recipient of JICA’s Training Program Grants. The knowledge learned by the former JICA trainees in
their training in Japan benefited so much the university in terms of its Instruction, Research, Extension
and Production function.

As of today and with the rapid change in technology the training of the university’s human resources is
wanting to keep abreast with the changing trends.

With the above mentioned contention we humbly ask for your benevolence to consider Capiz State
University faculty and staff to be in your list of recipient grantees.

And so the purpose of reaching out to you is to ask assistance from your office to link again the university
to some benevolent institutions in Taiwan who can possibly offer scholarship or training grants to our
teaching and nonteaching personnel and possibly students particularly in the field of Agriculture, taking
advantage of Taiwan’s strength in Agri-technology.

Furthermore, aside from scholarship or training grants that some institutions in Taiwan may provide to the
university, there might be some areas of collaboration that can be forged like in the tropical agriculture
infrastructure development, establishment of demo farms, agricultural technology exchange and many
more.

improvement of our infrastructure facilities to meet the ever changing trends of the current global scenario.

campuses and six(6) Satellite Colleges strategically located in the different municipalities of
the province. Among the campuses and satellite Colleges, eight (8) are situated in the
barangays which some are far flung from the city. One of the services that we provide to our
students is health and wellness. There are doctors and or nurses assigned in the different
campuses/satellite colleges to look into the health aspects of the students. However, in cases
of emergency we do not have an ambulance who can transport patients to the nearest
hospital. Furthermore, the university does not only cater to the health needs of the students,
faculty and staff, but the surrounding community as well. In fact some of the school
physicians report to the Barangay Health Center once or twice a week.

Moreover, CAPSU has been awarded for two(2) consecutive years as 1st in the Regional and
3rd in the National Gawad Kalasag(Kalamidad at Sakuna Labanan Sariling Galing ang
Kaligtasan), a search for excellence in Disaster Risk Reduction Management(DRRM) and
humanitarian assistance. Gawad Kalasag, organized by NDRRMC is the country’s premier
annual award for outstanding contribution to DRRM. During the evaluation process, the only
drawback which prevent us to garner 1st place in the National Gawad Kalasag is the presence
of an ambulance. According to the evaluator the existence of an ambulance which we do not
have would greatly help us in cases of emergency. But, purchasing of an ambulance is not
feasible in the current financial situation of the University.

With the above mentioned contention we humbly ask for your benevolence to consider Capiz
State University to be in your list of ambulance donation beneficiary.

to gain the professional work experience not possible in the home country. Having a global
experience, students will widen their employability margins and will give prospective employers a
clear idea that they are able to adapt professionally and personally to multi-cultural settings.
CapSU, acknowledges these benefits and strongly recommends the engagement of students to the
international internship program. The process is in place and the policies, guidelines and
procedures are all contained in the newly crafted Student Internship Abroad Program Manual for
the approval of the BOR. The crafting of the Manual was based on the CHED Memorandum
Order No. 22 Series of 2013. The Manual was also approved by the Academic Council on July 6.
2018 for endorsement to the Board of Regents approval.

With the above premise and contention, I would like to request for the approval of the Student
Internship Abroad Program Manual of the university by the Honorable Chair and Members of the
Board of Regents through a Referendum. It is fervently hoped that this Manual will be approved
by the BOR for immediate implementation. This Manual would serve as a guide to the
administration, faculty, coordinators, students, and international partner establishments in the
attainment of the goals of the internship abroad program of providing academic excellence at par
with the global standards to all its clientele.

Greetings!

This letter is in response to your letters to Mrs. Vicky Durana, CAPSU, BAC Chair, dated June
20, 2018, July 10, 2018 and July 24, 2018, proving my basis as the Head of the Procurement
Entity in declaring the procurement of the Speech Laboratory Equipment of CapSU Roxas Main
Campus a failure of bidding. I wish to inform your office that I have studied the case thoroughly
and after an in-depth evaluation of the documents, I have discovered some discrepancies which
will render the transaction unfavorable to the university to award the contract. Hence, I officially
declared the project on the procurement of the Speech Laboratory Equipment of CapSU Roxas
Main Campus a failure of bidding through a Memorandum issued dated May 28, 2018 (copy
hereto attach). The three discrepancies I am referring are the following:

1. The specification posted in the ITB was not meticulously planned, resulting to a
minimum compliance of the Bidders.
2. Forward looking to the fast growing innovation of technology which must include the
advance features of software application should have been incorporated in the criteria
so that the Bidders will have a clearer picture of the project

It is clearly stated in the Invitation to Bid, Project No.: 18-02-008. line number 8 that Capiz State
University reserves the right to reject any all bids, declare a failure of bidding, or not award the
contract at any time prior to contract award in accordance with Section 41 of RA 9184 and its
IRR, without thereby incurring any liability to the affected bidder or bidders.
Furthermore, I suppose my reasons for declaring the project a failure of bidding is in consonance
with Section 41. Reservation Clause which states that the HoPE reserves the right to reject any
and all bids, declares a failure of bidding, or not award the contract in the following situations:

c) For any justifiable and reasonable ground where the award of the contract will not redound
to the benefit of the GoP, as follows: (i) is the physical and economic conditions have
significantly changed so as to render the project no longer economically, financially, or
technically feasible, as determined by the HoPE; (ii) if the project is no longer necessary as
determined by the HoPE; or (iii) if the source of funds for the project has been withheld or
reduced through no fault of the Procuring Entity.

My apology if ever my decision of declaring the transaction on the procurement of the Speech
Laboratory Equipment of CapSU Roxas Main Campus a failure of bidding, have cause your
company unwarranted financial expenditures and undue stress to you and some of your staff. It is
my duty as the President of the university to always protect the interest of the university if ever in
my good judgment, things are not in the right perspective.

Capiz State University is the only state university in the province of Capiz with 9 campuses and
Satellite Colleges, strategically located in the different municipalities of the province. One of
the services offered by the university is to upkeep the health of our students. The nine (9)
campuses and satellite colleges have clinics to cater the medical and dental health needs of the

Capiz State University BURIAS CAMPUS started as a vocational
school catering to Agri-based programs like Agriculture,
Agricultural Engineering and Forestry. But when there came a
time where there was a low demand for Agri-based courses we
expanded our curricular program offerings to survived
especially when the normative funding scheme of the givernment
was in place. We offerred other courses which we deemed in
demand like BEED, BSED, BSBA and Commerce. All this programs
are AACCUP accredited four of which are already accredited
level III. Our campus has a wide area covering about 151
hectares however some areas are still under legal pursuit. We
have quite a good faculty profile 31 % are Ph.D. degree
holders, 24 percent with doctorate units, 26 msteral degree
holderS and 19 with masteral units.

Background
Currently, the SEAMEO Secretariat has been offering an Internship Programme to
selected number of applicants pursuing undergraduate or postgraduate studies and
volunteers who have the desire to deepen their knowledge and understanding on
SEAMEO goals, policies and activities. A SEAMEO intern candidate should be a third
or fourth year Undergraduate Student or a Postgraduate Student. As far as possible,
the scope of tasks given during the internship is related to the intern’s current degree
of study.

The SEAMEO Internship Programme provides excellent chance for a directed,

practical learning experience in regional and international platform for the candidates.
In addition, the Programme could enhance partnership and network between
SEAMEO and educational institutions. Therefore, the SEAMEO Secretariat would like
to extend the internship opportunity to students not only at the SEAMEO Secretariat,
but also at SEAMEO Regional Centres/Network (SEAMEO Units) by streamlining and
making the process more systematic and integrated.

Objectives
1. Providing opportunities for students to assist the SEAMEO Units in international
cooperation, administrative, secretarial, accounting and IT areas;
2. Providing a framework by which students could enhance their educational experiences
through practical work assignments; and
3. Providing students with exposure on regional and international work that would give
them significant edge in terms of employability, career growth, and building a wider
network.

Time Frame
The internship duration will be from 3 to a maximum of 6 months .

Internship Conditions
SEAMEO Units may provide interns with the following funding:

1. A minimal stipend to partially cover food and incidental expenses depending on the
budget of the receiving SEAMEO Units.
2. Generally, all provisions above are subject to policies of the SEAMEO Units.

SEAMEO Secretariat Internship Programme (SIP) is an opportunity offered to a
selected number of applicants pursuing undergraduate or postgraduate studies or to

SEAMEO goals, policies and activities.
SIP provides an excellent chance for a directed, practical learning experience in an
regional/international platform.
OBJECTIVES
SIP aim to enable undergraduate students or volunteers to participate in the work of
SEAMEO.
The SIP is intended to:

1. Provide a framework by which undergraduate and post-graduate students or


volunteers from diverse academic backgrounds could enhance their educational
experiences through practical work assignments;
2. Provide opportunities for interns and volunteers to assist the Organization in its pursuit
of distinctive contributions to development in education, science and education in the
region; and
3. Provide interns or volunteers with exposure on regional/international work that would
give them significant edge in terms of career employment/growth and wider network;

QUALIFICATIONS

1. The intern should be a third or fourth-year College Student or a Postgraduate Student


and the internship is related to the intern’s current degree of study;
2. Volunteers are not required to be enrolled in a full-time study programme but should
satisfactorily state how she/he thinks the internship could contribute to her/his overall
career plans;
3. The inter/volunteer should have a good command of written and spoken English;
4. The intern/volunteer should have the ability to adapt to varied physical and other
environments and;
5. Intern/Volunteer has a desire to work with and gain the confidence and respect of
people of different nationalities and cultural backgrounds;

INTERNSHIP PROGRAMME DETAILS


Intern or volunteer will be based in the SEAMEO Secretariat in Bangkok, Thailand.
A. Programme Design

1. Orientation Session

Upon assumption of internship, the intern/volunteer shall be given an orientation


session which aims to introduce him/her to SEAMEO, their work environment
and responsibilities of being an intern/volunteer. This session will cover
discussion on the following:

o SEAMEO Profile
o SEAMES work premises, rules and regulations and other administrative
arrangements;
o Essential Information on Thai (Bangkok) Living

2. Internship Proper

Depending on the intern/volunteer’s research area or field of interest, he/she


will be requested to prepare a realistic work plan he/she will need to accomplish
within the period of his/her internship.
The Work Plan should clearly describe how the intern/volunteers will
accomplish his/her set of objectives in taking the internship. The Work Plan
should provide the details of the activities to be undertaken, objectives/expected
outputs of the activities, corresponding timelines and person/s to work within
SEAMES/SEAMEO Regional Centres.
Intern/Volunteers’ Roles and Responsibilities
Apart from the accomplishment of his/her work plan, the intern/volunteer is
likewise expected to perform the following:

1. Contribute to the conceptualization, planning and organization of SEAMES


meetings/activities/events/projects;
2. Participate in regular or ad-hoc SEAMES meetings and related events;
3. Proofread reports and articles;
4. Prepare minutes of meetings and draft reports;
5. Conduct desk research and prepare presentations on given topics;
6. Contribute articles for monthly newsletters and SEAMEO websites (only when
requested); and
7. Conduct any other duties that may be assigned by their supervisors;
3. Immersion Session with a SEAMEO Regional Centre (Optional)

The intern/volunteer shall be given an opportunity to undertake a one-week


‘Immersion Session’ with a SEAMEO Centre that would best assist him/her in
further achieving his/her internship goals.
The immersion session is optional and will need approval from SEAMES and
permission from the concerned SEAMEO Center.
The Immersion Session shall provide the intern/volunteer with opportunity to:

o Observe and learn firsthand the daily operations of a SEAMEO Centre and how
programmes are developed and/or being undertaken;
o Conduct detailed discussions with key people in the SEAMEO Centre on
matters/issues that relate to the intern/volunteer’s internship goals and/or field
of interest/specialization;
o Participate in the Centre’s activities; and

o Undertake related field visits;

The report on the Immersion Session shall be part of the intern/volunteer’s


internship report.
All expenses connected with the immersion sessions, such as travel costs,
travel arrangements, and living accommodation, are the responsibility of the
intern/volunteer or his/her sponsoring institution.

4. Internship Programme Completion

The intern/volunteer will receive Certificate of Completion and Letter of


Recommendation/Referral from SEAMES after satisfactory completion of the
internship.
Being a SEAMES Intern Alumni, the intern/volunteer may be requested to be a
SEAMEO Advocate. As a SEAMEO advocate, he/she will be requested to:

o Conduct brief introductory session about SEAMEO to his/her organization upon


his/her return or re-assumption of duty; and
o Disseminate information about SEAMEO and its work.

B. Supervision
The intern/volunteer is a responsibility of the Programme Officer I (PO I). However,
he/she may be assigned to work under the supervision of other Programme Officer
(PO) or a specific Officer from the Administration and Communication (A&C) Unit of
SEAMES whose nature of work is related to his/her research area or field of
interest/specialization.
The Roles and Responsibilities of the Supervisor

1. Provide general orientation on SEAMEO work;


2. Ensure that the intern/volunteer has a clear understanding of expected
roles/responsibilities;
3. Provide advice and guidance to the intern/volunteer for his/her successful
accomplishment of internship goals;
4. Assign specific tasks/assignments to the intern/volunteer and provide guidance in
accomplishing the tasks (including those given by SEAMES Directorate);
5. Provide direct supervision to the intern/volunteer in terms his/her participation or
contribution to SEAMES activities;
6. Conduct regular progress monitoring of the intern/volunteer’s activities (based on the
work plan); and
7. Assess intern/volunteer’s performance and provide feedback to the intern/voluntee

C. Monitoring and Feedback Mechanism

The intern/volunteer will be required to provide his supervisor/s with regular updates
on his progress based on the agreed work plan.
He/she will be also required to submit a comprehensive internship report to SEAMEO
prior to the conclusion of his internship. The internship report shall cover, among
others:

 Brief description of his/her internship objectives and work plan;


 Achievement during his internship (based on work plan and other valuable
participations/contributions to SEAMES work;
 Challenges encountered during the internship;
 Lessons learned;
 Feedback and/or recommendations for the improvement of the Internship Programme

The intern/volunteer will be asked to conduct a 10-minute presentation of his


Internship Report to SEAMEO Secretariat Directorate and officers.
D. Time Frame
The internship/volunteer assignment will be from three months to a maximum of six
months.
INTERNSHIP CONDITIONS

 The intern/volunteers will not be paid, and as such, he/she will not be entitled to the
privileges and immunities accorded to staff members of SEAMEO.
 There is no expectancy of employment at the end of the internship.
 All expenses connected with the internship, such as travel costs, travel arrangements,
and living accommodation, are the responsibility of the intern, volunteer or the
sponsoring institution.
 The intern/volunteer is responsible for obtaining any necessary visas. For internships
of two to six months, a non-immigrant visa should be obtained.
 The intern/volunteer undertakes to conduct himself/herself at all times in a manner
compatible with his/her responsibilities as a participant in the SIP.
 The intern/volunteer must keep confidential any and all published information made
known during the course of the internship and not publish any reports or papers on the
basis of information obtained except with the authorization of the SEAMEO Secretariat.
 The intern/volunteer will provide written notice in case of illness or other unavoidable
circumstances which might prevent him/her from fulfilling the internship.

1. Applicants who are interested in an internship or volunteer assignment at the SEAMEO

3. The acceptance of intern/volunteer is subject to the clear understanding that their stay

Greetings from the Capiz State University Family!

CAPSU, like any educational institutions, is mandated to provide holistic academic experience to its
major clientele - the students. Student Internship is one of the programs being instituted by the
University viewed to greatly contribute to the student’s academic, career, and personal development.
The internship program provides students with the educational experiences that will integrate theoretical
ideas gained from studies in their respective programs into practice. It is through internship that students
are made employment ready and help jumpstart their career with invaluable learning experiences and
opportunities.

An international internship is an excellent way to gain the professional experience not possible in the
home country. Students who had been immersed in the culture, language and traditions of a city abroad
will not only boost their career prospects, but will also open their eyes to new international lifestyles
that will develop their new positive perspectives in life. Having a global experience under their belt will
widen their employability margins and will give prospective employers the clear idea that they are able
to adopt professionally and personally to multi-cultural settings.

It is on the above-mentioned premises and contentions that I earnestly request for your utmost
consideration and approval to please allow our university to participate in the Student Internship Abroad
Program (SIAP) effective November 2, 2018. Two (2) 4th year students from Pontevedra Campus taking
up Bachelor of Science in Hospitality Management and four (4) 4 th year students from Sigma Satellite
College taking up Bachelor of Science in Tourism Management have passed and qualified the criteria
set forth by the Foreign Host Training Establishment, the Pattana Golf Club and Resort with address at
99/89 Moo 9 Khoakansong, Sriracha, Chonburi, 20110, Thailand. Herewith attached are the
communication from Pattana Golf Club & Resort to CHEDRO VI and the MOA between CAPSU and
the FHTE certifying the acceptance of six (6) CAPSU students for internship at their hotel.

for their Internship abroad.

The purpose of this communication is to once again ask for your most needed benevolence. Nine (9) of
our Bachelor in Secondary Education (BSED) students qualified to the SEA Teacher Project or the
“Pre-Service Student Teacher Exchange in Southeast Asia”. It is a project that aims to provide
opportunity for pre-service student teachers from universities in Southeast Asia to have
teaching experiences (practicum) in schools in other countries in Southeast Asia. The SEA
Project is based on the SEAMEO seven priority areas to improve the quality of education in
Southeast Asia by building and strengthening the capacity of teachers in the region. They are
supposed to leave the Philippines November 6, 2019. The problem however, is that the 9
student participants don’t have a passport yet. We look into getting an online appointment but
the earliest that we can get is 2nd week of December. If that is the case our students could not
participate in the SEA Project because the pre requisite in processing their papers is the
passports of the students.

a project that aims to provide opportunity for pre-service student teachers from universities in

Based on the SEAMEO seven priority areas for the eleven SEAMEO Member countries to
work together to improve the quality of education in Southeast Asia, “Revitalizing Teacher
Education” is one of the priority areas in building and strengthening capacity of teachers in the
region.

SEA Teacher Project or the “Pre-Service Student Teacher Exchange in Southeast Asia”. The
SEA Teacher Project or the “Pre-Service Student Teacher Exchange in Southeast Asia” is a
project that aims to provide opportunity for pre-service student teachers from universities in
Southeast Asia to have teaching experiences (practicum) in schools in other countries in
Southeast Asia. With this project, 10 students from the university were deployed for practicum
in Indonesia and Thailand. Likewise, 10 students from Indonesia and Thailand were also
deployed here in the Philippines particularly in the Province of Capiz for teaching experiences.
Part of their practicum is immersion to our culture and arts and the better way to immerse them
is through a cultural tour in the Province of Capiz. One of the places we have chosen to visit is
the Capiz Eco Park and Cultural Village under the Provincial Tourism Office. In this
connection, we would like to ask your office to allow us to visit the aforementioned cultural
site on January 19, 2019 at about 1:00 o’clock in the afternoon.

International Centre for Agricultural Studies in Israel Ltd. The Center is an organization that

CapSU Joins the Sea Teacher Project

As part of the university’s effort to keep attuned with the globalized world of the twenty-first
century, and ensure its own relevance and standing in the global higher education community
the university joins the 7th Batch of the Sea Teacher Project or the Pre-Service Student Teacher
Exchange in Southeast Asia. It is a project under the SEAMEO 7 priority areas on revitalizing

CapSU Participated in the Student Internship Abroad Program

CAPSU, like any educational institutions, is mandated to provide holistic academic experience
to its major clientele - the students. Student Internship is one of the programs being instituted
by the University viewed to greatly contribute to the student’s academic, career, and personal
development. The internship program provides students with the educational experiences that
will integrate theoretical ideas gained from studies in their respective programs into practice. It
is through internship that students are made employment ready and help jumpstart their career
with invaluable learning experiences and opportunities.

An international internship is an excellent way to gain the professional experience not possible
in the home country. Students who had been immersed in the culture, language and traditions
of a city abroad will not only boost their career prospects, but will also open their eyes to new
international lifestyles that will develop their new positive perspectives in life. Having a global
experience under their belt will widen their employability margins and will give prospective
employers the clear idea that they are able to adopt professionally and personally to multi-
cultural settings.

It is on the above-mentioned premises and contentions that CapSU participated this year in the
Student Internship Abroad Program (SIAP) for the 1st time in Thailand. Two (2) 4th year
students from Pontevedra Campus taking up Bachelor of Science in Hospitality Management

FOUNDATION DAY CELEBRATION

To set things in order relative to the holding of the 15th Foundation Day Celebration take
note of the following facts/information:

1. Expenses for the snacks of the students will be shouldered by the different
Campuses and Satellite Colleges, while snacks for the permanent faculty, staff and
job order personnel will be shouldered by the Central Administration.

2. Due to Financial Constraints, lunch of the faculty, staff, job order personnel and
student representatives will be shouldered by the different campuses and satellite
colleges. The different campuses and satellite colleges will be provided with tables
at the CapSU Main Gym where food can be set. Tables will be arranged the day
before the Foundation Day so that campuses and satellite colleges can set their
tables in advance.
3. The dinner expenses during the gala night on March 21, 2019 will be shouldered
by the Central Administration. The venue of the gala night is at the CAP
Convention Center, Fuentes Drive, Roxas City.
4. Submit the exact number of faculty, staff and job order personnel who would be
attending the Mass and Opening Program for the central administration to
determine the total number of snacks to be prepared. Likewise please also submit
the total number of faculty and staff who would be attending the gala night.
5. Be reminded that the deadline of the submission of entry and the corresponding
documents for the Best Faculty, Best Student, Best Employee, Best Researcher and
best Extensionist is on March 4, 2019.
6. Be reminded that faculty and staff of each campus and satellite college will have a
presentation in any nature during the Opening program..
7. Take note of the committee assignment. Herewith attached is the draft program
for the opening and gala night where the different working committees are
reflected for your reference.
8. The list of participants for the opening dance during the gala night is also reflected
in the draft program hereto attached, so campus administrators/satellite college
directors are requested to see to it that participants identified in their
campus/satellite college are present during scheduled practice. The next practice is
on March 7, 2018, 1:00 pm at the CapSU Dayao Training Center. Come on time.

Stage Decoration, Hall Preparation and Light and Sound System Committee (opening ceremony) –
This Committee will be responsible for decorating the stage and preparing the Main Campus
Gymnasium. Moreover, the hall should be prepared the day before the Foundation Day. Ten (10) tables
should be prepared corresponding to the 9 campuses and the Central office. Labels should be placed in
the table assignment for identification. The chairs surrounding the different tables should correspond to
the number of registered participants. The committee will be informed before March 20 as to the final
number of participants per Campus/satellite College. Furthermore, the Committee will prepare the
sound system requirement of the program.
The stage decoration has a corresponding budget of Ph.2, 000.00. Coordinate with Mrs. Lusita Señerez

After the month long conduct of the SEAMEO SEA- Teacher Project, which started January 10, 2019,
the University is pleased to announced that it has successfully concluded last February 15, 2019.

Following the completion of the 7th batch of the Pre-Service Student Teacher Exchange in
Southeast Asia (SEA-Teacher Project) as well as the 5th SEAMEO Polytechnic (SEA-TVET) an
evaluation meeting will be held in Alor Setar, Kedah and in Ipoh, Malaysia from 26th to 29th of March.
This is to ensure that important lessons learnt can be shared with the existing and future participating
universities for future improvement.

Objectives of the Evaluation Meeting

1. To review and evaluate the implementation of the previous batch of the exchange participants taking
into account best practices and lessons learnt.
2. To discuss and plan for the next batch of exchange participants.

Expected Outcomes
1. Experiences and lessons learned from the batch are shared for future improvement.
2. Letter of Agreement will be signed.

avail of your two rooms 1 superior matrimonial room costing Ph. 1,500.00 and 1 superior twin
room costing Ph. 1,500.00 with 1 extra bed costing Ph.400.00 per night. The university will
have four visitors to check in at your hotel on March 9, 2019 between 10:00 AM– 12:00 noon.
They will check out early in the morning at about 5:00 AM of March 10, 2019.

As you have notice, since the visitors will be checking out early in the morning we would like
to request that they can check in early and that is between 10:00 AM to 12:00 noon of March 9,
2019 as mentioned above.

For the cost of the one night stay of our visitors and other incidental expenses please bill out
Capiz State University. Miss Joy Agnas one of our personnel the bearer of this letter will
transact business with your hotel in behalf of the university.

Greetings!

This communication pertains to the Audit Observation Management Report that I received stating some
deemed discrepancies in my official trip to Thailand dated October 15-19 2018 to conduct an ocular
inspection in connection with the Student Internship Abroad Program of the university particularly:

1. The requirement of 3 quotations in buying the air ticket.

I am fully aware that government institutions, CapSU included is financially constraint


due to the very limited financial resources of the university. Thus, we practice financial
austerity even in buying tickets if we travel. My domestic tickets was bought after a thorough
search in the internet as to the lowest airfare from different airlines. In Capiz there are only 2
airlines servicing the area, the Philippine Airlines and the Cebu Pacific. I bought a Cebu Pacific
Tickets for my Domestic flights both the arrival and return flights( October 15 and 19, 2018)
because it is a lot cheaper. I stayed a few hours, 12 hours more or less at the NAIA terminal 3
in going to Thailand and back to avoid additional expense in staying in a pension house while
waiting for my International Flights.

My international Tickets to Thailand and back (October 16, 1nd 18, 2018) was also
bought after a thorough search from the internet as to the lowest fare among the airlines.
Although it was not documented by making the different airlines signed the quotation paper, I
can personally vouched that the ticket bought was the lowest airfare among the airlines with
route Manila to Thailand.

The plane tickets, both the domestic and the international was in a form of a
reimbursement only. The amount of the domestic ticket was P6,713.52 and the international
ticket was 20, 752.06. with a total of 27,465.58 a little over than Ph.27,000.00.

To be honest I did not claim any per diems for that trip in my reimbursements because the
Board of Regents approved only a budget of P27,000.00 for that trip. But I am just happy that
the institution’s dream for an international student mobility comes into a reality.

2. Submission of a Narrative Report – Herewith attach is the Narrative Report of my Trip.

Greetings from your Capiz State University Family!

In support of the globalization and regional economic integration programs of the government,
the university encourages and promotes student internship and strong economic linkage with

business and industry in other countries for cross-cultural training and skills enhancement. This
aims to make students in the country competitive abroad.

I am greatly honored to inform the Honorable Chair and members of the Board of Regents that
5 Agriculture students passed the 11 months internship in Israel through the International
Centre for Agricultural Studies in Israel Ltd. The Center is an organization that provides in
Israel a program of advanced studies and training in various agricultural areas to foreign
students coming from various counties. The Centre is duly recognized and registered in Israel.
The 5 students were selected among a number of applicants and underwent a very rigorous
selection process to comply with the requirements of SIAP and the criteria of the Center. I wish
therefore to ask the approval of the Honorable Chair and Members of the Board of Regents to
approve the participation of the following BS Agriculture students in the Student Internship
Abroad Program in Israel.

Furthermore after the month long conduct of the SEAMEO SEA- Teacher Project, the very first
participation of the university which started January 10, 2019, the University is pleased to
announce that it has successfully concluded last February 15, 2019.

Following the completion of the 7th Batch of the Pre-Service Student Teacher Exchange in
Southeast Asia (SEA-Teacher Project) the university is again preparing for the participation of
the university for the 8th Batch of the SEA-Teacher Project due for August 2019. There are 3
BSED MAPEH who will participate in this Batch. In this connection we would like again to
ask the approval of the Honorable Chairman and Members of the Board of Regents for the
participation of the following students in the SEA Teacher Project 8th Batch.

Moreover, we would like to ask for an apology to the Honorable Chairman and Members of the
Board of Regents that the approval for this two concerns was course through a referendum and

of students from application of passport, medical examination, CHED and BI endorsements as
well as VISA application.

Actively seeking out new students is critical to the success of any university, and it is vital now
to bring in new students from other countries. International students foster a diverse campus
environment. A diverse campus prepares all students for life in the 21st century and careers in a
global economy. International students enrich learning environment with cultural perspectives
and diversity. In addition to having a diverse university, diversity in the classroom is also
extremely important. Bringing together people from multiple cultures into one classroom can
make a very lively and productive learning experience, and create significant income
opportunities.

It is on the above premises and contentions that I would like to humbly and earnestly ask the
Honorable Chairman and Members of the Board of Regents that I will be given the authority to
sign a Memorandum of Agreement (copy hereto attached) between the university and the
Global Electives Port. The Global Electives Port is a legitimate company organizing student
internships and volunteer electives from other countries including the Philippines. The
company is into the field of medicine, nursing, dentistry, midwifery, radiology, medical
technology pharmacy, physical therapy, and rural health. The role of the university is to receive
foreign students for immersion with a fee of Ph. 2,300.00/student per week. If the MOA is
signed, the 1st batch will be composed of 7 Dentistry students from the University of Sheffield,
UK. They will be exposed to the Dental activities of the university for a week.
