The Department of Labor and Employment is the primary government agency mandated to promote gainful employment opportunities, develop human
resources, protect workers and promote their welfare, and maintain industrial peace.
The Department of Labor and Employment (DOLE) started as a small bureau in 1908. It became a department on December 8, 1933 with the passage
of Act 4121. The Department of Labor and Employment stands as the national government agency mandated to formulate policies, implement programs
and services, and serve as the policy-coordinating arm of the Executive Branch in the field of labor and employment.
The organization and functions of the Department of Labor and Employment are in accordance with the provisions of Executive Order No. 126, as
amended, the Labor Code of the Philippines , and other relevant and pertinent legislations.

What is the roles and function of the DOLE office?


The Department has exclusive authority in the administration and enforcement of labor and employment laws and such other laws as specifically
assigned to it or to the Secretary of Labor and Employment.
Consistent with the national development plan, its vision is the attainment of full decent and productive employment for every Filipino worker. It
is mandated to promote gainful employment opportunities, develop human resources, protect workers and promote their welfare and maintain industrial
peace. To contribute in the attainment of the national employment goals, it adopts the following strategies:
To carry out its mandate, the Department has 16 regional offices, 34 overseas posts, 6 bureaus, 7 staff services, and 11 agencies attached to it for
policy and program supervision and/or coordination.

What is the major contribution of the DOLE office to the labor employment?
The DOLE office helps in the enforcement of the major objectives under the Labor Code which states that:
It is the policy of the State:
a) To promote and maintain a state of full employment through improved manpower training, allocation and utilization;
b) To protect every citizen desiring to work locally or overseas by securing for him the best possible terms and conditions of employment;
c) To facilitate a free choice of available employment by persons seeking work in conformity with the national interest;
d) To facilitate and regulate the movement of workers in conformity with the national interest;
e) To regulate the employment of aliens, including the establishment of a registration and/or work permit system;
f) To strengthen the network of public employment offices and rationalize the participation of the private sector in the recruitment and placement of
workers, locally and overseas, to serve national development objectives;
g) To insure careful selection of Filipino workers for overseas employment in order to protect the good name of the Philippines abroad.

Job Summit
Purpose/s:

The Jobs Summit bring together government, business, labor and community organizations to advance job creation. It will provide a platform for open
discussion on the challenges faced by each social partner in the creation of jobs.

Rationale of Jobs Summit:


The dire jobs situation is reflected in the Quarterly Labor Force Survey released by Statistics South Africa for the first quarter of 2018. It shows that
despite growth in employment of 206 000 jobs during the quarter, the rate of unemployment was 26.7 per cent. Furthermore, the unemployment rate
of young people at 52.4 per cent and an absorption rate of only 12.2 per cent.

Objective the Jobs Summit:


The summit works towards a common approach and improve coordination among stakeholders. As a society we aim to raise employment by 11 million
to 24 million by 2030 in line with the National Development Plan

When is a job summit conducted?


There is still no schedule for summit 2019. The Jobs Summit will be held on 4 and 5 October 2018. After months of consultation between government,
private sector, unions and community organizations, agreement has been reached on how to accelerate the creation of jobs. The five commissions
deliberated skills development, SMME support, regulatory reforms, inclusive growth and transformation.
