and Associated Substations Safety Management objectives and practices that are to
be implemented, to manage the Safety, Health and Environment issues of the Project,
for Jv of TPL & CHINT, its employees and subcontractors. It is the private property of
Jv of TPL & CHINT and without their consent must not be shown or given to any third
party or used by the recipient for purposes other than those for which they are issued.
Recipients are responsible for destroying all superseded documents in their
possession.

SCOPE OF WORK

Outline scope of work covers for the execution of “220 kV Dana- Kusma Transmission Line
Project and associated 220 kV Substation” under Nepal Electricity Authority in Nepal.

These include:

Substations:-

Scope for Construction of new 220 kV/132kv /33kV Substation at DANA & Construction of
new 220 kV/132kV Substation at KUSMA

 As per the Contract Agreement no. PMD- KGTCP-071/72-03, Volume-II (Part-B (I),
Substation) OF III under Chapter 1 (Project Specification requirement) and clause no.
2.2.1(A) Construction of a new 220/132/33 kV substation at Dana, Nepal &
 As per the Contract Agreement no. PMD- KGTCP-071/72-03, Volume-II (Part-B (I),
Substation) OF III under Chapter 1 (Project Specification requirement) and clause no.
2.2.1(B) Construction of a new 220/132/ kV substation at Kusma, Nepal.

Scope for 220 KV Transmission line project from Dana- Kusma

 As Per the Contract Agreement no. PMD- KGTCP-071/72-03, Volume-II (Part-A,


Transmission line.) OF III, under Chapter 1 of General Information and Scope under
clause no. 1.1.1, Construction of 220kV D/C Dana Kusma Transmission line – apporx 40.
Kms.

There are specific phases of the project for which individual Job Hazard Analysis /Risk
Assessment and Method Statements will be prepared, addressing issues of Health and Safety and
Environment. This Job Hazard Analysis/Risk Assessment shall be in accordance to Jv of TPL &
CHINT procedure HSE MANUAL TSF-011 Hazard Identification & Analysis Procedure

1.1 Objectives

Objectives of this Safety Plan are as follows:

 To ensure compliance with applicable legal requirements and other requirements related to
environmental aspects of its operations.
 To meet JV of TPL & CHINT, and Nepal Electricity Authority expectations and to
conduct all activities consistent with Jv of TPL & CHINT applicable HSE Policies.
 To prevent injury to anyone and to safeguard human lives, property and the environment.
 To promote and establish the highest standards of safety to benefit both Nepal Electricity
Authoturiy and Jv of TPL & CHINT through prevention of accidents and thereby
promote increased productivity, reduced schedule disruptions and mitigate the effects of
any accidents/ incidents.
 To increase safety consciousness and awareness among Jv of TPL & CHINT employees
and subcontractors by uplifting the safety standards and setting the trend in safety
excellence through established goals and objectives, training programs, audits and
motivations.
 Jv of TPL & CHINT shall ensure that all of its personnel and subcontractors engaged in
these works commit to these same Quality & HSE principles and shall establish and utilize
programs that ensure the requirements are achieved.

4.0 ACCOUNTABILITY FOR SAFETY

Safety is a fundamental to the operations of Jv of TPL & CHINT and its primary objective is to
have an accident free project execution. It is everyone’s responsibility to understand the
requirements for working safely and protecting themselves and others. To achieve this goal the
following accountabilities are expressed, to assist all personnel in understanding their more
specific responsibilities.

4.1. Management Responsibilities (At RO Level)

 BU– HEADS / HODs: BU Heads/ HOD’s are members of the company EHS
Management Committee and are responsible for review and implementation of HS
management in the respective areas under their control and provide necessary resources.
 PROJECT MANAGER: Project Manager is overall responsible for the EHS
Management related to persons working in the project sites with

o PM with the help of REHS Coordinator prepares project

 EHS COORDINATOR:
EHS- COORDINATOR ensures EHS system requirements are implemented and
maintained in the organization including sites.

 Arrange for conducting system audits of all sites twice in a year.


 Co-ordinate with project sites – Safety Officer for EHS related issues.
 Is responsible to oversee the implementation of applicable legal & other
requirements.
 Arrange for re-investigating serious / fatal accidents and suggest corrective actions.
 Maintain EHS records at Regional Office.

4.2. RESPONSIBILITIES AT SITE MANAGEMENT:

 RESIDENT CONSTRUCTION MANAGER: RCM is responsible for the


implementation of environmental, Health & Safety requirements at the construction
project site under is charge:
 RCM forms the site EHS committee involving workmen representatives and sub-
contractor’s supervisors and organises for it’s functioning, as its chairman.
 RCM provides the contractor the project specific instructions and Safety
Instructions of the company and obtain an undertaking from the contractor for
complying the same.
 RCM ensures that the subcontractors follow the project specific instructions and
relevant points of safety instructions. He ensures that all contractor workers are
provided with personal protective equipment required and are trained in usage.
 RCM ensures that EHS management procedures are followed and extends
necessary support to the safety officer, in this regard.
 RCM ensures that safety audits are conducted and corrective actions are taken
 RCM inspects the work at site at frequent intervals for observance of safe practices
and alert the site personnel with respect to unsafe practices

 RCM sends accident report in the prescribed form TSF-001
to the concerned statutory authorities, in case of reportable Ref:TPL/EHSMP/DKSS/001
accident. Such

 SAFETY OFFICER: Safety Officer is primarily responsible for Page Page 11 of 53
facilitating the
implementation of EHS Management of construction project site. He assists RCM in the
formation of Site EHS Committee and its functioning:
 Safety Officer is responsible for implementation of all the site specific instructions
and EHS manual requirements and will prepare emergency preparedness and
response specific to the project site.

 Safety Officer visits worksite daily and maintain a diary in which his observations
with respect to EHS performance will be entered, including the instructions given
by him at the site.
 Safety Officer inspects the condition of PPE prior to issue and after usage at
regular intervals.
 Safety Officer ensures that sufficient awareness is created by display of safety
posters, slogans etc.
 Safety Officer conducts safety audits along with workmen representative at least
once in a month and his observations will be recorded and a copy will be given to
RCM for necessary action.
 Safety Officer conducts investigation / enquiry into the accidents dangerous
occurrences.
 Safety Officer sends weekly/monthly/near miss/accident reports to the REHS
Coordinator and the management
 Jv of TPL & CHINT HSE personnel will participate in Hazard Identification/Risk
Assessment to ensure all precautions are being taken to ensure the Safety and well-
being of employees is protected and to eliminate personnel injury and damage to
property, and encourage the participation of labour force representatives
 Toolbox Talks will be conducted at all work locations prior to commencement of
any work. A separate Toolbox Talk will be conducted before start up of any
specific works.

 SITE ENGINEER: Site Engineers are directly responsible for the implementation of the
safety norms at site and to ensure all their personnel understand and comply with HSE
procedures that relate to their job activities.
 Directly responsible for maintaining safe working conditions, utilization of safe
practices, the safety of personnel under their control and the safety of others
affected by the activities of their personnel.
 To ensure that safety induction has been given to the site personnel working under
them on first day by the Safety Officer.

5.0. GUIDELINES FOR SUBCONTARCTOR:

5.1.1 GENERAL GUIDELINES:

 All contractors shall ensure that Jv of TPL & CHINT HSE standards & procedures along with
Nepal Electricity Authority requirements shall be strictly adhered.
 Subcontractor Management is expected to actively and adequately promote safe working
performance on the part of their employees.
 Subcontractors must ensure that their employees are competent and qualified to carry out their
specific tasks. Necessary documents pertaining to the qualifications and certification must be
submitted for evaluation and approval from Jv of TPL & CHINT HSE Departments.
 All necessary PPE’s as enlisted in Appendix-5 shall be provided by the contractor. All such
items should comply with JV OF TPL & CHINT specifications.
 All contractors should ensure that their workers have been given safety Induction by JV OF
TPL & CHINT Safety officer.
 All subcontractors should ensure that the non-conformities found during the monthly audits by
the SO are closed within the stipulated period.
 Subcontractor should arrange for all site facilities of their workers viz.First Aid, drinking
water, toilets, waste bins on suitable location at the site.
 Subcontractor should deploy a qualified/experienced safety supervisor at site who will work in
close co-ordination with JV OF TPL & CHINT Safety Officer and will be responsible for
implementation of safety norms at site. The credentials of the safety supervisors must be
submitted to the Jv of TPL & CHINT HSE department for approval.
 Subcontractors should ensure that all the equipment’s and tools and tackles (Crane, Hydra,
slings, shackles etc.) being used at site is duly certified by competent authorities. A copy of
these certificates should be submitted to Jv of TPL & CHINT HSE Dept. for verification,
approval and rec.
 All subcontractors will be issued a copy of OCP’s. All works should be carried out in
compliance to them.
 All penalties (Weather worker or subcontractor) will be deducted from the bills of the
subcontractor.

enable personnel to work safely. It is Jv of TPL & CHINT’s responsibility to ensure that all personnel
have sufficient knowledge.

 Jv of TPL & CHINT HSE Department shall ensure that all new recruits & subcontractors attend
the mandatory HSE induction at Jv of TPL & CHINT Safety Department prior to their deployment
at worksite
 Jv of TPL & CHINT HSE MANAGER shall then ensure that Jv of TPL & CHINT employees &
Subcontractor personnel attend site Induction training.
 All Jv of TPL & CHINT personnel shall attend mandatory trainings/briefing on OHSE, Fire &
Environmental Awareness prior to enter/work at Nepal Electricity Authority site.

 Jv of TPL & CHINT shall ensure that appropriate HSE Trainings/Awareness applicable to Project
be provided/given to Jv of TPL & CHINT employees & subcontractor personnel for skill
enhancement. Training Matrix will be maintained
 Jv of TPL & CHINT shall ensure that certificates for training have been obtained prior to work on
site.
 Jv of TPL & CHINT shall provide a competent person as translator when needed and evaluate
comprehension through a series of questions and answers

5.1.3 HSE MEETINGS

Health, Safety & Environmental Meetings


 Jv of TPL & CHINT HSE Personnel and subcontractor’s HSE representative will conduct co-
ordination meetings to discuss topics pertinent to the nature of the present activities on site.
 A weekly General HSE/First Aid Meeting to improve the level of communication between
management and site personnel shall be held. The objective of these meetings is to increase the
safety awareness of the hazards, which are constantly present and to promote a keenness to put
into practice the essential actions that are necessary to eliminate or control these hazards. The
relevant Foreman/ Supervisor/ Safety Supervisor and HSE Manager will attend. Schedule of this
meeting to be informed to the Clint for their presence and for any suggestion regarding
improvement of site safety.
 Minutes of meeting shall be taken and shall record those in attendance.

5.1.4 INCENTIVE SCHEME

Retribution clauses

5.1.5 TOOLBOX TALKS

 Supervisors/ Foremen shall ensure that the potential hazards of the task and specific safety
requirements required when executing the tasks are clearly understood and briefed to all the
personnel involved and ensure that safe working procedures are strictly followed.
 A Toolbox Talk checklist shall be provided by HSE Department and must be properly filled in
by Supervisors/ Foremen.
 Employees assigned for Specific works shall sign the attendance sheet after completion of
toolbox talks and this shall be attached with the work permit.

5.1.6 AUDIT/ INSPECTION

 Jv of TPL & CHINT HO will conduct an internal system audit at least once in a year. A detailed
program for the same will be sent to all sites prior to the audit.
 Jv of TPL & CHINT Safety Officer shall conduct a periodic HSE Audit Programme/HSE Performance
Site Monitoring in accordance with Jv of TPL & CHINT standards. The findings shall be forwarded to
the Jv of TPL & CHINT HO and RCM. Jv of TPL & CHINT Project SO & RCM shall follow-up all
outstanding items. Corrective actions shall be implemented. Copy of HSE Audit/HSE Performance
Site Monitoring Report shall be retained by the Jv of TPL & CHINT HSE Department.

 Findings of the daily HSE Supervisors inspections are logged in individual field books and daily
inspection sheets. HSE Supervisors check daily and ensure that all deficiencies that have been noted
are corrected / rectified promptly. HSE Manager shall ensure likewise that appropriate rectification is
religiously done in coordination with the Project Management Team.
 Periodic HSE Inspection /Walk Around shall be organized by Jv of TPL & CHINT HSE Department
along with Nepal Electricity Authority, HSE Department personnel. Deficiency notices are utilized
and issued per group/ discipline to ensure rectifications are made. Concerned personnel are notified of
any deviation with corresponding recommended corrective actions. HSE Department shall follow up to
ensure safe continuation of the construction activities.
 Jv of TPL & CHINT HSE Manager shall carry-out a regular site visit in which spot inspection/walk
around may be carried-out. Findings will be documented & issued to Project HSE Department &

5.1.7 DOCUMENTATION

Jv of TPL & CHINT shall evolve a comprehensive, planned and documented system for implementation
and monitoring of the HSE requirements. This shall be submitted to Client for approval. The monitoring
for implementation shall be done by regular inspections and compliance to the observations thereof. Jv of
TPL & CHINT Contractor shall get similar HSE requirements implemented at his sub-contractor(s) work
site / office. However, compliance of HSE requirements shall be the responsibility of the Jv of TPL &
CHINT. Any review / Client shall not absolve contractor of his responsibility / liability in relation to all
HSE requirements.

5.1.8 IMPLEMENTATION & MONITORING

Jv of TPL & CHINT shall be fully responsible for planning, reporting, implementing and monitoring all
HSE requirements and compliance of all laws and statutory requirements. The Contractor shall also ensure
that the HSE requirements are clearly understood and faithfully implemented at all levels at site.

5.1.10 INTOXICATING & DRUGS

Jv of TPL & CHINT shall ensure that his staff members & workers (permanent as well casual) shall not be
in a state of intoxicating during working hours and shall abide by any law relating to consumption &
possession of intoxicating drinks or drugs in force. Awareness about local laws on this issue shall form
part of the Induction Training.

5.2 HOUSEKEEPING

 Jv of TPL & CHINT shall ensure that a high degree of house keeping is maintained and shall
ensure interalia; the followings:
 All surplus earth and debris are removed / disposed off from the working areas to designated
location(s).
 Unused / surplus cables, steel items and steel scrap lying scattered at different places within the
working areas are removed to identify location(s).
 All wooden scrap, empty wooden cable drums and other combustible packing material, shall be
removed from work place to identified location(s).
 Roads shall be kept clear and materials like pipes, steel, sand, boulders, concrete, chips and bricks
etc., shall not be allowed on the roads to obstruct free movement of men and machineries.
 Fabricated steel structural, pipes and piping materials shall be stacked properly for erection.
 Water logging on roads shall not be allowed.
 No parking of trucks / trolleys, cranes and trailors etc. shall be allowed on roads, which may
obstruct the traffic movement.
 Utmost care shall be taken to ensure over all cleanliness and proper upkeep of the working areas.
 Trucks carrying sand, earth and pulverized materials etc. shall be covered while moving within the
plant area / or these materials shall be transported with top surface wet.
 The contractor shall ensure that the atmosphere in plant area and on roads is free from particulate
matter like dust, sand, etc. by keeping the top surface wet for case in breathing.

health worker to examine and advice on workers’ health regularly once a month.

5.3.3 FIRE FINGHTING

 Adequate fire fighting equipment shall be provided on building construction, erection and
stringing site. The Composition and number of pieces of such equipment shall be determined by
the Engineer.

 Housekeeping should be maintained by utmost importance.

5.3.5 CONSTRUCTION OF FOUNDATION

 The type and the design of the foundation adopted shall be such as to allow safe construction
practices and the protection of neighbouring properties.
 The method of construction of a foundation construction activity such as pile-driving, the required
measures for reinforcing the adjoining properties safety during each activity shall be undertaken.
 While works are undertaken in deep excavations, adequate measures shall be taken against
collapse of the walls of the excavation.

5.3.6 CONSTRUTION OF WALL

 Materials shall be lifted and handled carefully so as to prevent accidents.


 Working platforms shall be designed adequately and shall not be over loaded with construction
materials.
 When the height of a wall is above five meters, scaffolding shall include sufficiently strong
horizontal members at heights (100cm above the working platform) suitable to prevent the
accidental fall of persons.
 Walking on top of a freshly- laid wall shall be prohibited.
 Door and window frams shall be temporarily secured during construction of wall s by at least two
guy ropes or other similar devices on each side.
 When a construction site is adjoining a public thoroughfare, canvas – covered guard shall be
provide along the thoroughfare for the extend of the wall and for a further distance of 1.2 meter
past each end of the extend construction.

5.3.7 CONSTRUCION OF ROOFS-

 When the slope of the roof is more than 30 degrees to the horizontal, workers shall be provided
with catch- ropes and belts.
 When roofs are to be covered with corrugated iron sheet or asbestos cement sheet, or similar each
joist shall be fixed securely so as to prevent slippage during construction.
 Workers shall no tbe allowed to wal directly on asbestos cement sheet.
 Loose tiles shall not be kept on a roof during the tile-laying operation. All loose tiles shall be kept
on the scaffolding.
 During the wet season , the Engineer or his representative shall inspect a sloping roof and satisfy
himself as to its safety before allowing any workers to go on to it.

5.3.8 ELECTRIC WORK –

 Bare wires shall not be used for any type of electrical connection.
 All Electric wires laid over a floor during construction shall be covered to protect them from
moving machinery and workmen.
 Overhead wires shall be so installed that they leave minimum 4.50 cm headroom over the
construction site.
 All electrical circuits other than those required for work or illumination of the works at night shall
be switched off after the day’s work.
 No loose material, clothing or other combustible substance shall be placed or kept over the electric
switch off after the day’s work.
 One 4.5 kg CO2 extinguisher ro noe 5 kg dry powder extinguisher as a minimum shall at all times
be kept near the switch board.

 All permanent electrical lines and all other wiring shall be installed by a competent and qualified
electrician under the strict supervision of the Engineer. When construction is being undertaken
close to exposed high or low tension lines, all such cables shall be covered with insulation
materials so as to avoid possibility of electrocution of workers.
 No cables or electrical equipment shall be placed over wet floor.

5.3.9 TEMPORARY WORK –

 Temporary works shall be designed to take at least one and half times their expected load. They
shall be approved by the Engineer or his representative.
 All false work and formwork shall be securely tied to the permanent structure.
 All ladders shall be secured at both ends.
 The height or length of a ladder shall be at least one meter than the height it is intended to serve.
 A guard-or hand-rail shall be provided at the side of the ladder.

Traffic Management

In the Case of existing carriage way is passing through the Track work/working zone, diversion of traffic
made possible by providing the temporary roads. And speed control of vehicles must be done by providing
cautionary boars, barricades etc. The total diversion system of traffic and distinguishing the buffer zone,
working zone must be complied with IRC specifications 55.

Speed Limit

Speed limits for vehicles shall be maintained in site premises as well as on road. All drivers shall follows
speed limit as given below.

All road accident / incidents shall be reported and thoroughly investigated and reported in designated
format to Client as per their requirements.
Machines, equipment’s and vehicles are potential source of the air pollution. The main Pollutants, which
will come out from different construction activities would be Suspended Particulate Matter (SPM). The
main sources of air pollution are:-
 Exhaust coming out from different equipment’s.
 Dust generated as the result of different construction activities.
 Dust and suspended particles during transportation of material.
 All engaged workforce at construction sites shall wear the reflective jacket for high visibility..

Principals Evacuation Procedure. Jv of TPL & CHINT shall develop and implement emergency
procedures. Jv of TPL & CHINT shall ensure that all its staff and personnel are fully familiar with the use
and location of the essential emergency equipment such as fire extinguishes, fire exits, muster points and
plant alarms. The typical contents of such procedure are:

 Emergency duties and responsibilities
 Instruction to the phone operators
 Emergency actions to be taken
 Emergency assembly areas
 Provisions of medical and environmental emergencies
 Training and drills

This Procedure will be clearly emphasized & cascaded from top Management down to the workers during
Site Induction Training:

shall be displayed on prominent places at the site and should be informed to all workers in the tool Box
Talks.

The Emergency Preparedness procedure shall be reviewed by PM/SO at least every six months.

An onsite emergency response team may be established. External emergency services will be utilized to
support the emergency response team, as their responsibility will be to stabilize the emergency until
external assistance arrives.
