FOREWORD 前言
The following Safety Rules for the control, operation and maintenance of the
Corporation’s Generation, Transmission and Distribution systems are designed for the
protection of the Corporation’s employees and others against injury in the course of
their duties and to ensure the efficient operation of the Corporation’s plant and
equipment in accordance with the Corporation’s mission.
如下安全规定，针对公司生产，运输和分配系统的控制，运行和检修。用以保护公司员工
和其他人员在工作期间免受伤害，遵守公司使命，保证公司电站和设备的有效运行。
The Safety Rules must be strictly observed by all Competent Persons. Ignorance of the
Safety Rules shall not be accepted as an excuse for negligence of duty. Persons
contravening these Safety Rules shall be liable to appropriate disciplinary action and /or
criminal prosecution.
所有合格人员都应严格遵守安全规定。任何以忽视安全规定为借口，玩忽职守的行为都是
不允许的。所有违反安全规定的人员都要受到相应的处罚和/或刑事诉讼。
Persons who may have to operate the Corporation’s Generation, Transmission and
Distribution plant and equipment will be required to satisfy representatives of the
Corporation that they possess adequate knowledge and understanding of procedures
and Safety Rules applicable to their duties.
负责运行公司电站和设备生产，运输和分配的人员需向公司代表证明其对适用于其工作的
安全规定和步骤，具有充分的认识和理解。
Any person who is in doubt of the interpretation or application of these Safety Rules
should refer to a more Senior Corporation Officer who is conversant with the Safety
Rules. 任何人如对安全规定有任何疑问，需向对规定熟悉的更高级别的公司主管询问。
These Safety Rules shall be reviewed as and when required.

PART A GENERAL 第一部分通则
1.0 STATUTORY PROVISIONS 法定条款

The Corporation is required to comply with the provisions of the Electricity Supply
(Amendment) Act, (Cap 73:01) 2007, the Factories Act (Cap 44:01) and with any
regulations made there under. All employees and any persons contracted by the
Corporation are required to conduct their work in accordance with the Act and
Regulations. A copy of the Electricity Supply Amendment Act (ESAA) and
regulations shall be kept for reference in all relevant Corporation premises.
公司需遵从 Bectricity 供应法令（修正案）（第 73 章第一条）2007，工厂法令
（第 44 章第一条）以及其下的相关规定。所有雇员以及任何与公司签约的人员都
需在他们的工作中遵从相关法令、法规。相关公司处需持有 Bectricity 供应修正案

2.0 GENERAL PROVISIONS 通用条款
2.1 It is the duty of all persons who are expected to operate or maintain the
Botswana Power Corporation’s systems to be fully conversant with statutory
regulations and Safety Rules governing any work they may undertake. Ignorance
of statutory regulations and Safety Rules will not be accepted as an excuse for
neglect of duty.
所有参与运维博茨瓦纳电力公司系统的有关人员，需充分熟悉法定规程和安全规
定。这是他们的责任。任何以无视法定规程和安全规定作为忽视责任的借口都将不
会被接受。
2.2 (a) A copy of the Safety Rules shall be given to all BPC employees who are
expected to operate or maintain BPC systems.
所有从事运维博茨瓦纳电力公司系统的电力公司职工都应收到一份安全规定复件
EACH RECIPIENT SHALL SIGN FOR THE COPY OF THE SAFETY RULES
BOOK. THE SAFETY RULES BOOK MUST BE KEPT IN GOOD CONDITION
AT ALL TIMES.
每位文件接收者都需在安全规定复件上签名。安全规定手册必须在任何时间都保存
完好无损。
(b) All persons working on BPC systems must be familiar with, and practice the
methods of first Aid.

2.3 Variation of Rules 规程变动
In exceptional circumstances these Rules may be varied in writing by the Chief
Executive Officer or his/her authorized representative.

3.0 DEFINITIONS 定义
CORPORATION – shall mean Botswana Power Corporation (BPC)
公司------表示博茨瓦纳电力公司（BPC）
SYSTEM - shall mean all plant and equipment on the Generation, Transmission
and Distribution networks under the jurisdiction of a specific Controller or under
the jurisdiction of a Responsible person.
系统------表示在特殊主管及责任人管辖范围之内的，与发电、送电、配电网络相关
的所有装置及设备
EMPLOYEE – shall mean any person in the employ of the Corporation.
雇员------表示任何受雇于博茨瓦纳电力公司的人员
APPROVED – sanctioned for use by the Chief Executive Officer or his/her
appointed representative.
批准------由首席执行官（行政总裁）或其指定代表批准使用的
APPARATUS – shall mean all electrical and associated auxiliary equipment
belonging to the Corporation used in the Generation, Transmission and
Distribution of electricity.
设备------归属于博茨瓦纳电力公司的，由于发电、输电、及配电的所有电气及相关
辅助设备
CERTIFICATE OF COMPETENCE – a certificate given to a Competent Person
who has been tested by Corporation representative and proved capable of
carrying out specific duties. The certificate shall specify the level of competency

应职责。证书需标明其能够胜任的水平层级
CERTIFICATE OF AUTHORISATION – a certificate given to a Junior Authorised
or Senior Authorised Person who has been tested by Corporation representatives
and proved capable of carrying out duties. The certificate shall specify the limits
of authorisation.
授权证书------授予已经通过公司代表测试的初级或者高级受权人员的证书，证明其
能够胜任的相应职责。证书需标明其相应的权限。
COMPETENT PERSON – a person over the age of majority who has sufficient
technical knowledge and /or experience to avoid danger. A Certificate of
Competence shall be issued to each Competent Person.
合格人员------比大部分人年龄大，拥有可避免危险的丰富的技术知识或经验。每位
合格人员都需被授予一份合格证书。
JUNIOR AUTHORISED PERSON – a Competent Person who has been
appointed in writing by the Corporation to carry out specific operations on

Corporation Apparatus or interconnecting generating stations in accordance with
the person’s Certificate of Authorisation.
初级受权人------已被公司书面聘用，为公司设备或者电站运行承担具体职责，与授
权证书相一致的合格人员
A Junior Authorised Person shall not issue or cancel Permit-to-Work,
Sanction -for-Test or Limitation –of- Access documents. This category
includes those involved in Direct Wire Board (DWB) or Supervisory Control
operations such as may be found in Power Stations, Substations, Control
Centres and those under the direct supervision of a Senior Authorised Person.
初级受权人无权签发或者取消工作票，试验票或者限定权限作业票文件。这个分
类包括涉及到单线线路或者监控运行的部分，如在电站，变电所，主控以及其他在
高级受权人直接监管下的部分。
SENIOR AUTHORIZED PERSON – a competent person appointed in writing by
the Corporation to carry out specific work and all forms of switching on the
Corporation’s power System in accordance with the person’s Certificate of
Authorization.
高级受权人------已被公司书面聘用，在公司电力系统承担具体工作以及所有形式的
切换操作，与授权证书相一致的合格人员
This category includes those involved with the issue and cancellation of Permit-
to-Work, Sanction-for-Test and Limitation-of- Access documents and all functions
of a Junior Authorized Person.
这个分类包括涉及到工作票，试验票和限定权限作业票文件的签发和取消以及初级
受权人的所有职能。
CONTROLLER- a Senior Authorized Person appointed in writing by the
Corporation on duty to control operations and other related activities on a defined
System or section thereof, whose duties shall be to maintain maximum safety to
personnel and apparatus at all times.
主管------ 已被公司书面聘用，在一个划定的系统或者部门内控制运行和其他相关

The Controller shall approve all operations on the defined system and shall
sanction all issues and cancellations of Permit- to-work, Sanction-for- Test and
Live Line Work Permit documents.

RESPONSIBLE PERSON – shall mean an employee or an agent appointed by
the respective employer to carry out switching on the employer’s apparatus, for
the purpose of making safe for work on interconnecting circuits that may be made

live from the employer’s premises. In the case that the employer is Botswana
Power Corporation the Responsible Person shall be a Senior Authorized Person.

CONTRACTOR – shall mean a competent person other than the person
employed by the Corporation who is required to work on the Corporation’s
apparatus.

DANGER- shall mean risk of loss of life, bodily injury or damage to health from
shock, burns or other cause arising from generation, transmission, distribution or
utilization of electrical energy.
危险——表示有危及生命，肢体损伤，或者由于电击，着火或者其他由于生产，运
输，分配或者电能使用造成的身体损害的风险。
DEAD – shall mean at or about zero potential with respect to the general mass of
earth and disconnected from any live system.
无电的— 表示在总大规模接地中处于或者约为零电势的情况以及从任何带电系统
中断接。
EARTHED- shall mean connected to the general mass of earth in such a manner
as will ensure at all times an immediate discharge of electrical energy without
danger and damage to apparatus and equipment.
接地——表示以某一种方式与大地相连以保证在任何时候都能在不损害和危及设备
的情况下将电能引入大地。
CIRCUIT MAIN EARTH- shall mean an earth of an approved type applied on the
instruction of the Controller at the points of isolation before a Permit –to-Work- or
Sanction- for- Test document is issued.
线路主接地——表示是在工作票或者试验票签发前运用于控制器指令上，接近绝缘
处的一种接地方式。
ADDITIONAL EARTH – shall mean an earth of an approved type which is
applied at the point of work by the Competent Person in charge of work after the
issue of a Permit-to-Work or Sanction -for-Test without reference to the Controller.
附加接地——表示对工作票或者试验票签发后的工作负责的合格人员，所执行的一
种接地方式，与控制器无关。
POINT OF ISOLATION- shall mean a point at which plant or apparatus is
effectively disconnected from all possible sources of supply.
绝缘点：表示在场内或者设备上，明显与所有可能电源断开的点
LIVE- shall mean electrically charged.

HIGH VOLTAGE- means a voltage exceeding 600 V.

LOW VOLTAGE – means a voltage not exceeding 600 V.

KEY SAFE – shall mean an approved device for the secure retention of safety
lock keys used to lock isolating, earthing or other safety devices necessary for
the issue of safety documents.
安全锁保险箱——指一种用来安全保存安全锁钥匙的合格设备。这个安全锁用来闭
锁绝缘、接地或者其他由于签发安全文件的安全设备。
CAUTION NOTICE- a portable notice in an approved form attached to apparatus
or its control equipment, conveying a warning against interference with the
apparatus.
警戒标志——一种贴在设备或者其控制设备上，以一种认可的形式，对于妨碍设备
工作的行为传达警告作用的可移动的标志
DANGER NOTICE – a portable notice in an approved form attached to apparatus
calling for attention to the danger of approach to, or interference with such
apparatus.
危险标志—— 贴在设备上，以一种认可的形式，引起对接近设备或者妨碍设备工
作所带来危险的注意的可移动标志
SWITCHING – shall mean the operation of switchgear, fuses or other methods of
breaking or making a circuit.
切换------指所有配电设备及保险的操作，及其他断开或接通回路的方法
EMERGENCY SWITCHING – shall mean only the opening of switchgear, fuses,
or other methods of breaking a circuit and comprises such switching as may have
to be carried out in order to avoid imminent danger to live and /or damage to
apparatus.
紧急切换------指仅断开开关设备，保险或用其他方式断开回路以及包括为避免对人
身带来危害或对设备造成损害而执行的开关操作。
WORKING PARTY – persons under the direct supervision of a Competent
Person in charge of work.
工作小组——在负责相关工作的合格人员直属管辖下的人员。
WORKMAN’S DECLARATION – a declaration signed by all members of a
Working Party acknowledging their understanding of the nature and limits of
work to be undertaken , after it has been explained to them by the Competent
Person in charge, before commencement of work.

All members of the Working Party shall sign off the Workman’s Declaration on
completion of work.

LIMITATION OF ACCESS – a declaration of an approved form issued by a
Senior Authorized Person to a Competent Person defining the limits and nature
of work which may be carried out in the vicinity of live apparatus or on low
voltage plant which is not isolated.
限定权限作业票——由高级受权人员以一种认可的形式签发给合格人员的声明，此
声明界定其在所有带电设备附近或者未隔离的低压电厂附近所进行的工作的性质和
限制
A Limitation –of- Access may be used when a Permit-to-Work or Sanction-for-
Test is not applicable and where verbal instructions are not considered sufficient.
当工作票或者试验票不可用以及口头指令也不充分的境况下，采用限定权限作业票
制度。
PERMIT-TO-WORK – a declaration on an approved form signed and issued by a
Senior Authorized Person to a Competent Person in charge of work to be carried
out on any earthed high voltage apparatus, for the purpose of making known to
such person exactly what apparatus is dead, isolated from all possible sources of
supply and feedback, has been discharged, is earthed, and on which it is safe to
work.
工作票——由高级受权人以一种认可的形式给负责相关工作，将要执行与任何高压
接地设备有关作业的合格人员签发的声明。其目的在于让其明确知悉哪些设备处于
停电状态，与所有可能的电源断开以及反馈，已经放电，接地等情况，并且在这些

SANCTION-FOR-TEST – a declaration on an approved form signed and issued
by a Senior Authorized Person to a Senior Authorized Person in charge of
testing of High Voltage apparatus for the Purpose of making known to such
person exactly what apparatus is to be tested, is dead, isolated from all possible
sources of supply and feedback, has been discharged, earthed and stating the
conditions under which the testing is to be carried out.
试验票——由高级受权人，以一种认可的形式，签发给负责高压设备试验的高级受
权人以使其明确了解将要被试验的设备，已断电，与所有可能的电源隔离，反馈，

LIVE LINE WORK- shall mean work carried out on live and operational High
Voltage overhead lines using approved techniques and Live Line Tools.

LIVE LINE TOOL- shall mean any tool such as hot sticks, voltage indicators and
others, used in the carrying out of Live Line Work.

LIVE LINE WORK TEAM LEADER – shall mean a Competent Person who has
received specialized training in Live Line Work procedures and techniques and
who has proved capable, and has been appointed in writing by the Corporation to
carry out such work in accordance with the person’s Certificate of Authorisation.
A Live Line Work Team Leader is permitted to issue and cancel Live Line Work
permits and to carry out switching for Live Line Work.
带电线路作业班长------指接受过关于带电作业流程和技术的专门培训，被证明已具
备相应能力并已被公司书面聘请，执行与授权人员证书相一致的工作。带电线路班
长有权限签发和取消带电线路工作票和执行带电作业的开关工作。
LIVE LINE WORK PERMIT- a declaration on an approved form issued to a Live
Line Work Team Leader in charge of Live Line Work, for the purpose of making
known to such a person exactly which line is to be worked on, and on which the
auto-reclose features have been disabled.
带电线路工作票——签发给负责带电作业的带电线路作业班长的声明，以使其充分
明确哪条线路需要工作，以及哪一个自动再合部件已被撤除
RESPONSIBLE PERSON’S DECLARATION: a declaration on an approved form
signed by Responsible Person and Senior Authorised Person before issuing of a
relevant safety document declaring that circuit isolation and earthing has been
completed at the Employer’s premises and that the circuit will remain so until its
cancellation.

E.1.0 Switching 开关操作

E.1.1 Operation Of Switchgear 开关设备操作
No High Voltage switching shall be carried out without the sanction of the
Controller, except in cases of Emergency Switching.

a. When High Voltage Switching is required, the Controller shall communicate
directly with the person who is to carry out switching. In the absence or
failure of direct communication facilities, the message may be relayed
through a third party.

流。当直接交流的工具故障或不具备时，消息可由第三方转告。
b. Every telephone or radio message relating to operation of the High
Voltage System shall be written down by its sender and receiver, without
alteration or abbreviation (other than those approved), together with a
record of the time of receipt, and shall be read back by the receiver to the
sender exactly as written to ensure that it has been accurately recorded
and understood.
每条关于高压系统操作的电话或者录音信息都需由发送者和接收者记录在
案，不允许由任何改动或者简写（除非其他人准许），接收信息的时间也需
记录。记录内容需由接收者向发送者读诵一遍以确认记录的内容准确无误。
c. Switching to the Controller’s instructions or consent, shall be carried out
without undue delay. All switching shall be reported to the Controller
immediately after each operation. Circumstances necessitating emergency
switching shall be reported at the same time.
主管的指令或者同意，进行的开关操作应该被如期执行没有延误。在每一操
作完成后，所有开关操作需向主管立即汇报。需执行紧急开关操作的情况需
同时汇报。
d. Before any High Voltage Switching or associated operation, which may
affect other systems is carried out on the Corporation’s System, the
Controller shall communicate with the appropriate official(s) of the other
system(s) concerned and the switching shall be agreed between them. The
Switching shall be recorded at all centres concerned.
在可能会影响其他系统的高压开关操作或其他辅助操作执行之前，主管需与
负责其他系统的合适的工作人员进行沟通，且相关的开关操作需得到双方的

e. Switching by pre-arranged understanding or signaling after an agreed
interval of time is FORBIDDEN.

f. Should any equipment show signs of faulty operation, the circumstances
shall be reported to the Controller and the equipment shall be examined
before further operation.

g. When operating pole-mounted air break switchgear by integral remote
mechanical control from ground level the operator must wear rubber gloves
of an approved type. The operator must also confirm prior to operating that
all connections are intact on the pole

E.1.2 Work On Apparatus Which Can Be Made Live From More Than One

Before Switching or work is carried out on apparatus which can made live from
more than one system, the Controller responsible will communicate with the
Controller of the other system and switching, isolation and earthing shall be
agreed between them. The conditions of E. 1.1 shall apply.
在多个系统可能引起带电的设备上进行开关操作或作业之前，负责的主管需与其

E.1.3 Safety Locks 安全锁
a. Non-standard locks shall be used to lock off all Points of Isolation. The keys
for such locks shall be kept in a key safe or in the custody of the person in
charge of work.

b. When the circuit on which work is to be carried out is controlled only by
fuses, or links, these fuses or links shall be removed and kept in the

E.1.4. Caution and Danger Notices 警戒和危险标志
Caution Notices shall be attached at control equipment of apparatus and at all
point of isolation.

Danger Notices shall be attached on or adjacent to the live apparatus at the
limits of the zone in which work is to be carried out.

E.2.0. Earthing 接地
When high voltage apparatus is to be discharged and earthed in accordance
with Rule E.12.0, it shall be carried out as follows:

c. By the use of earthing switches or special equipment where provided,

Earthing devices shall be of an approved type and of adequate current carrying
capacity. EARTHING DEVICES SHALL BE EXAMINED FOR DEFECTS
PERIODICALLY.

E.2.1 Procedures for Earthing. 接地流程
a. The circuit shall be verified to be dead, and where practicable tested by
means of an approved voltage tester. The voltage tester shall be tested for
correct operation immediately before and after use.
线路需被确认失电，用电压测试仪表进行可行的测试
b. The Senior Authorized Person shall always ensure that earthing devices
are not defective prior to use. In case of application of additional earths the
Competent Person in charge of work shall ensure earthing devices are not
defective prior to use.

能，负责相关工作的合格人员需保证在使用前，接地装置完好无损。
c. The earthing devices shall be connected to the general mass of earth
before being secured to the phases. They shall be secured to the phases
by means of a link stick or other approved equipment, and care must be
taken that good contact is made.

连接各相，而且必须保证接触良好。

d. All phases shall be earthed even if work is to be carried out on one phase
only.

e. One circuit main earth shall comprise a set connecting all three phases to
earth whereas one additional earth shall be counted as a unit.

f. When removing the earthing devices at any point, they shall be
disconnected from the phase end first.

CAUTION: When a circuit breaker is used to make the earth connection,
then all its tripping features shall be rendered inoperative, and where
practicable, the operating mechanism shall be locked with the circuit
breaker in the closed position.

INTO CONTACT SPOUTS FOR THIS PURPOSE IS FORBIDDEN.

E.3.0 Loading Instructions to Generating Stations 电站负荷指令
E.3.1 Load Allocation 负荷分配
a. The allocation of load to the Corporation’s generating stations and to
generating stations interconnecting with the Corporation’s transmission
lines and substations in accordance with ESAA 2007, is the responsibility of
the Controller, and will be varied by the Controller from time to time as
required by system conditions and by terms of any agreement entered into
between the Corporation and the owners of the said interconnected stations.
对公司电站和遵从 ESAA 2007 与公司传输线和变电所联络的电站的负荷进
行分配是主管的责任，且根据系统条件和公司与上述互联的电站业主之间同

b. The output of other generating stations the Corporation has entered into
agreement with shall be supervised by the Controller to the extent required
by the relevant agreements.

c. Any person receiving instructions from the Controller regarding station
loading, voltage adjustment, frequency control and associated matters shall
carry out the instructions without undue delay and shall report back the
completion of the operation to that Controller.

施需立即执行，并在操作完成后将信息反馈给主管。
d. Where there is any objection to, or difficulty in carrying out the Controller’s
instructions, rule E.6.0 shall apply.

E.3.2 Recording Of Loading Instructions 负荷指令记录
The Controller shall record in a log book or any other approved form the time
and nature of all loading and associated instructions issued, and may add such
explanatory notes as deemed necessary or useful.
主管需在日志或者其他许可的形式记录好所有负载以及相应指令签发的时间和性
质。如有需要，也可添加相应解释性的注解。
E.4.0 Communication Modes: 通讯方式
Every communication related to operation of the system must have proof of
record as per E1.1b. Communication mode shall be telephone, cellphone, radio,
electronic mail as may be approved from time to time by the Corporation.
每一个与系统运行相关的通信，如 E1.1b 所述，应做好相应记录证明。通讯方式

E.5.0 Failure of Supply 电源故障

Any failure of supply from whatever cause, to or from any part of the
Corporation’s power System shall be immediately reported to the Controller.

During failure of supply all plant and equipment on the circuit(s) affected shall
be treated as live unless isolated.

E.6.0 Objections 反对
When any person receives instructions regarding work on or the operation of
High or Low Voltage Apparatus, that person shall report any objections to the
carrying out of such instructions to the person issuing them. The matter shall
then be investigated by both parties and if necessary referred to higher
authority.
当工作人员接到需要在高压或者低压设备上工作或者操作的指令，其应该向签发

E.7.0 Dangerous Occurrences and Accidents 危险事件与事故
All dangerous occurrences and accidents on the Corporation’s power System
shall be reported immediately to the Controller who shall take immediate
remedial action and inform the relevant authorities.

E.8.0 Admittance to Substations 变电所访问许可
E.8.1 Corporation Employees 公司员工
No persons other than Competent Persons or persons under the direct
supervision of a Competent Person shall enter any substation or switching
station premises belonging to, or wholly under the control of the corporation.
只有合格人员或其直接管理下的人员可进入属于公司或者完全由公司控制管理的
变电所或者开关站，
All Competent Persons entering a substation or switching station shall
immediately report their presence to the Controller.

E.8.2 Non- Corporation Employees 非公司员工

Visitors are not permitted in any substations or switching stations unless they
are accompanied, without intermission by a Competent Person. Visitors will be
required to read and sign the “Visitors Admittance Permit” thereby indemnifying
the corporation against injury.
访客是不允许进入任何变电站或者开关站的，除非他们得到合格人员的同意，并
在其陪同下进入。访客需阅读访客准入许可票，并在上面签字，从而保护公司不
受危害。
E.9.0 Access 访问
a. All gates or barriers in generating stations and substations ( including plates
on access ladders) preventing access to enclosures, chambers, cubicles or
cells containing live high voltage apparatus shall be kept locked. The key
controlling the locks shall be retained in a locked cabinet and shall be
removed only by a Senior Authorised Person for the purpose of access to
high voltage apparatus. No person except a Senior Authorised Person or
a person acting under direct supervision of a Senior Authorised Person or
a person in possession of a Permit-To –Work, Sanction-for-Test or
Limitation Of Access or as member of Working Party shall have access
to any such live high voltage apparatus.
所有防止进入围墙，房间，配电柜或者内有高压带电设备的室内的电站和变
电站的所有大门和栅栏（包括进入爬梯上的板片）都应被锁起来。其钥匙应

supporting high voltage conductors shall always be kept locked except
when opened under the direct supervision of a Senior Authorized Person.

E.10.0 Interference with Conductors 导体
No person shall touch the insulation which covers or supports any high voltage
conductors unless the conductor is dead, isolated and earthed, except under
live line work.

离，接地，带电作业除外
E.11.0 Fire Protection Equipment 防火设备
E.11.1 Portable Fire Extinguishers 携带式灭火器
Only approved portable fire extinguishers shall be used in the vicinity of live
electrical apparatus, provided that in the handling of the fire extinguishers
safety clearances are maintained.

E.11.2 Automatic Fire Extinguishing Equipment 自动灭火设备
Before any entry, work, tests or inspections are carried out in any enclosure
protected by automatic fire extinguishing equipment the following provisions
shall be adhered to:
在进入，作业，试验或者检查由自动灭火设备保护的设备前，如下规定需严格遵
守
a. The automatic control shall be rendered inoperative and the equipment left
on hand control. A Caution Notice shall be attached.
自动控制系统需退出运行，相应设备调整至手动控制模式，并贴上必要的警

b. Precautions taken to render the automatic control inoperative shall be
recorded on the Permit-to–Work, Sanction-for-Test, Limitation-Of-
Access and in the station log book.
为使自动控制退出所采取的预防措施需在工作票，试验票，限定权限作业票
和日志中作好记录。
c. The automatic control shall be rendered operative immediately after the
persons engaged on the work, tests or inspections have withdrawn from the
protected enclosure. The act of rendering the automatic control operative
shall be recorded on the appropriate Permit-to-Work, Sanction-for-Test
or Limitation-of-Access and in the station log book.
一旦相关工作，试验或者检查结束，自动控制需立即投入。自动控制投入的
操作需在工作票，试验票或者限定权限作业票以及日志中做好记录
CAUTION - After any explosion, fire or discharge of carbon dioxide or other
approved electrical fire extinguisher in an enclosed space, the space shall be
thoroughly ventilated before entry or suitable breathing equipment shall be worn
if entry is necessary before the fumes have been cleared. 注意：当发生二氧化
碳或其他密闭空间内的电气灭火器爆炸，着火或者泄漏，其所发生地点应在人员
进入前进行彻底通风，如若在灭火前需进入现场，则需佩戴合适的氧气设备。
E.12.0 Precautions To Be Taken Before Working On High Voltage Apparatus 在高

Except for live line work, no person shall carry out work of any description on
any part of high voltage equipment unless such equipment is:

b. Isolated and locked off from all sources of supply including voltage and
auxiliary transformers and common neutral earthing equipment from which
the equipment may be made live.

E.13.0 Precautions to be taken before Working on Low Voltage Systems 在低压系
统上工作之前需采取的防范措施
a. Whenever practicable work on Low Voltage equipment shall be done while
the equipment is dead. A Permit-to-Work shall be issued when written or
verbal instructions are not considered sufficient. The requirement of rule
E.12.0 will then be adhered to.
无论何时，在低压设备上进行实际工作时，设备都应断电。并需签发相应工
作票，除此外任何书面和口头上的指令都是无效的。具体要求参见 E12.0
b. Before work is commenced on bare Low Voltage overhead lines which
have been made dead, the conductors including the neutral shall be short
circuited and where practicable earthed.

c. Where required, work may be carried out on live Low Voltage apparatus
by a Competent Person using approved safety equipment and clothing.
Electrically tested rubber gloves must be worn.

d. All work on Low Voltage apparatus must be carried out as if the apparatus
were live unless proven dead. When working on dead or live Low Voltage

working zone.

a. A Permit-to-Work or a Sanction-for-Test shall only be issued and
cancelled with the consent of the Controller in whose custody a record of
each Permit-to-Work and Sanction-for-Test issued shall be retained.
工作票和试验票只能在负责相关工作的主管许可后，尤其签发和取消。做
好各工作票和试验票的记录。
b. Once High Voltage apparatus has been connected to the system and
remains part of the system, no work shall be carried out on such
apparatus until a Permit-to-Work or Sanction-for-Test has been issued
to the person in charge of work.
一旦高压设备与系统连接并成为系统一部分，不允许在其上进行任何作
业，除非持有相关负责人签发的工作票或试验票。
c. A Permit-to-Work or Sanction-for-Test shall be issued to the person in
charge of work or test, who, after having been satisfied that the apparatus
has been made safe to work on, and having read and understood the
contents of the Permit-to-Work or Sanction-for-Test, shall then sign its
receipt section and its duplicate.
工作票或者试验票需签发给负责相关工作或试验票的工作人员，他需知道
相关设备已具备安全作业的条件，并充分了解工作票或试验票的内容，并
在其签收栏和复件上签名。
d. No person holding a Permit-to-Work or Sanction-for-Test shall leave
the site of work while work is in progress.
当工作仍在进行中，不允许任何人持工作票离开工作现场。
e. If the apparatus to be worked on requires isolating and/or earthing at a
High Voltage metered customer premises, or at interconnecting
Substation or Power Station, a Permit-to-Work or Sanction-for-Test
shall only be issued after the Responsible person’ declaration has been
signed. Both parties shall retain a signed copy of the declaration.
如果需在用户住处，联络变电所或者电站，需将其隔离和/或接地的高压设

f. If for any reason, the person to whom a Permit-to-Work or Sanction-
for-Test is issued has to be replaced by another person, the original
document must be cancelled and a new Permit-to-Work or Sanction-
for-Test shall be issued.

废并签发新的工作票或试验票。
E.14.1.1 Disposal of Cancelled Permit- to-Work or Sanction-for-Test Documents
作废工作票或试验票文件的处理
Cancelled Sanction-for-Test, Permit- to-Work, Permit Record Card or
other approved form, and copies thereof, shall be retained at the centers
concerned until a period of thirty six months has elapsed from the date of
cancellation.
所有作废的工作票、试验票、票记录卡或其他文件，以及复印件都需放在有关

E.14.1.2 Workman’s Declaration: 劳动者声明
All members of the Working Party engaged on work for which a Permit-to-
Work or Sanction-for-Test has been issued shall first sign a Workman’s
Declaration form. Members may be added to or signed off from a
workman’s declaration form without reference to the Senior Authorized
Person.
参与有关工作的工作小组所有成员需在工作票或者试验票签发后，在劳动者声
明表上签名。成员可以在声明上增加或者取消签名，而无需告知高级受权人

E.14.1.3 Loss of Permit-to-Work or Sanction-for-Test Documents: 工作票或者试验

In the event of loss of a Permit-to-Work or a Sanction-for-Test held by a
person in charge of work, the loss must be reported immediately to the
Controller who will arrange for its cancellation and replacement.
如果有关工作负责人，丢失了其持有的工作票或者试验票，应立即向主管汇
报，使其将票作废处理并重新开具新票。
E.14.1.4 Loss of Isolation Keys Issued Against Permit-to-Work or Sanction-for-
Test: 针对工作票或者试验票，签发的绝缘钥匙的丢失
Any loss of key(s) for Points of Isolation as indicated on the Permit-to-
Work or Sanction-for-Test shall immediately be reported to the Controller.
All work covered by the Permit-to-Work or Sanction-for-Test shall cease
and the Controller shall immediately cancel such Permit-to-Work or
Sanction-for-Test. The Controller shall make necessary arrangements for
replacement of lock(s) and key(s) and shall then issue a new the Permit-to-
Work or Sanction-for-Test before work can resume.

a. The person in charge of work to whom a Permit-to-Work is issued shall
be a Competent Person. The Permit-to-Work shall remain in the
custody of the Competent Person at all times until its clearance.

员需始终保管工作票。
b. A Permit-to-Work shall be issued to the Competent Person in charge of
each independent Working Party.
工作票需签发给负责各个独立工作小组的合格人员。
c. The apparatus isolated and earthed for work under the terms of a Permit-
to-Work shall remain so until the Permit-to-Work has been cleared and
returned to a Senior Authorized Person for cancellation.
工作票期限内，相关设备应该始终保持绝缘和接地状态，知道工作票收回
并被返回至高级主管做作废处理。
d. When work on apparatus for which a Permit-to-Work has been issued
is completed, the recipient shall sign the clearance section of the Permit-
to-Work and return the Permit-to-Work to a Senior Authorized Person
who shall cancel it. When work is suspended, the Permit-to-Work may
remain in force.
如果在已开具工作票的设备上作业，作业结束后，工作票签收人需在工作
终止栏签字，并将其返回给高级受权人做作废处理。当工作终止，工作票
需有效保存。
e. Where more than one Permit-to-Work has been issued for work on High
Voltage Apparatus associated with the same Circuit Main Earth, a
Senior Authorized Person shall ensure that all such Permit-to-Work
have been cancelled before the Circuit Main Earths are removed.
如果在相同线路主接地高压设备上，签发一张以上工作票，高级受权人需
保证在线路主接地被解除前，所有工作票已被做作废处理。
E.14.2.1 Arrangements for Indirect Issue 间接签发处理
a. In case of work on equipment, where, owing to special circumstances or
to the distances involved the arrangements for direct issue of a Permit-
to-Work would result in undue delay, the Permit –to Work may be
issued by a Senior Authorized Person with the consent of the
Controller in accordance with these rules, and its contents

E.14.2.2 Procedure for Clearance after Indirect Issue: 间接签发完后的工作票作废

After work for which a Permit-to-Work has been issued, has been completed
(or stopped by a Senior Authorized Person), the Competent Person in
charge of the work shall ensure that the additional earths and loose gear are
removed and shall then sign the clearance on the Permit Record Card or
other approve document. The Competent Person shall then communicate
with the Senior Authorized Person holding the Permit-to-Work and read
the clearance section to the Senior Authorized Person. The Senior
Authorized Person shall complete section 6 of the Permit-to-Work then
inform the Controller of the cancellation of the Permit-to-Work.

E.14.3 Sanction-for-test 试验票
a. The person in charge of testing to whom a Sanction-for-Test is issued
shall be a Senior Authorized Person. The Sanction-for-Test shall
remain in the custody of the Senior Authorized Person at all times until
its clearance.

b. Only one Sanction-For-Test shall be issued on any High Voltage
Apparatus at any one time, UNDER NO CIRCUMSTANCES SHALL

VOLTAGE APPARATUS WITHIN THE POINTS OF ISOLATION
DEFINED ON A SANCTION-FOR-TEST WHICH IS IN FORCE.

c. The Apparatus released for testing under the terms of a Sanction-For-

d. The equipment released under the terms of a Sanction-for-Test shall fall
under the control of the Senior Authorized Person to whom the

the isolated equipment and for ensuring safety during the test.

e. The recipient of the Sanction-for-Test may remove and apply earths as
necessary and carry out tests including making live the apparatus

f. When work on the apparatus for which a Sanction-For-Test has been
issued is completed, the recipient shall sign the clearance section of the
Sanction-for-Test with the exceptions noted. The Sanction-for-Test shall

g. When work is suspended the Sanction-for-Test shall remain in force

E.15.0 Limitation-of-Access: 限定权限作业票
A limitation-of-access will be issued by a Senior Authorized Person who will
inform the Controller.

The person in charge to whom the Limitation-of-Access is issued shall be a
Competent Person and the work shall be carried out under that person’s
immediate supervision. The issue of a Limitation-of-Access to a contractor
shall appoint the holder a Competent Person for the work covered by the
Limitation-of-Access.

Members may be added to or signed off from a workman’s declaration form
without reference to the Senior Authorized Person.

In the event of loss of a Limitation-of-Access, the loss shall be reported to the
Senior Authorized Person who will arrange for its cancellation and replacement.
The action taken will be communicated to the Controller.如果限定权限作业票

E.15.3 Disposal of cancelled Limitation-of-Access 已销毁的限定权限作业票文件的

E.16.0 Work On High Structures and Overhead Lines 在高层建筑和高架线上的作业
E16.1 General 通则
a. All persons while at work on poles or high structures shall make proper use
of their safety harnesses or belts, wear safety clothing, and at least one
person shall be in attendance near the base of the pole or high structure
upon which a person is working.

服，在作业人员下方，需有至少一名人员在高层建筑或电杆基底附近协助、

b. Before any pole is climbed, it shall be sounded. No pole badly impaired by
decay or damage shall be climbed until it has been adequately supported,
and then only by one person with permission of the Competent Person in
charge.

c. Each person who may have to climb a tower shall be provided with a
wristlet marked with the designation of the line on which work is to be
carried out and shall wear it in such a manner that it will be readily visible to
the wearer.

d. Any overhead line over or under which new overhead conductors are to be
run, shall either be made dead or adequate precautions shall be taken to
prevent danger during the running out and permanent securing of the
conductor. In the case of a high voltage line which has been made dead, a
Permit-to-Work shall be issued.

E16.3 Double Overhead Lines with One Circuit Live 带有一路带电线路的双高架线
Where work is to be carried out on double circuit overhead lines with one circuit
live, the following precautions shall be taken:

a. After placing in position a green flag on the dead side of the tower, and
before any other person is allowed access to the tower, the Competent
Person in charge at the point of work shall climb the tower on the dead side
and shall efficiently connect to earth each individual conductor on that side.
The Competent Person shall then affix red pennants to the crossarms
supporting the live conductors at the junction of these cross arms with the
tower body. The conductors shall remain efficiently earthed throughout the
progress of the work and pennants shall be removed only after all the
members of the Working Party have descended the tower on completion of
the work.

E.16.5 Work On Wood Poles And Steel Towers Fitted With Identification Plates.

a. Wood pole and/or steel tower overhead lines shall be individually identified
with an approved identification plates.

b. No person shall climb a pole or tower until the Senior Authorized Person
has issued the wristlet bearing the distinguishing number or symbol of the
identification plates. This wristlet shall be worn by the person to whom it is
issued during the whole period while work is in progress. On completion of
the work, the wristlets shall be collected by the Senior Authorized Person.

to the requirement of rule E.12.0, identify and spike the cable in an
approved manner at the point of work in the presence of the Competent
Person in charge of work.

conductors, then unless the whole equipment is dead, the section which is

barriers or roping arranged so that the minimum clearance from the nearest
exposed live conductor to ground level, platform or access way which may

a. Portable ladders shall be of an approved type and of no greater length

b. Portable ladders and long objects such as scaffolding shall only be used
with the permission of a Senior Authorized Person who shall define the
conditions of use to the Competent Person in charge of work. Ladders and
long objects shall then be moved and erected under the direct supervision
of a Competent Person. Other long objects shall only be taken into or out
of the substation using the route specified by the Senior Authorized
Person. Metal objects shall be connected to substation earthing system as
soon as practicable.

position and as near to the ground as practicable.

a. Positioning, erecting and any subsequent movement of cranes, pre-formed

rendered inoperative.

VERIFICATION. If these are the only earths that can be applied in the
spouts and are Circuit Main Earths, then whilst this work is in progress no
other work shall be carried out on the circuit connected to those spouts.

E.21.3 Withdrawable Apparatus 可拆卸设备
When withdrawable apparatus has been disconnected from all supplies and

E.22.0 Work on Remotely and Automatically Controlled Equipment 在远方控制和

Before work is carried out on remotely or automatically controlled equipment
such as circuit breakers, isolators and tap changing gear, all remote control and
automatic features shall first be rendered inoperative. No work shall be carried
out on the controlling equipment, wiring or relays except by a Senior Authorised

E.23.0 Work on High Voltage Equipment and Ancillary Equipment Containing

a. For any equipment containing sulphur hexafluoride gas the relevant
operating instruction must be available at the point of work stating the
method of dealing with the gas and associated compounds. The equipment
shall bear an approved notice stating that it contains sulphur hexafluoride.

b. Before any work is carried out on equipment which is, or has been in

E.24.0 Work on Tanks Containing Oil 在含油罐上作业
a. No person shall enter a vessel which has been emptied of oil or any other

all dangerous vapours have been expelled.

b. Smoking and exposed flames are prohibited in the vicinity of open vessels

c. Work on such vessels involving the application of heat is forbidden until all

Work other than maintenance testing or operational testing and adjustments on
High Voltage equipment operated by or containing compressed air shall be

Permit-to-Work is issued. The Permit-to-Work may be the one issued to a
Competent Person under the terms of rule E.25.1, but under no

equipment. The Senior Authorised Person shall ascertain from the
Controller that no other Permit-to-Work has been issued on the apparatus
other than the Permit-to-Work under which the maintenance testing is to
be carried out.

E.26.0 Work on Static Capacitors 在静电电容器上作业
Before any work is carried out on static capacitors the following shall apply: 在

e. Where earthing is impracticable, the capacitor units shall be short circuited
and shall remain short circuited until they are removed from their normal

E.27.0 Testing of High-Voltage Equipment 高压设备试验
a.
i. Electrical pressure tests or any A.C testing at voltages above 15 Volts
shall be carried out under the terms of a Sanction-for-Test. A.C testing
at voltages below 15 Volts shall be carried out under the terms of
Sanction-for-Test or under the terms of a Permit-to-Work already in
force. In the latter case, prior agreement must be reached between the
Controller , the Senior Authorised Person in charge of the testing
and the holder of the Permit-to-Work, and the details shall be logged
at the Control Centre. The Senior Authorised Person shall ascertain
from the Controller that no other safety document has been issued on
the equipment other than the Permit-to-Work under which the testing
is to be carried out.

iii. Before using the measuring instrument, the Senior Authorised
Person shall ascertain from the Controller that no Permit-to-Work or
Sanction -for-Test has been issued on the equipment under test other

measuring instrument is to be used.

E.28.1 General 通则
a. Live Line Work shall be undertaken ONLY under the direct and continuous
supervision of a Live Line Work Team Leader who has been issued with a
Live Line Work Permit.

b. Live Line Work shall be undertaken ONLY by persons who have received
appropriate training and have been appointed in writing by the Corporation.

procedures.

E.28.2 Precautions to Be Taken Before Live Line Work Commences 在带电作业开

Before any Live Line Work Permit is issued, the following shall apply:

a. Telecommunication shall be directly or indirectly established between the
point of work and the Controller. These telecommunication shall be
maintained throughout the period when Live Line Work is in progress.

b. The Live Line Work Team Leader in charge shall be satisfied that the
atmospheric conditions are such that the work can be carried out safely.

c. Auto-reclose equipment on circuit breakers controlling the circuit concerned
shall be rendered inoperative and shall remain so while the Live Line Work
Permit is in force. Caution Notices shall be attached on the controlling

d. The Live Line Work Team Leader shall, with the consent of the Controller,

E.28.3 Suspension or Completion of Live Line Work 带电作业的暂停或结束
a. When Live Line Work is completed, or has not been completed on the day
of permit issue, the working party shall be withdrawn and the Live Line
Work Permit cancelled with the consent of the Controller.

b. If Live Line Work has to be temporarily stopped due to adverse
atmospheric conditions, or for any other reason, the Live Line Work Team

c. If Live Line Work has been temporarily stopped for any reason, then

that the atmospheric conditions are such that work can be carried out safely
and all tools are in safe condition.

a. All tools and equipment used for Live Line Work shall be of an approved

b. Live Line Tools and equipment shall be kept in a clean and dry condition
and just before use, shall be inspected and tested by the Live Line Team
Leader to ensure that they are clean, dry and in a sound condition. If any

piece of equipment shall not be used.

following distance of the exposed High Voltage Apparatus.

Live Line Work all conductors, insulators, fittings and steel work affected

APPENDIX 1 – BASIC SAFETY RULES (ELECTRICAL) 附录 1---基本安全规程（电
气）
This set of rules is based upon the Safety rules (Electrical) and has been compiled to
cover in a compact and easily understood form, features of the rules which directly
concern employees who have not been designated as Competent Persons. It is
important that all employees of the Corporation should, in their own interest, be fully
familiar with the following basic Safety Rules to ensure their own safety.
此规程是基于安全规程（电气）进行编辑，简洁易懂，涵括了员工直接关心的安全事项。
对于全体员工，为了个人利益，都应该熟知下面基本安全规程，以确保自身安全。
1. NO PERSON shall enter a substation, open a link box or distribution pillar, climb a
pole or tower, touch the insulation covering or supporting any conductor, disturb a
cable, or interfere with any other electrical apparatus until he/she has been given
particular instruction to do so by the person in charge, or unless the person holds a
general instruction that permits the carrying out of these duties.
在没有经过负责人专门的指导，任何人不准进入变电站，打开连接箱或配电柜，攀爬
电线杆或电线塔，触摸绝缘套或其他导体支撑，扰动电缆或者干扰其他任何电气设
备，除非接到指令准许进行上述工作
2. NO PERSON shall commence work unless the instructions given have been fully
understood and in no circumstances shall these be exceeded. No work shall be
carried outside the working zone defined by danger and caution notices, roping
barriers or other means.

Should any person consider that the instructions given cannot be carried out safely,

3. NO PERSON shall interfere with earth connections, locks, Danger and Caution
Notices, safety barriers, lamps or flags or other safety devices. These shall be
moved only on the instruction of a Senior Authorized Person.

4. NO PERSON shall enter an underground chamber through a restricted access such
as manhole, or a vessel that has previously contained oil or other inflammable or
toxic substance, until instruction to do so by a Senior Authorized Person after the
necessary precautions regarding ventilation have been taken and unless there is a
person outside who shall keep in touch with the person inside the underground
chamber or vessel.

5. NO PERSON shall smoke or use an exposed flame in any enclosed chamber until it

Smoking is prohibited in the vicinity of any open tank which contains oil or has
previously contained oil or other inflammable substance. Precautions must be taken
by suitable ventilation or otherwise to prevent fire or explosion if heat is to be
applied to a tank which has contained oil or other inflammable substance.

6. NO PERSON shall work in any enclosure equipped with automatic firefighting

equipment until instructed to do so by a Senior Authorized Person. Portable fire
extinguishers particularly if containing water or foam should be used with care in the
vicinity of electrical apparatus. Entry into any space in which there has been a fire
shall not be attempted until instructed by Senior Authorized Person.
在没有高级授权人的指导下，任何人不得在装有消防系统的设备防护盖上作业。在电

7. NO PERSON shall take a ladder or long object into the substation building or
compound, nor shall any person move or erect a ladder therein, until instructed by a
Senior Authorized Person. Ladders and other long objects shall be carried parallel
to the ground and as low as practicable.

8. NO PERSON shall climb any pole until it has been proved safe by sounding. If in
doubt about its safety, the pole shall not be climbed until the matter has been
referred to a Senior Authorized Person.

No person shall work on any pole or tower without proper use of a safety belt which

lightning storm.

APPENDIX II Treatment for electric shock 附件 2---触电处理
1. MAKE SURE IT IS SAFE TO APPROACH 确保可安全靠近
If the casualty is not clear of the source of the shock, break contact by switching off
the current, removing the plug or wrenching the cable free. If this is not possible,
stand on dry insulating material such as newspaper or rubber mat and try to push or
pull the casualty clear of the contact using object of low conductivity such as a
wooden broom or rolled up newspaper. Do not touch the casualty with bare hands;
but if nothing else is available, then grip any loose dry clothing on the casualty (not
under the arms) and pull the casualty away from the source.
如果伤员无法确定触电电源，可通过断开电流，拔开插头或松开电缆进行断电。如果
没法进行，可站在干燥绝缘物体上，例如报纸，胶皮垫，然后用低导电物体，如木扫

2. CHECK FOR SIGNS OF BREATHING 检查呼吸迹象
Place your ear above the casualty’s mouth and look along the chest and abdomen
for signs of movement.

If the casualty is breathing, place casualty in the recovery position and call medical
aid.
如果伤员有呼吸，将伤员平躺放下，然后拨打急救中心。
If the casualty is not breathing normally, get someone to call medical aid while you
begin Mouth to mouth ventilation. The use of re breather mask and ambi bag is
recommended to avoid direct contact which may result in health hazards.

3. Ventilation 通风
I Check airway is not blocked. Turn head to one side and remove obstructions
around the face and neck, and any debris in the mouth

II Open airway by placing one hand under the neck the other on the forehead and
tilt the head back. Transfer your hand from the neck to the chin and push
upwards. Breathing may start. If so place in recovery position.

4. If after four ventilations the casualty does not respond, start external chest
compression

Kneel alongside the casualty facing the chest. Place the heel of your hand on the
centre of the lower half of the breastbone. Cover this with the heel of your other
hand and lock the fingers together. With arms straight, press vertically down on the
lower half of the breastbone to depress chest about 4 cm. do this 15 times at the
rate of 80 per minute.

Reopen the airway and give two ventilations for one minute and check carotid pulse.

casualty in recovery position. If the pulse is absent, repeat cycles, checking for
heart beat every three minutes or 12 cycles

1.0 STATUTORY PROVISIONS 法定条款

The Corporation is required to comply with the provisions of the Electricity Supply
(Amendment) Act, (Cap 73:01) 2007, the Factories Act (Cap 44:01) and with any
regulations made there under. All employees and any persons contracted by the
Corporation are required to conduct their work in accordance with the Act and
Regulations. A copy of the Electricity Supply Amendment Act (ESAA) and
regulations shall be kept for reference in all relevant Corporation premises.

COMPETENT PERSON- a person over the age of majority who has sufficient
technical knowledge and /or experience to avoid danger. A Certificate of
Competence shall be issued to each Competent Person.

CERTIFICATE OF COMPETENCE- a certificate given to a competent Person

Centres and those under the direct supervision of a Senior Authorised Person.

CONTROLLER- a Senior Authorized Person appointed person appointed in
writing by the Corporation and on duty to control operations and other related
activities on a defined System or section thereof, whose duties shall be to
maintain maximum safety to personnel and apparatus at all times.

M.1.0 DANGEROUS CONDITIONS 危险情况

All dangerous conditions and accidents must be reported as soon as possible
to the Controller.

M.2.0 INTEGRITY OF POINTS OF ISOLATION 隔离点的完整性

Before a Permit- to- Work is issued, all points of isolation must be rendered
inoperative and locked off by the application of a safety lock, and a Caution
Notice affixed.

If more than one Permit-to-Work is to be issued which use common points of

isolation, then additional safety locks may be applied to the points of

Before Switching or work is carried out on apparatus which can made live from
more than one system, the Controller responsible will communicate with the

with the same number, and be part of a different series than other locks in
use at the site.

a. Permit-to-Work or Sanction-for-Test shall only be issued and cancelled

with the consent of the Controller, in whose custody a record of each
Permit-to-Work or Sanction-for-Test issued shall be retained.
工作票或者试验票得征得管理员同意进行签发或者取消，那些保管签发的工
作票或试验票记录的人应该保留
b. Once an apparatus has been connected to the system and remains part of
the system, no work shall be carried out on such apparatus until a Permit-
to-Work or Sanction-for-Test has been issued.

业，直到签发了工作票或者试验票才准许
c. A Permit-to-Work or Sanction-for-Test shall be issued to the person in

charge of work, who, after having been satisfied that the apparatus has
been made safe to work on, and having read and understood the contents
of the Permit-to-Work or Sanction-for-Test, shall then sign its receipt
section and its duplicate.

d. No person holding the Permit-to-Work or Sanction-for Test shall leave

e. If the apparatus to be worked on requires isolating and/or earthing at a High
Voltage metered customer premises, or at interconnecting Substation or
Power Station, a Permit-to-Work or Sanction-for-Test shall only be issued
after the Responsible person’ declaration has been signed. Both parties
shall retain a signed copy of the declaration.
如果需要作业的设备在高压用户房屋，或在互连变电站或电站要求隔离或者

f. If for any reason, the person to whom the Permit-to-Work or Sanction-for-

M.4.1.1 DISPOSAL OF CANCELLED PERMITS-TO-WORK OR SANCTION-FOR-

retained at the centers concerned until a period of thirty six (36) has elapsed
from the date of cancellation.

controller who will arrange for its cancellation and replacement.

M.4.1.4 LOSS OF SPECIAL KEYS ISSUED AGAINST A PERMIT-TO-WORK OR

Any loss of key(s) for points of isolation indicated on the Permit-to-Work or

Sanction-for-Test shall immediately be reported to the Controller. The
Controller shall immediately cancel such Permit-to-Work or Sanction-for-
Test and all work covered by the Permit-to-Work or Sanction-for-Test shall
cease. The Controller shall make necessary arrangements for replacement of
the lock(s) and key(s) and shall issue a new Permit-to-Work or Sanction-for-
Test before work can resume.

b. A Permit-to-Work shall be issued to the Competent Person in charge of

returned to a Senior Authorized Person for cancellation.

d. When work on apparatus for which a Permit-to-Work has been issued is

completed, the recipient shall sign the clearance section of the Permit-to-

in force.

e. Where more than one Permit-to-Work has been issued for work on
apparatus associated with the same Circuit Main Earths and/or points of

b. Only one Sanction-for-Test shall be issued on any Apparatus at any one

time. UNDER NO CIRCUMSTANCES SHALL ANY OTHER SAFETY

ISOLATION DEFINED ON A SANCTION-FOR-TEST WHICH IS IN FORCE.

c. The apparatus released for testing under the terms of a Sanction-For-Test

shall not be connected to the system without the sanction of the Controller.

d. The equipment released under the terms of a Sanction-for-Test shall fall

under the control of a Senior Authorised Person to whom the Sanction-
for-Test is issued. The recipient of the Sanction-for-Test shall be

isolated equipment and for ensuring safety during the test.

a Competent Person and the work shall be carried out under that person’s
immediate supervision. The issue of a limitation-of-access to a contractor

completed (or stopped by a Senior Authorized Person), the Competent
Person in charge of the work shall sign the clearance section of the
Limitation-of-Access. The Limitation-of-Access shall then be cancelled
by the Senior Authorized Person. The Controller will be informed of the
cancellation and will record the cancellation in an appropriate log or any
other approved form.

replacement. The action taken will be reported to the Controller.

M.5.3 DISPOSAL OF CANCELLED LIMITATION-OF-ACCESS 处理已封的限定权限

relevant code of practice on radiography shall be adhered to.

There shall be no unathorised entry into confine spaces such as vessels, flues,

I. Before work or inspection are carried out in any enclosure protected by

automatic CO2 or other chemical extinguishing equipment the automatic
control shall be rendered inoperative, the equipment left on hand control
and a notice to this effect attached

II. The automatic control shall be restored immediately after the persons

IV. Emulsifier and sprinkler systems shall be isolated where applicable, and
