Progression path for the student to complete the degree after completing HNDE
and comments about HNDE new curriculum

Higher National Diploma in Engineering (HNDE) is a course which gives the opportunity to
become an Engineer for the students who missed the chance to enter a government university for a
Bachelors Degree in Engineering (B.Sc).

The students who complete the HNDE successfully can complete the degree from some
government institutes. But unfortunately there are many difficulties to be faced for HNDE students
when completing their degree. And also it’s a pleasure to say that now the HNDE course has reached
the Bachelors level with the new curriculum, which was introduced in 2011. And the idea of geniuses
is that the HNDE new curriculum will make a new path for a degree for HNDE students.

A detail report about the above the mentioned fact and some problems regarding the new
curriculum is attached here with. So we kindly request to pay your attention and your guidance to
make the dream to become an Engineer, a success for HNDE students.

01.Introduction

As a foundation to bring up Charted Engineers and Incorporated Engineers, the HNDE course
was introduced to Sri Lanka as a 3 ½ years full time English medium course with the assistance of
BTEC (Business & technology Education Council-UK) standards and with the syllabus of the Bolton
University, London.

I. New curriculum

According to the new curriculum; HNDE course is a 3 ½ year full time program in English
medium consisting 3 years academic period and 6 month inplant training. The course specified as
follows under 3 main engineering departments.

 Civil Engineering
 Highway & Railway Engineering.
 Buildings & structural Engineering.
 Water Supply & Waste Treatment Engineering.

 Electrical & Electronic Engineering


 Power Electrical Engineering.
 Electronic & Telecommunication Engineering.
 Hardware & Networking Engineering.

 Mechanical Engineering.
 Refrigeration & Air Conditioning Engineering.
 Automobile Engineering.
 Production Engineering.
 Marine Engineering.

The HNDE new curriculum bring out Engineers who are capable to face the competitive
situations and the newest technology in present Engineering field.

The main responsible persons of making the HNDE new curriculum were Prof. Nandika
Pathirage, Prof, Samitha Jayakodi and prof, Kapila C.K.Perera who was our passed Director General
at SLIATE.

According to the international standards, an Engineering course is divided in to a diploma


level course or a degree level course according to the academic duration and the number of credits
allocated for the syllabus.

In Sri Lanka, an Engineering Bachelors degree consists of 3 ½ years academic period and 6
months inplant training. And also the standard number of credits for an Engineering degree program in
Sri Lanka is 150, and for a diploma course it is about 90.

The minimum number of credits to award the degree in Moratuwa University. The most
demand Engineering degree program in Sri Lanka is 154.

The standard number of credits for the HNDE new curriculum is as follows.
Civil Engineering -142
Electrical & Electronic Engineering -146
Refrigeration & Air Conditioning Engineering -140
Automobile Engineering -140
Production Engineering -137
Marine Engineering -134

According to that it’s a must to say that HNDE course under the new curriculum has reached
the degree level. The difference between HNDE course and a bachelors degree in Engineering is only
about 10 credits and 6 months academic period.

02.Qualifications to follow a degree program for HNDE students.

 According to the definition of engineering council UK, the HNDE program is the foundation to
become a charted Engineering.

 All the students who are following HNDE are qualified for university entry. And also, many of them
are selected for a Bachelor of Science (B.Sc) program in any university. But they have entered to
follow HNDE course because to make their dream to be an Engineering, a success.
 HNDE course was introduced to Sri Lanka through B-TEC. But in overseas B-TEC HNDE
programs are conducted in universities and the students have the opportunity to complete their
degree through the university.

 University of Hull
 University of Hertford Shire
 University of Leicester
 University of Portsmouth
 University of Brighton
 University of Oxford Brookes

But unfortunately SLIATE have not paid their attention to make a progression path for
HNDE students to complete their degree.

03.The present exemptions for HNDE

 Full exemption from Council of Engineering Institutions ( CEI ) part 1 examination.

 Full exemption from part 03 and some courses in part 04 of Bachelor of Technology (B Tech.)
programs awarded by Open University Sri Lanka (OUSL).

 Direct entry to the Bachelor of Technology (B.Tech) program in,


I. Mechatronics Technology
II. Manufacturing Technology
III. Building services Technology at University of Vocational Technology
(UNIVOTEC).

 Full exemption from 2 years certificate level course in IESL College of Engineering and direct
entry for the Advanced diploma.

04.HNDE is the minimum subject exemptions holder among the parallel
courses in Open University of Sri Lanka. (OUSL)

Open University of Sri Lanka is the only valid government university in Sri Lanka which
allows HNDE diplomatic to complete a government level degree (except UNIVOTEC)
HNDE is the course which is in the prior place among the courses that make middle - level
engineers with the longest course duration. Inspite of all these, it is regret to inform that HNDE is the
course that is eligible of least number of subject releases in the B-Tech Engineering program in OUSL.
Although HNDE is offering a Higher National Diploma, some subjects regarding Diploma in
Technology (D-Tech) program level at OUSL are not released for HNDE students.

 The releases for HNDE diplomatic with regard to B-Tech degree of OUSL
N.B:-Following subject releases are offered according to the students hand book of academic year
2012/2013.

These exemptions are offered according to the old syllabus of HNDE. So the HNDE students
can apply for some other exemptions under OUSL regulations. But to get exemption for HNDE
course, our idea is, it is important to make it officially. If so, we can approve more exemptions and
releases.

 Following are the suggested subjects to be exempted when comparing the HNDE new
curriculum with the OUSL curriculum of B-Tech.

05.Paving the path to complete the degree from Bermingham University.

Bermingham is a University which is in the top positions under world recognized University
rankings. The B-TEC HNDE is recommended as an entry qualification for the Bermingham
University and some exemptions are also offered for B-TEC HNDE completed students.

Our former Director General, Prof. Kapila C.K. Perera have mentioned that he is paving the
eventual opportunity to complete the Degree through Bermingham University for HNDE students.
But unfortunately the progression path have been stopped with the transfer of the Director General.
Why the governors are missing this valuable opportunity which will never be offered for another
Institute.

06.HNDE diplomatic have to follow another 2 years Advanced Diploma and 1
year Graduate Diploma for IESL membership.
HNDE students who here successfully complete are having the membership of institution of
Incorporated Engineering Sri Lanka –IIESL. But unfortunately obtaining IESL membership is still a
dream. Because the students who have completed a 3 ½ year Higher National Diploma will be
exempted only from the Certificate level course.

So that HNDE diplomatic have to spend 3 years to follow a 2 years Advanced Diploma & 1
year for Graduate Diploma to get the IESL membership.

For a student following 4 year Engineering Degree in a university is offered with IESL
membership directly. Though it is fair to follow a 1year diploma for a Higher National Diplomatic
who spent 3 ½ year academic time.It is clearly evident that this decision is taken because of their
narrow mind attitude about being devaluated.

 Comparing both syllabuses of HNDE & IESL Engineering Diploma, most of the
subjects are being covered in our HNDE Course.

07.Completing the degree from University Of Vocational Technology
(UNIVOTEC)
It is a government university approved by an act at the parliament. This is special because it
conducts degree programs only for diplomatist.

University of vocational technology is currently conducting 3 year part time/ full time Bachelor
of Technology (B.Tech) degrees in the field of Building Service Technology, Mechatronics
Technology and Production Technology.

 Requirements for the entrance are in following.

I. NVQ Level 05 or above in the relevant technology areas (Construction, Civil, Mechanical,
Refrigeration & Air conditioning, Electrical & Quantity Surveying)
II. HNDE, NDT, NDES, NDICT, NDQS or equivalent qualifications in the relevant technology area
specified above and acceptable to the academic council of the University of Vocational
Technology
III. Any other qualification which are tertiary and Vocational Education Commission has accepted to
be equivalent to NVQ level 5 or 6
IV. Exemptions may be granted in relevant modules after a proper evaluation for those who have
NVQ 6 or equivalent qualifications. Preference will be given to those applicants having post
diploma industrial experience of at least 1 year duration.

It is also clearly evident here also that HNDE students have faced a lot of unfair issues.Though
our course is categorized under NVQ level 6, It is also considered as equal with other courses Which
have been offered NVQ level5.

It should be taken to be highly consideration of the authorities concerned that whether it is fair
to consider students who have passed qualifying for the university education and completed 3 ½ year
(including 6 months training period) Higher Diploma equal with the students who have failed GCE
A/L examination and just having a 3 year diploma at a Technical college.

 Comparing the syllabus of UNIVOTEC degree program, it is also proven that most of
the subjects have already covered at our course.

08.Comments about new curriculum,

Though it has spent 2 years of academic period after changing the syllabus, there are lot of
problems without proper solutions.

1. Unsuccessful GPA system.

GPA was introduced to the HNDE course instead of the credit method. Although the
methodology of calculating the GPA is given to the students the GPA values of the 2012 , first
semester examination was not given still. Therefore we would like to have a better methodology to
calculate the GPA in an applicable manner.

2. Qualifications to obtain the final certificate.

According to the old syllabus the students were able to obtain the final certificate after getting
21 credits. But, as the new syllabus students should pass all the subjects. If any student fail one subject
he has to wait another year to get the final certificate, because there are no repeat examinations.

For this we suggest,

 State the minimum GPA value for the students to make it possible to get the final
certificate.
 Partition the syllabus where students should pass all the compulsory subjects and get
the minimum credits for the optional subjects/ minimum GPA value. And It is also far
to let the failed students to face the exam again.
 If not, give out the final exam result as soon as possible and conduct a repeat exam.
Then the students can complete the diploma and obtain a job earlier.

3. Final certificate and its format.

There should be a difference in the final certificate as per the change in syllabus. Though the
st
1 batch of students doing new syllabus will face the final exam in 2014, there is no any knowledge
about the final certificate and its structure.

It is essential to decide the structure of the final certificate by a panel and the student and
lectures should be well informed. As final certificate is the document which shows the quality of the
diploma, it should be in a proper manner. Also the new syllabus students should be given B-TEC
certificate as HNDE course was imported from England. We highly believe that the all qualifications
needed are satisfied by the students who follow new syllabus.

4. Practical Training Period.

The aim of this period is to get an occupational training and practical knowledge. The demand
for the HNDE students in job market have increased because of the training period.

 Training under old syllabus.


3 months after 2nd year and 3 month after final year.

 Importance of the 2 training periods.
It is very important for the students to have 2 training periods. In 1st turn they are able to
identify the problems and new technical methods in industry. So students get the opportunity to
develop the skills & knowledge in remained academic period. Also the trainning after final exam give
the chance to the student to find a job. This helps to enhance the quality of HNDE course. (Among the
SLIATE course, HNDE 100% are employing in jobs)

 Industrial Training under New Syllabus


6 month after 2nd year. And 3 month after final exam. (appendix 2: letter given by the
institution)

 Including the final training to the syllabus.

Final training is not included in the syllabus, if final training in included the training period
become 9 months. It will enhance the quality of the HNDE course. But the student get only the 3
month training certificate from the companies. But it is required about 1 year experience for jobs. So
the procedure should be properly managed by including the credits allocated for the training in the
syllabus.

And also none of the Industrial training period is included in the Mechanical and Electrical
Engineering syllabus. Only the HNDE Civil syllabus include the training period with 10 credits. In
mechanical & electrical syllabus, industrial training is not included. But it is essential to include the
industrial training with the credits to the syllabus.

5. Selecting Optional subjects in Civil Engineering.

3rd year 2nd semester of civil Engineering syllabus of HNDE contain in three additional
subjects. They are,

 Highway & Railway Engineering.


 Buildings & Structural Engineering.
 Water Supply & Waste Treatment Engineering.

According to the syllabus it can be selected those three additional subjects. Because the total
GPA credit of the semester is calculated by adding all the credits of optional subjects

But SLIATE Academic council has decided to select only one optional subject among those
three subjects.

But as students we think, it is very important to do any of above three subjects in addition to
the selected subject. Because it will be very helpful to gain the wide knowledge about the fields.

6. The Survey camp & the projects must be included properly for the civil engineering
syllabus.

Civil engineering students are participating to a survey camp during their course time. But,
unfortunately this has not included in the HNDE civil engineering syllabus.

Considering universities which are conducting civil engineering degree programs such as

quality of the course.

As well if we observe this syllabus, it is clearly evident that the projects relevant to the civil
engineering syllabus have not included properly. A group project and individual project has included
in the syllabuses of electrical and mechanical engineering with relevant subjects codes and credits.

Although the above procedure is the same method of including projects of the engineering
syllabuses in almost all the universities and higher education institute, HNDE civil engineering
syllabus only consists of 10 credits as a project without subject codes.

Therefore, an individual project and a group project should be included with proper subject
codes and allocated credits to the civil engineering syllabus just as in electrical and mechanical
engineering syllabuses.

I. GPA grading system

The following guide lines will be used in grading the student’s performance at each module
taken.

a) Letter grades based on the Grade Point system and corresponding description, as illustrated
below, will be used to express the performance at each module.

Computation of Grade Point Average

Semester Grade Point Average (SGPA) will be based on the summation of Grade Points earned
for all modules registered in a semester weighted according to number of credits using the formula
illustrated below, rounded to the second nearest decimal point.


Where n1 is the number of credits for the ith module in a given semester and gi is the grade
points earned for that module.

Module assessment and performance evaluation

Assessment of candidate’s performance in each module will be carried out based on the
following guidelines.

a) A candidate will become eligible for the formative assessment component of the module only
of he/she has obtained a minimum of 40% of the marks allocated for the summative component
and has completed the minimum attendance/participation requirements (if any) for that
module.
b) A candidate will considered as “passed” the module and credit be awarded only if he /she has
obtained least 40% of the marks separately for both the formative and summative components
of the evaluation.
c) If only one of the components is passed (i.e. obtained more than 40%), the student has to
complete only the remaining component as a repeat candidate in the next attempt to complete
the module. The marks obtained for the “passed” component will be kept on records and taken
to determine the grade at the repeat attempt. In such event the candidate will be awarded an
“Incomplete (I)” grade for the module in the first attempt.
d) A candidate failing to achieve the minimum 40% for both components will be awarded a
“Fail(F)” grade and should re-do both components in order to upgrade the result.
e) The highest grade obtainable at a repeat or subsequent attempt is the grade “C” except when an
Academic Concession has been granted.

Credits

Each module is assigned a credit value that represents the student’s workload subjected to the
following guidelines.
a) For direct learning tools such as lectures and other similar classroom based activities one
credit is allocated for a work load of 1 hour per week through a semester or 2 hours per
week through a term.
b) For indirect learning tools such as take home assignments, tutorials, laboratory work and
project based activities one credit is allocated. For a work load of 2 hours per week through
a semester or 4 hours per week through a term.
c) No credits will be awarded for modules where the candidate receives either an “Incomplete
(I)” or “Fail (F)” grade.

Cumulative Grade Point Average (CGPA)

Cumulative Grade Point Average is computed by dividing the sum of the products of the
number of credits of all the courses followed and the grade points earned for those courses by a
student by the number of credits of the courses followed up to that point of time by that student.

GPA Requirements for the Award of Diploma

Every student should maintain a cumulative GPA of 2.0 will be awarded academic honours at
diploma level as follows.

2 < CGPA ≤ 3.29 - Pass

Unsatisfactory Standing and Academic Probation

a) If the student’s SGPA fails between 1.99 and 1.50 the student will be placed on “Academic
Warning”.
b) Any student with a SGPA less than 1.50 will be place on “Academic Probation”.
c) Academic Probation and/or Academic Warning may be withdrawn when the relevant SGPA is
upgraded to 2.00 or more.
d) A student who falls into one of the following categories due to failure to upgrade the SGPA
will not be permitted to register for a new module until the SGPA improves as required.
i. “Academic Probation” in any two semesters
ii. “Academic Probation” in any semester and “Academic Warning” in one semester
iii. “Academic Warning” in any three semesters.
