2 Overview
The BSS supports handovers between GSM/EDGE Radio Access Network (GERAN)
and Time Division Duplexing (TDD) networks, which optimizes the hybrid
GERAN/TD-SCDMA network and enhances the network QoS.
GERAN channels are allocated to the dual-mode MS when 3G network load is too heavy
to guarantee the QoS. In this way, the load of the two networks is balanced. If
TD-SCDMA or GERAN load continues rising, some subscribers will be gradually handed
over to the other network to guarantee the network stability.
1. The MS can be handed over to the target cell when the signal of the target cell is
strong enough.
2. When the MS searches target cells, TDD cells serve as the subordinate cells of 2G
cells.
3. If the target area is unable to allocate enough resources to guarantee the handover,
the MS stays in the TDD network until the handover succeeds.
The TDD network can automatically activate the handover process due to traffic load to
relieve network congestion. The 3GPP specifications specify that the Mobile Station (MS)
supports three inter-system neighboring TD-SCDMA cells at most. But the ZTE GSM
BSS supports a maximum of eight inter-system neighboring TD cells.

3 Technical Description
This feature enables basic interworking between GSM and TD-SCDMA networks,
including CS handover, reselection in idle mode, and PS reselection in connected mode
from GSM to TD-SCDMA, which is defined in 3GPP specifications. ZTE GSM products
support the functions mentioned above.
1. When the BSC receives the measurement report including the TD-SCDMA
neighboring cells, the sliding window method is used to process the Received Signal
Code Power (RSCP) value.
2. The BSC defines the threshold for every TD-SCDMA neighboring cell, which is the
inter-RAT handover threshold plus the offset value. When the measurement results
of at least P out of N values are greater than the threshold, a CS handover to the
TD-SCDMA network is triggered.
3. If more than one TD-SCDMA neighboring cell satisfies the inter-RAT handover
conditions, only neighboring cells with the best RSCP value are selected, because
the inter-RAT handover attempt only occurs once.
Directed retry is a special application of the CS handover. When the voice service is
active, the BSC triggers directed retry to the TD-SCDMA network because the MS fails to
apply for a TCH or an SDCCH in the GSM network. Inter-RAT directed retry is triggered
when P out of N RSCP values is equal to or greater than the inter-RAT directed retry
threshold plus the offset value. If more than one TD neighboring cell satisfies the
inter-RAT directed retry conditions, only the neighboring cell with the best RSCP value is
selected, because the inter-RAT directed retry attempt only occurs once.
When the CS handover from GSM to TD-SCDMA fails, the BSC sets the penalty timer for
this TD-SCDMA neighboring cell to prevent an immediate handover again. In the penalty
time, the BSC cannot trigger an inter-RAT handover to this cell even if all the conditions
are satisfied, which means that this TD-SCDMA neighboring cell should be deleted from
the target cell list.
1. The BSC sends system information SI 2quater and SI 2ter to the MS through the
BCCH or extend BCCH. System information describes the TD-SCDMA neighboring
cell list, search conditions, and reselection parameters.
3. The MS should update the value of Received Level Average (RLA_C) for the
serving cell and the strongest (at least six) non-serving GSM cells at least every 5s.
4. The MS should reselect a suitable TD-SCDMA cell if the following criteria are all met
for a period of 5s:
RSCP ≥ RLA_C (s). That is, the RSCP value of the neighboring cell is greater than
the RLA_C value for the serving cell.
RSCP ≥ TDD_Qoffset + RLA_C (n). That is, the RSCP value of the neighboring cell
is greater than the RLA_C value for all of the suitable non-serving GSM cells plus
the TDD_Qoffset value. If cell reselection occurs before 15s, TDD_Qoffset needs to
be added by 5dB to prevent ping-pong re-selection.
If more than one TD-SCDMA cell meets the above conditions, the cell with the best
RSCP value is selected.
1. When the TD neighboring cell satisfies the search conditions, the MS decodes and
measures the CPICH of the TD-SCDMA cell in accordance with Qsearch_P
(Qsearch_P ≠ 15) to obtain CPICH RSCP.
2. The MS should update the RLA_P value for the serving cell and the strongest (at
least six) non-serving GSM cells at least every 5s.
3. The MS should reselect a suitable TD-SCDMA cell if the following criteria are all met
for a period of 5s:
RSCP ≥ RLA_P (s). That is, the RSCP value of the neighboring cell is greater than
the RLA_P value for the serving cell.
RSCP ≥ TDD_Qoffset + RLA_P (n). That is, the RSCP value of the neighboring cell
is greater than the RLA_P value for all of the suitable non-serving GSM cells plus
the TDD_Qoffset value. If cell reselection occurs before 15s, TDD_Qoffset needs to
be added by 5dB to prevent ping-pong re-selection.
If more than one TD-SCDMA cell meets the above conditions, the cell with the best
RSCP value is selected.
