SUMMARY OF TOPICS

UL announces immediate acceptance of submittals of Single Input Wire (SIW) conductor


constructions as discussed below under RATIONALE and IMPACT.

In the Appendix A, B, and C sections of this bulletin, UL proposes wordings for the UL 44, 83,
and 1072 standards to add Single Input Wire as an optional conductor construction.

COMMENTS DUE: August 7,2001

Attached for your review and comment are Appendices A, B, and C containing the text of proposed
revisions of the UL 44, 83, and 1072 standards.

PROPOSED EFFECTIVE DATE

The proposed revisions add an option so none requires any delay in becoming effective. UL therefore
proposes that the revisions of the three standards be made effective immediately upon publication.

RATIONALE

Underwriters Laboratories Inc. has been asked to List insulated conductors with compact or
compressed stranding manufactured using a Single Input Wire (SIW) construction as described in
ASTM standards B 835, B 836, B 901, and B 902. Some conductor sizes, manufactured using this
concept, have fewer strands than the minimum number required in UL 44, 83, and 1072. Some
constructions do not have a single center wire, but have a core of three or more strands twisted
together. UL does not intend to document the wire manufacturing process used in manufacturing

conductors. We are concerned about the ability of connectors to operate successfully on conductors
having fewer strands than now permitted. We are also concerned about the use of these conductors
where they need to be bent to terminate.

UL therefore announces that it will accept submittals now from manufacturers of insulated conductors
with reduced numbers of strands for connectability and bendability testing. UL intends to conduct these
tests for individual cable manufacturers who, upon successful completion of the test program, will then
be authorized to use these conductors. UL does not intend to change the tables of minimum number
of strands at this time. We have proposed, as part of this bulletin, revised wordings for UL 44, 83, and
1072 that will allow for this individual testing of conductors and also the manufacture of a compact or
compressed conductor with a core made up of more than one strand rather than a single central wire.

Manufacturers need not take any action to maintain their current wire and cable Listings.

Submittals of SIW will be necessary but UL will not retest or re-examine currently Listed wires and
cables of other conductor constructions. Interested manufacturers should contact UL’s Conformity
Assessment Services at the office to which they normally submit their wires and cables.

REQUESTS FOR COMMENTS ON PROPOSALS

Comments are requested concerning:

1. The proposed UL 44, 83, and 1072 revisions; and

2. The proposed effective date, should the proposals be adopted.

Comments should be made in writing to the Standards Department, attention ilter Hoffmann.
Comments sent by e-mail or fax should be routed as noted below left. Comment letters should be

Unless specifically requested to do so, UL will not acknowledge comments indicating concurrence with
these proposals.

Until adopted and published with an announced effective date, the revisions of UL 44, 83, and 1072
remain tentative as a proposal intended for review and comment only. Interpretation of proposed or
adopted wire and cable requirements is available from the Conformity Assessment Services staff
members named or referenced in Appendix D.

compact-stranded copper conductor shall consist of uncoated strands. A compact-stranded aluminum
conductor shall have all layers with the same direction of lay (left-hand unidirectional). A
compact-stranded copper conductor is to be left- hand unidirectional or have the direction of lay reversed
in adjacent layers (concentric-lay-stranded with the outer layer left-handed) and with each layer rolled,
drawn, or otherwise compressively formed to change the originally round or partially preshaped strands to
various close-fitting shapes that achieve almost complete filling of the spaces originally present between
the strands. Each layer shall be compacted before the next layer is applied, and each compacted layer -
including the outermost layer - shall have a smooth, round outer surface. The length of lay of the strands
in the outer layer of a Ne- 1 AWG - 1000 kcmil conductor shall be 8 - 16 times the overall diameter of
that layer. The length of lay of the strands in the outer layer of a Ne- 12 - 2 AWG conductor shall be 8.0
- 17.5 times the overall diameter of that layer. A compact-stranded conductor shall not be segmented.

The individuals shown in the following table are involved with the investigation of products covered
under the subject wire and cable categories. The Primary Designated Engineers (shown in
UPPERCASE letters) coordinate the establishment and uniform interpretation of UL requirements
applicable to the subject wire and cable product categories. The Designated Engineers (shown
in lowercase letters) work with the Primary Designated Engineers to interpret requirements and
maintain the UL 44, 83, and 1072 standards.

Should you have questions regarding the interpretation of the requirements proposed in this bulletin or
any adopted requirements that affect your wire and cable products, you are encouraged to contact
the individual at the office to which you normally submit your wires and cables.

The Responsible Managing Engineer for the subject wire and cable categories is Robert F. Schlegel at
UL’s Melville office. The Managing Engineer oversees the significant interpretations made by the
