EMPANELMENT OF E-LEARNING CONTENT DEVELOPERS

Applications are invited from reputed companies/firms for preparing a panel of vendors
for development of e-learning contents.

The reputed companies/firms having turnover of over Rs.1 crore and a minimum 5
years of experience in the development of contents for Banks or Financial Institutions
related to their working may apply in the prescribed application. Terms and conditions
and application form can be downloaded from Bank’s website www.rbi.org.in .
Application form can be obtained from Assistant Manager, IT Cell, Reserve Bank Staff
College, Anna Salai, Tenympet Chennai 600 018. The application form duly completed
should be submitted along with necessary documents in a sealed cover super scribed
'Application for empanelment of e-learning contents developers to The Principal,
Reserve Bank Staff College, 359, Anna Salai, Tenyampet Chennai 600 018 so as to
reach at the address latest by 2.30 p.m. on 30.03.2012

The Bank reserves the right to accept or reject any application without assigning any

Empanelment of Vendors for the development of e-learning contents

Purpose:

Reserve Bank Staff College intends to develop E-Learning system for the use of
RBI staff by creating an online professional environment that caters to their
training needs. For implementation of the e-Learning solution, RBSC proposes to
outsource the design & development of E-courses. The course content for the E-
courses would be provided by the College in text or pdf format either in the form
of a hard copy or a soft copy or both. The course content will be provided by the
Subject Matter Expert of College who will also approve the course content
before it is taken up for design & development. The E-course will have to be
SCORM compliant for the latest version as at the time of developing the E-
course for integration with the LMS.

Eligibility:

The firms having sufficient experience in the field of e-Learning content


development for Banking and Financial services are qualified to submit proposal
in response to this request. The eligibility criterion is based as follows:

(a) Turnover of over Rs. 1 cores


(b) No. of years in business over 5 years in e-learning development
(c) Must have developed for Banks or Financial institutions related to their
operations, management process, soft skills, product and concept
(d) The vendor should have developed (a) master class video based learning (b)
video capture of classroom training (c) process simulation and also courses
based on the Regulatory guidelines and financial standards
(e) Must have experience deploying SCORM compliant courses/ customized
courses on multiple LMS’s.
(f) Must have experience of developing e-learning courses using rapid development
tools such as Articulate.
(g) Must be able to assign a dedicated team to our project.
(h) Must have worked with minimum of three professional bodies of large
membership base
(i) Must have SME (Subject Matter Expert) who has minimum of 15 years of
experience in finance and learning and development (offline and online). The
vendor should attach SME profile
(j) Must have headquarter/office in Chennai

1. Scope of the work:

Vendors in normal course is required to perform the following tasks/activities,


1.1. Design and Develop SCORM/AICC compliant e-Learning courses based on
the content that would be provided by the RBSC. The design and content will
be developed in collaboration with the RBSC. The RBSC will own it and will
have all Intellectual Property Rights on it.

1.2. Provide support in Deployment of the e-Learning courses on LMS.

1.3. Modification/ updations of the e-Courses from time to time.

2. Project Management Process:

Vendors need to detail on their Project management process. Such as the


development process, support processes, risk mitigation, work flow, quality
control.

3. Content Development standards:


Vendors should be willing to follow the guidelines relating to Design, Functional
Requirements, Content formation, Content presentation and placement of objects
etc. as specified by the Bank.

4. Content Development Methodology:


Vendor must detail on the kind on Instruction Methodologies they have used and
the one they intend to use for the College. The e-Learning courses must be
created in such a way that ensures widespread access and compatibility for
users across the Bank.

5. Deployment support:
if needed in view of the LMS specific requirements etc., modification /
customization will be provided by the vendor/s.

6. Other stipulations:

• While Bank’s SMEs will generally provide text contents and domain
knowledge, the vendor/s shall provide, ensuring that IPR issues are not
violated, various sets of sketches/pictures/graphics, animations, video etc to
enable SMEs to select appropriate ones,

• SCORMing to be done at Learning Object Level.

• Development work shall be carried out at the vendor’s premises


• The RBSC shall assign an SME for the course under development, who shall
be a single point contact for communication from and to College for that
particular course.
• The vendor/s shall assign a Project Leader who shall be a single point
contact to the College from the vendor/s side.

• Representative from the vendor/s should meet the SMEs at different stages of
development after seeking prior appointment from the SMEs.

• The vendor/s has to provide a project ftp site, collaborative tools using which
SME can review, and comment on deliverables. However, deliverables should
normally be supplied by the vendor/s on CD/e-mail to the SMEs. The module
developed and delivered to the Reserve Bank Staff College shall be the
property of the Reserve Bank Staff College and sources code, if any, shall be
made over to Reserve Bank Staff College. The Reserve Bank Staff College
shall have the right to deploy the module on its intranet site or in whatever
manner it deems fit including making multiple copies within feasible technical
condition.

• In order to ensure that the project is carried out as per the specifications of
the Reserve Bank Staff College, periodical review meetings to discuss the
work done by the vendors shall be held at Reserve Bank Staff College and
the dates of such review meetings will be finalized in consultation with the
vendors one week after the work is awarded.

• The module shall carry warranty for a period of one year against defects in
workmanship, and should any defects, bugs arise during the period of
warranty, and the vendor shall undertake to set right the same, at no
additional cost to the Reserve Bank Staff College.

7. E-learning Levels Defined: Vendors shall be prepared to develop the contents


supplied by RBSC under any of the following defined levels.
