ASSIGNMENT:
Your company has bagged a lucrative to construct a housing
colony for an Industrial Group to be located in Western
Maharashtra in a coastal belt. You as a Project Manager has been
asked by the company to evolve Organisation Structure with
following conditions.
i. Organisation should be s lean and thin as possible with
bare minimum of personnel on company roll upto Junior
Engineering level
ii. All supervisors to down below will be temporary for
project duration only to be recruited locally from 100 km
radius.
Suggest and discuss an organisation structure denoting
responsibility, communication control for all facets of
construction work and management functions as visualised by
you.
Housing colony consists of 10 Bungalows for senior executives, 20
Apartments in five buildings, 100 dwellings for white collar
workers and 300 dwellings for blue collared workers. Colony will
have market and entertainment complex.

KEY:
i. Visualise & note all key functions to be carried out for the
project.
ii. Break down Managerial(Technical and Administrative)
functions upto final level.
iii. Evolve required flow of communication
iv. Assign responsibility function to appointment.
v. Co-relate authorities required to perform the tasks and
delegate them.
vi. Think about desired control and form a structure for
above.
vii. Assign suitable sub junior level workers for function.
viii. Discuss requirement of no. Of personnel at each level
(Why not less or More?)

 SCOPE OF WORK:
To complete this project on “construction of a housing colony” for
an Industrial Group to be located in Western Maharashtra in
coastal belt, a few conditions must be considered.
i. Organisation should be lean and thin as possible with bare
minimum of personnel on company roll upto Junior
Engineer level.
ii. All supervisors to down below will be temporary for
project duration only to be recruited locally from 100 km
radius.
iii. The housing colony must consist of

 10 Bungalows for senior executives

 20 Apartments in five buildings

 100 dwellings for white collared workers

 300 dwellings for blue collared workers


iv. The colony must have a shopping complex for daily uses
items and an entertainment complex.
The project should be constructed within time. A good
Organisational Structure should be designed to clear the
responsibility of each authority.

 FUNCTIONS:
Success is to be achieved with the effortless coordination of the
team and employees. For that it requires proper manpower and
resources. This project on construction of a housing colony need
to be completed within time. We should discuss about a few steps
to successfully handle this project as a project manager, the first
step would be planning.
i. PLANNING: Arranging the resources and manpower
would be the first mission. Human resources is the set of
individuals who make up the workforce. The main
strategy would be breaking down the managerial
functions upto final level of this project into two groups.

 Administrative

 Technical
Administrative: Project Manager-01, Planning Department-03,
Human Resources-02, Finance Head-01, Services-02, Accountant-
01, Purchase Engineer-01, Material Handling-01, Transport
Department-01
Technical: The distribution would be like this: Site Engineer-05,
Estimators-02, Supervisors-06, Quantity Surveyors-02, Safety
Engineer-01

50 skilled construction labourer also need to be hired for the


entire project.
The main functions of administrative section typically include the
following:

 Project Manager: Specifying project objectives and plans


including delineation of scope, budgeting, scheduling, setting
performance requirements and selecting project
participants.

 Maximising the resources efficiency through procurement of


labour, materials and equipment.

 Implementing various operation through proper co-


ordination and control of planning, design, estimating,
contracting and construction through the entire process.
 Developing efficient communication and mechanism for
resolving conflicts.

 Influencing team to follow in the achievement of a common


goal.
Planning Department:
The main functions of planning dept. Are

 Co-ordinating information for creating unique program


for individual projects.

 Preparation of project budgets and calculation of detailed


man-hours, machine hours.

 Preparation of man power calculations and utilization


schedule

 Preparation of project cash flow

 Preparation of recovery program to catch up delays.


Human Resources: The main responsibility of this dept. is
communicating with wide range of people, making selection and
recruiting them in the industry. Providing training to the freshers
and making them professional.
FINANCE HEAD: His Main job would be looking after all the
financial requirements to successfully complete this project and
he should take close observation on all the items purchased and
it’s billing part.
SERVICES: This function mainly include electrical and mechanical
services. Inspection of electricity and maintaining spare parts is
very essential.
ACCOUNTANT: Keeping record of all money transaction done to
complete this project.
PURCHASE ENGINEER: looking after the quality of all items
purchased from the distributer like steel rods, cement, sand,
stone, etc. He has the right to select distributer.
MATERIAL HANDLING: After purchasing materials those should
be carried to the site securely. Taking care of materials is very
important in the site.
TRANSPORT DEPARTMENT: Transportation of materials and
transportation of employees.
And the technical part will ensure the project gets completed
within the desired time and as well as quality should be
maintained. This team will supervise all the activities at site.
SITE ENGINEER: They will perform technical, organisational and
supervisory role in this project. Site engineers apply plan and
designs to make it a real estate property.
ESTIMATORS: Analyse of rate to ensure the approximate total
cost of the project.
QUANTITY SURVEYOR: A quantity surveyor manages all costs
relating to building and civil engineering projects, from the initial
calculations to the final figures. Surveyors seek to minimise the
costs of a project and enhance value for money.
SAFETY ENGINEER: Safety engineer is responsible for the safety
of all people working in the project.
The function of personnel discussed above to ensure the work
responsibility of individuals.
ii. PROCUREMENT: The procurement stage is when labor,
materials and equipment needed to complete the project
are purchased. This can be done by the general contractor.

iii. EVALUATION OF COST: Cost evaluation is very important


part in this project. The estimation should be done by the
estimator properly and accurately. Cost of the labourer
and employees will be almost half of the total project. So
as project manager it is very important to reduce the total
cost as much as possible. By shifting labourers from one
site to another site might reduce cost. Hiring local
construction workers and supervisors would be
profitable. It will reduce some some transportation and
accommodation cost.
 INPUT/ COMMUNICATION REQUIREMENT AND FLOW:
Good communication is very essential in a construction industry
similarly in this project. A good communication is required among
the construction workers in the site. Internal and external
communication need to be smooth between members of an
organisation at all level for achievement of a manual goal or goals
towards the flow. The performance depends on the co-ordination
between the parties involved, the system of communication, the
culture of the project, the staff members and the communication
structure. Verbal communication is very important and should be
maintained always. Face to face conversation, meeting, interviews,
conferences, speeches and phone calls are the important parts of
verbal communication. Rather than vertical and horizontal
communication system also should be maintained. Providing
training to fresher employees, communicating with them, can
bring success. Helping junior engineer in the site is one of the
responsibility of the senior engineer. Site engineer should report
daily work progress to the project manager. All should know what
is happening around them. Problems should be discussed always
to the experts.
 AUTHORITY TO CARRY OUT FUNCTIONS:
Being a Project Manager I have the right to give orders, make
decisions and enforce obedience to carry out all the functions
need to be done to complete this project in time and securely. The
materials and services procured are to be directly linked up with
the stock taking and giving authority. Technical supervisors
should listen to the senior engineer and obey their orders and
they should report to the senior engineer what they observed.
And the senior engineer should report to the project manager and
obey the orders given by the project manager. Recruitment of
labourers and supervisors should be adjusted well so that the
communication among them and the higher officials is excellent.
Personnel should be hired based on their merit, education
qualification and work experience. Salary decided by the higher
authority would be final. It will be better if we hire personnel
from Maharashtra itself and near about places. The reason is that
the employees and workers will be familiarize with the local
language “Marathi” and the local atmosphere. They can
communicate with more people. It will help the project to run
smoothly. These will save time and cost. Unnecessary time and
money will not be wasted. Uses of modern equipment can reduce
man power and time. Tasks can be performed more accurately.
 RECOMMENDATIONS:
i. Make detailed plans and maintain careful oversight during
the project to ensure a positive outcome.
ii. Technologies and resources must conform to local
building authority regulations and codes of practice.
iii. The most popular method of residential construction in
the United States is wood framed construction, this
method can be adopted here constructing the bungalows.
iv. Managing the project parameters of cost, schedule and
quality in simultaneously performance.
v. Proper drainage, sewerage and water supply lines should
be developed and checked regularly.
vi. Instead of hand make planning and structural drawings,
uses of Auto CAD and STAAD Pro can be utilized. These
things can save lots of time in a busy schedule.
vii. Working together as a team can achieve mutual goals and
complete the project within time.
