AFFIDAVIT OF WITNESS

I, PAULITA PANGCOBELLA, fifty-three (53) years old, Filipino, widow and a resident of Purok
4-A, Brgy. Cabinuangan, New Bataan, Compostela Valley Province, after having been duly sworn to
in accordance with law, depose and state THAT:

1. I am an ordinary and active member in the Purok of the place of my residence;

2. Except for casting my vote to the candidates of my choice on the Election Day, I have not
participated in any campaign activity nor became part of any campaign team of any running
candidate in the 2016 Barangay Election;

3. A certain OLIVER VELAYO was indebted to me for a huge amount of money, more or less
P33,000.00, which became demandable for quite some time. In the morning of May 14, 2018, the
day of the Barangay election, I approached said Mr. Velayo and verbally demanded payment from
him for his overdue obligation, which the latter ignored just as he usually does;

4. For his refusal to pay said obligation and since he also defaulted in paying his contribution for his
proportionate power consumption, I was constrained to cut-off his electrical attachment from the
power connection in my house on May 29, 2018. These infuriated him as we in fact had a heated
confrontation immediately thereafter;

5. I recently learned that I was being accused of vote buying by a certain CORSINO TEREC, a
candidate for Barangay Captain position who lost during that election using the affidavit of testimony
of Mr. Velayo, which the latter executed the day after our confrontation while he was at the height of
anger ;

6. I vehemently deny such accusation as I did not influence nor persuade any person to vote for
somebody during the election in exchange for money. I did not give or offer to give a sum of money
to said Mr. Velayo to vote any candidate. Conversely, I did not receive nor demanded any money
from any candidate in exchange of my vote;

7. Mr. Velayo was a solid supporter of Mr. Terec during the election and now stands as witness to
the accusation of vote-buying against me, which accusation is seriously malicious, baseless, and
prompted by his personal grudge and evil motive;

8. That I executed this affidavit to attest the truthfulness of the foregoing facts.
