INTRODUCTION
In June 1998, the twentieth special session of the General Assembly, devoted to countering the
world drug problem, adopted the landmark Political Declaration (Assembly resolution S-20/2). In the
Political Declaration, non-governmental organizations (NGOs) were called upon to promote a society
free of drug abuse, especially by emphasizing and facilitating healthy, productive and fulfilling
alternatives to the consumption of illicit drugs. That call was similar to others made in General Assembly
resolutions on reducing illicit drug demand and fighting illicit drug trafficking. It was also a reaffirmation
of the important contributions that such organizations continue to make in the common fight by the
international community against drug abuse. In addition, the ongoing reform of the United Nations
system actively encourages the development of effective partnerships with civil society and non-
governmental organizations in view of their crucial roles in social and economic development. The
activities of the United Nations International Drug Control Programme (UNDCP) aimed at supporting
and empowering such organizations in the field of drug control are guided by those mandates.
UNDCP has worked closely with NGOs since its inception in 1991. Recognizing the strong
influence that NGOs and other elements of civil society exert on public attitudes and social values,
UNDCP has taken the initiative in further involving them in global efforts to counter drug abuse during
the United Nations Decade against Drug Abuse (1991-2000). In December 1994, UNDCP sponsored
in Bangkok the World Forum on the Role of NGOs in Drug Demand Reduction. That meeting
concluded with the adoption of the Bangkok Declaration, which, inter alia, called for the establishment
and strengthening of networks of NGOs active in drug demand reduction. In June 1996, in response
to the Bangkok Declaration, UNDCP published the first edition of the Directory of Non-governmental
Organizations Working in the Field of Drug Demand Reduction in order to facilitate contacts between
organizations and to assist them in the identification of best practices.
This edition of the Directory builds upon the efforts and objectives of the 1996 edition. It lists not
only NGOs specializing in substance abuse, but also other organizations, such as those concerned with
the health and welfare of young people, which incorporate drug abuse prevention in their mainstream
activities. The Directory contains a balanced geographical and thematic selection of 300 key NGOs
networking or having the potential to network in drug demand reduction.
NGOs are invited to use the fact sheet attached at the end of this edition of the Directory to notify
UNDCP at the address provided below of any omissions, errors or changes. Focal points for any
umbrella groups or networks that may not be listed in this edition of the Directory are also invited to
contact UNDCP.
