Under Rule 15b.8: states that through the Epidemiology Bureau (EB), the DOH shall conduct
the monitoring and epidemiological studies on food-borne illness

To collect information that will be used in planning activities to help stop the spread of HIV
and to support and treat those diagnosed to have HIV.
FOOD AND DRIG ADMINISTRATION

Law that was passed to create department


 “REPUBLIC ACT No. 3720- "Food, Drug, and Cosmetic Act”
“AN ACT TO ENSURE THE SAFETY AND PURITY OF FOODS, DRUGS, AND COSMETICS BEING
MADE AVAILABLE TO THE PUBLIC BY CREATING THE FOOD AND DRUG ADMINISTRATION WHICH
SHALL ADMINISTER AND ENFORCE THE LAWS PERTAINING THERE TO”
To carry out the provisions of this Act, there is hereby created an office to be called the
Food and Drug Administration in the Department of Health.

Objectives:
 Establish standards and quality measures for food, drug, and cosmetic.
 Adopt measures to insure pure and safe supply of food, drug, and cosmetic in the
country.

Examples of laws/administrative orders that the bureau implements:


 Republic Act No. 9994
“Guidelines and Mechanism to Implement the Provisions of Republic Act No. 9994,
Otherwise Known as "The Expanded Senior Citizens Act of 2010", on the Sale of Medicines and
the Sharing of the 20% Senior Citizens' Discount.”

This Order is being issued to achieve the following objectives:

To establish guidelines and mechanisms in implementing the 20% Senior Citizens'


discount in drugs and medicines, medical equipment and other health related provisions of RA
9994;
 To create procedures for compulsory rebates and the sharing of burden of the Senior
Citizens' discounts among Retailers, Manufacturers and Distributors, taking into
consideration their margins by establishing a formula for said discounts; and
 To set up a system of monitoring the compliance of drug companies, distributors and
retailers to the 20%o discount.

 Administrative Order No. 2015-0053


“Implementing Guidelines on the Promotion and Marketing of Prescription
Pharmaceutical Products and Medical Devices”

Puposes:
To ensure that medical decisions are made in the best interest of the patients, and that
these are upheld by all stakeholders with the end goal of improving and promoting the rational
use of prescription pharmaceutical products and medical devices and safeguarding patient
rights and welfare.
To prescribe standards, guidelines, and regulations with respect to information
dissemination, advertisements, promotion, sponsorship, and other marketing activities and
instruments about prescription pharmaceutical products and medical devices with the end goal
of improving and promoting their rational use, and safeguarding patient rights and welfare.
HEALTH FACILITIES AND SERVICES REGULATORY BUREAU

Profile

By virtue of Executive Order 119 s. 1986 “Reorganizing the Ministry of Health, Its
Attached Agencies and for Other Purposes”, the Bureau of Medical Services (BMS) was
abolished and its regulatory functions were performed by the Bureau of Licensing and
Regulation (BLR). The implementation of E.O. 102 s. 1999 “Redirecting the Functions and
Operations of the DOH”, created structural and organization shift to improve efficiency and
effectiveness in the regulation of health facilities and services. The functions of the BLR scaled
up to include other regulatory functions, such as regulation of clinical laboratories and medical
x-ray facilities. The BLR became known as the Bureau of Health Facilities and Services (BHFS).
Thru the approval of the DOH Rationalization Plan in 2014, the name Bureau of Health Facilities
and Services has been changed to Health Facilities and Services Regulatory Bureau (HFSRB)

"Reorganizing the Ministry of Heath, it's attached agencies and for other purposes"
otherwise known as the Reorganization Act of the Ministry of Health, issued by President
Corazon C. Aquino, last January 30, 1987.

The Ministry proper shall be composed of the following offices, bureaus and services
including the Disease Prevention and Control Bureau

BUREAU OF LOCAL HEALTH SYSTEMS AND DEVELOPMENT

REDIRECTING THE FUNCTIONS AND OPERATIONS OF THE DEPARTMENT OF HEALTH

The Department of Health, hereafter referred to as DOH, has been transformed from being
the sole provider of health services, to being a provider of specific health services and technical
assistance provider for health, as a result of the devolution of basic services to local
government units.

The DOH seeks to serve as the national technical authority on health, one that will ensure
the highest achievable standards of quality health care, health promotion and health
protection, from which local governments units, non-government organizations, other private
organizations and individual members of civil society will anchor their health programs and
strategies.

To effectively fulfil its refocused mandate, the DOH is required to undergo changes in roles,:
functions, organizational processes, corporate values, skills technology and structures.

• Identify and assess priorities in local health systems development;


• Develop policies, guidelines and standards on sustainable local health systems;
• Ensure multi-stakeholder participation in local health systems development;

• Administrative Order No. 185 s. 2004
dated 27 August 2004 entitled “Establishment of the Geographically Isolated and
Disadvantaged Areas (GIDA) in support of Local Health Systems Development” provides general
policy statements for establishing and institutionalizing a system for managing local health
development in remote and marginalized communities to ensure provision of health services.
GIDAs, such as mountainous areas, islands, Conflict-Affected Areas (CAAs), and Indigenous
Peoples (IP)/Indigenous Cultural Communities, are characterized by poor geography hindering
access to health services, high poverty incidence, and health performance disparities, among
others
BUREAU OF QUARENTINE

 Republic Act No. 9271

An act strengthening the regulatory capacity of the department of health in quarantine


and international health surveillance, repealing for the purpose republic act no. 123 of 1947,
as amended.

• SECTION 1. Title. – This Act shall be known as the "Quarantine Act of 2004."

Objectives

• To conduct surveillance and institutes measures to prevent the entry of diseases subject
to International Health Regulations and other emerging and re-emerging diseases and
health concerns from other countries that may impact on public health in the
Philippines.

Paragraph two of Reorganization Plan No. 13-A of the Department of Health , is amended to
read as follows:

“There shall be an administrative division, an inspection and sanitation division, a detention


service division, and a vermin control division in the Bureau of Quarantine. The Secretary of
Health is hereby empowered to designate the respective sections of these divisions and to
transfer appropriations and personnel from the field operations, quarantine services to the
Bureau of Quarantine for the proper operation of the said bureau upon recommendation of the
Director of Quarantine.”

HEALTH EMERGENCY MANAGEMENT BUREAU

Strengthening the Philippine Disaster Control Capability and Establishing the National
Program on Community Disaster Preparedness, President Ferdinand Marcos, June 11, 1978)

• Administrative Order No. 6-B

“That there is hereby created a Health Emergency Preparedness and Response Program
within the Department of Health.” This program are designed to be comprehensive, integrated
and responsive emergency, disaster related service and research-oriented program with the
goal of promoting health emergency preparedness among the general public emergencies,
disaster and calamities. (dated February 12, 1999 by Secretary of Health Alberto Romualdez, Jr.)

• Republic Act No. 10121 also known as the Philippine Disaster Risk Reduction and
Management Act of 2010.

This Act provides for the development of policies and plans and the implementation of
actions and measures pertaining to all aspects of disaster risk reduction and management,
including good governance, risk assessment and early warning, knowledge building and
awareness raising, reducing underlying risk factors, and preparedness for effective response
and early recovery

Objectives

 Acts as the DOH Coordinating unit and Operation Center for all health
emergencies and disasters, as well as incidents with the potential of becoming
an emergency, and coordinate the mobilization and sharing of resources.
 Provides the communication linkage among DOH Central Office and other
concerned agencies, including the hospitals and the regions, during emergencies
and disasters.
 Maintains updated information of all health emergencies and disasters (except
epidemiological investigation reports) and provide such information to other
offices and agencies in accordance with existing protocols.
 Maintains a database of all health emergency personnel, technical experts, and
resource speakers. Together with the National Center for Health Facilities
Development (NCHFD), HEMB maintains a database of capabilities of health
facilities.

Objectives

 Leads in the development of Disaster Risk Reduction & Management in Health


(DRRMH) Plan and the development of protocols, guidelines and standards for
health emergency management.
 Provides technical assistance in the development of programs and planning activities
for HEM for other government and non-government organizations.
 Leads advocacy activities, including simulation exercises.
 Develops and implements an Integrated Human Resource Training Agenda for the
Health Sector for emergencies and disasters.
 Leads in the networking of hospitals and health sector organizations responding to
emergencies and disasters.
 Monitors and evaluates the enforcement of compliance to policies, and recommend
the formulation or amendment of policies related to health emergency
management.
Two examples of administrative order that the bureau implements

 Administrative Order No. 155 s. 2004: Implementing Guidelines for Managing Mass
Casualty Incidents during Emergencies and Disasters

This Administrative Order prescribes guidelines as a basis for establishing systems, procedures,
and implementing mechanisms including the development of an integrated and comprehensive
action plan for field management and hospital reception that shall reduce possible loss of life
and prevent disability in cases of mass casualty incidents.

Health Emergency Management Services serves as the central body coordinating all mass
casualty incidents and they monitor, evaluate, and formulate new policies and guidelines.

 Administrative Order No. 2007-0017: Guidelines on the Acceptance and Processing


of Foreign and Local Donations during Emergency and Disaster Situations

This Administrative Order provides a rational and systematic procedure for the acceptance,
processing and distribution of foreign and local donations that are exclusively for unforeseen,
impending, occurring and experienced emergency and disaster situations.

The roles and functions of Health Emergency Management Bureau are the acceptance and
processing of foreign and local donations through developing in coordination with pertinent
bureaus, national centers and other offices of the DOH and stakeholders; ensure that the
proposed donation is evaluated based on the “DOH Package List of Emergencies and Disasters”,
provided that, items not on the list shall be evaluated based on the needs of the beneficiaries
and affected areas; and have an annual review, together with all concerned offices, all
donations entered into by the DOH for purposes of emergency and disaster situations and the
policy instruments that have been, issued pursuant thereto.

• Is defined in Executive Order 102 series of 1999

• And embodied in DO 2010-0251, “Functional Clustering of DOH Units and Attached
