REORGANIZING THE BARANGAY DEVELOPMENT COUNCIL (BDC) OF BARANGAY

________________, TAGUDIN, ILOCOS SUR

WHEREAS, Section 106 of RA 7160 otherwise known as the Local Government Code of
1991 provides for the formulation of a comprehensive multi-sectoral development plan
to be initiated by its development council and approved by its Sanggunian;

WHEREAS, the Barangay Development Council shall assist the Sangguniang Barangay
in setting the direction of economic and social development, and coordinating
development efforts within the barangay;

WHEREAS, in pursuit of this mandate, there is a need to create Barangay Development

Council (BDC);

NOW THEREFORE, I, ____________________________________, Punong Barangay of

Barangay ____________________, Tagudin, Ilocos Sur, by virtue of the powers vested in me
by law, do hereby order the reconstitution of the Barangay Development Council:

Section 1. Composition. Under existing laws, particularly Section 107 of the Local
Government Code, the following shall compose the BDC:

Section 2. Functions. The Barangay Development Council for the Protection of Children
(BDC) shall have the following functions:

1. Mobilize people participation in local development efforts;

2. Prepare barangay development plans based on local requirement;
3. Monitor and evaluate the implementation of national and local programs and
projects; and
4. Perform such other functions as may be provided by law or competent authority.

Section 3. Executive Committee. The Barangay Development Council shall create an

executive committee to represent it and act in its behalf when it is not in session. The
Executive Committee shall be composed of the following pursuant to Section 111 of RA
7160, to wit:

Section 4. Functions of the Executive Committee. The Executive Committee shall

exercise the following powers and functions:

1. Ensure that the decision of the council are faithfully carried out and
implemented;
2. Act on matters requiring immediate attention or action by the council;
3. Formulate policies, plans, and programs based on the general principles laid
down by the council; and
4. Act on other matters that may be authorized by the council.

Section 5. Secretariat - The Secretariat shall be headed by the Barangay Secretary with
the assistance of the Municipal Planning and Development Coordinator.

Section 6. The BDC Secretariat shall perform the following functions:

1. Assist the BDC with requirements which are technical in nature;

2. Record meetings or events pertaining to planning;
3. Prepare reports; and
4. Assist in other activities as maybe required.

Section 7. Sectoral or Functional Committee – The barangay development council may

form sectoral or functional committees to assist them in the performance of their
functions.

Section 8. Effectivity. This order shall take effect immediately.
