1. GENERAL

Scope
This specification covers the requirements for the detail design specification for civil ,
structural engineering for “Jasa Pembangunan Tanki LPG, Piping dan Instrument Di Depot
Dumai Kap. 2 x 3000 MT – Dumai” for PT. PERTAMINA (PERSERO).

MAJOR CIVIL MATERIAL

Cement
Cement : ASTM C150 cement Type I.

Aggregate : Aggregate shall be conformed to ASTM C33. Nominal maximum size


of aggregate shall be 20 mm for general use and 10 mm for fire
proofing.

Concrete Strength

Concrete design shall be strength desgin method using the appropriate load factors and load
combination of ACI 318.

Flooring Material
Grating : ASTM A569, (25 mm x 5 mm) thk bearing bars at 30mm pitches, serrated
top, with 6 mm x 6 mm twisted cross bars at 100mm pitches, hot-dip
galvanized to ASTM A123.

Checkered : ASTM A283 Gr. C, 4.5 mm thk, painted.

Grating Clips : Manufacture’s standard saddle type clip or welded bolt type clip where

saddle type clip does not fit

Flooring Classification
Generally grating shall be used for walkway and maintenance platform

Welding Electrode
Welding electrodes shall comply with AWS D1.1 Section 3.3 including Table 3.1, and
have minimum 400 MPa yield strength and 480 MPa tensile strength, or equivalent.

Anchor Bolt
ASTM A307 Gr. B or equivalent of Carbon Steel Bolts to be used for general service,
ASTM A193, Gr.B7 or equivalent of High strength alloy steel bolts to be used for vibration
machinery.

Painting System
Hot-dip galvanizing to ASTM A123M shall apply to structural steel, grating and checkered
plates.

Hot-dip galvanizing to ASTM A153M class C shall apply to high strength and mild steel
bolts, nuts and washers.

Painting shall apply to embedded plates in concrete.

Expansion Joint for Concrete Paving


Joint filler : ASTM D994 or ASTM D1751
Joint sealant : ASTM D2628

Grouting
Non-shrink Grout
35 MPa of compressive strength at 28 days

Minimum Thickness

Minimum Thickness of grout shall be 25mm.

Vapor Barrier (Polyethylene Sheet) for Concrete Paving


The minimum thickness of the material shall be 0.15 mm.

Water Stop
PVC Water-stop shall be used. (minimum width 150 mm unless noted otherwise).

PC Piles
PC spun Pile to be used for on land piles. PC Piles shall be 300 and 500 diameter and
conform to JIS A 5335 or equivalent.

Steel Sheet Piles


Steel sheet piles to be used for soil retainer system. Properties of steel sheet piles shall
conform to JIS G3444 or JIS A5525 or equivalent.

Underground Pipe for Sewer and Drainage


Reinforced concrete pipe : ASTM C76/C76M, Rubber gasket, ASTM C443,

JIS A5302, JIS A5303 or equivalent

Carbon Steel Pipe : ASTM A53 Gr. B, API 5L Gr. B, JIS G3454 or equivalent.

PVC Pipe : ASTM D2665 or equivalent.

Dead Load

Dead Load Equipment (Dq)


Dead Loads are the weight of equipment and all materials permanently fastened thereto or
supported thereby, including piping attached to equipment, fire proofing, electrical conduit
and insulation.

Dead Load of Structure Proper (Dp)


Dead loads are shall be the weight of all the structural materials, including fireproofing,
that form a permanent part of the completed structure and foundation. Unit weights of the
major construction materials shall be in accordance with SNI-03-1727-1989, Table 1 and
those listed below:

Operating Load (E)


Operating loads are the weight of any liquid or solids present within the vessels, equipment
or piping during normal operation.

Live Load (L)


Live loads are all the moving loads including personnel’s, tools, miscellaneous equipment,
movable partitions, cranes, hoist, part of dismantle equipment and temporarily stored

Note :
(1) Special load during maintenance, if any, shall be separately considered, that is,
the weight of small pipes and valves are included in this figure.

Bundle Pulling Force (Lb)


The bundle pulling force shall be equal to 100% of bundle weight at the center of the tube
bundle. The shear force due to bundle pulling shall be assumed to be transmitted through
the fixed shell support. The bundle pulling event shall not be considered simultaneously
on a single structure or a single foundation.

Thermal Force (Th)

Friction Forces (Tf) due to Pipes


(1) In the design of pipe racks, and pipe supports, a horizontal friction force due to the
thermal expansion or contraction of flare lines and steam lines, etc. shall be applied
at the support bearing surfaces.
This force shall be assumed to act in either direction parallel to or perpendicular to
the piping run and shall be as follows :
T = Pipe gravity load x Friction coefficient
Pipe gravity load is to be determined as follows:
(a) For beams supporting more than 4 pipes
10% of vertical load from all unfixed pipes for local beam check only and 5%

for whole structure check.


(b) For beams supporting less than or equal to 4 pipes
Friction factor of 0.3 for steel to steel shall be used and be applied to 2 heaviest
pipe loads.
(2) Friction coefficient shall be as follows.
(a) Steel to steel = 0.30
(b) Steel to Teflon = 0.10
(c) Teflon to Teflon = 0.08
(d) Steel to concrete = 0.40
Anchor Force (Ta) due to Pipes
(1) For pipe racks and pipe supports, pipe anchor force (Ta) shall be calculated base on
the thermal stress analysis of the piping system and the deflection of the supports
shall be considered if it can not be neglected.
(2) Location and the force shall be determined by Piping Engineer.
Thermal Sliding Force (Ts)
The sliding supports supporting heat exchangers or horizontal vessels for high-temperature
service shall be designed to be safe under the friction force due to thermal deformation of
equipment.

This force shall be deemed as a permanent load when the temperature corresponds to the
normal operating condition.

Test Load (F)


Foundations and Structures which supporting piping and/or equipment which subject to be
hydrostatic test at site shall be designed to stand for the dead load plus full hydro-test load

Piping load on sleepers or on pipe racks, subjected to the hydrostatic tests shall be
considered in the design assuming that the hydrostatic test will be conducted separately
for each piece of pipe.

Impact Load (I)


Design loading for members subject to the impact shall be increased as follows :

Seismic Design Requirements for Building Structures

2.12.3.1 Direction of Loading

Horizontal Deflection
Total horizontal displacement of portal frames shall not exceed 1/200 of the height for
equipment supporting structures, 1/150 for other structures except for flare stack.

Expansion Joint
The thermal stressed due to temperature change in structural members caused by climatic
changes shall be diminished by utilizing expansion joints at an appropriate interval. The
interval shall not be more than 60 m for steel pipe rack. When the interval exceed 60 m,
thermal stress due to temperature change in longitudinal direction shall be considered.

Type of Construction
(1) The structures supporting equipment or piping etc. shall be of a braced type in one
direction and of a rigid-frame type in the direction.

(2) In case where braces do not constitute obstacles to the handling, operation and
maintenance of apparatuses, structures shall be of a braced type in both direction.

(3) In the rigid-frame construction direction of structures, knee-braces may be


installed if they do not form obstacles to piping.

ROAD AND PAVING

Concrete Paving

Concrete paving shall be designed the following conditions :


No vehicle access is expected, subject to use by light vehicles of which loading are not
more than 20 kN (2 tons).

structure 1993” or ACI 360R design of slab on grade in accordance with following

12. FENCE AND GATE

12.1 Location Fence & Gate

Fencing serves as a barrier area and safeguards for the Tank LPG, Piping and Instrument in

Depot Dumai inside and outside and the designation / spatial area within the location itself

and other locations such as pipelines, pump houses and manifolds used in accordance with the

site layout plan drawings and Standard drawing that has been approved by the Company.
12.2 Material

 The minimum height of harmonica wire network fence is 2.00 meters (without barbed wire)

and equipped with barbed wire at the top of the fence so that it is easy to pass / climb. The

distance of the fence post is a maximum of 2.5 meters and for each distance of a maximum

of 7.5 meters a reinforcing rod is installed which protrudes inside. Installation of a Crossing

Stiffener is placed in the middle. General mesh sizes, types and specifications of materials

must be approved for AASHTO: M 181

 Woven (mesh) arrangement of harmonica wire used is a type of hot dipped galvanized. The

factory output harmonica wire network must be 60 mm woven, wire diameter ≥ 4.0 mm.

Top and bottom webbing must be twisted and cut neatly, when finished it is clamped with a

3x40 strip plate / plate on the L50x50x5 angled iron.

 To increase the stiffness / reinforcement, a horizontal sagrod / diagonal diameter of 6.0 mm

must be installed on the center of the fence post.

 The fence posts are made of L70x70x6 steel elbow and must be galvanized and the

connection between the harmonica wire on the pole is clamped with 3x40 sized strip plate /

bar plate iron. Railing pole should be placed no more than 3 meters as part of the path of the

fence. The foundation of each pole must use a stake with a minimum depth of 50% from the

height of the pole.

 The fence posts on the corner of the pull pole are made of L70x70x6 angled iron.

 The pedestal stand must be in concrete, with the final elevation above the final elevation of

the ground, the class is given a hat / crown to drain the air at the top. Hole sizes vary

according to the type of pole and anchoring required.

 Excavation of holes must be deeper than poles to provide thickness for concrete as deep as

a minimum of 100 mm (4 ") below the pole. Each pole for razor wire must draw 5 (five)

barbed wire that can be opened safely.

 The gate must consist of a frame made of pipe of sufficient size and thickness and a proper

anchor (reinforcement) and a good skeletal system to prevent a change that is greater than

the size of the specified door leaf. The locking lock must be standard for all doors.

 Bracing must be painted with silver iron paint. Horizontal anchors must be attached to end

poles, gate poles and corner poles. Bracing material must be of iron pipe diameter 2

"(schedule 40).

 Bracing must be released safely to the poles using a welding joint and touched after finishing

welding, then the wire must be tied back to the end poles, gates and corners.

 Razor wire must consist of 3 (three) strands of wire twisted and galvanized with the diameter

of razor wire must be the same as the diameter of the harmonica wire.

 Ground level elevation below the lowest fence must be flat, if it is not flat, it should be in

the urge to level.

12.3 Installations
 All fence posts are supported by mini pile foundations that are designed or site foundations

are designed to be able to withstand the lateral forces of expanded local soil.

 Depth of pile or tread width must be determined based on technical calculations. The fence

that has a finish must look neat on its path, with the poles perpendicular and all the wires

stretching tightly. It must be maintained and changed for the balance of voltage on each

pole. All corners, ends and gate posts must be diagonally reinforced according to the

manner in which they are arranged.

 Poles must be opened before being casted by concrete to ensure that the position is right

and the same. Bracing on all end poles, corners and gates must be placed before the masts

are stretched.

 All changes in the direction of 30° and must be considered as a corner.

 Pull mast holders must be used with unexpected sudden changes in the final surface

elevation.

 If the fence lines pass through the channel area, which troughs should be prepared to drain

the air or will pass through the pipeline, then poles (gawangan) must be installed and

installed on the foundation. Harmonica wire must be tied back to the glove tightly.

12.4 Examination
All materials and fencing work must comply with the standard specifications and drawings

approved by the Company. Fencing material must be approved by the Company before use.

Each fencing line must pass the inspection to ensure that it is in accordance with the

specifications.
