommendation from the Dean of Student Affairs in cooperation with the
Supreme Student Government,
Section 3. All organization s, clubs, associations, societies and groups shall be governe
by the University Code and the Rules and Regulations promulgated pursuant thereto.
Section 4. The Dean of Student Affairs shall meet the officers and members of the
Student Organization at least ince every semester to discuss its current programs and
projects, problems and future plans and to assist in the attainment of their ibjectives.
Section 5. Studentss Organization shall not interfere with curricular, academic and
administrative matters of the University.
Section 6. Only organization officially recognized by the University may use the name
Universidad De Manila. The name of the University should not, however, be directly or
indirectly be used in connection with any extra-curricular activities without the rpior
recommendation of the Dean of Student Affairs, VPAA and the approval of the University
President.
Section 7. No student organization shall be allowed to functions or operate within the
University without a Certificate of Recognition.
Section 8. If a student organization fails to renew its Certificate of Recognition within the
prescribed period of time, it shall be considered dissolved.
Section 9. After due process, the accreditation of an accredited student organization
maybe subject to revocal if such organization is not implementing its program of
activities as approved or when it deliberately violates the policies, rules and regulations
stipulated in this Students Manual.
Section 10. No ‘Hazing: or initiation of any form shall be allowed in all University student
organization.
Section 11. No organization shall be allowed to affiliate or confederate with outside
organizations without prior study of the Associate Dean for student Organization and
Activities, Dean of Student Affaies, SSG President, with the approvacl of the University
President.
Section 12. The official student council of the Unversded De Manila shall be known as
the USM Supreme Student Government (UDM
