1.1 Eaton overview

distribution and control; hydraulics components, systems and services for industrial and mobile
equipment; aerospace fuel, hydraulics and pneumatic systems for commercial and military use;

1.2 Eaton Experience in Design and Manufacture of High-Quality Static UPS


System

Reliable electric power is critical in the commercial sector, but nowhere is it more important than
in the delivery of public services. Today’s growing government IT operations support critical
applications involving healthcare, education, public safety, defense, and much more.

Eaton's comprehensive ranges of UPS solutions have been protecting mission-critical operations
since the days when a mainframe needed its own room. Built upon 40 years of power
management experience, performance and continuous innovation, the Eaton 9390 provides the
best combination of power performance, battery management, scalable architecture, flexibility,
power density, and warranty and service.

The 9390 and 9395 is designed to meet the current and future power protection requirements of
data centers, manufacturing operations, medical facilities and other large-system applications.
That’s why Eaton has conducted extensive customer research to help create a UPS that would
set the pace for three-phase power protection. The result is a UPS that combines technical
innovation with a rich feature set to provide a best-in-class power protection solution.

1.3 Eaton Business Commitment

1.4 UPS System Write-up


Main failures and disturbances are likely to occur due to the complexity of the distribution system.
In most cases this is unacceptable for today’s continuous business environment. As proven by
many surveys, the most desire function of a UPS is to supply conditioned, reliable electricity to be
critical load. In the case of a single unit, reliability can be increased by modular design, where
redundant internal modules can take over each other’s tasks if one of the modules should fail. To
further increase reliability, a true parallel configuration can be employed, where two or more units
share the load. A failed unit is isolated while the remaining ones continue to support the critical
load.
The paralleled system usually has communication equipment to control load sharing and
synchronization to bypass, while also signaling system status or unit malfunction etc. This rather
complication additional device, together with the wiring, introduces a risk of single component
failure. However Eaton has taken another step forward in applying redundancy, whereby
overcoming the above problem. By means of the exclusive Hot Sync Technology, it is able to
support load sharing, so the system becomes tolerant to any failure in communication. Now, no
part of the system is capable of causing a power interruption upon a failure. From an economical
viewpoint the achieved “nearly perfect” reliability performance returns clear saving in the long run,
as every incident of down-time is costly with unpredictable consequences.

1.4.1 High Efficiency and low THD(i)

Eaton 9390 is a double conversion UPS that resolves all utility power problems and supplies
clean, continuous, uninterruptible power to all critical equipment. With the smallest footprint of any
UPS in its class, PW9390 features active input power factor control (PFC) with IGBT rectifier
technology which enables low <5% THD(i) and a near unity input power factor without
compromising overall efficiency.
Eaton 9390 operates at a high efficiency of up to 94%, which reduces utility costs and extends
battery run times. Higher system efficiency produces cooler operating conditions, thus reducing
facility air conditioning costs and extending the life of UPS components. This leads to increased
reliability, availability, and performance.

1.4.2 Eaton Hot Sync technology boosts system reliability

In systems with multiple uninterruptible power modules (UPMs), the 9390 leverages the
synchronization, load sharing and selective trip capabilities of Eaton’s patented Eaton Hot Sync
technology. These capabilities are integral to the ultimate systems availability that is the primary
requirement for any parallel UPS configuration. The Hot Sync system functions automatically
without any dependence on centralized, external control. Eaton Hot Sync utilizes a peer to peer
control architecture, as opposed to the ubiquitous master/slave controls found in competitive
systems. This unique architecture eliminates the need for a single UPM/UPS to depend on any
outside source for its control. The multiple UPMs/UPSs simply monitor their own internal
metering, and use simple mathematical computations to remain synchronized, share the load
equally, and detect and isolate malfunctions. This architecture does not require extra circuitry or
added complex wiring in order to function in parallel. Therefore, it eliminates huge bundles of
control wiring, hundreds of electrical connections, removes the need for a failure-prone central

control thus eliminating complexity and enhancing reliability. Ultimate reliability in the
implementation of parallel AC power systems guarantees system autonomy and simple
instrumentation.
With Eaton Hot Sync Technology, the UPS System Technology availability has been improved
from a 5 nine’s reliability to a 6 nine’s reliability.

1.4.3 Advanced Battery Management

The lead-acid batteries typically used in a UPS are considered viable as long as they can
maintain backup times of at least half that of new batteries. Virtually all other UPSs on the market
today have batteries that are constantly trickle charged. Those batteries reach the end of their
useful life in less than half the time of batteries that are charged using Eaton 9390 uses unique
Advanced Battery Management (ABM™) function ABM. ABM uses a three-stage charging
technique that not only doubles battery service life, but also optimizes battery recharge time and
provides up to a 60-day advanced notification of the end of useful battery life. While traditional
UPS’s charge their batteries continuously, ABM principle only charges the batteries when
necessary, thus preventing battery corrosion. This exceptional ABM function significantly extends
battery service life.

1.6 Eaton Scope of Work

Eaton scope of work in this tender is for the manufacture, supply, delivery, of the following:

(a) All UPS individual systems for the various sites (hereinafter referred to as the UPS
Subsystem) namely XXX at Biggin Hill, YYY, ZZZ (PTBs), AAA and YYY Road;

(b) A centralized Remote Status Monitoring (RSM) Subsystem (both Hardware and Software)
which shall be available from Commercially Off-the-shelves (COTS);

(c) Interfaces with HHH External Fault Management System (EFMS), JJJ GPS-Based Master
Clock System and DDD Telecommunication network infrastructure. The combination of the above
three items shall be known as the SYSTEM.
