Scope
[I] This Global Practice (GP) covers the purchase of non-fixed firefighting equipment. It includes foam
proportioning trucks, foam concentrate trucks, fire equipment trucks and trailer mounted firewater pumps.
Portable/auxiliary firefighting equipment used with firewater or foam systems (such as nozzles, monitors,
fire hose) are included, as well as other auxiliary firefighting equipment (i.e., extinguishers, loudspeakers,
lighting equipment, fire suits and blankets).
[I] An asterisk (*) indicates that a decision by the Purchaser is required or that additional information is
furnished by the Purchaser.

2. Local Considerations
1) [I] The Standards specified for use with this GP, and the equipment descriptions herein, apply to
equipment installations in countries with no comparable standards. Where compliance with any Code
or Standard by a local jurisdiction is mandatory, the requirements prescribed therein shall also be met.
V Motor vehicles shall comply with all local rules and regulations, as specified by the Purchaser.
2) [S] Fire hose couplings selected for a particular plant location shall be compatible with mutual aid
and local fire protection facilities.

3. Foam Proportioning Truck


1) [S] The foam proportioning truck shall comply with NFPA 1901 and NFPA 11C and shall be
designed to operate with low, intermediate, or high backpressure foam systems, as specified. The
foam proportioning system shall be of the balanced pressure inductor type.
2) [S] The piping and equipment arrangement shall be per Figure 1 and the additional requirements
given herein.

3.1. Foam Concentrate Tank and Appurtenances


1) [S] The foam concentrate tank shall be designed to carry a minimum of 1000 gal (3795 L) of foam
concentrate. Other size tanks may be specified as necessary, and shall be approved by the Plant Fire
Chief.
VCarbon steel, stainless steel, or plastic (FRP) tank material is acceptable, but shall be compatible
with the specific foam concentrate selected. The Plant Fire Chief shall approve material selections.

2) [S] The foam concentrate tank shall be furnished with the following appurtenances:
a) Internal baffles to prevent excessive surging of the fluid. The baffle system shall be designed
such that all parts of the tank are accessible for inspection.
b) A minimum 8 in. (200 mm) diameter hatch, with a hinged and latched cover to permit manual
gauging and inspection of the concentrate.
c) Additional openings with bolted covers shall be provided for tank inspection and cleaning.
d) An expansion dome, sized approximately two percent of the total volume, shall be located on the
top of the tank. The horizontal cross-section area of the dome shall not exceed 300 sq. in. (0.19
m2 ).
e) A sediment sump, approximately 15 in. (380 mm) diameter and 6 in. (150 mm) deep, shall be
provided at the bottom of the tank directly below the expansion dome. The following
connections shall be provided.
i) The sump shall be connected to the suction line of the concentrate pump.
ii) The connecting pipe shall extend through the sump and terminate 1 /2 in. (13 mm) above the
bottom of the tank.
iii) A separate 2-in. (50-mm) valved drain shall be provided on the sump.
iv) The suction line valve and the drain valve shall be located adjacent to the sump.
f) All fittings and attachments shall have gas-tight closures.
3) [S] A pressure-vacuum vent shall be provided as follows:
a) Installed on the top of the expansion dome on a riser. The riser shall be baffled to prevent
splashing of the foam concentrate on the seat of the vent valve when the truck is in motion.
b) Set to open at 1 psig (6.9 kPa) pressure and at 1 /2 oz per sq. in. (0.22 kPa) vacuum.
c) Sized to permit filling and pumping out of the foam concentrate at 100 gpm (22.7 m3 /h) and 37.5
gpm (8.5 m3 /h), respectively.

3.2. Foam Proportioning System


1) [S] Balanced pressure between the discharges of the water pump and the foam concentrate pump may
be achieved by either of the following.
a) A pressure regulator in the recycle line from the foam concentrate pump back to the foam
concentrate tank.
b) A variable speed foam concentrate pump, driven by a hydraulic motor with automatic control of
the discharge pressure (to equal water pump discharge pressure). Such pump shall be equivalent
to the National Foam “Servo Command TM" proportioning system.
2) [S] The balanced pressure system (used in the foam system to maintain foam pressure equal to water
pressure) shall be provided with a manual bypass valve/control. This permits manual operation of the
automatic system in the event of malfunction.
3) [S] The foam concentrate shall be supplied to inductors fitted to the individual hose outlets through
variable percentage proportioning needle valves.
The valves shall be locked into position to prevent movement after the system has been calibrated for
three percent foam pick up.
The system shall be capable of supplying either foam solution or plain water through all hose outlets.
Other proportioning systems may be specified, but shall be approved by the Plant Fire Chief.

VWhere the need for proportioning at different concentrations has been defined by the Plant Fire
Chief, the proportioning valves shall be calibrated at each defined concentration. The needle valve
position for different concentrations shall be clearly labeled. The needle valve shall be capable of
locking into position.

3.3. Water Pump


[S] The water pump shall be of a centrifugal type, driven by a power take-off from the truck transmission.
In addition:
1) * The pump materials of construction shall be suitable for plant firewater.
2) A priming system shall be provided.
3) * The pump shall have a minimum 1000 gpm (227 m3 /h) capacity and be designed to operate over a
range of inlet pressures from 10 ft (3 m) suction lift to 125 psig (860 kPa). A larger capacity pump
may be specified.
4) The pump performance shall comply with NFPA 1901 requirements.

3.4. Foam Concentrate Pump


[S] The foam concentrate pump shall be a rotary or gear type. It shall be driven by a variable speed
hydraulic motor, a direct drive auxiliary engine, or a power take-off from the truck transmission.
In all cases, the drive system for the foam concentrate pump shall be independent of the drive system for
the water pump, such that the foam concentrate pump may be run without the water pump.
In addition:
1) The foam concentrate pump shall be suitable for pumping foam concentrate at the full range of
temperatures experienced at the location.
2) The foam concentrate pump rated capacity at 250 psig (1725 kPa) discharge pressure shall be
sufficient to proportion foam at the highest required concentration at the maximum water pump
capacity, but shall not be less than 37.5 gpm (8.5 m3 /h).
3) The foam concentrate pump maximum discharge pressure shall be 300 psig (2100 kPa) as limited by
the pump pressure relief (PR) valve.
4) The foam concentrate pump shall provide sufficient concentrate when the water pump is running at
low speed. A 90 gpm (20.4 m3 /h) pump is usually required.
5) To protect the pump, a PR valve, sized for pump blocked outlet, shall be provided on the discharge
side, bypassing back to the pump suction.
6) A valved blowoff strainer shall be installed on the foam concentrate pump suction, to protect this
circuit from scale and foreign particles.

3.5. Monitor Nozzle


[S] The monitor nozzle shall be a combination foam-water nozzle equivalent to National Foam Systems,
Inc., Model PC-50, for delivering a minimum of 500 gpm (113.5 m3 /h) of solution at 150 psig (1035 kPa)
as a straight stream or in spray form.
The monitor shall be permanently connected to the water and foam concentrate circuits. It shall be
connected entirely with pipe, except that a short permanent hose section is permitted.
The monitor shall be located on top of the truck, aft of the cab, in an area accessible for manual operation.

This monitor shall be omitted on trucks with an elevating platform or water tower.

3.6. Operating Panel and Other Controls


1) [S] The operating panel shall be mounted on a single position in the truck to house all controls
required for this proportioning system. The location of the operating panel shall be on the side of the
truck unless the Plant Fire Chief defines a different position.
The panel shall be as follows:
a) The controls shall be shown on a simple graphic panel or flow diagram, and shall be suitably
labeled to indicate their functions.
b) The graphic panel shall be part of the operating panel or mounted adjacent to it.
c) The operating panel shall be provided with illumination to permit operation and reading of gauges
at night.
The Plant Fire Chief shall approve alternatives to the above.
2) [S] The operating panel shall include the following:
a) A duplex indicating pressure gauge, 0 psig to 300 psig (0 kPa to 2500 kPa), to indicate water and
foam concentrate pressure.
b) The taps for the duplex pressure gauge shall be located as close as practical to the inductors.
c) A dual-scale, indicating pressure gauge, 30-in. Hg vacuum to 0 psig (–100 kPa to 0 kPa), and 0
psig to 300 psig (0 kPa to 2500 kPa), to indicate inlet water pressure to the pump.
d) Extensions to operate the block and bypass valves around the pressure regulator or hydraulic
motor, and the 21 /2 -in. (65-mm) hose outlets.
e) Standard controls and instruments for engine and pump operation.

3.7. Water and Foam Solution Piping and Connections


1) [S] The foam concentrate tank fill line piping shall permit re-filling while the proportioning system is
in operation
2) [S] Inlet water piping shall be provided with two suction connections, one located on either side of
the truck, as follows:
a) * Each connection shall terminate in a mating coupling with a pressure cap, consistent with the
plant coupling standard.
b) The pipe size shall be suitable for drafting with a suction lift of 10 ft (3 m) with hard suction
hose.
c) The piping and pump suction fittings shall be suitable for 150 psig (1050 kPa) maximum
pressure.
3) [S] Water strainers, flat plate type with 1 /4 -in. (6.35-mm) maximum openings, shall be fitted
in the inlet water line. These shall be accessible for inspections and cleaning through the
couplings.

4) [S] Discharge piping for water and foam circuits shall be suitable for 300 psig (2100 kPa) maximum
pressure. The 11 /2 -in. (40 mm) valved washout connections shall terminate in mating couplings.
5) [S] Hose connections on the vehicle shall be as follows:
a) Three valved connections, 21 /2 in. (65 mm) minimum size, shall be located on each side of the
truck.

b) The valves shall be quarter-turn ball valves.


c) The hose connections shall be of the hydrant coupling type, furnished with suitable caps or plugs
held by safety chains.
Additional connections shall be specified by the Owner’s Engineer after consultation with the Plant
Fire Chief.

3.8. Truck and Auxiliary Equipment


1) [S] Truck body and equipment: The truck body shall be equipped with and designed to accommodate
the equipment listed in Table 1 , with economical use of space. Any space left over shall be designed
for the storage of 21 /2 in. or larger fire hose.
2) [S] Truck engine and auxiliaries: The engine furnished to drive the truck and pumps shall be of
standard design for fire truck service. The engine shall have a certified net power output at the
recommended full load equal to 110 percent of the power requirements of the pumps at the design
outputs.
3) * [S] The engine radiator and radiator fan shall be sized to maintain satisfactory engine jacket
temperatures during full load operation at the specified maximum ambient temperature of the site
where the unit will be operating.
4) [S] The engine exhaust shall discharge away from the proportioning system operating panel.

1. Two hose bridges, suitable for water suction hose, size consistent with
truck suction piping connections and designed for vehicles having a gross
weight of 35,000 lbs.
2. Two 10-ft lengths of hard suction hose. The size and coupling type are to
be determined by the truck supplier. One metal suction strainer shall be
provided for use with this hose.
3. Twelve gaskets for large diameter hose size consistent with truck suction
piping connections .
4. Space provisions for SCBA.

3.9. Elevating Platforms and Water Towers


[S] If specified, the truck shall be equipped with an elevating platform or a water tower per NFPA 1901,
and the following:
1) * The platform or tower maximum elevation shall be approximately 55 ft (17 m). Higher elevations
may be specified.
2) A minimum 750 gpm (170.3 m3 /h) capacity combination straight stream fog nozzle shall be
furnished.

In addition, a minimum 500 gpm (113.5 m3 /h) capacity foam nozzle shall be furnished which is
interchangeable with the combination straight stream fog nozzle.
3) Waterways shall be designed for the following conditions: A foam solution flow rate of a minimum
500 gpm (113.5 m3 /h) at a minimum pressure of 150 psig (1035 kPa) at the foam monitor inlet; a
minimum 750 gpm (170.3 m3 /h) at a minimum pressure of 100 psig (700 kPa) at the water monitor
inlet.
4) Interlocks shall be furnished to prevent operation of the elevating platform or the water tower without
having the outriggers in position.
5) * Heat shielding shall be provided for elevating platforms. Either permanent or removable types are
acceptable if not otherwise specified.
6) * The use of fresh water or salt water shall be specified.
7) * A telescopic boom shall be furnished. Alternative proposals to use an articulated arm design shall
be submitted to the Purchaser for approval by the Owner's Engineer.

4. Foam Concentrate Tank Truck


[S] The piping and equipment arrangement shall be per Figure 2 and the requirements given herein.

4.1. Foam Concentrate Tank and Appurtenances


1) * [S] The foam concentrate tank shall be designed to carry a minimum of 2000 gal (7570 L) of foam
concentrate. A larger capacity may be specified.
2) [S] The foam concentrate tank shall be furnished with the following appurtenances.
a) Internal baffles to prevent excessive surging of the fluid. The baffle system shall be designed
such that all parts of the tank are accessible for inspection.

b) A manway and several openings with bolted covers shall be provided for inspection and cleaning
of the tank.
c) A float type liquid level gauge shall be mounted at a readily visible place to indicate the quantity
of fluid in the tank.
d) An expansion dome of approximately 2 percent of tank volume shall be located on the top of the
tank.
The horizontal cross-sectional area of the dome shall not exceed 3 ft2 (0.28 m2 ).
A hatch, minimum size 8 in. (200 mm), with a hinged and latched cover, shall be provided on the
top of the expansion dome to permit manual gauging and inspection of the foam concentrate.
e) A sediment sump, approximately 15 in. (380 mm) in diameter and 6 in. (150 mm) deep, shall be
provided at the bottom of the tank directly below the expansion dome. The following
connections shall be provided:

i) The sump shall have a 4-in. (100-mm) cleanout opening at its bottom with a 4 x 2 in. (100
x 50 mm) flanged or screwed reducer and a 2-in. (50-mm) gate valve with a plug.
ii) The sump shall be connected to the suction line of the concentrate pump.
iii) The connecting pipe shall extend through the sump and terminate 1 /2 in. (13 mm) above the
bottom of the tank.
iv) The suction line valve shall be an OS & Y gate valve, located adjacent to the sump, and
shall be provided with an extension so as to be operable from the side of the truck.
f) All tank fittings and attachments shall have gas-tight closures.
3) [S] A pressure-vacuum vent shall be provided as follows:
a) Installed on the top of the expansion dome on a riser, which shall be adequately baffled to prevent
splashing of concentrate on the seat of the vent valve when the truck is in motion.
b) Set to open at 1 psig (6.9 kPa) pressure and at 1 /2 oz/sq. in. (0.22 kPa) vacuum.
c) Sized to permit filling and pumping out of the concentrate at a rate of 100 gpm (22.7 m3 /h).

4.2. Foam Concentrate Pump


[S] A foam dispensing pump shall be provided, driven by an auxiliary engine or a power take-off from the
truck transmission. In addition:
1) The pump shall be capable of delivering at least 100 gpm (22.7 m3 /h) of foam concentrate through
100 ft (30 m) of 11 /2 -in. (40-mm) rubber-covered, rubber-lined hose.
2) An indicating pressure gauge showing the pump discharge pressure and a tachometer shall be
provided on the dashboard.
3) To protect the pump, a PR valve shall be provided on the discharge side, bypassing back to the pump
suction.
4) A valved blow-off strainer shall be installed between the suction line shut-off valve and the pump.
5) A throttle shall be provided in the cab, and shall be capable of maintaining the required pump speed
when left unattended.

4.3. Piping and Connections


1) [S] All piping shall be suitable of 150 psig (1050 kPa) maximum pressure.
2) [O] Fill-line piping shall be 11 /2 in. (40 mm) diameter and connected to the discharge side of the
dispensing pump.
The pipe shall extend inside the tank to within 2 in. (50 mm) of the tank bottom, to permit subsurface
filling of the tank.
The line shall be valved to prevent bypassing into the tank during normal operation.
3) [S] All piping shall be designed to permit flushing and complete draining.
4) [S] Hose connections on the vehicle piping shall be compatible with the plant standard and shall be
furnished with suitable caps or plugs held on by safety chains.

5. Equipment Truck
1) [S] Truck body and equipment: The truck body shall be equipped with, and designed to
accommodate the equipment listed in Table 2 unless other provisions have been made to carry some
or all this equipment.
2) [S] Mountings shall be provided to securely attach all accessories. For small accessories, these
mountings shall be of the quick-release clamp type.

when drafting from a 10 ft (3 m) suction lift.

In addition:
a) The pump materials of construction shall be suitable for the site firewater.
b) The pump shall have a priming system and shall be provided with pressure gauges on the suction
and discharge sides.
c) A diesel engine complete with fuel tank, starter, battery, generator, jacket water cooler, and any
other necessary accessory shall drive the pump. The engine shall be provided with oil pressure
gauge, tachometer, fuel gauge, and other standard accessories.
2) [S] The pump suction piping and fittings shall be suitable for 150 psig (1050 kPa) and shall be fitted
with a suitable number of large hose outlets, not less than 4 in. (100 mm) diameter. A larger size may
be specified, as defined by the Plant Fire Chief.
In addition:
a) The suction piping shall be suitable for operation when drafting from a 10-ft (3-m) suction lift,
using hard suction hose.
b) The outlets shall be hydrant coupling types with pressure caps.
3) [S] The pump discharge piping and fittings shall be suitable for 300 psig (2100 kPa) and shall be
fitted with suitable number of large diameter hose outlets, not less than 4 in. (100 mm). A larger size
may be specified, as defined by the Plant Fire Chief.
In addition, the outlets shall be hydrant coupling types with pressure caps.
4) [S] Trailer mounting: The water pump and piping shall be mounted on a two-axle trailer with
pneumatic tires.
In addition:
a) A towing connection shall be provided to permit hauling by the plant fire equipment truck or
other plant trucks.
b) A suitable number of 10-ft (3-m) hard suction hose and strainer, as defined by pump capacity and
design, mounted on a rack shall be furnished with the trailer.
c) A suitable number of rolled lengths of large diameter hose, of a size defined by the Plant Fire
Chief, stored on a designated location shall be furnished with the trailer.

7. Common Requirements for Mobile Equipment

7.1. Couplings
* [I] The type of hydrant couplings, and whether male or female, shall be specified, suitable for the
hydrants at the location.
Mating couplings shall be the opposite type from those used on the hydrants (if hydrant couplings are
male, the mating coupling shall be female).

7.2. Mobile Equipment


1) * [S] All vehicle exteriors shall be painted consistently with other site emergency vehicles, using the
manufacturers' standard automobile paint system. Where there are no site standards, the vehicles
shall be painted “fire department" lime-yellow. Other colors may be specified.

2) * [S] A two-way radio shall be installed on each motor vehicle. Radio type or performance
requirements shall be specified.

8. Inspection and Testing


1) [I] The term Inspector, as used in this GP, refers to the Owner's Representative.
2) [S] Performance and calibration tests: Mobile firefighting equipment covered by this GP shall be
tested at the Vendor's plant in the presence and to the satisfaction of the Inspector.

8.1. Foam Proportioning Truck


1) [S] Proportioning system: Calibration tests shall be conducted on proportioning systems.
Proportioning shall be at the required concentration with a tolerance of ± 10 percent at the rated
capacity of each inductor.
2) [S] Water pump: A pumping test shall be conducted per NFPA 1901.

8.2. Foam Concentrate Tank Truck


[S] Foam concentrate pump: The pump shall be tested for five minutes, running without undue
overheating, with discharge line closed. The pump shall also be tested for a delivery of 110 gpm (25
m3 /h) of water through 100 ft (30 m) of hose at a pump discharge pressure of 100 psig (700 kPa).

8.3. Firepump Trailer Mounted


[S] Water pump: A pumping test shall be conducted for three hours running at rated capacity from draft
and with a discharge pressure of 150 psig (1050 kPa).

9. Portable Equipment

9.1. Hose
1) [S] Hose, trade size 11 /2 in., 13 /4 in., 21 /2 in., and 3 in. (40 mm, 45 mm, 65 mm, and 75 mm) shall be
furnished in 50-ft (15-m) lengths, or 100-ft (30-m) lengths, if specified.
The hose shall have expansion ring type couplings at 11 /2 in. or 21 /2 in.
The hose shall be neoprene lined, and covered with an oil and abrasive resistant neoprene or plastic
coating. This protects the carcass against deterioration from solar radiation and mildew attack.
The hose shall be rated for at least 400 psig (2800 kPa) factory proof test pressure.
2) * [S] Hose, trade size 11 /4 in. (32 mm) , unless otherwise specified, shall be the firm type. It shall be
covered and lined with natural or synthetic rubber. The hose shall be rated for at least 400 psig (2800
kPa) factory proof test pressure.
The hose shall be furnished in 100-ft (30-m) lengths, and with 11 /2 -in. (40-mm) couplings.
Note: The hose shall be suitable for use with hose reels. The hose shall be capable of service without
being completely unwound from the reel.

3) * [S] Soft, large diameter suction hose, trade size 4 in. (100 mm) and larger shall be provided in
lengths of 10 and 25 ft (3 m and 7.5 m).
It shall be neoprene lined and suitable for 150 psig (1050 kPa) operating pressure and a factory proof
test pressure of at least 300 psig (2100 kPa).
If required, larger hose [5-in. (130-mm) or 6-in. (150-mm)] shall be specified.
Large diameter hose length shall be provided with Storz locking couplings, unless otherwise
specified.

9.2. Hose Accessories


1) [S] Hose jackets for emergency repairs to small diameter [21 /2 -in. (65 mm) or 3-in.] hose shall be
consistent in size, Cooper Type or equivalent, with replaceable rubber liner, and aluminum or non-
ferrous alloy body.
2) [S] Hose control units (for holding the hose in place) shall be similar to Elkhart Hose Control Unit
No. 286 for 21 /2 -in. (65 mm) or 3-in. hose. Such units shall be consistent with the size used at the
plant.
3) [S] Hose spanner wrenches shall be universal type, for hose with pin lug or rocker lug threaded
couplings. The spanner wrenches shall fit hose couplings for both 11 /2 -in. and 21 /2 -in. (40-mm and
65-mm) hoses. Hose spanner wrenches shall be provided for large diameter hose used at the plant.

9.3. Nozzles
1) [S] Shutoff nozzles for 21 /2 -in. (65-mm) hose, shall be similar to Akron Brass, Style 1128, polished
brass finish, with 11 /8 -in. (28-mm) tips. Inlet connections shall have mating couplings. Other
material, such as aluminum or Pyrolite®, may be specified.
2) [S] Combination straight stream fog nozzles shall be the type that produces a solid cone spray pattern.
The inlet connection shall have mating couplings.
The nozzles shall be furnished in polished brass or Pyrolite® and in accordance with the following:
a) Nozzles for use with unit hose reels or for storing in yard fire equipment cabinets, shall be
constant flow nozzles, 60 gpm nominal capacity, similar to Akron Brass Style 1717 for 11 /2 -in.
(40-mm) hose and style 1727 for 21 /2 -in. (65-mm) hose.
b) Nozzles to be carried on the equipment and fire trucks shall be equipped with a shutoff nozzle
feature. Such nozzles shall be constant flow nozzles with pistol grip similar to Akron Brass Style
1720 for 11 /2 -in. hose and style 1736 for 21 /2 -in. hose
3) [S] Portable monitor nozzles for deluge sets shall be similar to the Akron Brass Apollo Style 3420 (or
Omega Style 3526).
The monitor nozzles shall have either two hose connections for 21/2-in. (65 mm) hose; or a single,
large diameter hose connection, sized consistently with the plant standard and the monitor shall be
equipped with clapper valves.
Discharge pipe shall be Style 3488.
Adjustable flow master stream nozzles (Style 1755) shall be furnished as specified.

9.4. Foam Playpipes


1) [S] Nozzles shall be suitable for use with low expansion foam at the concentration used by the plant.
They shall have mating couplings on the inlet connections.

2) [S] Nozzles for 11 /2 -in. (40 mm) hose used for foam hose stream/spray service shall be similar to
National Foam Systems, Inc. Model JS-10 with pistol grip shut off. These shall have a water rate of
approximately 100 gpm at 100 psig (22.7 m3 /h at 700 kPa) inlet pressure.
3) [S] Nozzles for use on 21 /2 -in. (65 mm) hose shall be similar to National Foam Systems, Inc. Model
PC-31A MOS aluminum nozzle. These shall have a water rate of 250 gpm at 100 psi (56 m3 /h at 700
kPa).

9.5. Fire Extinguishers


1) [S] Dry chemical shall be the potassium bicarbonate type unless the Plant Fire Chief specifies a
different agent. Potassium bicarbonate dry chemical shall meet Federal Specification O-D-1407.
All agents used as a part of a dry chemical extinguishing agent shall be UL listed, or equivalent
(outside U.S. only).
2) [S] Dry chemical, hand fire extinguishers, shall be per UL 299, or equivalent (outside U.S. only).
Such shall be furnished with an initial charge of dry chemical and expellant gas. They shall be
equipped with a hose, nozzle, and mounting brackets. In addition, the following shall apply:
a) * Extinguishers shall be pressurized types, unless the Plant Fire Chief specifies the separate
expellant gas cartridge type.
b) Extinguishers shall be marine types, fitted for outdoor service.
c) * Extinguisher size [10 lb, 20 lb, or 30 lb (5 kg, 10 kg, or 14 kg)] shall be specified.
d) If pressurizing is required for cold climates (where ambient temperatures may be -40°F [-40°C]
or less) nitrogen gas shall be specified.
e) Where service pressures are above 200 psig (1.38 MPa) the pressurized container shall conform
to the appropriate Department of Transportation (DOT) shipping container specification in 49
CFR 178.
f) All units shall be hydrostatically tested to twice the service pressure. Cartridge-operated types
with service pressures below 200 psig (1.38 MPa) shall be hydrostatically tested to a minimum of
400 psig (2.76 MPa).
3) [S] Dry chemical, wheeled fire extinguishers, shall be nitrogen expelled type, per UL 299; each
furnished with an initial charge of dry chemical and expellant gas, hose, and nozzle. In addition, the
following shall apply:
a) * Extinguishers shall be pressurized types, unless the Plant Fire Chief specifies the separate
expellant gas cartridge type.
b) Extinguishers shall be fitted for outdoor service.
c) * Extinguishers shall be 125 lb (55 kg) to 350 lb (159 kg) size.
d) Extinguishers shall be supplied with 100 ft (30m) of hose.
4) [S] Water-type fire extinguishers, including inhibitor, shall be the stored pressure type per UL 626,
each furnished with an initial charge, hose, and nozzle, and mounting brackets.
a) Shells shall be fabricated of either copper alloy or stainless steel.
b) The design shall provide automatic pressure release on disassembly.
c) Where service temperatures may fall below freezing, the initial charge shall include an
appropriate concentration of anti-freeze.
d) Hydrostatic testing shall be to a minimum of 200 psig (1.38 MPa).

5) [S] Carbon dioxide, hand fire extinguishers, shall be per UL 154 or equivalent (outside U.S. only).
Each shall be furnished with an initial charge and mounting brackets. Either a squeeze or trigger-grip
type is acceptable. These shall not be specified for outdoor use. Hand fire extinguishers shall be
designed for a minimum pressure of 1800 psig (12.4 MPa).
* Extinguisher size (10 lb, 15 lb, or 20 lb [5 kg, 7.5 kg, or 10 kg]) shall be specified.
6) * [S] Pre-mixed AFFF wheeled extinguishers containing a three percent aqueous film forming foam
(AFFF) foam/water solution shall be used when specified.
The following shall apply.
a) The tank shell shall be fabricated of welded steel and designed for a minimum working pressure
of 220 psig (1.52 MPa).
b) The tank shall normally be at atmospheric pressure and shall be pressurized prior to use by a
nitrogen cylinder by means of a quick opening valve.
c) The AFFF shall be applied by means of a 1-in. (25-mm) hard rubber hose, 50 ft (15 m) long,
connected to the tank.
d) The nitrogen cylinder shall be of steel construction.
e) Extinguisher sets shall be designed for external use, and shall be suitable for a marine
environment when appropriate.
f) Where the ambient temperature is expected to fall below 40°F (4°C), special AFFF concentrate
shall be specified for use on polar solvents.
g) ExxonMobil shall approve AFFF concentrates.
7) * [S] Trailer mounted firewater and foam/water monitors, when specified, shall be provided with 100
ft (30 m) of 21 /2 -in. (65-mm) hose.
The Owner's Engineer/Plant Fire Chief shall determine the number and general location of such
monitors. These shall be generally located close to access ways.
Special provisions for access shall be provided where Owner’s Engineer/Plant Fire Chief determines
the need.
General Requirements for monitors are found in GP 03-02-03. These units shall be designed to
permit locking to prevent movement during operation.

10. Auxiliary Equipment


10.1. Loudspeakers
[S] Loudspeakers shall be battery powered, hand portable, with a minimum rating of 14 watts.

10.2. Lighting Equipment


1) [S] Safety electric hand lanterns for use in classified locations shall be of a type listed by a nationally
recognized testing organization such as the Underwriters Laboratory (U.S.). Hand lanterns shall be
furnished with batteries, lamp, and bracket for truck mounting.
2) [S] Floodlight sets shall be provided complete as follows:
a) A 1500-watt generator shall be powered by gasoline or diesel engines. It shall be complete with a
mounting base, outlet receptacles, etc.

b) Three 500-watt floodlights shall be furnished, complete with a lamp, mounting base and
weatherproof housing. These shall be UL listed for use in ordinary locations.
c) Five 100-ft (30-m) floodlight cables shall be furnished. These shall be rubber lined, and have
male and female connectors suitable for use with the equipment in Item b.
d) One Siamese two-way cable junction box shall be furnished.
e) One ground fault interrupter shall be provided.

10.3. Fire Suits and Blankets


1) [S] Fire blankets shall be 6 x 6 ft (1800 x 1800 mm) in size, of wool or a synthetic equivalent. These
shall be fireproofed and mildew proof.
The fire blankets shall be furnished with a weatherproof container with a latch cover for ready
opening.
2) [S] Unless otherwise specified by the Plant Fire Chief, general turnout gear for plant firefighters shall
consist of jackets, pants, gloves, helmets, etc., in accordance with NFPA 1971.
3) * [S] Fire entry suits shall be constructed to permit direct entry into the flame area with full
protection.
The suit shall consist of trousers, hooded blouse, and gloves. These shall have a lining of fiberglass
insulation, coated with aluminum foil. The outer layer shall be of aluminized fabric. Fire entry suits
shall conform to NFPA 1976.
The provision and use of such suits shall be at the discretion of the Plant Fire Chief.
4) [S] Proximity suits, when specified, are for use in the general fire area, at the direction of the Plant
Fire Chief. These are not for direct entry into the flame area. Proximity suits shall be the aluminized
fabric coverall type, with hood and gloves. The suits shall conform to NFPA 1976.

10.4. Fire Equipment Cabinets


[S] Fire equipment cabinets shall generally comply with designs included in NFPA 24. These shall be
sized for storage of the following equipment:
1) Fire hose: 300 ft (90 m) of 21 /2 -in. (65-mm) or 11 /2 -in. (40-mm) size hose, as defined by the Plant
Fire Chief (lengths rolled).
2) Two combination straight stream fog nozzles for 21 /2 -in. (65 mm) size hose.
3) Six extra hose gaskets.
4) One hydrant wrench.
5) Two hose spanner wrenches.
6) * Cabinets installed on marine piers shall also include the following: two adapters, 21 /2 in.-mating
coupling thread x 21 /2 -in. International Shore Fire Connection Flange (per "International Safety Guide
for Oil Tankers & Terminals").

11. Installation of Fire Equipment Cabinets, Fire


Extinguishers, and Other Portable Equipment
* [S] The number and location of fire equipment cabinets, and the type, number, and location of fire
extinguishers to be furnished shall be specified the Plant Fire Chief. Installation shall be by the
Purchaser.

11.1. Fire Extinguishers


1) [S] The following shall apply in mounting hand-held fire extinguishers.
a) Mounted no more than 50 ft (15 m) from equipment or facilities being protected.
b) Located no closer than 15 ft (5 m) from high fire potential equipment, per GP 14-03-01.
c) Easily accessible
d) Protected from moving equipment and mechanical or environmental abuse
e) The Owners Engineer/Fire Chief shall provide appropriate instruction for appropriate location of
extinguishers with respect to specific hazards.
2) [S] Mounting areas shall be painted red so as to be visible from as many directions as possible. The
mounting area shall extend above and below the extinguisher. Where the extinguisher is mounted on
a column, the red paint shall extend around the column. Where the extinguisher is wall-mounted, the
mounting area shall be a minimum of 3 ft (1 m) wide, with the extinguisher mounted in the middle.
3) [S] Fire extinguishers installation shall be in accordance with local regulations and 29 CFR 1910.157
(for U.S. only).
4) * [S] Unless otherwise specified, each fire extinguisher, whether hand-held, wheeled or skid-
mounted, shall be furnished with a cover of heavy red vinyl (preferably iridescent), another material
suitable for outdoor installation, or a suitable container or housing.
5) * [S] A plot plan, showing the proposed location of all portable fire related and safety equipment shall
be prepared.

M Assigned to paragraphs containing specifications whose primary purpose is to provide for
maintainability of equipment or systems. Maintainability provisions are those that facilitate the
performance of maintenance on equipment/systems either during downtimes or during on-stream
operations.
O Assigned to paragraphs containing specifications whose primary purpose is to assure operability
of equipment or systems. Operability is the ability of the equipment/system to perform
satisfactorily even though conditions are off-design, such as during startups, process swings,
subcomponent malfunction, etc.
R Assigned to paragraphs containing specifications whose primary purpose is to improve or assure
the reliability of equipment or systems. Reliability is a measure of the ability of
equipment/systems to operate without malfunction or failure between planned maintenance
interventions.
S Assigned to paragraphs containing specifications whose primary purpose is avoidance of
personnel or operational safety incidents. Any deviation from the specifications contained in
such designated paragraphs requires formal review and approval according to local safety policy.
Personnel Safety: Refers to the avoidance of recordable personnel injuries; i.e., burns, cuts,
abrasions, inhalation, or exposure to dangerous substances, etc., that could
result in medical treatment, restricted work, lost-time incidents, or
fatalities.
Operational Safety: Refers to the prevention and control of process releases, fires, explosions,
etc.
