MEMORANDUM OF AGREEMENT
MEMORANDUM OF AGREEMENT was made and executed on
, 2017 in Quezon City, by and between:
The ARMED FORCES OF THE PHILIPPINES, with office
address at the AFP, Camp General Emilio Aguinaldo, Quezon City,
represented in this act by Chief of Staff, GEN REY LEONARDO B
GUERRERO AFP, hereinafter referred to as the “AFP”;
-and-
The CONSTRUCTION INDUSTRY AUTHORITY OF THE
PHILIPPINES, with office address at the Trade and industry Building
369 Senator Gil J. Puyat Avenue, Makati City, represented in this act
by Supervising Undersecretary, RUTH B. CASTELO, hereinafter
referred to as the “IAP”;
WHEREAS, the Revised Administrative Code of 1987 requires that the
organizational structure of the Armed Forces of the Philippines (AFP), should
provide for the development of its capability to participate in the infrastructure
projects of the government;
WHEREAS, the AFP through the AFP Corps of Engineers (AFPCOE) has the
capability to undertake Base Development Projects within military installation or
bases in consonance to its mandated mission and function. Moreover, it is also
capable of undertaking National Development Projects in coordination and in
partnership with other national government agencies, local government units, non-
government organizations and other developmental organizations regarding the
identification, planning, sourcing of requirements, monitoring, implementation, and
evaluation of development projects;
WHEREAS, the AFPCOE is currently embarking on a transformational path
by forging strategic partnerships with various agencies for mutual advancement of
objectives and interests;
WHEREAS, in adherence with the AFPCOE Transformation Roadmap, the
AFPCOE shall promote professionalism and develop new capabilities within its
workforce through the integration of a Military Construction Management Eligibility
System (MCMES) with emphasis on managerial and supervisory skills into the
Career Development Path of personnel to help insure the successful completion of
construction projects;

issues concerning the construction workforce key players (Military Project Manager,
Military Project Supervisor, Military Project Foreman);
WHEREAS, workforce innovation is essential to address present issues
afflicting the AFPCOE, it is necessary to provide support, training and educational
programs to allow professional development within the corps’ construction
workforce, as it is expected by various stakeholders and the construction industry;
WHEREAS, the CIAP, by virtue of P.D 1746, was created to promote,
accelerate, and regulate the growth and development of the construction industry in
conformity with national goals;
WHEREAS, as the human resource development arm of the CIAP, "the
CMDF is mandated to enhance the competencies and capabilities of the human
resources of the construction industry, and the manpower resources of the industry
including: craftsmen, engineers, project managers/supervisors and contractors,”
WHEREAS, among the functions of the CMDF (Section 7 of P.D. 1746) are to
“develop and implement manpower training programs for the construction industry,”
and to “formulate and adopt construction skills standards and establish training and
certification facilities in coordination with the National Manpower and Youth Council
(NMYC) (now TESDA);”
WHEREAS, the CMDF and its member institutions have already
institutionalized Human Resources and Organizational Development (HROD)
programs as their commitment for the continuing education and development of the
construction industry workforce;
WHEREAS, the CMDF recognizes the need to develop and validate
Competency Standards (CS), Training Standards (TS), and Assessment
Arrangement (AA) and Competency Assessment Tools (CATs) in response to the
requirements of competency certification for the AFPCOE.
THEREFORE, in recognition of the benefits to their respective institutions
from the establishment of institutional links, the AFP and the CIAP mutually agree to
the following:
Section 1 Description of the Program
4.4. The AFP through AFPCOE in collaboration with the CIAP through CMDF
shall administer the integration of a Military Construction Management Eligibility
‘System (MCMES) into the Cereer Development Path of engineer officers, as well as
‘senior non-commissioned officers.
4.2. The program shall entail the development of appropriate Competency
Standards_and Competency Assessment Tools for each key position of the
AFPCQE™ tonstruction workforcs. These documents define the competency
standatds for 2 national qualification,Page 3ofs

Section 2 Scope of Agreement
2.1. The purpose of this Memorandum of Agreement is to develop academic
‘cooperation and promote mutual understanding between the two institutions.
2.2. Both institutions agree to develop activities in areas of mutual interest, on the
basis of equality and reciprocity:
a. Industry orientation;
b. Resource-sharing of expertise and training facilities;
¢. Collaborative research projects; and
d. Other forms of cooperation.
2.3. Both institutions agree on strategic and mutual marketing of their respective
images by giving continuous recognition on their collaboration.
24. Certification awarded to eligible personnel shall be formally recognized
throughout the constriction industry. It shall be honored during and after military
service.
2.5. Specific agreements and/or contracts shall be present between the AFP
and the CMDF in the implementation of any or all of the abovementioned and
described activities.
Section 3 Responsibilities of the AFP
3.1. The AFP shall create an enabling environment for substantial and sustainable
participation with various institutions in its efforts to establish professionalism and
competency across the armed forces.
3.2. The Chief Engineer, AFP shall be designated as the program manager of
MCMES.
3.3. The AFP shall earnestly provide the following
a. At least three (3) members from the AFPCOE to form. part of
Technical Working Group (TWG) that will develop and review the
content of the competency standards, training standards and
assessment, and certification arrangements;
b. Technical expertise in the development of tallor-Made Competency
Assessment Tools (CATs) for the AFPCOE construction workforce;
and
¢. Assistance for the CMDF personnel in the conduct of the training and
certification system
3.4. The AFP shall present the developed MCMES inclusive of Competency
Standards (CS) and Competency-Assessment Tools (CATS) to the CMDF Board.
3.5. The AFP shall fund and organize workshops for the development and
validation of the CS and CATs with industry experts who are recognized
professionals and practitioners of the construction sector.
