To create a bootable USB flash drive using Diskpart in Windows:
1) Open Diskpart and clean, create a primary partition, and format the selected USB disk as NTFS.
2) Mount the ISO file, open Command Prompt as Administrator, and copy all files from the mounted ISO to the USB drive using bootsect and xcopy commands.
3) The USB drive can now be used to boot and install an operating system.
