MESSAGE
Isang Mapagpalang Pagbati Sa Ating Lahat!

Ikinalulugod ko pong ilahad and “Ulat sa Barangay 2014”. Nakapaloob po dito ang kalagayan ng Barangay
Lurad sa apat (4) aspeto o performance areas na nakapangalan sa: Administration, Social Services, Economic
Development at Environmental Management (ASEE).

Ang ulat na ito ay magsisilbing batayan sa pagbabalangkas ng mga Programa at proyektong higit na
tutugon sa mga pangangailangan n gating Barangay. Ito’y maisasakatuparan sa pamamagitan ng pagbuo ng isang
Barangay Agenda batay sa ating “Ulat sa Barangay” na magiging daan naman natin sa pagkakaroon ng Barangay
Development Plan.

Layunin din ng ulat na ito na ipabatid ang lahat at higit na pangangailangan ng ating Barangay sa lahat ng
kinauukulan para sa nararapat na pakikipag ugnayan at kooperasyon sa ibat’ibang ahensya ng gobyerno at mas
mataas na gobyerno local at mga pribadong sector at iba pa.

At higit sa lahat layunin ng ulat na ito na ipabatid sa ating mga mga kabarangay ang tunay na halaga n
gating barangay sa kanilang kabatiran at higit na pakikipagtulungan.

Gayundin, nais kong ipabatid sa DILG ang taos pusong pasasalamat sa paglulunsad ng BGPMS na siyang
nagsisilbing daan sa pagkakaroon ng “Ulat sa Barangay”.

Brief History of the Barangay

“Lurad” a fruit which looks like a “dalayap”, sour and rounded was the basis of naming
it as a Barangay. In 1972, Barangay Lurad was then just a Sitio of its now adjacent
Barangay Nagsabaran. Early migrants who arrived in this barangay was Adolf H.
Jasarino Sr., Teofilo Hacla and Celino Villamor. But by 1973, four (4) family groups got
the interest to arrived and resided in this barangay. Among them are the Hummiding
Family, Abayao Family, Rupinta Family and the Ocampo Family. As years passed by, the
residents of this Sitio, which they originally name it as “Sitio Bicol” since it is populated
predominantly of migrants coming from the Bicol Region or the Bicolanos, grew bigger
and bigger and in the year 1975, one of the first settler in the name of Adolfo H.
Jasarino Sr. was appointed as Purok President after its declaration to be th fourth (4 th )
Purok of Barangay Nagsabaran. In the year 1977, Adolfo H. Jasarino Sr. the eventually
became their Purok Representative in the barangay government as an elected councilman.
It is in this year also where the construction of a school building offering only the Grade I
and Grade II was established.

In the year 1979, due to population increase the Purok eventually became a
barangay named as “Lurad”, and it is also on this same year where Adolfo H. Jasarino Sr.
became the first (1st ) Barangay Chairman together with his councilman namely Telesforo
Dewey, Bonifacio Rupinta Sr., Angelino Perol, Jaime de Guzman, Encarnacion B. Amor,
and Teofisto Bazar. Salvacion N. Gile and Marilyn P. Prodisimo was then the Barangay
Secretary and Barangay Treasurer respectively.

And up to the present Barangay Lurad grew bigger and continue to develop its
own land for its people’s welfare.

Summarized in this report is the barangay performance for the CY 2014. This describes
the state of barangay governance performance in the four performance areas:

Generally, the barangay had garnered an overall performance of 3 or weighted


average of .66. It shows that the Barangay needs minor reinforcement in regard to the
Barangay compliance to the minimum requirement of 1991 LGC and other Laws.
Despite the rigorous processes in the implementation of the different programs and
policies for the barangay, several issues/deficiencies were detected which needs
necessary improvement.

On Administration, where we have nine (9) service areas, earned an average


performance rating of .79 or Performance Level of 4 which denotes that the barangay
comply with the minimum requirement of the 1991 LGC and other Laws.

On Social Services, we are rated an average of .63 which indicates Performance Level
of 3. This needs minor reinforcement with regard to the compliant to the minimum
requirement of the 1991 LGC and other Laws.

On Economic Development, the barangay got an average of .38 or Performance Level


of 2. The Barangay needs major compliant to the minimum requirement of the 1991
LGC and other Laws which point out immediate intervention to service areas that falls
short particularly on Entrepreneurship, Business and Industry Promotion which garnered
a weighted average of 0 or Performance Level of 1.

Also rated is how the barangay comply with the minimum requirement of the 1991 LGC
and other Laws in Environmental Management under the Service Areas of Natural
Resources Management and Waste Management and Pollution Control where it
garnered an average of .86 or Performance Level of 4.

With the full cooperation of all sectors concerned paved the way towards the success
of the year under review, CY 2014.

III. Report Findings

I. Administration
The barangay administration is one of the crucial and essential functions of the
barangay. It covers the following nine (9) service areas: Barangay Legislation,
Transparency, Citizens Participation, Development Planning, Revenue Generation,
Revenue allocation and Utilization, Financial Accountability, Facilities and Customer
Service, and Human Resource Management and Development

 BARANGAY LEGISLATION

Legislation is the heart of governance. This is the foundation of effective


implementation of laws which leads to a better management and development of
the LGU.

One of the basic functions/roles of the Sanggunian is the enactment of


ordinances and adoption of resolution. This process is called legislation. In order to
formulate good ordinances/resolutions, there is a need to have proper structure and
processes. A monitoring process is also needed in order to check the
implementation of ordinances.

weighted average of .90 or Performance Level of 4

This rating is attributed to the absence of legislative tracking or monitoring system


which is indispensable in monitoring the implementation of legislative measures the
sangguniang barangay enacted, adopted or passed.

 TRANSPARENCY

Public trust should always be given priority by the barangay officials. It is important
that the constituents are informed and aware of the operation of the barangay affairs.
This could be done if the barangay is open in all its transactions and operation

Citizen’s participation is one of the important aspects of governance; this is a


manifestation that supreme power is lodge to the citizens/people.

Barangay officials and various sectoral representatives’ work together to chart


the future development of the barangay and address relevant problems and concerns
affecting the community. This is the venue to present the number and kind of
projects/activities for which the barangay funds will be spent and its potential benefits
for the community.

According to the indicators contained in the data capture form of the BGPMS,
the following are the gathered data:

Lurad obtained a weighted average of .84 or Performance Level of 4.

 REVENUE GENERATION

A law exercise by the Sangguniang Barangay to impose the collection of taxes,


fees and charges or generate revenues. The Code allows the barangay provide other
sources of funds for development projects that will benefit the barangay residents.

 RESOURCE ALLOCATION AND UTILIZATION

Compliance to mandatory allocations of the barangay ensures that the vital


service functions are funded and relevant activities are implemented. This would reflect
the priority development concerns of the Sangguniang Barangay in terms of allocations
at the beginning of the fiscal year.

Further, actual expenditure figures will confirm whether or not the budgetary
allocations have been spent for the service functions intended during the budget
preparation.

According to the indicators contained in the data capture form of the BGPMS,

Keep tracks of the income and expenditure patterns of the barangay


government. This also allows regular monitoring of barangay disbursement and ensuring
all assets of the barangay are properly accounted for.

 HUMAN RESOURCE MANAGEMENT AND DEVELOPMENT

This is the framework for helping barangay officials develop their personal and
organizational skills, knowledge, and abilities which includes opportunities such as
trainings, career development, performance management and development,
coaching, mentoring, The focus of all aspects of Human Resource Development is on
developing the most superior workforce so that the barangay and its officials can
accomplish their work goals in service to the constituents.

The rating attributed to the good performance of the barangay in administering


the human resource management and development by obtaining an excellent
performance.

II. Social Services


The Barangay being the smallest political unit plays a very important role in the
delivery of basic services to its constituents as provided in the Local Government Code.
There are three services under this performance area that measures if the barangay’s
program, project and activities are in harmony with the LGC. The 3 service areas are
Health and Nutrition, Education, Culture and Sports and Peace, Security and Disaster
Preparedness.

 HEALTH AND NUTRITION

Health is wealth. This is the reason why most officials prioritize health and nutrition
services. Although higher LGUs such as the province and municipality provide health
and nutrition services, the barangay also is being mandated to delivery basic health
and nutrition services to its constituents.

Another objective of the barangay is to deliver programs and projects to


improve knowledge and skills of both children and adult, and programs on sports and
enrichment of culture.

Procurement of other disaster equipment in needed to attain excellent performance and to


be always ready during the occurrence of disaster and calamity. The Barangay needs
minor reinforcement of the minimum requirement of 1991 LGC and other Laws

III. Economic Development


Achieving a good economic condition in the Barangay is the key to having
a batter or improved standard of living to both constituents and officials. This can
be done through establishing livelihood programs, more employment
opportunities and other ways of increasing income of the people/constituents. This
refers also to economic institution and policies that should be in place to facilitate
efficiency, equity, and productivity of economic governance. It includes
Agriculture and Fishery Development, and Entrepreneurship, Business and Industry
Promotion

IV. Environmental Management


This area concerns on the administration of the external conditions and
surroundings to improve quality of life of individuals and communities; and the
capability of succeeding generation to address its own needs. The Local
Government Code clearly provides that role of the LGU in maintaining ecological
balance. This performance area havs 2 service areas to include Natural Resources
Management and Waste Management

 NATURAL RESOURCE MANAGEMENT

Management of our natural resources should also be given attention. In this area,
the following are the data gathered:

Overall, there are 2 indicator present in the barangay under the service area of Natural

The barangay should sustain good practice in this particular service area

 WASTE MANAGEMENT AND POLLUTION CONTROL

RA 9003 or the Ecological Solid Waste Management Act of 2001 states that local
government units is responsibile in implementing the provision of said law. Segregation
and collection of waste is the responsibility if the barangay.

Results/data showed our strengths under performance areas of Administration,
Environmental Management and Social Services particularly on the service areas of
Barangay Legislation, Citizen’s Participation, Development Planning, Revenue
Generation, Revenue Allocation and Utilization, Financial Accountability, Human
Resource Management and Development, Health and Nutrition, Agricultural and
Fishery Development and Natural Resource Management, Consequently the areas that
need attention are under the performance areas of Economic Development,

V. Conclusion
As the Barangay Lurad has done its part for a better governance, it adopted a
devised mechanism to keep track the LGU’s productivity and performance which is
geared towards the promotion of growth and socio-economic development for the
constituents.

This Barangay has employed the Barangay Governance Performance


Management System which is a self assessment tool to measure the capabilities and
limitations in the delivery of essential public service. Henceforth, the result of this report
shall serve as the guiding reference in addressing people’s concern that is based on
the four (4) Performance Areas: Administration, Social Services, Economic

ISANG KAUTUSANG TAGAPAGPAGANAP NA BUMUBUO SA KOMITE NG BARANGAY


GOVERNANCE PERFORMANCE MANAGEMENT SYSTEM (BGPMS).

SAPAGKAT, ang barangay ang pangunahing yunit pulitikal na bumabalangkas


at nagsasakatuparan ng mga patakaran, plano, programa, proyekto at mga gawain
sa isang pamayanan, ito rin ay nagsisilbing “forum” o daluyan kung saan ang mga
samu’t-saring usapin ay maaaring maipahayag, bigyang-linaw at isaalang-alang, dito
rin maaaring dinggin at ayusin ang mga ‘di pagkakasundo;

SAPAGKAT, ang pagbalangkas at pagsasakatuparan ng mga nabanggit na


gawain ay nangangailangan ng isang mabisang mekanismo upang maging batayan
para sa mas mahusay at epektibong pamamahala;

SAPAGKAT, ang Department of the Interior and Local Government (DILG) ang
pangunahing tanggapan ng pamahalaan na umaagapay at nagtataguyod sa mga
pamahalaang lokal tungo sa pagkakaroon ng isang mahusay at epektibong
pamamahala;

SAPAGKAT, isinusulong ng DILG ang isang programang tinaguriang: “Barangay


Governance Performance Management System” (BGPMS) na siyang tutulong sa
pagbuo sa kalagayan at magsisilbing mabisang basehan para sa mga pagpaplano at
pagsasakatuparan ng mga patakaran, programa, proyekto at mga gawain ng bawa’t
barangay;

SAPAGKAT, ang Barangay Lurad ay lubos na naniniwala na ang BGPMS ay


makatutulong ng malaki sa pagsisikap na makamtan ang mga adhikain nito;

SAPAGKAT, ang Barangay Assessment Team ay isang grupo alinsunod sa


Enhanced BGPMS manual na mangangasiwa ng pagbuo ng taunang tala ng
barangay;

DAHIL DITO, AKO si SALVACION N. GILE, Punong Barangay ng Barangay Lurad,


Bayan ng Diadi, Lalawigan ng Nueva Vizcaya, sa bisa ng kapangyarihang
ipinagkaloob sa akin ng Kodigo ng Pamahalaang Lokal Taon 1991 at ng ibang mga
umiiral na batas at sa pamamagitan nito ay minarapat na ipag-utos ang mga
sumusunod:

Seksyon 3. TAGAPAYONG-TEKNIKAL. Ang Komite ay makikipag-ugnayan sa


kinatawan ng tanggapan ng Department of the Interior and Local Government (DILG)
para sa karampatang payong teknikal.

Seksyon 4. PAGKAKABISA. Ang Kautusang ito ay dagliang magkakabisa.
