SUMMARY
The technological advance provided the development of remotely piloted aircraft, carrying
photographic camera, with the possibility of tracing preprogrammed routes, with low cost.
Such an expanding market, the Brazilian government has tried to regulate the use of such
equipment, requiring the registration of users in ANATEL (National Telecommunications
Agency) for the use of radiofrequency and ANAC (National Civil Aviation Agency) regarding
the use of airspace. As for photogrammetric flight, only a company can do it and the Ministry
of Defense must authorize the flights. This work addresses the bureaucratic procedures being
carried out by the Federal University of Santa Catarina (UFSC) in order to establish a legal
basis for teaching, research and extension in photogrammetry with drones.

Guilherme Francisco Zucatelli is a civil engeneer, public servant at UFSC, Masters in Civil
Engineering at the Santa Catarina Federal University, postgraduate in Business Management
at UNIASSELVI. His research interests focus on the urban management, infrastructure
projects, cadastre, survey and public policy.
