This is defined by 3GPP procedure and you may check the spec for more info. Probably you have cells belonging to

two different RNCs and your Iur doesn't support "HSPA over Iur" function.You may activate the feature if you have it
or use SRNS relocation as well or....

As I know, it could happen when an UE with active PS RAB (in Cell-DCH state) is under Hard Handover circumstances,

so that RNCs do not have Iur between themselves. Consequently, source RNC needs to realease RRC connection with

Apart from this case, it is founded there are action of down switch HSDPA to R99 throughput which performing radio
bearer reconfiguration sounds like belows:

UE in RNCA Crossing RNCB:


Radio Bearer reconfiguration perform and the L3 signalling content

servingHSDSCH-RL-Indicator : false

Once UE was crossed to RNCB


Another Radio bearer reconfiguration triggered with the L3 signalling content

servingHSDSCH-RL-Indicator : true

This action indicating there is "HSPA over Iur" option enabled or something else?

Check in your license file whether yuo have HSPA over Iur feature enabled or not.

Meaning if the network is enabled with HSPA over Iur it will not perform reconfiguration to R99 first but will will
perform handover to the DRNC cell ?correct me if i m wrong

Yes and all the data will go through Iur interface.

I am having some similar problem but with voice calls. I thought the
