Look for your name in the Precinct


Computerized Voters List (PCVL) posted
near the door of the polling place, and
determine your precinct number and
sequence number.

Approach any member of the Electoral


Board (EB). The EB will verify your
identity and check if any of your
fingernails have already been stained with
indelible ink.

VOTING PROCESS

In some areas, the Voter Registration


Verification System (VRVS) will be used to
verify the identity of the voter.

The voter will put his finger into the scanner


and the VRVS will check if his/her
biometrics is in the database. If found, the
printer will print a receipt confirming this.

STEPS IN VOTING
After the voter’s identity has been
established by the EB, the voter will affix
his/her signature in the EDCVL or Election
Day Certified Voters List.

The EB will give the voter a ballot, ballot


secrecy folder and marking pen and direct the
voter to fill-up the ballot in the designated
voting area.

1. The EB Chairperson taps his/her iButton security key for authentication.

the ballot has a
different type of
bar code than the
one specified for
the election.

ballot blockages
are rare events but
can occur. The
error message
saying “Paper Jam
Detected” will be
displayed on the
screen in this
situation.

1. The Chairperson taps the iButton and select the profile to authenticate.

3. Select BEI Member and the EB Member will input his/her pin.

4. Select the user to authenticate. Choose “BEI Poll Clerk”. The Poll Clerk will input pin.

5. The VCM shall display the MAIN MENU. Choose “CLOSE VOTING”.

6. The EB Member will input his/her PIN Number to confirm the execution of close voting.
Followed by the Poll Clerk who will do the same.

7. The VCM prompts to add signatures to the election results. Chairperson will press “NEXT”.

8. The Chairperson will tap iButton to be registered and input his/her role pin.

17. After printing the Election Returns, the VCM will display the message “DO YOU WANT TO
TRANSMIT ELECTION RESULTS?” Choose YES.

23. From the Election menu footer, press “Reports”.

24. Click the down arrow on the right side to reveal “Print audit log” button.

25. “Audit log report” screen will be displayed.
Click the “check” button on the bottom right of the screen to start printing.

26. From the Election menu, press Write Protect Data option. Choose Yes.
The VCM locks the backup memory, displays a message informing about the
result of the operation and press “OK” button to shut down.

POLL WATCHERS
Who are allowed to have watchers?
Each candidate, duly registered political party or coalition of political parties
and duly accredited citizens’ arms may appoint in every polling place two
watchers who shall serve alternately.

Other civil, professional, business, service, youth and any other similar
organizations be entitled collectively to appoint one watcher in every
polling place.

If the space in the polling place reserved for watchers is insufficient,
preference shall given to the watchers of the dominant majority and
dominant minority parties. Watchers of the citizens’ arm shall be given
preferential position closest to the EB.

WATCHERS
Qualifications of Watchers
•  Is a registered voter of the city/municipality where he or she is
assigned
•  Is of good moral character
•  Has not been convicted by final judgment of any election offense or
of any other crime
•  Knows how to read and write Filipino, English or the prevailing local
dialect
•  Is not related within the 4th civil degree of consanguinity or affinity to
the chairperson, or any other member of the Electoral Board (EB).

WATCHERS QUALIFICATIONS
Watchers shall have the right to:
•  Stay in the space reserved for them inside the polling place
•  Witness and inform themselves of the proceedings of the EB
•  Take note of what they may see or hear
•  Take photographs of the proceedings during the testing and sealing of the
VCM, and voting, counting and transmission of election results, as well as
of the printed ERs and the ballot box, provided the secrecy of the ballot
shall be maintained at all times. Taking of pictures shall not be allowed
during casting of votes.
•  File a protest against any irregularity or violation of law which they believe
may have been committed by the EB or by any other person present
•  Obtain from the EB a certificate as to the filing of such protest and/or
resolution thereof
•  Position themselves behind the chairman of the EB in such a way that they
can read the ERs while the Chairperson is announcing the precinct results

WATCHERS RIGHTS AND DUTIES
Watchers shall present to the chairman of the EB their appointments
as watchers

Watchers are not allowed to speak to any member of the EB or to any
voter, or among themselves, in a manner that would disrupt the
proceedings of the EB

Watchers representing the dominant majority and dominant minority
parties, and the citizens’ arm shall, if available, affix their signatures
and thumbmarks on the ERs
