1. Hindustan Shipyard Ltd. hereby invites Expression of Interest from reputed


companies/ firms/ organizations for competent and suitable collaborator / design
firms (Parties) interested in design of Polar Research Vessel (PRV) of under
mentioned particulars.

The primary role of this vessel is for Polar Research and logistic support for
Scientific expeditions to Polar Regions.

2. The objective of this EOI is to shortlist technically suitable and competent


companies/ firms/ organizations having in-depth knowledge and proven track
record of having successfully designed similar kind of vessels. Firms should be
willing to collaborate with HSL for said project, subject to fulfilling the eligibility
criteria laid out at Para 5 below.

4. Key Dates:
Date of issue of EOI: 26 Oct 2017
Last date of clarification: 03 Nov 2017
Last date of submission: 10 Nov 2017, 1500 hrs (IST)
Validity of EOI: 12 months (From the date of submission)

5. ELIGIBILITY CRITERIA OF COLLABORATOR

a) Firm should be proven designer for ice class vessels with their own design facilities.

b) The firm should have proven experience in both design of ice breakers/ice class vessel
and research vessel of its own and they should have designed the similar type of
vessels in the last 20 years, of the below vessel successfully delivered.
i) At least one ice class vessel (minimum class notation PC7 or equivalent) of
minimum 80m long and one research vessel of 80m long;
OR
ii) At least one ice class vessel (minimum class notation PC7 or equivalent) cum
research vessel of minimum 80m long.
(Details in the format at Annexure-A along with relevant documents as proof to be
submitted)

c) Research Vessel mentioned in above clause 5.b is defined for evaluation purpose as
follows: The vessels falling under the category of Research Vessels, Hydrographic
Survey Vessels, Seafloor Mapping and Survey Vessels. Seismic Survey Vessels and
having at least 6 facilities out of (i) Multi beam Echo sounder, (ii) CTD including CTD
winch, (iii) A-frame capable of facilitating deep towed instruments and sampling
systems at 6000m water depth, (iv) Seabed samplers and associated winch systems
operable at 6000m water depth, (v) Automatic Weather Station, (vi) Min 250 sq.m.
lab area, (vii) DP system, (viii) Gravimeter and (ix) Analytical Instruments like Auto
analyser etc.

d) Firms should be able to design and provide as per the HSL standards according to
operational and user requirements.

e) The designer who collaborates with HSL, who meets the above criteria must ensure
that the designer provides service only to HSL in this project.

f) The brief outline specifications of the vessel are as follows

i. Class rules and regulations.


The Vessel with engines and equipment shall be designed & built under the
dual class of IRS and one of the classification societies from DNV-GL, BV,
ABS and LR and shall comply with:-Class Notations (DNV-GL notations given
as reference): DNV+1A1, PC5, HELDK, SPS, E0, CLEAN DESIGN, NAUT-
AW, DPS2, LFL*, TMON, SILENTA, VIBR, COMF V(3)-C(3), WINTERIZED
COLD(-15, -35)

Compliant with IMO Res. MSC.266(84) Code of Safety for Special


Purpose Ships 2008. Compliance to Indian Merchant Ships (IMS) Rules
Class VIII. Rules and regulations published and known at the time of
contract signing and which are to become applicable before the date of
delivery of the vessel are to be complied with.

ii. Ice Breaking Capability.


The ship to have year round ice breaking capability in medium first year polar
ice and ramming in old ice inclusions as per PC5 notation.

iii. Sea Keeping.


Vessel should be able to maintain speed and course in the following sea states
at full displacement.14 knots cruising through sea state 4. 11 to 12 knots
cruising through sea state 5.Ability to safely hove to and ride out bad weather
in sea states 7 and above.

iv. Propulsion and powering.


The vessel is to be propelled by Twin Screw Diesel Electric System. Four
Genset of 4000 KW each will produce a total power of 16000KW. Each shaft
is to be powered by two electric motors of 3000 KW each through a gear box
and CPP. The ship will be fitted with one retractable azimuth thruster of approx.
1700 KW in the astern and two tunnel thrusters of 2200 KW each in the bow.
Bow and stern thrusters required for Dynamic Positioning System are also to
be electrically driven. The powering figures are indicative and final values to
be arrived at after the model test results. The power of generator sets and
bow/stern thrusters shall be based on the vessel's speed and DP requirement.
The Generator engines shall be NOx III compliant as per MARPOL Annex VI.

v. Construction.
The vessel is to be all of steel, welded construction, double hulled, meeting
the requirements of Code of Safety for Special Purpose Ships, 2008; and
Guidelines for ships operating in Arctic Ice Covered waters as amended, all
applicable SOLAS, MARPOL, Classification and Indian National Regulations.

vi. Service Life of vessel.


The vessel is expected to have a service life of minimum 35 years with normal
maintenance. The vessel is expected to be at sea for about 300 days in a year.

vii. Helicopter facilities.


The vessel should have a flight deck onto which a Kamov / Super Puma or
similar helicopter can land while the vessel is heave to or moving in a direction
favourable for the operation. Hangar for two helicopters.

viii. Lifeboats.
Totally enclosed lifeboats for all souls onboard, with launching arrangements
are to be provided on port and starboard sides. Rescue boats and all other
lifesaving equipment are to be provided as per statutory requirements.

ix. Handling Equipment (tentative).]


One (1) dual offshore rated twin deck crane: Capacity shall be 2 x 25 t
SWL, 24 m capacity capable of operating in tandem, 12-15 m outreach
beyond the edge of the vessel.
One (1) service crane – capacity -5 tons SWL15 m beyond the edge of vessel
One (1) service crane – capacity 10 tons SWL16 m beyond the edge of vessel
One foldable deck utility crane of SWL 2 tons – 11m capacity to be installed
on port side aft

One (1) A frame: capacity shall be 25 t SWL, 8m outreach. One (1) A frame:
capacity shall be 25 t SWL, 2-3 m outreach.
Two (2) CTD davits: capacity shall be 5 t SWL, 4-5 m outreach. (for two CTDs)
Winch No. 01 – Deep sea Oceanographic winch
Winch No. 02 – Oceanographic/CTD winch 2
Winch No. 03 – Oceanographic/CTD winch 3
Winch No. 04 – Portable electric winch (for side scan sonar) to be installed in
accordance with operational requirements.
Winch No. 05 – Portable electric winch (for magnetometer) to be installed in
accordance with operational requirements.
Winch No. 06 – Portable scientific standby winch to be installed in accordance
with operational requirements.
Winch No. 07 – Portable scientific mooring winch to be installed in accordance
with operational requirements.

x. Dynamic Positioning System.
The DPS to be redundant in compliance with DPS2 requirement. The vessel
should be capable of maintaining position within a radius of 20 metres in SS
2, 10 knot wind and 2 knots current.

xi. Integrated Platform Management System (IPMS)


Comprising of Modern integrated bridge for navigation, Automated Power
Management System (APMS), Integrated Machinery Control System (IMCS),
and Auxiliary Control System (ACS).

xii. MAJOR ONBOARD SCIENTIFIC EQUIPMENT


a. Multi Plankton Sampler, Other biological samplers
b. Microscopes
c. Single and Multibeam Echo sounders
d. Sub-Bottom Profiler
e. Side Scan Sonar
f. Hydraulic Piston Corer and other sea bottom samplers.
g. Integrated data acquisition, processing system.
h. Gravimeter / Magnetometer
i. Core scanner
j. Atmospheric equipment’s
k. CTD (with winch) – 2 nos
l. Thermosalinograph
m. ADCP
n. Salinometer
o. XBT
p. Autoanalyser, Spectrophotometer and other analytical instruments.
q. Computers / Printers / Plotters etc
r. Various other equipment and accessories / facilities.

6. SCOPE OF THE DESIGNER

a. Provide complete functional design & detail design of PRV as per RFP and
tender requirements in HSL prescribed formats.
b. Provide necessary expertise, technical know-how etc during production of PRV.
c. Provide necessary support for tendering including costing.
d. Provide necessary support in procurement of major/complex equipments as per
the RFP and tender requirements.
e. All documentations/ necessary requirements till the successful delivery of the
PRV at the locations and timelines to be specified in the tender.
d. The party should agree to work jointly with HSL for PRV project on an exclusive
basis.

7. MODE OF SELECTION OF THE DESIGNER

a. The designers are requested to fill the Table at Annexure-A for the purpose of
technical evaluation and should fill the willingness format at Annexure-B.
b. It is based on the technical eligibility at Annexure-A and budgetary quotation
the designer shall be short listed and HSL shall enter into collaboration with the
designer.
c. Firms are requested to quote their budgetary quotation individually for
functional design & detail design.
i) Functional design - (% of the vessel cost)
ii) Detail design - (% of the vessel cost)
d. Once after qualification of designer on the technical criteria as well as on
budgetary quotation basis, the designer shall provide services only to HSL for
the PRV project.

8. DOCUMENTATION

a. Interested parties who are eligible/willing are requested to submit the following
documentary proof along with their ‘Expression of Interest’ at the above address
in sealed envelope super scribing “Expression of Interest No.
HSL/BDDPRV/17-18/001, for collaboration in design of PRV” on or before 10-
11-2017 (1500 hrs of IST), soft copies to the mail id : hulldesign@hslvizag.in.
b. Constitution or legal status of applicant indicating place of registration and
principal place of business, i.e. Incorporation/Registration Certificate, copies of
Memorandum & Articles of Association/Partnership Deed, etc.
c. Proposed General Arrangement plan of the PRV, complying with all the
requirement of the specifications.
d. Financial/ Annual Report for the last three years including Balance Sheet/ Profit
& Loss A/c and Auditor’s Report etc.
e. Present Shareholding pattern, Composition of Board of Directors/Partners,
Number of persons including qualification and experience of key personnel
employed and details of existing commitment & ongoing projects in hand.
f. Credentials from clients to indicate performance of projects executed, warranty
service and Annual maintenance contract service.
g. Corporate brochures, product leaflets, etc for general information.
h. HSL will not be responsible/ liable to any party in any way for costs associated
in preparation & submission of EOI. This notice is issued only to elicit an
Expression of Interest (EOI) from parties interested in the collaboration and
does not constitute any binding/commitment from HSL to invite any or all of the
parties in any the subsequent process. HSL is also not obliged to share
clarification related questions with other respondents than the one who seeks
clarification.
i. HSL reserves the right to accept or reject any EOI proposal without assigning
any reasons whatsoever.

j. This EOI is being issued with no commitments and HSL reserves the right to
withdraw the EOI and change or vary any part thereof or foreclose the EOI at
any stage.

iii) that we are not offering the services to any other shipyard for this
same PRV project of NCAOR.
