TECHNICAL SPECIFICATION FOR RTUs FOR OPEN ACCESS CUSTOMER

1.0 scoPE

This is a guide line for Technical specification of RTU for Open Access consumers of KSEB
Ltd based on the detailed procedure for Grant of Connectivity & Open Access in intra
state Transmission system approved by the Hon'ble KSERC. System envisaged shall be
based on international standards and open communication protocol and shall be
integrated to existing SCADA systemof KSEBL. The system shall be used to monitor
Open Access data such as line flows, status of switches, remote control and other data
to facilitate on line monitoring and control system operation. RTU should be fully
integrated with Main and Back up Control Centre as per the requirement of State Load
Despatch Centre of KSEB Limited based on IEC 60870-5-104 protocol.

Followings data are to be collected and communicated to State Load dispatch centre for
Power system operation and control.

.Tap position of Transformers as applicable
.status of switches

2.O CLIMATIC CONDITION

Ambient Temperature : Minimum 0 deg C

: Maximum 70 deg C
Humidity : 90o/o to 100o/o

3.0 STANDARDS

Unless otherwise specified elsewhere in this specification, the performance and testing of
the complete scheme shall be conforming to the latest revision of all the relevant
standards as listed below.

o IEC 60870-5-10L/L04
. Modbus RTU Protocol
. Relevant Parts of IEC 61000-4
. CERT-in.

4.O GENERAL TECHNICAL SPECIFICATION

RTU supplied shall be compatible for integration with existing SCADA system at State
Load Dispatch centre (SLDC) and Backup LDC SCADA System of KSEBL on 101/104
Protocol. Supply includes the complete materials and related software(s).

The system shall be of a state of the art technology and suitable for operation under
electrically hostile conditions, and shall comply with latest Engineering practices. The
ar
system shall ensure long term compatibility requirements and continuity of spare supply
& the safety of the operating staff. The proposed system shall be modular and scalable.

RTU Desisn

The RTU shall be a modern, but well proven, microprocessor technology base system,
The architecture shall suit as an automated real time process engine for data acquistion,
processing, transmission, storage and archival functions. Centralized RTU design where
all I/O modules are housed in RTU panels and communicating with master station and
backup station through communication port simultaneously.

4.1 FUNCTIONAL RBOUIREMENTS:

o RTU shall be interfaced with main and backup LD centre of KSEBL on 101/104
protocol. It shall also support multi master communication mode.
o RTU shall be capable to collect required analog, status and Sequents Of Events
data from the field and communicate same to multi control centres
simultaneously and Capable to receive commands from any one of the master
and execute the same one on the field device such as breaker/isolator.
. The sizing IO points shall be as per the electrical connectivity of respective site
and as per approvals from KSEB Ltd. RTU shall capable of receiving data from
MFTs and transmits to the control centre.
. RTU shall have the capability of automatic start up and initialization following
restoration of power after an outage without need of manual intervention and
reloading of configuration. All restarts shall be reported to the connected master
stations.
o RTU shall have internal battery backup to hold data in SOE buffer memory and
maintaining the time and date. As the SCADA system will use Public network for
communication, therefore it is mandatory to guard the data/equipment from
intrusion/damage/breach of security.
. The ports shall support MPLS connectivity generally and in respect of locations
where MPLS connectivity is not available, it shall support the mutually agreed
communication channels according to the location, in concurrence with the SLDC'
. The RTU may report analog and status data by exception and the range of this
type of reporting for the analog values shall be configurable.

4.2 TECHNICL REOUIREMENTS OF RTU

1. RTU supplied at remote stations shall be certiiied for use in EHV/HV stations.
2. RTU shall interface with the existing LDC SCADA over IEC 60870-5-101/104
protocol.
3. RTU must support SNTP protocol/GPS sync facility for time synchronization.

4.3 COMMTINICATION PORTS

RTU shall be equipped with a minimum communication ports as detailed below:

o Master station and back up communication ports (IEC-101/IEC-104)


o Maintenance - 1 LAN Port/USB Port
. Interfacing MFTs.

Necessary master slave configuration software and communication modules shall be


preinstalled. Portable test equipments /Laptop with necessary firmware /configuration

tool for remote/local configuration and maintenance shall be included with username and
password.

4.4 ANALOG INPUT

Shall have sufficient number of analog inputs so as to obtain total incoming power, bus
voltage and load, the non essential loads which are offered for remote control under
contingencies. It is preferable to have provisions to integrate Multi Function Transducers.
fhe digital resolution of the RTU shall be at least 12 bit'

4.5 Status innut

RTU shall be capable of accepting isolated dry (potential free) contact status inputs. The
RTU shall provide necessary sensing voltage, current, optical isolation and de-bounce
filtering independently for each status input. The RTU shall be set to capture contact
operations oi ZO ms or more duration. Operations of less than 20 ms duration shall be
considered no change (contact bounce condition). The RTU shall accept two types of
status inputs i.e. Single point Status inputs and Double point status inputs. To take care
of status contact chalteiing, a time period for each point and the allowable number of
operations per time period shall be defined. The Double point status input will be from
two complementary contacts (one NO and one NC) which is represented by 2-bits in the
protocol message. A switching device status is valid only when one contact is closed and
the other contact is open. Invalid states sha-ll be reported when both contacts are open
or both contacts are ilosed. All status inputs shall be scanned by the RTU from the field
at 1 millisecond PeriodicitY.

4.6 Sequence of Events (SOE) feature

To analyze the chronology or sequence of events occurring in the power system, time
tagging of data is required- which shall be achieved through SOE feature of RTU. The RTU
snilt frave an internal clock with the stability of 10ppm or better. SoE time resolution
shall be 1ms or better The RTU shall maintain a clock and shall time-stamp the digital
status data. Any digital status input data point in the RTU shall be assignable as an SOE
point. Each time a SOf status indication point changes the state, the RTU shall time-tag
the change and store in SOE buffer within the RTU. A minimum of 1000 events can be
stored in the SOE buffer. SOE shall be transferred to Master Station as per IEC 60870-5-
1OU1O4 protocol. SOE buffer & time shall be maintained by RTU on power supply
interruption.

4.7 Control Outnuts

The RTU shall provide the capability for SLDC SCADA to select and change the state of
digital output points. These control outputs shall be used to control power system
devices such as Circuit breakers relay disable/enable and other two-state devices, which
shall be supported by the RTU. A set of control outputs shall be provided for each
controllable device. On receipt of command from a master station using the select check-
before-execute operate (SCBO) sequence; the appropriate control output shall be
operated for a preset time period which is adjustable'

Each control output shall consist of one set of potential free NO contact. These output
contact shall be used to drive heavy-duty relays'

The control output contact from the RTU shall be used for initiating heavy-duty relays for
trip/close of switching devices. Each control output relays shall consist of at least 2 NO

contacts. The output contacts shall be appropriately rated and shall provide arc
suppression to permit interruptions of an inductive load.

4.8 Control Securitv and Safetv Requirements

The RTU shall include the following security and safety features as a minimum for control
outputs: (a) Select- check-before-operate operate (SCBO) sequence for control output.

(b) No more than one control point shall be selected/executed at any given time.

(c) The control selection shall be automatically canceled if after receiving the "control
selection" message, the "control execute" command is not received within the time
period.

(d) No control command shall be generated during power up or power down of RTU.

4.9 Local/Remote selector switch

A manual Local/Remote selector switch shall be provided for each RTU to disable all
control outputs by breaking the power supply connection to the control output s. A
status input indication shall be provided for the Local/Remote switch to allow the SCADA
system to monitor the position bf the switch.

4.10 Time facilitv

The RTU shall be synchronized through NTP/SNTP/GPS. The RTU shall also carry out time
stamping of the events. Resolution for time synchronization shall be 1 msec.

4.11 Diagnostic Software

Diagnostic Software shall be provided to continuously monitor operation of the RTU and
report RTU hardware errors to the connected master stations. The software shall check
for memory, processor, and input/output ports errors and failures of other functional
areas defined in the specification of the RTU.

4.12Innut DC Power Sunnlv

The RTU shall be powered from a UPS power supply either DC/AC.

4.13 Wirins/Cablins Requirements

Prefabricated cable containments shall be used whereever required. All wires that carry
low-level signals shall be adequately protected and separated as far as possible from
power wiring, all wires shall be identified by using ferrules and by colour coding. In
addition, cables shall be provided with cable numbers at both ends.

All cables shall have stranded copper conductor. Minimum core cross-section of 2.5 mm2
for Control out puts and 0.5mm2 for Status inputs. Minimum core cross-section of 2.5
mm2 for PT cables and for CT qables. Rated voltage Vo/V of 0.6 / 1.1kV. External
sheathing of cable shall have oxygen index not less than 29 & temperature index not
less than 250. Cable sheath shall meet fire resistance test as per IS 1554 Part- L

The Communication cable shall be of.shielded, twisted pairs and of 0.22sqmm size with
dielectric withstand of 1kV at 50 Hz for 1 minute

4.14 Multi Function Transducers / Meters (MFTs)/(MFMs)
The contractor shall provide the multi function transducers for acquiring the real time
analog inputs through 3 phases 4 wire CTlPTs circuits. Based on the CT/PT secondary
rating, the multi function transducer shall be designed for nominal 110 V (Ph-Ph voltage)
and 1Al5A (per phase current). The MFT shall be suitable for 2Oo/o continuous over load
and shall be able to withstand 20 times the normal current rating for a period one
second. The MFT shall be able to accept the input voltages up to 72Oo/o of the nominal
voltage. The MFT shall have low VA burden. Multi function transducers shall provide at
least phase voltage, phase current active/reactive power, import & export energy (active
& reactive), pf , frequency with class 0.2 accuracy or better. The parameters to be
acquired from multifunction transducers shall be selectable. Multi function transducer
shall be provided with RS4B5 interface to communicate with RTU over Modbus protocol in
multi-drop mode.
5.1 Factory Testing
The RTU system shall be factory tested by the supplier to ensure that all equipment,
subsystems and modules can perform as per the requirements of this specification. The
factory test should demonstrate proper operation of all furnished hardware. The vendor
shall maintain proper records duly signed by authorised quality assurance personnel
regarding all stage inspections, tests on individual equipment or subsystem.
5.1.1 Svstem Tests

The contractor/vendor shall organize and execute a complete factory test of the system.
The system shall be erected in his workshop in the engineered configuration and shall be
tested for the following:
i. Operation requirements

ii, Operating characteristics

iii. Response times

iv. Software functions

v. Deficiencies

Various process signals shall be simulated for carrying out above system tests.

Specific requirements for the factory test should include but not be limited to the
following:

.Application of-appropriate signals to each input point to verify their operation;

.Running of programs adequate to test the proper operation of each output point. Test's
should be included to demonstrate that all output points revert to a specified
configuration in the event of an automation system failure
.Demonstration that data base is sized for the ultimate system and implemented for all
va ria bles

simulated worst case conditions

The Contractor/Vendor shall submit routine test reports for each equipment and for the
total system.

5.1.2 Site Testino

The field test should confirm that no degradation has occurred during shipment and
installation. It can also be used as a design verification. A test procedure should be
prepared by the Contractor/Vendor for commencement of field test.

The site test should include but not be limited to the following:

.Application of appropriate signals to each input point to verify their operation;

.Running of programs adequate to test the proper operation of each output point;

.Demonstration of system diagnostics;

.Demonstration of operator interface software;

.Demonstration of each applications software routine;

. Demonstration of system availability.

The contractor shall also carryout tests at site as per relevant IS/IEC standards as
follows in the presence of and to the entire satisfaction of the representative:

i)Calibration checks (on sample basis) on all factory calibrated meters and transducers.

ii)Acceptance tests on all other devices fitted on the control panels and earlier tested in
factory.

iii)IR tests on panels.

iv)Continuity and IR tests on external cabling.

v)Calibration checks/acceptance tests on all devices and equipment connected to the


control panels.

vi) Functional checks on each equipment/object controlled from unit controllers with
control circuits de-energised.

vii)Functional checks on controllers with power circuits de-energised.


viii)Verification of all manual control functions from unit control panels
with SCADA in
service.

ix)Verification of all manual control functions from unit control panels


with SCADA Out-
Of-service.

x)Verification of all control sequences from unit controllers with power


circuits energised.
