POLICY ANALYSIS using PARLIAMENTARY PROCEDURE (2nd reading of the Bill)

Actual policy analysis of proposed laws during the second reading

Guidelines
 There will be two groups per presentation. They will decide who will be the proponents or opposition.
 A presiding officer/speaker will come from either of the two groups, as well as the clerk and majority
floor leader.
 Group 1 and 4 will be the first set of presenter. The second presenter is the group 2 and 3.
 Everyone is required to speak in English except for those who will engage in debate and argumentation.
 No reading of speech or questions except for the roll call and presentation of the provisions/sections of
the bill.
 PowerPoint presentation shall be prepared.
 First presenter/s is HB 97 and the second one is HB116.
 The deadline of the script is on September 18 and the presentation will be either 25 or 27.

Script

ENVIRONMENT GROUP
To begin the session:

Tap the gavel three (3) times and say,

Presiding officer: “The House will come to order”


“The clerk will take the roll.”

Example: “Hon. Melchor Dioso of Occidental Mindoro”


The representative will rise for a while.

The clerk will read the name/s and locality of the members of the House.

“This session shall start with a prayer from the province of ________________, hon.
_____________.”

After the prayer, the members will remain standing. The Presiding officer will tap the gavel once,
then the members of the house shall sit down.

Presiding officer: “The clerk will read the bill on the 2nd reading”

The majority floor leader will raise his hand.

Majority floor leader: “Mr. Speaker”

Presiding officer: “For what purpose does the representative rise?”

Majority floor leader: “Mr. Speaker, I ask unanimous consent that title be read by the clerk as well as
the number and authors only. The entirety of the bill be introduced and presented by the proponents.”

Presiding officer: “Any objections from the members of the house?”

No objections will be made.

“There being no objection, the clerk will read the title, number and authors of the bill. The
introduction and provisions or sections will then be presented by the proponents.”

One tap of the gavel.

Clerk: “House Bill ___, An Act __________________________________,


authored by ____________________.”

Presiding officer: “The bill shall now be introduced and presented by any authors/proponents of the
bill. The floor is yours”
The main author shall rise and proceed to the middle.

Main author: “Thank you Mr. Speaker. A pleasant morning to ever members of the House. Let
me introduce to you our proposed law, in behalf of my co-authors _________________.

The main authors will now present his Introductory speech. After the introductory speech..

Presiding officer: “The Bill has now been presented. The Representatives have the floor to open
debate. Majority Floor leader, Hon.___________, please recognize those who wish to
debate the bill.”

The Majority floor leader shall rise and proceed to the front.

Majority floor leader: “Thank you Mr. Speaker. The floor is now open for questions /
argumentations.”

Any members of the House may raise his/her hands to be recognized by the floor leader. Normally, it is
the opposition / minority who will debate the bill.
An opposition will raise his/her hand.

Majority floor leader: “Yes, Hon. _________________ of ___________________?”

Opposition 1: “I wish to ask questions to the authors of the bill.”

Majority floor leader: “Proceed”

Opposition 1: “Thank you”


“I wish to address this question to the Hon. _________________”

The opposition will now ask question. Only one question at a time.
There will be no interruptions. Observe ethics when questioning and answering. You may speak in
Filipino.
After the questioning…

Opposition 1: “I have no further questions.”

Majority floor leader: “Thank you Hon. __________ and Hon. ___________. Any member of the house
who wish to debate the bill?”

Another member/s of the opposition raises his/her hand. Same procedure will be conducted.
There shall be 3 opposition speakers and 3 representatives from the proponents.
Additional task: Kindly provide a scene where there will be disorder or disagreement among members. In
this scene, the Speaker will tap the gavel THRICE and say “Call to order! Call to order!”
The crowd will now resume the session.
If there will be no more questions…

Majority floor leader: “Will there be no more questions? If there is none, Mr. Speaker, may I be given
the privilege to summarize the important points given by the proponents and members of the house?”

Presiding officer: “The request to summarize the important points in this session is hereby granted”

The Majority floor leader will summarize the important points of the session.

Presiding officer: “Thank you Hon. _______________. Debate being closed, we will now proceed
with the voting. The question is, shall House Bill _________________________
Pass the House?
“Aye?” (The members who will vote to let the bill proceed to third reading will
raise their hands. The clerk will count)
“Nay?”
All in all, there ____ (# of Ayes) and ______ (# of Nays).
If pass,
The bill having passed the House, it will be transmitted to the Senate.
If fail,
The bill having failed to pass, it will be filed to the Clerk of the House.”

After the announcement of voting results…

The members of the House has spoken. If there will be no more matters to discuss,
any members of the House may move for adjournment.”

Any member of the House: “Mr. Speaker, I move we adjourn.”


Any member of the House: “I second the motion.”
Presiding officer: “The session is now adjourned. We will resume the next agenda on _____.”

The presiding officer will tap the gavel once.
