Annex II

Sanitation Standards for Retail Water System (RWS) or Refilling Station

ITEM NO. 1: LOCATION

1. Area or zone designated by existing laws or local ordinance


2. At least 25 meters away from direct source of pollution
3. Areas are not subject to flooding or in areas where frequent flooding occurs, establishment
shall be designed in a manner that the purification process will not be contaminated by
flood water.
4. Water and power is available

ITEM NO. 2: AVAILABILITY & QUALITY OF SOURCE WATER

1. Adequate source of water for the operations and maintenance.


2. Source water from:
a. Public Water Supply System (MWSS, Water District, Community Water Supply
System, Rural Water Supply, Barangay Waterworks):
1. Certificate of Potability of Drinking Water (CPDW) issued by the Local Health
Office (LHO).
2. Results of the Validation Sample of Water from DOH accredited laboratory
(bacteriological, biological, physical, chemical, and radiological); Date of sample
shall not be more than one month old.
b. Private Water Supply System:
1. Operational Permit (OP) from the Regional Health Director, and
2. CPDW from the Local Health Office
c. Water Tankers and Containers:
1. Copy of the requirements of 1.a and 1.b depending on the source of water, and
2. Copy of Sanitary Clearance of water tankers and/or container.

3. The plumbing system, water piping connections, fittings and hoses conveying water
constructed, installed and repaired with in accordance with the NBCP and the NBC (PD
1096).

4. No booster, pneumatic, pressure or other pumps connected to the main water line.

ITEM NO. 3: QUALITY OF REFILLED/PRODUCT WATER

1. Complete Results of Water Analysis from DOH – Accredited Laboratory, results


complying with Philippine National Standards for Drinking Water.

ITEM NO. 4: PROTECTION OF PRODUCT WATER

1. Product water protected from all contaminants


2. No room or space used in connection with the purification of water, handling, capping,
sealing, storage, sale, etc.:
a. Used as sleeping quarter
b. Directly connected to a toilet
c. Animals are kept
3. Persons not directly involved in the water processing not allowed in the service spaces
(including children).
4. No display or storing or sale of other items (groceries, dry goods, cosmetics, etc.) other
than the RWS materials.

5. Filling of containers with water without hand contact.


6. Empty containers and refilled containers placed in slated platform with height of 20 cm.

ITEM NO. 5: WATER PURIFICATION PROCESS

1. Plans and specifications of the water purification signed and sealed by a licensed Sanitary
Engineer (RA 1364).
2. Design was environmentally sound, ecologically safe, cost efficient, based on the
characteristic of source water and the available water purification technology.
3. Water processing constructed/installed as per approved design and operation. No by-pass
in any of the operations.
4. Product water No Residual of disinfectant.
5. Parts of the equipment (cartridges, membranes, pumps, etc.) used, replaced as per
manufacturer’s requirements.
6. Appropriate quality monitoring program being implemented in all the critical control points
of the water processing

ITEM NO. 6: FILLING AND CAPPING

1. Filter thoroughly cleaned and sanitized in place and/or disassembled for cleaning and
sanitizing before being used.
2. Using DOH approved cleaning solution or process.
3. Using DOH approved sanitizing solution or process.
4. Filter thoroughly rinsed internally and externally with product water every after filling
operation.
5. Rim of container when filling pointed directly to the water dispensing nozzle during filling.
6. Refilled containers immediately capped after filling.

ITEM NO. 7: CONTAINERS, CAPS, AND DISPENSERS

1. Water containers and dispensers for sale or lease certified by DOH.


2. Use of “Sanitary Cap” or the other DOH approved caps (disposable) for every 5 gallons
bulk water container.
3. 5 gallons bulk water containers provided with handle or “ears” or carrying stand attached
to the bottle.

ITEM NO. 8: WASHING AND SANITIZING

1. All containers and caps from customers and for delivery thoroughly washed and sanitized
by the establishment (RWS) before refilling them with water.
2. No residual of disinfectant, oxidant or sanitizer in all the containers and caps.
3. Only DOH-approved cleaning solution or process used.
4. Only DOH-approved sanitizing solution or process used.
5. Product water used for rinsing.
6. Adequate draining of containers and caps employed.

ITEM NO. 9: STORAGE OF WATER

1. Design, specification, and location of tank/sump/reservoir before its


construction/installation approved by the LHO as recommended by the SE.
2. Steel Tanks:
a. Made of non-toxic materials, durable corrosion – resistant, non – absorbent, smooth,
easily cleaned surface.
b. Soldering joints per approved DOH materials and procedure.
c. Provided with manhole/opening, drainpipe, vermin proofed vent and inlet, and outlet
pipes.
3. Concrete Sumps, Tanks, and Reservoirs:
a. Tested for water tightness
b. Internal finishing construction materials approved by the LHO.
4. All water storage facilities cleaned and sanitized at least once a month.
5. Refilled Water in Containers:
a. Container with refilled water stored in separate storage room.
b. Storage of refilled water not beyond 24-hours holding time

ITEM NO. 10: TRANSPORT OF PRODUCT WATER

1. All delivery vehicles with Sanitary Clearance from the LHO.


2. Sanitary Clearance posted in delivery vehicles.
3. Maintained clean and sanitary all the time.

4. All refilled water containers properly capped, arranged crated or boxed. No other product
or material inside the delivery vehicle.
5. Water in delivery vehicles maintained at 25 °C - 28°C temperature.

ITEM NO. 11: ROOM/FACILITY AREA ALLOCATION

1. All refilling stations provided with refilling and selling room, enclosed water purification
room, container washing and sanitizing room, separate storage room for empty and refilled
containers, source water storage facility and toilet room.
2. Room/Facility Area Allocation:
a. Refilling & Selling Room – 9.50 sq. m. (minimum)
b. Water Purification Room – 3.10 sq. m. per person (clear of all equipment).
c. Container washing and sanitizing room – 6.0 sq. m. plus 3.10 sq. m. for every additional
personnel
d. Container Storage Room (separate for empty and filled containers) – sufficient area per
approved plan.
e. Source Water Storage Facility – sufficient place to allow free movement during
inspection.
f. Office Space – 1.77 sq. m. per person (clear of all furniture and equipment).
g. Change Room – 2.80 sq. m. per person (inclusive of lockers or other facilities).
h. Toilet Room – per toilet structural requirement.
i. Parking Area (optional) – 30 sq. m. plus 10 sq. m. for each additional car.

No substitute for the above – mentioned area allocations.

3. Filling, selling, and water purification rooms under positive pressure of purified air.
4. All doors and partitions made of see-through materials.
5. All customer service opening designed to minimize the entrance of contaminants and pests.

ITEM NO. 12: CONSTRUCTION OF PREMISES

1. Floors:
a. Constructed of impervious, non-skid easily cleaned materials.
b. Adequately graded and drained.
c. Floor drain provided in store or selling area.

2. Walls:
a. Internal surfaces – smooth, even, non – absorbent and easily cleaned materials.
b. Painted or finished light with colored materials.
c. All angles between the floor and walls rounded off to a height of 7.62 cm.
d. All angles between the walls and ceilings are sealed.
e. Walls of toilets and other rooms subject to wetting constructed of impervious materials
to a height not less than 2 m. from the floor.
3. Ceilings: constructed of smooth, non – absorbent materials painted light color
4. Doors: self – closing, tight fitting with smooth and non – absorbent surfaces.
5. Lighting: all rooms provided with 20 foot – candle (215,20 lux) illumination intensity.
6. Ventilation:
a. Each personnel provided with 12 cubic meter room volume and minimum of 3 air
exchanges per hour;
1. Windows and other opening – 10% of floor area
2. Mechanical Ventilation – air conditioner, exhaust fan and blower
b. Selling, Filling and Water Purification Rooms – preferably air – conditioned.
c. All rooms provided with odor absorber or air purifier
7. Change Room:
a. All refilling stations provided with suitable lockers or other facilities for storage of
clothing and personal belongings of employees.
b. Facilities situated and arranged that there is no contamination of refilled water.
c. No clothing, gowns, aprons, etc. placed in other rooms or areas other than the facilities
mentioned.
d. Separate change room for establishment employing more than 5 or more employees of
either sex.
e. Change room cleaned daily and disinfected once a week.

ITEM NO. 13: MAINTENANCE OF PREMISES

1. No alteration, renovation, additional construction, in any of the rooms/facility of the


establishment without an up-to-date Building Permit and amended Sanitary Permit.

2. No alteration, addition, deletion or any change in the water purification process without an
approved plan from the LHO.
3. Repairs of structural, plumbing and drainage carried out without delay.
4. Defective or damaged receptacles, appliances, furniture or equipment discarded and
replaced or repaired as required.
5. Rooms and premises maintained in tidy condition and free from accumulation of refuse
and/or wet flooring.
6. Premises, equipment, furniture, etc. maintained in clean and sanitary condition.

ITEM NO. 14: TOILET FACILITIES

1. Adequate and clean toilet facilities provided to employees of refilling station


a. 5-29 employees – 1 wc for men & 1 wc for women
b. 30-49 employees – 1 wc & 1 urinal for men & 2 wc for women
c. 50-99 employees – 2 wc & 1 urinal for men & 2 wc for women
d. For every 100-up – 1 fixture for every 50 employees
2. Toilet room completely enclosed, properly lighted (10 foot – candle or 107.6 lux) and
ventilated (25% of floor area or exhaust fan provided connected to the lighting switch for
windowless toilet).
3. Refilling station employing less than 5 personnel provided with one water closet.
4. Toilet plan approved by the LHO as recommended by the SE:
a. Minimum space requirements:
1. Water closet – 1.50 sq. m.
2. Urinals – 1.11 sq. m.
3. Shower – 1.11 sq. m.
5. 1 service tank or 1 curved cleaning facility equipped with floor drain provided.

ITEM NO. 15: HANDWASHING FACILITIES

1. Adequate and clean handwashing facilities provided to employees of refilling stations:


a. 5-29 employees – 1 lavatory for men & 1 lavatory for women
b. 30-40 employees – 2 lavatory for men & 2 lavatory for women
c. 50-99 employees – 3 lavatory for men & 3 lavatory for women

2. Handwashing facility located inside or adjacent the toilet.


3. Minimum space requirement – 1.11 sq. m.
4. Refilling station employing less than 5 personnel provided with one handwashing facility.
5. Provided with nailbrush, soap or hand cleaner/sanitizer and hand dryer.

ITEM NO. 16: LIQUID WASTE MANAGEMENT

1. Plan of individual sewage disposal system, sub-surface absorption system or secondary or


other wastewater device approved by the Local Health Officer as recommended by the SE.
2. Separate primary wastewater treatment facilities constructed for domestic waste and
graywater.
3. Graywater from the purification process recycled and reused.
4. Adequate drainage facilities provided in the premises.

ITEM NO. 17: SOLID WASTE MANAGEMENT

1. Refilling station provided with 2 receptacles in all rooms and premises, one for
biodegradable (green color lining bag) and one for non-biodegradable (black color lining
bag).
2. All refuse materials handled in such a manner as to avoid contamination of water.
3. Receptacle for sanitary napkin provided in women’s toilet room.
4. All refuse segregated at source in a sanitary and approved procedure.

ITEM NO. 18: VERMIN CONTROL

1. Absence of mice, rats, flies, mosquitos, roached, and other vermin in the rooms and
premises.
2. Vermin abatement program approved by LHO and maintained by operator.

ITEM NO. 19: PERSONNEL REQUIREMENTS

1. Refilling station being managed by plant manager/supervisor passed the 40-hour basic
certification course for water operators
2. All other personnel completed the 20-hour training conducted by the LHO for water
sanitation.
3. All personnel of the establishment possess up-to-date health certificates.

4. All personnel observing good personal hygiene practices.


5. All personnel have their HC clipped in their garment while working.
6. All personnel wearing uniform.
7. All personnel using/wearing the required PPE (e.g. cough/sneeze mask, hair restrain, etc.).
8. Personnel working in the water purification room using water-resistant shoes (not worn
outside).
9. No person afflicted with a communicable disease or carrier of such disease handling water
processing and vending activities.

ITEM NO. 20: MISCELLANEOUS

1. Sanitary Permit displayed in a conspicuous place in the establishment.


2. Sanitation Standard Rating Sticker (SSRS) attached to the window or door of the
establishment or in a conspicuous part of the establishment for public guidance.
3. Other documents available upon inspection (e.g. approved plan of the establishment,
approved design of the water purification plant, recent result of water analysis, copy of
DOH-certified equipment, containers, caps, dispensers, Sanitary Clearance for delivery
vehicles, etc.).
4. Others.
