Sir, With due respect, itis to intimate you that one behalf of Odisha Ambulance Services Employees Union which is a Registered Trade Union under Trade Union Act. As per the decision of the Union, | being the General Secretary of the Union is submitting you the aforesaid Complaint/representation with regard to gross irregularities committed by M/s Zigitza Health Care Ltd. by the help of various Govt. officals of the Govt. of Odisha in the Department of Health and Family Welfare under whom the Mission Director, National Health Mission (NHM) is functioning in the different districts of the State of Odisha. The said company namely, M/s Zigitza Health Care Ltd. has given the entire project work for necessary implementation ie. the work for Integration Operation, Management of Emergency Medical Ambulance (108), Boat Ambulance, 24x7 Referral Transport (102) and Health HelpLine Services (104) in Odisha under the Health and Family Welfare Department of Govt. of Odisha. The Mission Director of National Health Mission, Department of Health and Family Welfare, Govt. of Odisha is the, authority concerned who initiate proposals for selection of suitable Service Provider to implement/operate/manage Emergency Medical Ambulance (108), 24x7 Referral Transport (102),Boat Ambulance and Health Help Line Service (104)in the state of Odisha under the department of Health and Family Welfare, Govt. of Odisha which has been sponsored by the Ministry of Health, Govt of India, New Delhi: Even though we the workers/workmen of the Service provider company namely M/s Zigitza Health Care Ltd, who is providing the service to general pul ‘through us, whenever they required services in day and night (24 hours) Ambulance service. But, the Service Provider namely, M/s Ziqitza Health Care Ltd. is not paying the remuneration as per the guidelines provided by the Government and also did not facilitate the minimum service requirement which is completely illegal & unethical with an oblique motive / malafide intention. Due to such illegal act of the company namely M/s Zigitza Health Care Ltd, on behalf of the Union we have submitted several representation/representations, Complaint/complaints to different authority for necessary action against the Service Provider namely, M/s Zigitza Health Care Ltd. For last four years; but no action has been taken neither by the Government i.e. Mission Director, NHM nor by the service Provider Company namely, M/s Zigitza Health Care Ltd. to give proper justice to the employees those have providing day & night Ambulance service till date, the reason being that the Govt officials are involved and helping the service Provider Company namely M/s Zigitza Health Care Ltd. for all sorts of illegal activities for their personal gain and interest by which they are earning Crores of Rupees by way of manipulating the bills, documents & records. For such illegal activities, the officials of the state Government are helping them in each and every moment for which our office bearers are objecting for the same. So, they have become more ive and taken into custody by the police by registering false and frivolous vi cases against them Sir, inspite of our repeated objection/ objections to the different authorities as regard to illegal and corrupt practice of M/s Zigitza Health Care Ltd, Mumbai, none of the authorities have inquired into the matter till date and in other way they are hand in glove with the aforementioned company for all sorts of illegal acts are harassing us in different occasions. We came to know that the Mission Director, N.H.M has again entrusted the aforesaid project work to the same-self company in the year of 2018, even though criminal cases are initiated by the State of Rajasthan against the office bearers of the said company namely M/s Zicitza Health Care Ltd, Mumbal, who being the service provider for the self same project of the NHM in the state of Rajasthan. ‘As per our knowledge, every month the company namely, M/s Zigitza Health Care Ltd. Mumbai Is committing fraud by manipulation of records as regard to Ambulance Service (108), and in every month an amount more than two crores are being withdrawn by exaggerating the bill / bills by the help of officials by submitting false and fabricated bills. Apart from this, the said company is also earning illegal money by manipulating the records with the help of different officials of the health department, by which the aforesaid Company is committing fraud of more than 5 crores rupees in each month by submitting false and fabricated bills to the Government. So ,in a year, there Is a fraud of Government money of approximately more than Rupees 60 crores by the Service Provider Company namely M/s Ziqitza Health Care Ltd, Mumbai, We came to know that the said company belongs Sri Kirti Chidambaram from Chennai against whom so many cases are initiated by the CBI and Enforcement Department for different issues relating to financial fraud and other related crimes.
