Areas (FATA) to 12 in National

cial assembly of Khyber

Mohsin Dawar moved amend-
ments in the articles 51 and 106
of the Constitution at the floor
of the house, which were later
passed with two thirds major-
ity by members belonging to all
parties first by rising from their
seats and finally by roll call.
More than 280 members
approved different clauses of
the bill and during the roll call
288 came out in its support.

The CSS exam can attempted in Urdu
Urdu and national
identity
Yesterday, a resolution has been passed in
the Senate, allowing candidates the option
to attempt the CSS exams in Urdu along with
English. The resolution was presented by
Senator Siraj ul Haq in the House. In the
resolution, it was asked to take the exami-
nation of the Central Superior Services in
Urdu instead of English. The Minister of State
for Parliamentary Affairs Ali Mohammad
Khan said that CSS has 45 optional and 6
compulsory subjects, the compulsory sub-
jects are taught in the Universities in English.
So the selection of language must be op-
tional. In the House, Senator Sirajul Haq ex-
pressed his views in the House, saying that
according to the report of the Federal Public
Service Commission (FPSC), only 5% of the
candidates pass the compulsory subjects.
Constitution is a sacred document, accord-
ing to which, within 15 years, the Urdu lan-
guage has to be imposed as official language.
But Urdu could not be enforced as the offi-
cial language, though 70 years have passed.
He said that our children learn 5 languages.
China, Japan and other countries have de-
veloped due to national language. We are a
free and sovereign nation. Urdu is a vast lan-
guage, which has many words from different
languages. By conducting competitive com-
petition in Urdu, we can prosper. Chairman
Senate said that we make Urdu as an op-
tional language in the resolution. Later the
resolution with option of Urdu along with
English was unanimously passed.
Every nation needs a few signs for its own
identity. The language has a great deal of
identity for a nation. Pakistan has a strong
and stable federation consisting of four prov-
inces and its national language is Urdu. In
all the four provinces, Urdu is spoken and
understood equally. So it the source of na-
tional unity and solidarity. Autonomous and
honorable nations always keep their culture
and their language on top priority as well as
value and respect their language. The na-
tions in the world, who have developed rap-
idly in advancement, have always preferred
their culture and national language. It can-
not be denied that English and other inter-
national languages have their own impor-
tance for communication with the world. We
should not leave them as it will retrograde
us in international relations, Science, Arts
and Technology. But, our national language
has its own importance and utility. As other
developed countries always prefer to their
national language in every affair. According
to UNESCO figures, the most spoken and
understood languages in the world are Chi-
nese and English and Urdu is the 3rd largest
language of the world.
Founder of Pakistan Quaid-e-Azam
Muhammad Ali Jinnah had said in a public
meeting in 1948 “I want to make it clear
that the official language of Pakistan will be
Urdu and only Urdu”. Along with the Consti-
tution of 1973 it was also passed that the
country’s national language will be Urdu.
While authorizing Urdu as official language
it will open the path to Government’s corre-
spondence and rules. Concept of reward and
punishment is present in every society,
people who do good deeds are rewarded and
a person doing some crime is punished. This
concept has been almost ended in our soci-
ety just because of English being official lan-
guage in our country. A common man is para-
lyzed in everyday affairs of Government de-
partments, Judicial and Courts for being in
English, which he cannot write, speak and
understand. One of the major reason for law-
lessness in the country is that the public is
unaware of the national laws. So how can they
be able to get and protect their rights? For
peaceful Pakistan, it is necessary to declare
Urdu as the official language so that people
may act upon after understanding the rules
of the country. Since no any country can de-
velop without peace and harmony. A com-
mittee, headed by Former Chief Justice
Jawad S Khawaja along with Justice Dost
Mohammad Khan and Justice Faez Isa, had
decided to implement Urdu as official lan-
guage. Previously, it was passed to impose
in all Government organizations. A bill passed
on the subject approved that the President
and the Prime Minister will make their
speeches in the national language Urdu while
visiting abroad. We urge Prime Minister
Imran Khan to ensure implementation of
Urdu language while ordering to publish all
the Government and Semi-Governmental
policies, rules and regulations in Urdu, all
the forms should be provided in Urdu along
with English. Similarly, in order to guide the
places of all public importance, the board
should be displayed in Urdu, while the Pass-
port Office, Income Tax, AGPR, Auditor Gen-
eral, WAPDA, Sui Gas, and all the relevant
documents and correspondence as well as
the driving license and utility bills should
also be printed in Urdu. Moreover, all data
on passports must be written in Urdu. To en-
sure imparting knowledge to ordinary citizen,
as per right to access to information, websites
of all the Government departments must be
converted into Urdu.

in Urdu language as per

Monday passed a resolution

Railways Police facing
shortage of 1,779 personnel
ISLAMABAD (APP): Paki-
stan Railways Police are fac-
ing shortage of around 1,779
police personnel of different
cadres and the Ministry of Rail-
ways was trying to fill the va-
cant posts at the earliest to
bridge the gap for smooth
working of the rail affairs.
“Executive Staff (Uni-
form) has sanctioned strength
of 7,043 posts but presently
around 5,315 are working and
the department is facing defi-
ciency of 1,728 personnel in this
category,” sources in the Min-
istry told APP.
Giving detail of the other
cadres, they said that sanc-
tioned posts of the ministerial
staff are 150 but currently 119
officials are working and fac-
ing shortage of 31 personnel.
The sources said as many
as 11 personnel were working
in the Bomb Disposal section
against the approved strength
of 24, which shows shortage
of 13 personnel, adding that 55

SAFRON continues
to manage policy
matters of refugees
ISLAMABAD (APP): Minis-
try of States and Frontier Re-
gions (SAFRON) will continue
to look after policy matters re-
lated to refugees following 25th
Amendment that merged Fed-
erally Administered Tribal Ar-
eas (FATA) with Khyber
Pakhtunkhwa.
Talking to APP here on
Monday, an official said refu-
gees were dispersed in differ-
ent parts of the country there-
fore all the provinces would be
taken on board for the imple-
mentation of policies which
would be formed at SAFRON.
He added that a forum of
Interior Ministry was also look-
ing after the issues related to
refugees and when required, a
meeting of home secretaries
were registered in 23 police
stations of Islamabad within
24 hours. But these all cases
related to drug users and no
one among them was drug
peddler.
It is interesting to note
that this charas and herion on
one hand is used in a case and
on the other hand it is depos-
ited in Mall Khana of police
station as items of case and is
distributed among the friends
as gift after a few days.
Police is using drugs ad-
dicts to serve their nefarious
interests instead of initiating
action against those involved in
supplying drugs to schools and
colleges.
During the last few
months police while taking so
called action against drug ped-
dlers registered 500 cases but
not a single case stands against
drug mafia chief.
The cases have been reg-
istered against those who sup-
ply drugs at small scale or to
their specific friends.
Those who obtain 50
marks through investigation in
artificial way can only avert the
punishment but the officers are
silent over reward for them.

Senate passes resolution
recommending extension of
PM’s Scholarship Program
ISLAMABAD (APP): The
Senate on Monday passed two
resolutions including extension
in Prime Minister’s Scholarship
Programme for the students of
Balochistan and the govern-
ment should retain the head-
quarters of Pakistan Interna-
tional Airlines (PIA) in Karachi
rather than relocating it to
Islamabad.
Moving a resolution in
the House, Mir Kabeer
Ahmed Muhammadi Shahi
said that the scholarship
programme was launched in
2011 for the talented students
of Balochistan. Under the
programme, five grade-7 stu-
dents including one boy and
four girls each from all districts
of Balochistan were selected
for enrolling in best institutions
of the country, he said.
However, the programme
was closed in 2015, he said and
requested the house to extend
it. Speaking in the House,
leader of the House, Syed
Shibili Faraz said that it was a
very successful programme
and it would continue to impart
quality education to the needy
students of Balochistan.
The House also adopted
another resolution that the gov-
ernment should retain the
headquarters of PIA in
Karachi rather than relocating
it to Islamabad with majority
vote. Speaking in the House,
Minister for Aviation Division
Ghulam Sarwar Khan said that
neither directives nor decision
was taken so far to shift the
PIA headquarters to
Islamabad. He said the issue
was being politicized rather the
decision would be taken in
larger national and the institu-
tion interest. He said census of
both houses would be taken in
this regard before taking any
such decision.
The minister said losses
of PIA have started reducing
owing to the steps taken by the

ing operated on commercially
viable routes, he added
