An Act

Relating to promoting student health and readiness through meal.

EXPLANATORY NOTE

The alarming statistical data and exhaustive studies should not be ignored. Extreme hunger
and the various forms of malnutrition, including severe under nutrition such as wasting and stunting
mainly due to poverty.

The World Health Organization defines good nutrition as the adequate, well balanced intake
of food in relation to the body’s dietary needs. Malnutrition is an encompassing term for the various
forms of poor nutrition.

According to the United Nations Children’s Emergency Fund (UNICEF) in its 2015 Unite for
Children report, 95 child deaths in our country everyday are due to under nutrition. Around 31.2% of
Filipino children aged 5-10 are underweight, according to a 2015 report made by the Food and
Nutrition research Institute (FNRI) which also said that 31.1% of the children in the same age group
are underweight or stunted.

In Washington this bill was implemented.

Be it enacted by the House of Representatives in Congress assembled:

1 Section 1. Short Title: This act shall be known as “Breakfast after the Bell of 2019”

2 Section 2. Declaration of Policy: Pursuant to the Constitutional principle that recognizes the right

3 of the people especially students to be healthy. It will improve the outcomes of students inclu-

4 ding fewer disciplinary incidents, better attendance, and improved performance on standardize

5 tests, and academic success evidenced through increased graduation rates.

6 Section 3. Scope and Implementation: Any student that are underweight or malnutrition would

7 offer a Breakfast after the Bell. These would be put in place by the start of the 2019-20 school

8 year and be available in schools where at least 70 percent of students qualify for free. The bill

9 allows participation in Breakfast after the bell to count instructional time as long as the students
1 are engaged in educational activities during their breakfast and the meal does not disrupt

2 classroom instruction.

3 Section 4. Members of the Bill: This includes the President and Congress but mainly the people

4 who will enforce this are the Department of Health with the help of the Barangay Health Workers

5 and also the participation of Department of Education and the school teachers and staff.

6 Section 5. Role of the Members of the Bill: a.) The President will be the one who will finalized

7 and decide if the bill can be approve, b.) Congress will have the voting system if it is Pass or

8 Fail. C.) Department of Health is the institution that can help to make the bill productive and the

9 Barangay Health Worker can help to check the students that are malnutrioned and underweight

10 they will check the progress of the student’s weight and d.) Department of Education and the

11 School Teachers and Staff willcheck the progress of the students in school activities and also in

12 academic performance.

13 Section 6. Rules: 1.) Department of Health and Barangay Health Workers should have a report

14 in the office of the President according on how progressive the bill 2.) Department of Education

15 and the teachers and staff should make a report on how the students cope or how the students

16 participate in the activities in school. They should make a report if the bill is Effective.

17 Section 7. Penalties: If a school could not participate in this bill they will have a fine of 20,000

18 pesos in public schools and 50,000 pesos in private schools.

19 Section 8. Repealing Clause: All laws, presidential decrees, executive orders, memoranda, rules

20 and regulations contrary to or inconsistent with the provisions of this Act are hereby repealed,

21 amended or modified accordingly.

22 Section 9. Separability Clause: If any part or provision of this Act is declared unconstitutional or

23 invalid, the remaining parts or provisions not affected shall remain in full force and effect.

24 Section 10. Effectivity: This Act shall take effect fifteen (15) days after its publication in the

25 Official Gazette or in a newspaper of general circulation.
