 PRESENTACIÓN
PRESENTATION
Ministro del Poder Popular para la Defensa
y Comandante Estratégico Operacional
Minister of Popular Power for Defense,
V íctor Hugo en su obra Los Miserables expresa que
“las revoluciones salen, no de un accidente, sino
de la necesidad; una revolución es la vuelta de lo ficticio
a lo real…”. Esta frase se vincula a la idea de progreso,
entendido éste como el modo de ser del hombre e
impulsado por dos motores: los hombres y los sucesos.
Para ello es preciso que haya genio entre los hombres y
revoluciones entre los sucesos.
La revolución bolivariana emerge de una serie de
sucesos que afectaron a Venezuela en la última etapa del
siglo XX y fue impulsada por el Comandante Supremo
Presidente Hugo Rafael Chávez Frías, quien en su afán de
generar progreso a nuestra Patria generó importantes
y profundas transformaciones. De allí que coincido
con Víctor Hugo cuando expresa: “El progreso marcha,
hace el gran viaje humano y terrestre hacia lo celestial
y lo divino; tiene sus momentos de reposo en que reúne
el rebaño que se había retardado, tiene sus estaciones
en que medita, ante alguna tierra Prometida de Canaán
esplendida que descubre de improviso su horizonte;… y
una de las más dolorosas ansiedades del pensador es ver
la sombra en el alma humana, y tocar, en medio de las
tinieblas… el progreso dormido”.
El General de Brigada Rafael Aguana Núñez es, en
este contexto, un pensador que entre unas sombras
producidas por una realidad determinada por la

V ictor Hugo in his work called Les Misérables
expresses that “revolutions do not emerge by
accident but from necessity, the revolution is the return
from the fictional to reality…” This phrase is bound to
the idea of progress, this understood as the man’s way of
being, driven by two motors, men and events. Because
of this, it is necessary that there’s temper among men
and revolutions among the events.
The Bolivarian Revolution emerges from a series of
events that affected Venezuela in the last part of the
20th Century and it was leaded by Supreme Commander,
President Hugo Rafael Chávez Frías, who on his effort for
generating progress for our Homeland, he generated deep
and important transformations. Therefore, I agree with
Victor Hugo when he expresses that: “Progress marches
towards the great human and terrestrial trip, to the
divine and celestial; it has its moments for resting where
it gathers the flock that was delayed; it has its station
where it meditates before some splendid promised land
of Canaan that his horizon discovers unexpectedly; …
and one of the most painful anxieties for the thinker is,
seeing the shadow in the human soul and touching in
the middle of darkness… progress asleep.”
Division General Rafael Aguana Núñez is in this
context a thinker that, between the shadows produced
for a reality determined by robotics and technology,

manifestado como consecuencia de la crisis actual del
capitalismo y la respuesta bolivariana producida por
los cambios políticos que ha vivido el país desde el año
1999, se ha hecho la pregunta fundamental: ¿Qué es ser
militar?
Esta pregunta decisivamente fundamental ha
sido mesuradamente respondida por el General
Aguana Núñez, con un proyecto de gran alcance
cuyo basamento se encuentra de forma sucinta en las
letras del presente escrito. Este texto es expresión de
la participación protagónica de muchos de los que
integran nuestra Fuerza Armada Nacional Bolivariana y
las discusiones que se han llevado a cabo en diferentes
escenarios militares y hasta en la Comisión de Defensa
de la Asamblea Nacional en la actualidad. Nuestro
autor se ha paseado, en primer lugar, por la arqueología
para hacer una exégesis del Ser-militar que le permitió
establecer los re-significados de lo militar en los nuevos
cimientos de la profesión; en segundo lugar, una
epistemología para valorar la formación militar como
medio para orientar desde el punto de vista ontológico
el Ser-militar; en tercer lugar, una pedagogía que haga
posible la constitución del militar para los fines del
Estado venezolano, a través de la militaridad como
paradigma y, finalmente, reflexionó los fundamentos del

since 1999, asked himself a fundamental question: What
is being a military man?
This decisively fundamental question has been
measuredly answered by General Aguana Núñez with
a high scope project which base is found in a succinct
way within the present lines. This text is an expression
of the leading participation of many Bolivarian National
Armed Force members and the discussions developed
in different military scenarios nowadays, even in the
National Assembly’s Defense Commission. First, our
author wanders around archeology to make an exegesis
of the military-Being that allows him to establish
some new meanings of the military issues in the new
foundations for the profession; in second place, he
wanders around epistemology, to valorize military
education as a mean to orientate the military-Being
from the ontological point of view; in third place he
touches the field of pedagogy, that makes possible to
think of the constitution of a military man in order to
reach the Venezuelan State’s aims through the militarity
as a paradigm; and, he finally thought of the military
honor bases to contextualize military profession itself
in the historical moment we are living.

preclaros de nuestra historia independentista, y además
contextualizada por el Comandante Supremo Hugo
Chávez Frías, como un todo viable en concordancia con
el mandato establecido en la Carta Magna.

military world and I consider its reading as mandatory
because it will help not only to improve this effort but
also to contribute in the construction of the Great
Homeland as was drawn in the illustrious history of our
independence, contextualized by Supreme Commander
Hugo Chávez Frías as a viable whole, in accordance with

PROLEGÓMENO
PROLEGOMENON
El genio del Libertador Simón Bolívar, forjado en
los avatares de la guerra y con aguda visón geopolítica,
previó los lineamientos y principios éticos y morales
que deben regir la carrera de las armas, y plasmó su
pensamiento militar con visión en el pueblo en la frase:
“… sigo la gloriosa carrera de las armas sólo para obtener
el honor que ellas dan, por libertar a mi patria y por
merecer las bendiciones de los pueblos”.
Esto representa el ejemplo histórico del Libertador
Simón Bolívar, el heroísmo y el sacrificio de los
antepasados aborígenes, de los precursores, forjadores
de una patria libre y soberana, que toma de la gesta
libertaria, los valores de independencia, de libertad
y de soberanía; valores y principios establecidos
transversalmente en la Constitución de la República
Bolivariana de Venezuela, los cuales son la inspiración
de la Doctrina Militar Bolivariana contemporánea.
Es allí desde esta Doctrina Militar Bolivariana, que
surge la necesidad de formar al militar con un sentido
socio-histórico, invocando el pensamiento de los
preclaros: de El Libertador Simón Bolívar, el visionario
de la patria grande, quien abandonó las riquezas
materiales por la libertad de los pueblos y de quien se
toma el diseño de la defensa militar; del Maestro Simón
Rodríguez, que convoca a crear formas propias para
regir la República; del General del Pueblo Soberano,

principles are the inspiration for the contemporary
Bolivarian Military Doctrine.

Por tal motivo, el Poder Ejecutivo Nacional por
intermedio del Ministerio del Poder Popular para la
Defensa, de conformidad con el artículo Constitucional
204 numeral 1, ha tenido la iniciativa de proponer el
Proyecto de Ley de Carrera Militar, el cual establece
las políticas doctrinarias bolivarianas, tendentes a
forjar el carácter profesional y revolucionario de los
profesionales militares permanentes.
Es así que en este texto se contextualiza lo referente
a la Carrera Militar, su arqueología (historicidad) y su
conceptualización, lo sustantivo de la misma, lo que
representa en la actualidad la Ley de Carrera Militar,
enmarcada como un instrumento jurídico novísimo,
con el propósito de desarrollar los lineamientos que
rigen al profesional militar permanente de la Fuerza
Armada Nacional Bolivariana, contenidos en el Decreto
con Rango, Valor y Fuerza de Ley Orgánica de la Fuerza
Armada Nacional Bolivariana (2014), ejercicio que se
traduce en el desarrollo y desempeño profesional, el
empleo y demás aspectos relativos a la vida militar.
Para tal fin se desarrolla, una primera parte dando
una mirada al re-significado de lo militar, en la que se

For such motive, the National Executive Power
through the Ministry of Popular Power for Defense,
in conformity with Article 204 numeral 1 of the
Constitution, had the initiative to present the Proposed
Military Career Bill framed as a new juridical instrument
with the purpose of developing the guidelines that
rule the Bolivarian National Armed Force’s permanent
military professional profile, contented in the exercise of
the Decree with Rank Value and Force of Organic Law of
the Bolivarian National Armed Force (2014) translated
into development and professional performance,
besides at the employment and other aspects related
to military life.
To this aim a first part is developed, taking a look
to the new meaning of the military, where an exegesis
of the military individual in Venezuela is presented
with the aim of producing a concept for its identity in
the world of today. In the second part of this text, the
military formation value is presented, as an episteme
that guides the military-Being from the ontological
point of view, then in a third part we have the scope of
pedagogy as a cross-cutting theme that underlies in the
militarity, that makes the constitution of the military
for the ends of the Venezuelan State possible, and as
a colophon there is a reflection on military honor as a
Bolivarian value plus other ending considerations.

producir un concepto que lo identifique en el mundo
de hoy, una segunda parte, en la cual se explica el valor
de la formación militar como un episteme que orienta
desde el punto de vista ontológico el Ser-militar, y
luego, en una tercera parte se determina el alcance de la
pedagogía como eje que subyace en la militaridad, que
hace posible la constitución del militar para los fines del
Estado venezolano. Como colofón se reflexiona sobre
el honor militar como valor bolivariano y finalmente se
presentan las consideraciones finales.
Todo esto con el propósito de crear el hilo conductor
desde las bases filosóficas, axiológicas y teóricas-
conceptuales, de producir los principios que orienten la
elaboración de la Ley de Carrera Militar.
RE-SIGNIFICADO DE LO MILITAR
Para hacer mención de lo que comúnmente se ha
denotado como carrera militar obliga a hacer mención
a lo militar entendido como un modo de vida. La
palabra Militar, es una evolución de la expresión militia,
que en sus orígenes provino de la expresión latina
milium es decir, un cereal que era cultivado en grupos
de 200 pulgadas que daba en número lo que hoy se
entiende por cien. Este cereal agrupado en número de

NEW MEANING OF THE MILITARY
To point out what’s been commonly denoted as
the military career we are obliged to mention what is
military, understood as a way of life. The word Militar, is
an evolution of the expression militia2, which originally
came from the Latin expression milium, i.e. a cereal
that was cultivated in groups of 200 inches that was
in numbers what today is understood as a hundred.
This cereal grouped in a number of ten, denoted mil (a
thousand) i.e. a number that ensured family survival
through cultivation in a determinate space and time;
now, when did it passed to be considered what today
is denoted as military? The answer to this question

diez denotaba mil, es decir, un número que aseguraba
la supervivencia familiar a través de un cultivo en un
espacio y tiempo determinado, ahora bien, ¿Cuándo
pasó a ser considerada en lo que hoy se denota como
militar? Cuando se planteó la necesidad de defender lo
que se cultivaba porque el producto era expresión de
vida y supervivencia, es decir, de una disposición eficiente
como un cultivo se trató de reproducir un dispositivo
eficiente de defensa, y posteriormente de ataque.
Así pues, en lo referente a la organización de la
defensa, se pensó en primer lugar, en cómo se organizaba
la tierra para el cultivo, y en segundo lugar, en función
a la amenaza que se tenía que enfrentar. Sin embargo,
en el contexto se presenta el mil como una unidad de
defensa básica construida por una medida que es el
pulgar. El pulgar es el dedo que permite a la mano su
mayor capacidad de empleo así que el dedo marcaba el
terreno y a su vez permitía la manipulación, por lo que
antes de mil se constituyó otra unidad básica en torno al
número diez, correspondiente a los dedos cuyo origen
etimológico refiere indicar. La centuria pasó a ser la
unidad militar intermedia, de ahí el origen del centurión
como jefe de una unidad militar de 100 milites.
Se considera que la palabra militar tiene ese origen
latino y consecuentemente romano, pero la expresión
militar estaba relacionada con la organización de

Likewise defense organization was thought in
first place on how could the earth be organized for
cultivation and in function of the threat they had to
face in second place. However, in this context the mil
is presented as a unique basic defense unit, built by a
measure that is the thumb. The thumb is the finger that
allows the hand its greatest employment capacity; thus,
the finger marked the terrain and at the same time it
allowed the handling, which is why before mil, another
basic unit around the number ten corresponding to this
finger was constituted, which etymological origin refers
to indicar. The century passed to be the intermediate
military unit, and there it is the origin of the centurion
as the chief of the 100 milites military unit.
It is considered that the word militar has the
Latin and consequently Roman origin described
before, but the expression militar was related to the
people’s organization for defense and not with the
act of defending, from there, milites mutated into
the word militar.

Vale destacar que los yanomamis2 se organizan de
manera diferente para la defensa y el ataque, esto significa
que la defensa y el ataque son cosas consustanciales al

lugar, que la milicia supone una organización y, en
segundo lugar, la defensa y el ataque son inherentes a la
condición humana.
Cuando desaparece el imperio romano, sus herederos
en las ciudades se organizaron para la defensa, de allí la
milicia surge de nuevo en su condición originaria, pero
con una imagen del pasado, esto se mantiene más o
menos así hasta el siglo XVII cuando se constituyen las
fuerzas militares profesionales y permanentes, gracias
en primer lugar, a la propuesta maquiaveliana basada
en el establecimiento de una república bien ordenada
que fuese capaz de auto-defenderse por intermedio de
milicias eficientemente organizadas3 y en segundo lugar,

It is worthy to mention that the yanomamis3 organize
in a different way for defending and attacking; this
means that both defense and attack are consubstantial
things to the human being. Two things are derived from
here: first, that militia supposes an organization, and
second, that defense and attack are inherent to human
condition.
When the Roman Empire disappears, its heirs in
the cities organized for defense, and from there, militia
rises again in its original condition but with an image
from the past. This is maintained more or less until the
17th century, when the permanent and professional
military forces are constituted, mainly because of the
Machiavellian proposal based on the establishment

defending through the efficiently organized militias4,
and also because of the military revolution praised by
Maurice de Nassau, based on an exigent and highly

revolución francesa resurge de nuevo el concepto de
milicia, en este caso revolucionaria.
En España las milicias fueron fuerzas activas que
contribuyeron a la expulsión de los moros, cuando
estas milicias se lanzaron al mar para combatir a los
moros y a los piratas, fueron denominadas fecho de mar.
Su importancia radica en que todas las instituciones
hispánicas en América se fundamentaron en el fecho de
mar, o sea las milicias de mar, permitiendo afirmar que la
milicia ha sido una institución que está en los orígenes de
la venezolanidad. Con la milicia fue que se dio inicios a
la gesta independentista y con el estudio y la experiencia
en combate esta milicia se convirtió en una fuerza
militar profesional como lo indicó el propio decreto de
El Libertador cuando instituyó en el año 1817 el Estado
Mayor, apoyándose para tal efecto, de la obra del General
tema de la guerra y la defensa.

effectively the imperial forces of the Habsburgs5. With
the French revolution the concept of militia rises again,
In this case a revolutionary one.
In Spain, militias were active forces that contributed
to the expulsion of moors and pirates. They were
denominated fecho de mar. Their importance lies in
the fact that every Hispanic institution in America was
based on fecho de mar, i.e. the sea’s militias, allowing us
to affirm that militia has been an institution involved in
the origins of the venezolanity. It was with militia that the
independence exploit began and with the studies and
experience in combat this militia became a professional
military force as the own Liberator’s decree stated when
he instituted the General Staff in 1817, supported on
General P. Thiébault’s “Manuel …”6. This obliges us to
reflect on the use of the expression profession to look
for its connection with what’s military.
According to the Royal Spanish Academy (RAE),
the word profesión refers to getting a custom or ability.

Ello obliga a reflexionar acerca del uso de la expresión
profesión para buscar su conexión con lo militar.
Según la Real Academia Española, profesión refiere
el hacerse de una costumbre o habilidad. El Diccionario
de Autoridades indica que es “el modo de vida que cada
uno tiene y se usa y ejerce públicamente”, además se toma
regularmente como “obligarse” para toda la vida, la cual
proviene del latín “profero” que denotaba presentar,
entregar, ofrecer y llevar más lejos. En este sentido, al
autor le interesa destacar el obligarse para toda la vida.
Asimismo, profesar, en el sentido moderno según
Weber (1999), es un obligarse que tiene connotaciones
religiosas; en el sentido que, presentar, entregar y ofrecer
estaban orientados a Dios desde un punto de vista
ético y moral. Sin embargo, pro-fesar es, en este sentido,
un obligarse teniendo como fundamento un ente
trascendente que orienta al cumplimiento en el mundo
de los deberes que a cada cual impone la posición que
ocupa en la vida (Ibídem).

“the way of living that each one has that is used and
exerted publicly”, besides it is regularly taken as “obliging
yourself” for the entire life, which comes from the Latin
“profero”, that denotes presenting, delivering, offering
and taking further. In this sense, the obligation for the
entire life is the more interesting to the author.
Likewise, professing, in the modern sense
according to Weber (1999) it is obliging oneself with
religious connotations in the sense where presenting,
delivering and offering was God orientated from the
moral and ethical point of view. However pro-fesar
is, in this sense, an obligation that has as a base a
transcendental entity and orientates the fulfillment
of duty in the world and imposes to everyone the
position they occupy in life (Ibid).
If Maurice de Nassau’s reform is taken as a referent,
we can consider that in the military field, the profession
was born as a consequence of the change in the way
of understanding war, and jointly with the military
profession the conception of militia was set, the one
which after the French and the American Revolutions,
acquired a republican fundament. This way, the
profession and the duty accomplishment in the most
effective way possible started denoting what passed to
be understood as virtud from a political perspective; a
homeland sacrifice perspective.
 Si se toma como referente la reforma de Mauricio de
Nassau se considera que en el plano militar, la profesión
nació como consecuencia de un cambio en la manera
de entender la guerra, y con la profesión militar quedó
establecida la concepción de milicia que después de
la revolución estadounidense y francesa pasaron a
adquirir un fundamento republicano. De esta manera,
la profesión y el cumplimiento del deber de la forma
más efectiva posible pasaron a denotar qué pasó a
entenderse como virtud desde una perspectiva política
del sacrificio por la patria.
Así pues, la profesión militar pasó a ser entendida
como la organización jerárquica de los conocimientos
militares y su inicio comienza con la aprobación de los
cursos de formación militar. En el caso de los oficiales
venezolanos, una vez concluidos cuatro años de estudios
en la Universidad Militar Bolivariana y otras formas
emergentes establecidas de formación de oficiales, se
obtiene el título de grado que lo capacita para ejercer
la carrera militar y continuar avanzando en la profesión
militar, ocupando los empleos asignados que le dan
experticia de las actividades militares y los estudios de
postgrado que le aportan el conocimiento.
Según Huntington (1964) la profesión militar
encarnada en el cuerpo de oficiales realmente se

According to Huntington (1964) the military
profession incarnated in the officers’ bodies was really
consolidated at the end of the 19th Century, once the
creation of officers’ training centers was common. In the
Venezuelan case, this military profession formally began
with the creation of the Mathematics Military Academy

hand, military men are the Venezuelan citizens that
voluntarily join the Bolivarian National Armed Force, to
lend military service conformably with what’s exposed

consolidó a finales del siglo XIX, una vez que se hizo
común la creación de centros de formación de oficiales.
En el caso venezolano, esta profesión militar comenzó
formalmente con la creación de la Academia Militar de
Matemáticas6 y la Escuela Náutica7 sucesivamente. Por
otra parte, son militares los ciudadanos venezolanos
que se incorporen voluntariamente a la Fuerza Armada
Nacional Bolivariana para la prestación del servicio
militar conforme a lo dispuesto en el ordenamiento
jurídico. La introducción de la palabra carrera obliga a
examinar su significado a la luz de su relación con lo
“militar”.
Entre las diversas acepciones que tiene la palabra
carrera según la Real Academia Española, se resalta
la siguiente: Conjunto de estudios que habilitan para
el ejercicio de una profesión”. Si se considera que esta
profesión es la profesión militar es de mencionar que
la diferencia entre un profesional y un ciudadano que
presta el servicio militar es el estudio y el tiempo en que
se desenvuelve dentro de la institución.
Soprano (2014), plantea estas diferencias desde la
siguiente serie de interrogantes cuya respuesta podrían
ayudar a definir, en el caso venezolano qué es la carrera

in the juridical framework. The introduction of the
word career obliges to examine its meaning under the
light of its relation with the “military”.
Among the diverse conceptions that the word
career has, according to the Royal Spanish Academy
(RAE), we can highlight the following: “Set of studies
enabled for the exercise of a profession”. If we consider
that this profession is the military profession it has to be
mentioned that the differences between a professional
and a citizen lending military service are the study and
the time in which it develops inside the institution.
Soprano (2014), presents these differences from the
following series of queries, which answers could help
defining what the military career is in the Venezuelan
case: What are the Armed Forces? Who are the
militaries? What are the permanent cadres, and what
are the reserves? What is the military state? What are the
rights and duties in the military state? How are the rank,
hierarchy and the military years of service defined? Who
constitute the superior and subaltern personnel? Who
are the cadets? What are their functions and their form
of grouping? What is their typical career development?
How are they unsubscribed or reincorporated? How
is military service? What are the ascension systems?
How do they pass to retirement situation? How are
militar: ¿Qué son las Fuerzas Armadas? ¿Quiénes son
los militares? ¿Qué son los cuadros permanentes y qué
son las reservas? ¿Qué es el estado militar? ¿Cuáles sus
deberes y derechos en el estado militar? ¿Cómo se define
el cargo, la jerarquía y la antigüedad militar? ¿Quiénes
constituyen el personal superior, el personal subalterno
y los cadetes? ¿Cuáles son sus funciones y formas de
agrupamiento? ¿Cuál es el desarrollo típico de sus
carreras? ¿Cómo son dados de baja y/o reincorporados?
¿Cómo es el servicio militar? ¿Cuáles son los sistemas
de ascenso? ¿Cómo pasan a situación de retiro? ¿Cómo
se conforman los haberes percibidos por los militares
en actividad o en situación de retiro? ¿Quiénes tienen
derecho a pensiones militares y qué familiares son
considerados sus beneficiarios?
Estas interrogantes obligan a focalizar este estudio
en el militar profesional en razón de la temporalidad
que desde lo existente lo caracteriza.
Desde el inicio de la revolución bolivariana en 1999,
la Fuerza Armada Nacional Bolivariana ha sufrido un
proceso de transición que la ha llevado a asumir un papel
en la política como participantes directos del proceso
revolucionario que condujo el Presidente Comandante
Supremo Hugo Rafael Chávez. Si se mantiene la tipología
seguida por Perlmutter, se afirma que los militares en
Venezuela pasaron a ser una fuerza pretoriana hasta

conformed the assets perceived by the active or retired
military men? Who have the right to military pensions
and which familiars are considered as their beneficiaries?
These questions force us to focus this study on the
professional military man because of the temporality
that features him from the beginning.
Since the beginning of the Bolivarian Revolution in
1999, the Bolivarian National Armed Force has suffered
a transition process that has taken it to assume a role
in politics as a direct participant of the revolutionary
process that Commander President Hugo Rafael Chávez
once lead. If the typology followed by Perlmutter is
maintained; it can be affirmed that the militaries in
Venezuela passed from being a praetorian force to a
revolutionary force in the beginning of the 21st Century.
But if the categories established by this author are
followed, a revolutionary force usually becomes a
professional one and that is precisely where this work’s
importance lies, mostly regarding to drawing the figure
of a professional military men and women, in a way that
is feasible to think of a Venezuelan Military Career Law
in the near future.

L a reflexión acerca de la concepción del militar
venezolano, su realidad, relaciones y características,
conlleva a una profunda investigación acerca de
su empleo en la actual dinámica social y momento
histórico. En este sentido, en el contexto venezolano, se
entiende por empleo “la facultad y responsabilidad que
se atribuye al ó a la militar profesional, para el desempeño
de una actividad; así como el ejercicio de determinadas
atribuciones y el cumplimiento de funciones establecidas
en las leyes y reglamentos internos” de acuerdo a lo
establecido en el artículo 106 de la Ley Orgánica de la
Fuerza Armada Nacional Bolivariana (2014)
Asimismo, en el artículo 117 de la referida ley, se
consideran dos aspectos sobre el conferimiento del
empleo: competencia y la antigüedad. Es así que la
naturaleza del empleo se presenta como la cualidad o
rasgo que define la ocupación del oficio, éste ya explanado
en la primera parte de este texto. Se resalta entonces que
el empleo que desempeña el profesional militar de la
Fuerza Armada Nacional Bolivariana viene dado por el
conjunto de competencias y nivel de experticias formadas
para lograr la máxima efectividad en el desarrollo de las
operaciones militares y su sostenimiento, las mismas
serán: operacional, logística y administrativa.
Desde el punto de vista profesional, estos empleos
son asignados en tiempo de paz en base a la educación,

Law (LOFANB, 2014): “the faculty and responsibility
attributed to a professional soldier for the performance
of an activity; so as the exercise of determinate
attributions and the accomplishment of the functions
established in internal law and regulations.”
This way, article 117 considers two aspects on the
employment conferral: competence and years of service.
Thus, the nature of the employment is presented as a
quality or feature that defines the function’s occupation,
this last one already explained in the first part of this
text. It can be highlighted then, that the employment
developed by the professional military men and women
of the Bolivarian National Armed Force is given by the
set of competences they have and their expertise level,
obtained by achieving the greatest effectiveness in the
development and maintenance of military operations,
whether they are administrative, operational or logistic.
From the professional point of view, these
employments are assigned in times of peace, based on
education, professional knowledge, rank or hierarchy,
and in times of war according to the distinguishing
courage and the perception shown to reach military
objectives.
On the other side, Perlmutter (1982) describes
el conocimiento profesional, grado o jerarquía y en
tiempo de guerra de acuerdo con el valor distinguido
y la percepción demostrada para alcanzar el objetivo
militar.
Por otra parte, Perlmutter (1982), describe el
militar moderno como corporativo (en cuanto a
exclusividad), administrador (en cuanto a jerarquía) y
profesional en cuanto al sentido de su misión). Estos
tres aspectos desembocan en lo que han denominado
como mentalidad militar, la misma se circunscribe a
una ética que, en primer lugar, se sustenta en la creencia
pesimista en la permanencia, irracionalidad, debilidad
y maldad en la naturaleza humana, en segundo lugar,
afirma la supremacía de la sociedad sobre el individuo
y la necesidad de mantener un orden, una jerarquía y
una división de sus funciones, en tercer lugar, acepta
al Estado-nación como la forma más elevada de
organización política dentro de contexto de riesgo
permanente de guerra dentro de una perspectiva
hobbesiana8, en cuarto lugar, recalca la importancia

the modern military man as corporative (regarding
to the exclusivity), as an administrator (regarding to
hierarchy) and as professional (regarding to the sense
of the mission). This three aspects fall into what has
been denominated as military mentality; the same is
subscribed to an ethics that in first place is sustained
in the pessimist belief, the irrationality, weakness and
evilness of human nature, in second place, it affirms
the supremacy of society over the individual and the
need to maintain an order, a hierarchy, and a division
of the functions; in third place, it accepts the State-
Nation as the most elevated political organization
form in the context of permanent war risk within a
Hobbesian perspective9; in fourth place, it emphasizes
the importance of power in international relations,
in fifth place, it sustains that war is an instrument of
politics, that military men are the State’s servants and
that civil control is essential for military professionalism.
As Huntington presents it (1964) military employment
is some kind of special vocation based on the capacity,

militar. Tal como lo plantea Huntington (1964) que

vocación basada en la capacidad, la responsabilidad y la
organización.
En este sentido se asegura que la ética militar es, por
lo tanto, colectivista, inclinada a la historia, orientada
hacia el poder, nacionalista, militarista, pacifista e
instrumentista de su opinión sobre la profesión militar.
El asunto que se presenta es saber si esta ética militar se
corresponde con el ideal político prevaleciente.
Los orígenes de la profesión militar se remontan al
año 1811 en lo concerniente a la creación de escuelas
de formación y al decreto del Libertador que ordena
seguir la doctrina del General P. Thiébault. Después del
año 1830, a pesar del mantenimiento de las escuelas
de formación y de las prácticas militares realizadas
durante la guerra de independencia que cristalizaron
como doctrina, las guerras civiles acaecidas en el
país produjeron un estancamiento en lo que a
profesionalización se refiere de acuerdo con las pautas
hasta aquí señaladas, el esfuerzo de profesionalización
se produjo a inicios del siglo XX con Cipriano Castro y

responsibility and organization.
This way it can be assured that military ethics is
collectivist, inclined towards history, power oriented,
nationalist, pacifist, militarist and instrumentalist
regarding its opinion about military profession. The
thing is, that the need to know if this military ethics
corresponds to the prevailing political ideal is presented.
The origins of military profession in Venezuela
go back to 1811, because of the creation of training
schools and the Liberator’s decree that commands
to follow General P. Thiébault’s doctrine. After 1830,
despite maintaining the training schools and the
military practices made during the independence war
which crystallized as a doctrine, civil wars occurred in
the country and produced stagnation on the issues
concerning to professionalization according to the
patterns pointed out by the moment. The effort
made towards professionalization was produced in
the beginning of the 20th Century with the arrival of
Cipriano Castro, and it was deepened later with Juan
Vicente Gómez.
But, after this promising beginning, another period
of stagnation was produced, which was left behind in
the middle of last century’s third decade. Castro and
Gomez were victorious leaders that once they got the
power, they tried to professionalize armed forces just

Pero después de este inicio prometedor, se produjo
un estancamiento del cual se salió a mediados de la
década de los años treinta del siglo pasado. Castro y
Gómez fueron caudillos victoriosos que se hicieron
con el poder y una vez allí trataron de profesionalizar
la fuerza armada para evitar que alguien lo desplazara
a imagen y semejanza del modelo prusiano-alemán9
y posteriormente politizarla para evitar que desde
el mismo seno de la institución militar surgiera una
corriente conspirativa. Este hecho redujo el nivel de
profesionalización de los militares venezolanos y los
hizo participes de la vida política nacional pasando a
constituir una especie de partido militar gomecista
(Blanco, 2012).
Con el ascenso al poder del General Eleazar López
Contreras se produjo otro esfuerzo de profesionalización
de importancia en el seno de las Fuerzas Armadas
con el apoyo italiano y suramericano. Este proceso se
interrumpió en el año 1939 con el estallido de la guerra
en Europa.
La guerra y el estado indefenso en que se encontraba
el país facilitaron la penetración estadounidense y
generó tensiones entre los jóvenes oficiales y la vieja

to avoid the possibility that somebody could displace
them, just like it happened in the Prussian-German
model,10 and politicizing it after that, to avoid that any
conspiratorial current could emerge from the core of
the military institution. This fact reduced the level of
professionalization of the Venezuelan military men
and made them participate in the national political
life, becoming this way some kind of Gomecist military
party (Blanco, 2012).
With the ascent to power of General Eleazar López
Contreras another important effort towards the Armed
Forces professionalization occurred with Italian and
South American support. This process was interrupted
in 1939 with the explosion of war in Europe.
War and the country’s vulnerable state facilitated
USA influence and generated tension among the young
officers and the old Gomecist guard, which lead into
the so called Revolution of the October 18th 1945.
The common aspect among the old and the young
officers was their wish to participate in politics, but
we must recognize that between 1948 and 1958 the
Armed Forces lived a deep professionalization and
modernization process. This process was produced in
the margin of North American interests that tried to
limit the national military power. The border issues with

guardia gomecista que desembocó en la denominada
revolución de 18 de octubre del año 1945. El aspecto en
común entre los viejos y jóvenes militares fue su deseo
de participar en la política, pero es de reconocer que
entre 1948 y 1958, las Fuerzas Armadas Venezolanas
vivieron un profundo proceso de profesionalización y
modernización. Este proceso se produjo al margen de
los intereses estadounidenses que intentaron limitar
el poder militar nacional. Los problemas limítrofes con
Colombia ayudaron a ello, en especial en el año 1952.
La participación de los militares en la política cesó en
el año 1958 a pesar del fallido intento del porteñazo en
el año 1962 pasando a convertirse la institución militar
en el sostenedor del régimen político dentro de un
contexto de guerra revolucionaria en el marco de lo que
se denominó Guerra Fría. La Fuerza Armada Nacional
viviría otro importante proceso de profesionalización en
la década de los años setenta del siglo pasado motivado
a la persistencia de problemas de definición de límites
principalmente frente a Colombia. El fin de la guerra fría
y la crisis del modelo político instaurado en el país en
el año 1958, produjo el Caracazo en el año 1989 y los
movimientos militares del 04 Febrero y 27 Noviembre
del año 1992.

border definition issues mainly with Colombia. The end
of the Cold War and the crisis of the political model
installed in 1958 produced the “Caracazo” in 1989, and
the military movements on February 4th and November
27th 1992.
To understand this military-political process, the
political-military categories proposed by Perlmutter
aren’t enough, because in a well ordered republic
the distinction between civilians and military men
represents a nonsense; there is no distinction according
to Spinoza’s philosophical postulates in his work
Tractatus Politicus. This is what states the difference
with Huntington’s thought.
In this order of ideas, we will feature next how has
been the military profession between 1999 and 2015
and we’ll give an answer this way to the queries pointed

continuación cómo ha sido la profesión militar entre
1999 y 2015 y dar respuesta así a las interrogantes
indicadas en el introito de este texto, acerca de ¿Qué
son las Fuerzas Armadas? ¿Quiénes son los militares? Y
¿Qué es la carrera militar?
La Constitución Nacional aprobada en el año 1999
establece en su artículo 328, que,
La Fuerza Armada Nacional constituye una
institución esencialmente profesional, sin militancia
política, organizada por el Estado para garantizar la
independencia y soberanía de la Nación y asegurar la
integridad del espacio geográfico, mediante la defensa
militar, la cooperación en el mantenimiento del orden
interno y la participación activa en el desarrollo
nacional, de acuerdo con esta Constitución y la ley.
En el cumplimiento de sus funciones, está al servicio
exclusivo de la Nación y en ningún caso al de persona o
parcialidad política alguna. Sus pilares fundamentales

The National Constitution approved in 1999
establishes in its article 328 that:
The National Armed Forces constitute an
essentially professional institution, with no political
orientation, organized by the State to guarantee the
independence and sovereignty of the Nation and
ensure the integrity of its geographical space, through
military defense, cooperation for the purpose of
maintaining internal order and active participation
in national development, in accordance with this
Constitution and the law. In performing their
functions, they are at the exclusive service of the
Nation, and in no case at the service of any person
or political partisanship. The pillars on which they are
founded are discipline, obedience and subordination.
The National Armed Forces consist of the Army, the
Navy, the Air Force and the National Guard, which
function in an integrated manner within the scope
of their competence to fulfill their mission, with their
own overall Social Security system, as established
under the pertinent organic law.
If we analyze this article we have that a Venezuelan

Fuerza Armada Nacional está integrada por el Ejército,
la Armada, la Aviación y la Guardia Nacional, que
funcionan de manera integral dentro del marco de su
competencia para el cumplimiento de su misión, con
un régimen de seguridad social integral propio.
Si se analiza este artículo se tiene que un militar
profesional venezolano es un Ser que forma parte
de la Fuerza Armada Nacional, para garantizar la
independencia y soberanía de la Nación y asegurar la
integridad del espacio geográfico, mediante la defensa
militar, la cooperación en el mantenimiento del orden
interno y la participación activa en el desarrollo nacional.
Es así que se inicia la doctrina militar venezolana
contemporánea. El objetivo es crear un militar
revolucionario consolidado por las diferentes reformas
en la Ley Orgánica de la Fuerza Armada Nacional
Bolivariana (LOFANB). Con ello se buscó establecer
una estructura idónea para aumentar la eficacia de los
nuevos militares venezolanos.
La forma en que se materializa este Ser-militar es
mediante la carrera militar que la LOFANB define en su
artículo 79 como,

Military professional is any Being who is part of
the National Armed Force, for guaranteeing the
independence and the sovereignty of the nation
and ensuring the geographical space integrity by
the military defense, the cooperation in the internal
order maintaining and the active participation in the
national development. This way the contemporary,

creating a revolutionary military man or woman who is
consolidated by the different reforms of the Bolivarian

República Bolivariana de Venezuela, siendo sus
pilares fundamentales la disciplina, la obediencia y la
subordinación.
Con esta orientación se puede sintetizar afirmando
que interrogantes como ¿Qué son los cuadros
permanentes y qué las reservas? ¿Qué es el estado
militar? ¿Cuáles sus deberes y derechos en el estado
militar? ¿Cómo se define el cargo, la jerarquía y la
antigüedad militar? ¿Quiénes constituyen el personal
superior, el personal subalterno y los alumnos? ¿Cuáles
son sus funciones y formas de agrupamiento? ¿Cuál es
el desarrollo típico de sus carreras? ¿Cómo son dados
de baja y/o reincorporados? ¿Cómo es el servicio
militar? ¿Cuáles son los sistemas de ascenso? ¿Cómo
pasan a situación de retiro? ¿Cómo se conforman
los haberes percibidos por los militares en actividad
o en situación de retiro? ¿Quiénes tienen derecho a
pensiones militares y qué familiares son considerados
sus beneficiarios?; están establecidos de manera general

like: What are the permanent cadres and what are the
reserves? What is the military state? What are their
duties and rights within the military state? How are the
rank, the hierarchy and the military time of service? Who
are the ones that constitute the superior and subaltern
personnel? Who are the students? What are their
functions and forms of grouping? What is the typical
development of their careers? How are they dismissed
or reincorporated? How is military service? What are
the ascension systems? How do they get to retirement
situation? How are the assets perceived by the active or
retired military men conformed? Who have the rights
to military pensions and which family members can
be considered as its beneficiaries? Are answered in a
general way in the LOFANB 2014 and it is there where
the military career pattern is conceptualized, as the one
with which the military men will rule, in conformity
with the required professional profile and according
to the specialties of each General Command, with the
aim of guaranteeing their employment, ascension and
professional development.

E n los actuales momentos el contexto socio-
político de Venezuela exige nuevas concepciones
teóricas y metodológicas, capaces de sintetizar el
espíritu humanístico y cultural del desarrollo de la
profesión militar y expresar el carácter complejo y
exegético del desempeño de los que a primera vista
tienen el compromiso directo con la seguridad, defensa
y desarrollo integral.
En tal sentido, se considera la formación militar,
en su aspecto más general y su singularidad, como el
proceso que reconoce su carácter didáctico desde
la integralidad del desempeño en la práctica socio-
política, lo cual demanda la necesidad de un análisis e
interpretación epistemológica que permita connotar la
pertinencia formativa de la militaridad, categoría que
ha de estar significada a diferencia del militarismo con
una totalidad enmarcada en un contexto ontológico
determinado por el nuevo imaginario nacional (Jiménez,
2008).
Desde esta mirada epistemológica, con un enfoque
integral de lo socio-humanista, el militar ha de tener
una formación republicana, a partir de la orientación
axiológico-cultural, debido a que se toman en cuenta
los saberes previos y la especificidad socio cultural del
contexto donde ejerce su profesión u oficio, siendo
indispensable la naturaleza de una militaridad que ha

and exegetic character of those who at first sight have
the direct compromise with safety, defense and integral
development.
In that sense, military training is considered in its
most general aspect and singularity as the process
that recognizes the didactic character from integrality
and performance in the socio-political practice,
which demands an analysis and an epistemological
interpretation that allows connoting the formative
pertinence of militarity, a category which meaning
must be differentiated from militarism with a totality
framed in an ontological context determined by the
new national imaginary (Jiménez, 2008).
From this epistemological view with an integral
approach from the socio-humanistic, military men
must have a republican formation from the axiological-
cultural orientation, because the previous knowledge
and the specificity of the context where he performs
his profession or functions are taken into account,
being indispensable the nature of a militarity that must
be formed on the progress of the direct contact with
his roots, his historical experiences and professional
practices.
Aguana and Sayegh (2012) already stated that
attending to this aspects pointed out before on the

es innegable la relación entre el carácter de lo moral-
militar con lo ciudadano, cuestión poco abordada
desde la apropiación subjetiva por los individuos
de una sociedad concreta. De ahí la necesidad de
considerar que en la base de la militaridad como valor
para el diseño del modelo de la formación militar
bolivariana se deben considerar los siguientes aspectos
interrelacionados entre sí:
Aspecto cognitivo. Los conocimientos militares que
se formen en el individuo y que sean la expresión de
una concepción del mundo, de la cultura de la época,
así como del contexto moral de la sociedad en que
vive, representan una premisa indispensable, aunque
no suficiente, para la asunción de la construcción de su
escala valorativa militar.
Aspecto afectivo-volitivo. Abarca la esfera
psicológica de los sentimientos, emociones, la

assumed have different connotations about the
dynamic of military formation and adopt different
postures. However, the relation between the character
of the military and moral issues with the civic issues
is undeniable, something very poorly touched from
the subjective appropriation by the individuals of a
concrete society. Thus, the need of considering the
base of the militarity as a value for the design of the
Bolivarian military training model emerges and the
following aspects must be considered:
-Cognitive aspect: the individual’s military
knowledge as an expression of a world conception, of a
cultural time, so as of the moral context of the society
where he/she lives. It represents an indispensable but
not sufficient premise for the assumption of the military
men’s evaluative scale construction.
-Volitional-affective aspect: Encompasses the
psychological sphere of feelings, emotions, intuition,
motives, firmness, tenacity and the most important,
the sphere of will, which is submitted to the control of
individual moral conscience within the military behavior
decision making among society, responding for it at the
same time. Only by considering a fact that progressive
social significance transcends the individual feelings’

asimilarse subjetivamente el contenido objetivo de la
militaridad como un valor moral, cuya aprehensión
e identificación con ésta, sea capaz de movilizar la
voluntad individual en su manifestación conductual.
Aspecto actitudinal. La significación del hecho
socio-militar, que reafirme el progreso moral en una
sociedad dada, tiene una connotación axiológica,
que expresa los modos de vida, el carácter de las
interrelaciones individuo-sociedad, sobre la base de
la conformación socio-histórica de dicho sistema de
valores.
Se desprende de estos criterios el hecho de que la
militaridad en la dinámica del modelo de la formación
militar ha de propiciar la formación del sujeto social,
del militar lo cual le permite captar esos significados
reales a través de la capacidad de los sentidos en su
actividad valorativa militar, que permiten asumirlos o
no, es decir funciona a su vez como filtro en el proceso
de socialización, incidiendo así en la función reguladora

-Attitude aspect: This is referred to the meaning of
the socio-military fact that reaffirms moral progress in
a given society which has an axiological connotation
that expresses the ways of living; the character of the
individual-society interrelations based on the socio-
historical conformation of said values system.
Out of these criteria it can be deduced that militarity
in the dynamic of the military education model must
propitiate the social individual education of military
men which enables to catch those real significances
through the sense’s capacity in the military evaluative
activity that allows to assume them or not, i.e. it works
at the same time as a filter in the socialization process,
influencing this way the regulatory function of behavior
and hence the attitudes towards the surrounding
social context, expressing at the same time some
concordance between what is thought, what is said and
what is done in the individual level, having some kind of
correspondence with society.

A unque la conducta profesional del militar
tiene profundas consecuencias políticas,
tradicionalmente los oficiales no han luchado
fundamentalmente por una ideología política expresa,
no obstante, la profesión está determinada por un
sistema de creencias.
El honor se considera una cualidad que lleva el
cumplimiento de los propios deberes respecto del
prójimo y de uno mismo. Este es considerado como una
virtud de índole moral, y como virtud está relacionada
con la actividad racional y esta se cultiva con el control
de las afecciones y de los affectus, en sentido spinoziano;
todo ello en un contexto determinado por hábitos
y costumbres, entonces el honor militar es aquella
cualidad moral, ligada a la dignidad del individuo, que
impulsa a realizar el más estricto cumplimiento de los
deberes militares ante el prójimo y ante el individuo
mismo, asimismo está orientado a la facultad y
responsabilidad que se atribuye a la profesión militar
entendida como un empleo que contiene el profesar
en el sentido espiritual y las competencias técnicas
inherentes.
El honor militar es a un tiempo, a un medio y a un fin.
El código de honor especifica cómo debe comportarse
un oficial, pero ser honorable es un objetivo que ha de
alcanzarse por derecho propio, cuando el honor militar

beliefs system.
Honor is considered a quality that brings the
accomplishment of the own duties with others and
with oneself. It is considered as a virtue with a moral
nature, and as a virtue it is related to rational activity
and this is cultivated with the control of affections
and of affectus in the Spinozian sense; all of it within a
context determined by the habits and customs. Then,
honor is that moral quality bound to the individual’s
dignity, that impulses him/her to make the strictest
accomplishment of military duties before the fellow
men and before the individual itself, thus it is oriented
to the faculty and responsibility attributed to military
profession, understood as an employment that contains
the professing in the spiritual sense and the inherent
technical competences.
Military honor is present at one time, at one mean
and at one purpose. The honor code specifies how
an officer should behave, but being honorable is an
objective that has to be reached by own right. When
military honor is effective it passes to be a state of nature
under Spinoza’s optic and because of it the professional
soldier is always fighting.
In an age of skepticism such a dogmatic

óptica de Spinoza, por lo tanto el soldado profesional
siempre lucha.
En una época de escepticismo, un pronunciamiento
tan dogmático como el de que los regulares siempre
luchan parece muy anticuado pero la eficacia del honor
militar funciona precisamente gracias a que no depende
de una elaborada justificación moral, es decir, no está
condicionado por el grupo sino por el carácter que
impulsa a un Ser a actuar de una manera determinada.
No cabe duda que el honor militar sirve a diversos
motivos personales y sociales, para algunos es la
racionalización de la inercia, a otros les permite actuar
algo más allá de sus capacidades personales. Sin
embargo, la profesión militar no es distinta de otras
en el sentido de que su actuación es el resultado de los
logros de un reducido grupo de hombres. En algunos
casos los países no han tenido los líderes militares de
los que se merecían, a la vista de su falta de interés y del
descuido de su información militar, fue en gran medida
gracias al honor militar, que se ha podido acometer de
manera efectiva importantes retos relacionados con la
defensa.
Se supone que el honor obliga a toda la profesión
militar. Se supone también que garantiza las
características peculiares del oficial y asegura su

moral justification, i.e. it is not conditioned by the
group, it is conditioned by the character that impulse a

There is no doubt that military honor works for
several personal and social motives. For some people
is the inertia’s rationalization, for others it allows to
act with something beyond their personal capabilities.
However, military profession is not different from
others in the sense where its performance is the result
of a reduced group of people’s achievements. In some
cases countries did not have the military leaders they
deserved, in sight of their lack of interest and neglect of
military information. It was mostly thanks to military
honor that it has been possible to undertake important
challenges related to defense in an effective way.
Honor should oblige everything in the military
profession. It also should guarantee the peculiar officer
features, and ensure his professional commitment.
However, very few military leaders remain blind in
front of the progressive incapacity of honor to solve the
tensions within the profession. They’re concerned about
the young officers remaining in service long enough
to assimilate the code. The enlargement of the social

compromiso profesional. Sin embargo, pocos líderes

militares permanecen ciegos a la progresiva incapacidad
del honor para resolver las tensiones dentro de la
profesión. Les preocupa que los oficiales jóvenes
permanezcan en el servicio en el tiempo suficiente
para asimilar el código. La ampliación de la base de
reclutamiento social que incluye estratos sin tradiciones
republicanas, debilitan la importancia del honor.
El propio concepto del honor militar está sujeto a
intensas presiones al chocar con los valores de la sociedad
contemporánea y cada una de las organizaciones de la
Fuerza Armada Nacional se empeña en escrutadoras
autocríticas en un intento por superar la crisis,
motivado por el tránsito a un modelo emergente de
Fuerza Armada Nacional Bolivariana.
En el esquema moderno los componentes originales
del honor militar: consagración, sacrificio, conducta
caballerosa, lealtad personal, hermandad autónoma y
búsqueda de la gloria siguen en vigor. Sin embargo, su
importancia individual se ha alterado y su sentido se
ha modificado. Los ejércitos varían en cuanto al grado
en que se han alejado de las concepciones tradicionales
del honor aristocrático en la vida militar. Las formas
tradicionales aún se conservan con más operatividad
en las unidades con mística en su especialidad, sobre
todo en el esfuerzo por mantener el concepto que han

In the modern scheme, the original components
of military honor: consecration, sacrifice, chivalrous
behavior, personal loyalty, autonomous brotherhood
and search for glory are still in force. Nonetheless, their
individual importance has been altered and their sense
has been modified. Armies vary, inasmuch as they move
away from the traditional conceptions of aristocratic
honor in military life. The traditional forms are still

Then, the Bolivarian Military Honor must be
conceived as an ethical principle through which the
military Being, the member of the Bolivarian National
Armed Force consecrates to the utter accomplishment
of military duties and sacrifices, and exerts the
Bolivarian values with the sacred fire that feeds his/
her homeland spirit, consolidating at the same time
the Nation’s security from the humanist perspective of
Integral Defense.
The FANB member consecrates to the
accomplishment of military duties, he/she sacrifices
and exerts the Bolivarian values at the same time that
consolidates the Nation’s security.
W ithin the definition of the military career, the
criteria assigning the employment according
to the ranks or hierarchy, and the directions to generate

acuerdo a los grados y jerarquías, las directrices para
generar los patrones de carrera y consecuencialmente
los patrones pedagógicos militares; elaborados de

la organización, así como su desarrollo y desempeño
profesional y demás aspectos que los regirán a lo largo
de su vida militar; con el deber de formar al profesional
militar revolucionario acorde con los nuevos tiempos,
ante los retos y amenazas que enfrenta la Nación.

This text’s intention is translated to the republican
and Bolivarian vision in the Venezuelan context, it is
also oriented towards the professional military man’s
permanent training, towards that military Being that
lives within an approach exposed in the National
Constitution’s Preamble (1999) in which it is highlighted
that the homeland’s supreme purpose is refunding the
Republic to establish a democratic, participatory and
protagonist society in a democratic, and social State
of Justice based on the rule of law that consolidates
freedom values, independence, peace and solidarity,
the common benefit and the rule of law for these
generation and the future. All of this ensures the right
to life, work and culture, to education, to social justice
and equality with no discrimination or subordination.
Likewise, it remains stated that Bolivarian Military

militares, se sacrifica y ejerce los valores bolivarianos
con el fuego sagrado que alimenta su espíritu patrio a
la vez que consolida la Seguridad de la Nación, desde
la perspectiva humanista de la Defensa Integral. Por
tanto, su preparación para el combate será la simbiosis
de sus raíces, contextualizado en la militaridad como
paradigma de la corresponsabilidad, lo cívico-militar.
En consecuencia, el Ser militar que sigue las carrera
de las armas obtiene el honor que ella da, con el
propósito único de alcanzar la tranquilidad de su
alma y la bendición de su pueblo, lo que lo impulsa a
su superación continua como soldado y líder militar,
demostrando su orgullo de ser venezolano en entrega
permanente para la defensa, fortalecimiento de la
soberanía e independencia y velar por la paz y por ende
la Seguridad de la Nación.
Es necesario hacer referencia, que un Ser militar
piensa y actúa para la guerra y otras amenazas que

docente, aportes investigativos y excelente trayectoria
en el área educativa. En el Programa de Estimulo a la
Investigación del Ministerio del Poder Popular para
la Educación Universitaria, Ciencia y Tecnología, está
clasificado en la categoría PEI Investigador B.
Posee publicaciones en revistas arbitradas
nacionales de naturaleza militar y científica; y dadas
las consideraciones de seguridad de la nación tiene dos
publicaciones de carácter reservado reconocidas como

China, Mexico, Ecuador, Cuba and Russia where he
thought of topics such as education, work, technical
education, management, excellence, leadership,
military pedagogical formation, social development,
integral defense and national security, centering
his phenomenological element in the militarity as a
phenomenon emerging from the Bolivarian revolution
investigative paperwork recognized with the President
of the Republic Award 2012. He owns the category of
Titular Professor because of his academic credentials,
teaching experience, investigative support and excellent
trajectory in the educational area. In the Ministry of
Popular Power for University Education, Science and
Technology Research Stimulus Program, he is classified
in the category of “PEI B Investigator.”
He owns publications in national refereed journals
of scientific and military nature; and given the nation’s
security considerations he has two publications of
reserved character recognized with a high institutional
value and with the signature of the General Staff Chief
of the Bolivarian Army. He has exerted educational
