ABSTRACT

Licensure is mark of a professional. It is a standard that is recognized by the

government and by the public to introduce standards of excellence, rules of

behavior, guidelines of recruitment and measures of protection of its members. In

order to pass the examination there are certain factors that will affect the possibility

and chances of passing it maybe through the study habits, the review center that

you enrolled in or the school you graduated from. The specific purpose of this study

are; to know how relevant is the review done in the review center and the review

done by one’s self to their performance in the licensure examination, to determine

if the attained knowledge from the university is enough to prepare for the

examination, to know if the availability of a variety of study materials is also a factor

that improves their performance and to provide ideas for the next board examinees

that will help them to pass the licensure examination.

The researchers used survey questionnaires to gather all the data needed in

this research study from the board passers. The survey was sent through an

application called messenger to the 86 respondents. Out of 86, 64 replied and

according to them the factor that contributes the most to their passing is the review

done in a review center with a percentage of 54.7.

CHAPTER I

THE PROBLEM AND ITS BACKGROUND

Introduction

A profession is something a little more than a job; it is a career for

someone that wants to be part of society, who becomes competent in

their chosen sector through training; maintains their skills through continuing

professional development (CPD); and commits to behaving ethically, to protect

the interests of the public. Most professions require a licensure examination to

identify the persons who possess the minimum knowledge and experience

necessary to perform tasks on the job safely and competently. One of these

professions is the Civil engineering; it is a respected profession which is

charged foremost with maintaining public safety. Like those in the law and

medical professions, civil engineers in positions of responsibility are required

to be professionally licensed. Professional licensure is regulated at the state

level, and licensure requirements may vary from state to state. To become

professionally licensed, all states require a minimum level of education,

typically a B.S. degree in civil engineering from an ABET accredited school,

several years of professional experience working with licensed professional

engineers, and satisfactory completion of a standard 8-hour exam. The

examination comprises of three parts; Mathematics, Surveying, and

Transportation Engineering, Hydraulics and Geotechnical Engineering

and Structural Engineering and Construction.

Every examination should be given enough time to review and to prepare

and in order to do these different aspects and factors must consider. After

graduation it is the time to decide on how to review for the licensure examination.

It could be studying on your own, enrolling in a review center or by relying in

engineering education that you got from your university. These factors mainly

contribute to their success in getting that professional license.

Statement of the Problem

The study entitled “AN ASSESSMENT ON THE ATTRIBUTION OF THE

PERFORMANCE OF BATANGAS STATE UNIVERSITY NOVEMBER 2018

CIVIL ENGINEERING BOARD PASSERS” aims to determine whether it is

necessary for examinees to enroll in review centers in preparation for the

licensure examination or just rely on themselves and what they have learned

from the University. The researchers’ specific purpose is to find answers to the

following questions:

1. How relevant is the review done in the center and the review done by

one’s self to their performance in the recent examination?

2. Is the knowledge attained from the University enough to prepare for the

licensure examination?

3. Is the availability of a variety of study materials also a factor that improves

their performance?

Hypothesis

It is necessary for one to enroll in review centers and at the same time,

rely to one’s self and recall what they learned from the University. The knowledge

attained from one’s stay at the University is inadequate for additional learnings

from review centers and a lot of practice done by one’s self are pertinent with

regards to their performance on the licensure examination. On the other hand,

the availability of study materials (problem sets, review books, etc.) is also factor

that enhances their performance on the said examination.

Significance of the Study

This research is notable for it can help future takers to decide on whether

to prepare for the examination by enrolling in a review center as an addition to

their own knowledge and effort. It can also provide information that will help in

achieving higher passing rate on future licensure examinations.

To sum everything up, this research study will benefit the following:

The Civil Engineering Department, for they may acquire information that

will help them attain higher passing rates on future Licensure Examinations.

The Civil Engineering students, for they may be getting help on deciding

whether to take review classes as preparation for the Licensure Examinations.

The future researchers, for they can use this as a guide and as a basis for

a related study in the future.

Scope and Limitations

This study is conducted to assess the attribution of enrolling in review

centers and the knowledge acquired from the University, aside from their own

effort, to the performance of the newly registered Civil Engineers of Batangas

State University from the recent licensure examination dated November 2018.

The researchers mainly focused on the passers take on the issue by creating a

survey with series of questions pertaining to their preparation relevant to the

topic. The survey allotted for the November 2018 Civil Engineering Licensure

Examination passers, with the respondents reaching the majority (50% + 1).

Definition of Terms

ABET (Accreditation Board for Engineering and Technology)- a nonprofit,

non-governmental organization that accredits college and university programs in

applied and natural science, computing, engineering and engineering technology

Civil Engineering - a broad field of engineering that deals with the planning,

construction, and maintenance of fixed structures, or public works, as they are

related to earth, water, or civilization and their processes

CPD (Continuing Professional Development)- the process of tracking and

documenting the skills, knowledge and experience that you gain both formally

and informally as you work, beyond any initial training. It's a record of what you

experience, learn and then apply.

Profession – any type of work that needs special training or a particular skill,

often one that is respected because it involves a high level of education

Review Center – EO 566 shows that it refers to one which offers a program or

course of study that is intended to refresh and enhance the knowledge or

competencies and skills of reviewees obtained in the formal school setting in

preparation for the licensure examinations given by the PRC.

Attribution - Attribution is an explanation for the cause of a person's behaviour.

Psychologists use the concept of attribution to explain how people make sense of

their own behaviour and that of others.

Assessment – it refers to the wide variety of methods or tools that educators use

to evaluate, measure and document academic readiness, learning progress, skill

acquisition, or educational needs of students

CHAPTER II

REVIEW OF RELATED LITERATURE

This chapter presents the related literature and studies, synthesis and the

conceptual framework. The researchers gathered information from different

sources which helped to explain the problems presented in this study. The

literatures of this study come from journals, articles, electronic materials such as

PDF or E-Book, and other existing theses and dissertations, foreign and local

that is believed to be useful in the advancement of awareness concerning the

study.

Conceptual Literature

In this section, it includes the factors cited by the researchers which are

designed to know the aspect on the attribution of the performance of the civil

engineering examinees in the board exam.

School

From a definition school is an institution designed to provide learning

spaces and learning environments for the teaching of students under the

direction of teachers. Most countries have systems of formal education, which is

commonly compulsory. In these systems, students progress through a series of

schools. The names for these schools vary by country but generally

include primary school for young children and secondary school for teenagers

who have completed primary education. An institution where higher education is

taught is commonly called a university college or university but these higher

education institutions are usually not compulsory.

Regarding the effect of school environments on student success

(Garris,2017) it states that when a student, especially an adolescent,

attends a school in which his teachers and peers are friendly and helpful

found that he will tend to succeed not only academically but also

psychologically and socially. Improving a school's resources can also

help, but it doesn't always guarantee student success, since parental

involvement - a stronger determining factor of a child's success -- may

actually decline.

According to Canang, the school facility is much more than a passive container

of the educational process: it is, rather, an integral component of the conditions

of learning. The layout and design of a facility contributes to the place experience

of students, educators, and community members. An effective school facility is

responsive to the changing programs of educational delivery, and at a minimum

should provide a physical environment that is comfortable, safe, secure,

accessible, well illuminated, well ventilated, and aesthetically pleasing.

Review Center

Under Executive Order No. 566 Section 1 of the definition of terms a review

center refers to a center operated and owned by a duly authorized entity

pursuant to these Rules intending to offer to the public and/or to specialized

groups whether for a fee or for free a program or course of study that is intended

to refresh and enhance the knowledge or competencies and skills of reviewees

obtained in the formal school setting in preparation for the licensure examinations

given by the Professional Regulations Commission (PRC). The term review

center as understood in these rules shall also embrace the operation or conduct

of review classes or courses provided by individuals whether for a fee or not in

preparation for the licensure examinations given by the Professional Regulations

Commission.

Regarding the experience of one of the licensure examination passer,

Matt (2018) he shared his tips in passing the exam. He shared that he

attended a review center course because his insight is this, “ At school,

most of the time our professor would teach us about solving problems based on

what the book says, but in the review class you would learn almost every

technique to reduce time in solving particular problem. They would also derive

every formula in the book so you can better understand where are all those

formulas are coming from. Also, the instructors in the review center would give

you tips about the trend of questions during the actual exam.”

Yourself

According to the Baumeister (1999) provides a self-concept definition "The

individual's belief about himself or herself, including the person's attributes and

who and what the self is". One of the major factors that will help in doing

anything positively is by doing it with willingness. Taking the licensure

examination is difficult but with self- discipline and determination one can achieve

it.

It is said that student factors such as aptitude, motivation, and study habits

obviously affect student success. Regarding to this, Meece et al. (1982) found a

relationship between student motivation and academic self-concept (a student’s

personal opinion toward her or his academic skills).

Numerous affective predictors of student performance are also documented in

the literature. McGill et al. (1997) report that students’ level of confidence in their

ability to pass the course, and perception of the importance of the need to seek

tutorial assistance, predict student success. A general variable that predicts

success is affective, and relates mostly to students’ academic self-esteem.

Measures of academic self-esteem are less not as widely available as measures

of mathematical skills, but numerous instruments are available for measuring this

variable.

Related Studies

The following data below were gathered from different related studies made by

other researchers that provide guidance in the conduction of the researcher

study.

In the study of Tan (2016) entitled, “Impact of Review on the Performance of

Graduates in the Licensure Examination for Teachers, 2012-2014” this study

aims to determine the impact of review on the performance of graduates in the

Licensure Examination for Teachers in 2012 to 2014. According to the study their

LET performance as compared with the national passing rate showed a positive

difference which means that the graduates performed better upon conducting of

reviews. It is concluded that the LET review conducted by the CTE of LSPU Los

Banos Campus has a great impact on the passing performance of those who

attended the review. As a result of this it is therefore suggested to continue

conducting the LET review as an intervention program of the College in order to

improve the graduates’ performance. There is also a need to unify the different

review materials of Lecturers in conjunction with the Table of Specifications as

stipulated in the respective areas of disciplines and clusters.

The study conducted by Ramirez, et.al. (2007) about the comparative analysis of

civil engineering curriculum and passing rate of the graduates and examination of

selected colleges and universities in Region IV-A revealed that the number of

units and hours in the civil engineering curriculum have no relation with the rate

of passing in the civil engineering board examination.

From the research study of Espiritu et.al (2012) even though there is still time for

the examinees to review, the five year stay in university is also accounted for.

This is another factor that is considered regarding one’s performance in the

licensure examination. Some engineering graduates rely only on the review

process not realizing the five years of studying constitutes the totality of their

performance in the examination. These factor only prove that the performance

affected by different factors.

Regarding the study of Corpuz (2001) the school must have a conducive set up

to promote effective learning because the school setting has a great impact on

the way how students learn. In relation to this to equip the students and make

competent graduates a well services of school facilities must offered.

A good preparation for exam on the part of the examinees is highly needed. It

can give examinees a sense of control and mastery, and it will prevent test

anxiety from overwhelming them. But the preparations must be well established

from the very start or from the first year of up to the final year before the

examination; it should not be a neck of time. In connection to the study, part of

fatal effect in taking the licensure examination is the lack of intensive

preparations before taking the test itself that may cause failure. (Ford)

The findings of Coleman (1966) suggesting that ―schools made no difference‖,

stimulated the researcher to examine school factors on their usefulness

predicting student achievement over the last 30 years. In the 1980s,

methodological advances helped to accurately assess the importance of school

factors in predicting student achievement. Furthermore, Raudenbush & Wilms

(1995) point that some researchers considered associations between school

factors and achievement as being strictly correlational, not causal.

The different concepts and studies stated above guided the researcher in

providing the knowledge and background of the subject under study. It was

useful in the definition of terms, research design and the development of the

instrument.

Related Literature

As cited in PRC website, one of the most important things that an examinee

should do before the profession is to take the most valuable examination.

Foreign Engr. Amy Aguire (October 2018) stated that board exam is the ultimate

culmination of engineering learning, measuring if you hold enough knowledge to

be able to work in the field as an engineering professional. Rarely engineering

graduates brave the board exam through self-study so she enrolled in a review

center that will propel to engineering license. She also stated that self-study can't

teach trends and tricks in the board exam, so that is really an investment.

According to Espiritu, et.al. (2012) the Philippines through professional regulation

commission requires every graduate of civil engineering course to pass the

licensure examination given by the Board of Civil Engineering. Securing License

passes through a rigid criteria and critical preparation.

According to a blogger all review is still self-review. Review centers help a lot, but

it will be useless if you don't have your own effort. Review centers offer a lot of

advantages, though: they have resources, study materials, questionnaires, and

lecturers. Since you paid, you will be forced to attend. The discipline of attending

review classes and answering mock exams is helpful for those who are lazy.

Listening to different methods of teaching and different explanations can help to

retain and remember information. The review center doesn't start after you

graduate, but in the college classroom.

In contrast to this, often, lack of cash or a full-time job is the reason why some

don't enroll in a Review Center. But take heart, a lot of people passed and even

entered the top 10 even while self-reviewing. If you study by yourself, you need a

consistent schedule and discipline to study. You also need to be resourceful - get

all copies of reviewers from those who have already passed, photocopy the

reviewers of your batch mates in review centers, and avail of the free resources

available in your school or local library.

Ronquillo (2017) stated that still many graduates choose to enroll in a review

center because of the thinking that they will easily familiarize themselves with the

tests they will be taking. Such centers teach students the format of the test and

various techniques on how to cope with it. They are furnished with relevant

materials and given exercises and mock tests. A lot of them admit that this will

improve their chances on passing any exam.

A 2008 LET passer and 2nd-placer shares her tips for doing well in Licensure

Exam for Teachers Bojocan (2016) she said, “I decided to borrow reviewers and

readings from the university libraries due to review sessions and review materials

were quite pricey. I made cue cards containing the concepts that I thought were

of value. I allotted more time in preparing for Professional Education because

that area was my waterloo. On the other hand, I was more confident with the

General Education lessons. Every night, I would study 5 concepts to help me

concentrate and focus. My teaching load actually aided my review because the

subject that I taught helped me revisit the concepts in my area of specialization.”

In her statement she just proved that reviewing in any preference is can be as

long as you are focus and determined.

Synthesis

The series of studies and literatures written by foreign and local authors in this

chapter discusses the concepts and narrative details of relevant and related

information to the study. The literatures provide significant information that will

help the researchers in conducting the study.

The study of Ferrer (2016) regarding the Performance in the Engineer Licensure

Examinations: Philippines, 2011-2015 is somewhat similar to the present study

as it also determines the performance of civil engineering in the licensure

examinations.

An article of Dela Cruz et.al (2013) about the performance and expectations in

DLSU board exams is related to the study as it also tackled about the factors

affecting the board exams and how the preparations before taking the exam.

The present topic and the study of Laguador et.al (2013) entitled “Academic

Achievement in the Learning Domains and Performance in Licensure

Examination for Engineers among LPU’s Mechanical and Electronics

Engineering Graduates is connected to this research as it is also intended to

know the factors in the licensure examination like the school participation,

diligence in studies and behavior which are aspects of students considered

important variable being investigated in the study.

The study of Racadio et.al (2014) about the Intellective and Non-intellective

Determinants of the Performance of the BSCE Graduates in the Licensure

Examination is relevant to the study as it main focus is the civil engineering

graduates and their performance in the board exam.

These literatures help the researchers to know more about the different studies

related to the topic that will contribute in the further understanding and

conclusions regarding the study.

Conceptual Framework

The objective of the study is to assess the attribution of the November 2018 Civil

Engineering Board Examinee for passing the licensure exam. Figure I show the

process that contains the interpretation and analysis of the results gathered by

the researcher through questionnaire. First box presents the input of the study,

wherein the factors attributing their performance in passing the examination can

be due to the learning from the review center, in school or by themselves. The

second box presents the method used in the analysis of the interpretation of the

data. The third box presents the output of the study, in assessing the attribution

on the performance of the November 2018 Civil Engineering passers of

Batangas State University.

CHAPTER III

RESEARCH METHODOLOGY

This chapter presents a discussion of the research design, subject of the

study, sources of information, data gathering instruments, data gathering

procedures as well as the statistical treatment of the data employed.

Research Design

This study uses a descriptive method to assess the attribution of review

centers and the University to the recent board passers’ performances. According

to Burns and Grove (2003), descriptive research “is designed to provide a picture

of a situation as it naturally happens”. Manuel and Medel (1976) define

descriptive research. This method's purpose is to describe the nature of a

situation as it exists at the time of study and utilizes documentary analysis and

interpretation. The descriptive method also gathers, analyzes and tabulates data.

Sources of Information

There are two kinds of data: the primary and the secondary. For the

purpose of this study, primary data are collected. These data having its merits

and demerits have served its purpose for the research study.

A primary data source is an original data source. Moreover, it is which the

data are collected firsthand by the researcher for a specific study or purpose.

This is Curie’s (2005) definition of primary data. The data collected for this

research are all primary data.

For the purpose of this study, a survey is conducted with the newly (86)

registered Civil Engineers. Survey questions are prepared beforehand to ensure

regularity of information about the passers’ performances with regards to their

preparation for the licensure examination.

Instrumentation

• Surveys

A survey questionnaire, created through Google Forms, is disseminated to

the respondents through an instant messaging application, Messenger and is

announced through social media applications, Facebook and Twitter.

Data Gathering Procedure

This study adopts a survey as an instrument for the collection of data in a

descriptive approach. The mode of data collected helps gather enough

information that helped establish the conclusions for this research. The method in

the form of a chat interview is used in getting the information that is relevant to

the problem being studied. Using instant messaging (IM) applications, the

interviewer and interviewee exchange text messages.

Statistical Treatment of Data

Data are tallied, tabulated, graphed, analyzed, and statistically treated to facilitate

the analysis in order to arrive at certain conclusion. For more accurate results,

the following statistical tools/methods are used to treat the researcher’s gathered

data:

Percentage. A percentage is a measure of a portion in relation to a whole,

often expressed in relation to how many of something there are per 100. It is

widely used for easier interpretation of data.

Statistical Mean. The statistical mean refers to the average that is used

to derive the central tendency of the data in question which is determined by

adding all the data points and dividing the total by the number of points.

Standard Deviation. The standard deviation is a measure that is used to

quantify the amount of variation or dispersion of a set of data values. A low

standard deviation indicates that the data points tend to be close to the mean

(also called, the expected value) of the set, while, a high standard deviation

indicates that the data points are spread out over a wider range of values.

Z-Test. Is a statistical test used to determine whether two population

means are different when the variances are known and the sample size is large.

The test statistic is assumed to have a normal distribution, and nuisance

parameters such as standard deviation should be known in order for an accurate

z-test to be performed.

CHAPTER IV

PRESENTATION, ANALYSIS AND INTERPRETATION OF DATA

This chapter deals with the presentation, analysis and interpretation of

data collected by the researchers. The data are presented in graphs and tables

for better comprehension. The data were analyzed and interpreted using the

following statistical tools: percentage, statistical mean, and standard deviation.

Researchers also used Z-Test: Two Samples for Mean to show that there are

difference between the two groups and its mean.

The data gathered shows that preparation for the Licensure examination

come in two ways: studying alone and going to review centers. The proponents

set the hypothesized mean difference to 0 as standard measurement of the data

and alpha of 0.05. This helps the proponents to gather the necessary data such

as variance, z-value and critical points.

The Civil Engineering Licensure Examination should be given enough time

to review and to prepare and in order to do these, different aspects and factors

must be considered. According to the survey results that has 64 respondents out

of 86, 2 passers did not enroll in any review centers for they are subjected to

work and university problems, while the majority of the rest were enrolled in

either Review Innovations or Padilla Engineering Review. Only sixty five and six

tenths percent (65.6%) of the respondents took 4 – 6 months to prepare for the

licensure examination. Fifty four and seven tenths percent (54.7%) of them found

the examination difficult when scaled 1 to 5.

To test the first part of the hypothesis, the researchers compared two sets

of data.

These data went under z-test: two sample for means where it showed

that there’s a difference between these two conditions and the said difference

is in favour to the conditions under “Alone”.

To test the second part of the hypothesis, the following graph is

presented.

On the scale of 1-4, the respondents were asked how much did

the knowledge they attained while being at the University contribute to

their performance at the examination, level 3 holds the most answers

at 62.5%, while level 1 holds the least with 5.

On this bar graph, it shows that the review books are the most

effective thing to use to prepare for the licensure examination,

according to 93.8% of the respondents.

The respondents are, then, asked to choose between the review centers,

the University or themselves for their opinion on what factor is suited for their

best performance.

This graph shows that 54.7% of the respondents relied on the review

center as the factor that contributes the most to their success at the recent

board examination.

SUMMARY, FINDINGS, CONCLUSIONS, AND RECOMMENDATIONS

This chapter presents the summary, findings, conclusions, and

recommendations of the researchers regarding the “Assessment of the

November 2018 Registered Civil Engineers of Batangas State University with

the Attribution of the Review Centers and the University to their Passing”.

Summary

The purpose of this study is to determine whether it is necessary for

examinees to enroll in review centers in preparation for the licensure examination

or just rely on themselves and what they have learned from the University. The

researchers’ specific purpose is to find answers to the following questions:

1. How relevant is the review done in the center and the review done by

one’s self to their performance in the recent examination?

2. Is the knowledge attained from the University enough to prepare for

the licensure examination?

3. Is the availability of a variety of study materials also a factor that

improves their performance?

This study uses a descriptive method to assess the attribution of review centers

and the University to the recent board passers’ performances. A survey is

conducted with the newly (86) registered Civil Engineers. Survey questions are

prepared beforehand to ensure regularity of information about the passers’

performances with regards to their preparation for the licensure examination. A

survey questionnaire, created through Google Forms, is disseminated to the

respondents through an instant messaging application, Messenger and is

announced through social media applications, Facebook and Twitter.

b. 4 – 8 hours = 57.8%

c. 8 – 12 hours = 6.3 %

d. 12 – 16 hours = 4.7%

a. 0 – 2 hours = 3.1%

b. 2 – 4 hours = 12.5%

c. 4 – 6 hours = 75%

d. 6 – 8 hours = 9.4%

Conclusions

Based on the findings of the study, the following conclusions were

drawn:

1. The review done in the center and the review done by one’s

self are both relevant to their performance in the recent

examination wherein they are more productive when alone,

yet the majority of the respondents still believes that enrolling

in a review center brings out the best in them, as per survey

results, therefore, proving the first hypothesis wrong.

2. According to the outcome of the survey, the knowledge

attained from the university is just enough for the majority of

respondents as preparation for the licensure examination,

thus, making the second hypothesis null.

3. The availability of a variety of study materials is also

considered a factor that improves their performance since

more than half of the respondents used at least 2 kinds of

study material, hence, proving the third hypothesis correct.

Recommendations

The researchers would like to recommend the following:

1. Only 2 respondents did not enroll in the review center. Hence,

a larger population for further researches is suggested that will

produce a larger variation of answers.

2. Use of other statistical treatment for this kind of research.
