School Counseling Vision Statement
Professional School Counselors support the academic, career and social-emotional development of all students by assuring equitable access to high quality
educational opportunities and creating safe learning environments. Professional School Counselors partner with teachers, administrators, families and other
stakeholders to develop and navigate rigorous and individualized educational plans that prepare students to graduate, on time, as globally competitive
citizens ready for college, careers, and life.

Our Purpose (what are we going to do)

The purpose of the Office of School Counseling is to design and deliver a comprehensive program that encompasses counseling curriculum, individualized
student planning, responsive services, and system support. With leadership and advocacy from the Office of School Counselor, school counselors will:

 Counsel students to fully develop their academic, career, social-emotional abilities by empowering them to make informed decisions and set goals.
 Implement the Comprehensive Counseling Program, based on the American School Counselor Association's National Model Framework for School
Counseling Programs
 Take a leadership role in developing relationships between school, families and community to foster a positive school climate.
 Provide expertise in promoting student success through understanding the needs of students and designing and coordinating learning experiences to
meet those needs
 Use data to monitor and improve student growth and achievement, which drives counseling and school-wide planning
 Conduct annual goal conferences with students to develop and/or review a 6-year plan
 Advocate for and provide services to all students regardless of ability level, ethnicity, gender, race, sexual identity or orientation, or socioeconomic
status
 Offer counseling/planning services individually, in small and large groups, in classrooms, and parent and teacher consultations.
 Coordinate school-wide programs and collaborate with school and community-based professionals to enhance student success.
 Adhere to the highest ethical standards as developed by the American School Counselors Association and applicable legal standards.

MSDE Certification
COMAR regulations state that it is the responsibility of the individual certificate holder to know and meet the
renewal requirements of their certificate. The Office of Certification sends a reminder letter to the individual
at their school location one year prior to the expiration date. If you are unsure of your renewal need, please
contact the Office of Certification at certunit@bcps.org.

What are the requirements for renewing my certificate?


 Official Transcripts of completed 6 semester credit hours, which includes 1 credit of Lauryn’s
Law, within the validity period.
 Three (3) years of effective teaching experience.

What does this mean for me?


In order for your certificate to be continuous and a new certificate issued from MSDE, renewal coursework
must be completed prior to your certificate expiration. There is no grace period or extension for completing
renewal requirements. Official transcripts or MSDE credit slip documenting completed coursework must be
submitted 90 days prior to the expiration date. Failure to maintain a valid professional certificate could result
in the non-renewal of your employment contract.

Suggested activities for earning Credits:


 Supervising an Intern (3 credits)
 Taking a course through an accredited college (online or in person)
 Attending conferences and professional developments that give CEU’s / NCC’s

Lauryn’s Law Requirements:


(Starting with certificates expiring December 31, 2021)

Upon renewal of a certificate in school counseling, an individual must present one 1 credit (15 clock hours) of
coursework, professional development or continuing education units that addresses the following:

 The need for intervention of referral in response to indicators of mental illnesses and
behavioral distress, including, but not limited to:
 Depression
 Trauma
 Violence
 Youth suicide
 Substance abuse
 The identification of professional resources and best practices for distributing resources
to parents or guardians to help students in crisis.

Verified with documentation of the following:


 One semester credit of coursework from an regionally accredited institution
 One MSDE CPD credit; or
 An equivalent number of CEUs (15 hours)

What do I do once I complete a class or get NCC’s/CEU’s?
