THE GRAND JURY CHARGES THAT:

On or about May 23,2018, in Lancaster, in the Eastern District of Pennsylvania,

defendants

DWAIN LONDON, JR. and

PATRICK BAKER

conspired and agreed, together and with others known to the grand jury, to maliciously damage

and destroy, by means of fire, a building used in interstate commerce and in activities affecting

interstate commerce, that is, Lancaster City Hall, located at 120 North Duke Street in Lancaster,

pennsylvania, in violation of Title 18, United States Code, Section 844(i), and to maliciously

damage and destroy, by means of fire, a building and a vehicle, that is, Lancaster City Hall and a

white Chevrolet Cobalt, bearing Pennsylvania Registration MG6986E and Vehicle Identification

Number 1G1AS58H897239296, owned, in whole or in part, by the City of Lancaster, an

institution or organization receiving Federal financial assistance, in violation of Title 18, United

States Code, Section 844(f).

All in violation of Title 18, United States Code, Section 844(n).

On or about May 23,2018, in Lancaster, in the Eastern District of Pennsylvania,

maliciously damaged and destroyed, and aided and abetted, and willfully caused, the malicious

damaging and destruction of, by means of fire, a building used in interstate commerce and in

activities affecting interstate commerce, that is, Lancaster City Hall, located at 120 North Duke

1GlAS58H897239296, owned, in whole or in part, by the City of Lancaster, an institution or

organization receiving Federal financial assistance.
