Building Permit
Building permits are a type of authorization that must be granted by a government or other
regulatory body before the construction of a new or existing building can legally occur.
Proof of Property
o Photocopy of Transfer Certificate if Title (TCT)
o Photocopy of tax Declaration of Property-lot (Certified True Copy) – 5 copies
o Photocopy of Current Tax Receipt (5 copies)
1. If property is not registered under the name of the applicant, submit 5 copies of any of the
following:
o Contract of Lease
o Contract of Sale
o Affidavit of Consent of the Lot Owner for the construction of building/house
o Deed of Absolute Sale
Minimum of Five (5) Sets of Standard Plans and Specifications Prepared, Signed and Sealed:
By a Duly Licensed Architect or Civil Engineer (Architectural or Structural Plans)
By a Duly Licensed Sanitary Engineer or Master Plumber (Plumbing or Sanitary Plans)
By a Duly Licensed Professional Electrical Engineer (Electrical Plans)
By a Duly Licensed Professional Mechanical Engineer (Mechanical Plans)
Estimated Cost of the Project (Prepared, Signed and Sealed by a Duly Licensed Architect or Engineer)
Occupancy Permit
• A document issued by Department of Building Official that serves as a proof that the structure
built completed all the building work and suitable for occupation.
WHEREAS, the country’s accelerating economic and physical development, coupled with
urbanization and population growth, makes imperative the formulation and adoption of a uniform
building code which shall embody up-to-date and modern technical knowledge on building design,
construction, use, occupancy and maintenance;
WHEREAS, while there is Republic Act. No. 6541, entitled “An Act to Ordain and Institute a
National Building Code of the Philippines”, the same does not conform with the developmental goals
and infrastructure program of the Government and does not adequately provide for all the
technological requirements of buildings and structures, in terms of up-to-date design and
construction standards and criteria;
WHEREAS, in the formation of new national building code, it is the desire and policy of the
Government to avail of and harness the technical expertise and professional know-how of men not
only in the public but in the private sectors as well.

GENERAL PROVISIONS
