MINISTRY OF ENERGY AND MINERAL RESOURCES INDONESIA,

Consideration:

a. In order to maintain the stability of the economic condition, it is necessary to

postpone the application of tariff adjustment for small household tariff rates
at low voltage with 900 VA-RTM power as regulated in Ministerial Regulation
of Mineral Resources No. 28/2012 on Power Tariff provided by PT. PLN
(Persero) as amended by Regulation of the Minister of Energy and Mineral
Resources Number 28 of 2016 on Electricity Tariff Provided By PT. PLN
(Persero);
b. Based on the considerations as meant in letter a, it is necessary to stipulate
Regulation of Minister of Energy and Mineral Resources Number 28 Year 2016
on Tariff of Electricity Provided by PT Perusahaan Listrik Negara (Persero);

Regarding:

1. Law Number 8 Year 1999 about Consumer Protection (Gazette of the Republic
of Indonesia Year 1999 Number 42, additional to State Gazette of the Republic
of Indonesia Number 3821);
2. Law Number 30 Year 2009 about Power (Gazette of the Republic of Indonesia
Year 2009 Number 133, additional to Gazette of the Republic of Indonesia
Number 5052);
 3. Law Number 30 Year 2009 about Power (Gazette of the Republic of Indonesia
Year 2009 Number 133, Additional to Gazette of the Republic of Indonesia
Number 5052);
4. Government Regulation No. 23 Year 1994 about the Transfer of Public-Owned

Amendment to Regulation of the Minister of Energy and Mineral Resources
Number 28 of 2016 about Electricity Tariff Provided by PT. PLN (Persero)
(Gazette of the Republic of Indonesia Year 2017 Number 303);

REGULATION OF THE MINISTER OF ENERGY AND MINERAL RESOURCES

ABOUT SECOND AMENDMENT TO REGULATION OF THE MINISTER OF ENERGY
AND MINERAL RESOURCES NUMBER 28 YEAR 2016 ABOUT ELECTRIC POWER
TARIFF PROVIDED BY PT. PLN (PERSERO).

Article I

Several provisions in Regulation of Energy and Mineral Resources Number 28

Year 2016 about Electricity Tariff provided by PT Perusahaan Listrik Negara
(PLN) (Persero) (Gazette of the Republic of Indonesia Year 2016 Number
1565) as amended by Regulation of Minister of Energy and Mineral Resources
Number 18 2017 about Amendment to Regulation of the Minister of Energy
and Mineral Resources No. 28 of 2016 on Electricity Tariff Provided by PT PLN
(Persero) (Gazette of the Republic of Indonesia Year 2017 Number 303) is
amended as follows:

1. The provisions of paragraph (3) of Article 6 are amended, so Article 6

reads as follows:

Article 6
(1) Tariff of Electricity for:
a. Tariffs for small household use at low voltage, with 900 (Nine
hundred) power VA-RTM (R-1 / TR) as referred in Article 3
paragraph (1) point b number 1;
b. Tariffs for small household use at low voltage, with 2.200 power
VA-RTM (R-1 / TR) as referred in Article 3 paragraph (1) point b
number 1;
c. The tariff class for medium-sized households in low voltage, with
3,500 (three thousand five hundred) power VA (R-2 / TR) referred
to in Article 3 paragraph (1) letter b number 2;
d. The tariff for medium-sized businesses at low voltage, with a
power of 6,600 (six thousand six hundred) VA up to 200 (two
hundred) kVA (B-2 / TR) as referred to in Article 3 paragraph (1)
letter c number 2;
e. The tariff for large business purposes on medium voltage, with
power above 200 kVA (i-3 / TM) as referred to in Article 3
paragraph (1) hurunf d number 3;
f. The tariff for the purpose of the Large Government Office at the
medium-sized (P-2 / TM) as referred to in Article 3 paragraph (1)
letter e number 3;
g. Tariffs for public road lighting purposes at low voltage, (P-3 / TR)
as referred to in Article 3 paragraph (1) letter h;

adjustment of Electricity Tariff

(2) The adjustment of Electricity Tariff (tariff adjustment) as referred in

paragraph (1) shall be conducted every 3 months if there is any
change, either increase or decrease
(3) The adjustment of Electricity Tariff (Tariff Adjustment) as referred to
in paragraph (1) letter b until 1st January 2017 while adjustment of
Electricity Tariff (Tariff adjustment) as intended in paragraph (1) letter
a shall come into force on 1st January 2018.
(4) The factors of the adjustment of Electricity Tariff (Tariff adjustment)
as referred in paragraph (2) use the average realization data in the
fourth, third, second month before the implementation of Tariff
Adjustment.
(5) the adjustment of Electricity Tariff (Tariff Adjustment) as referred in
paragraph (1), paragraph (2), paragraph (3) and paragraph (4) is
decided by the Board of Directors of PT. PLN (Persero) based on the
provisions and formulations in attachment IX which are an integral
part of this Ministerial Regulation.
 (6) Adjustment of Electricity Tariff (Tariff Adjustment) by the Board of
Directors of PT. PLN (Persero) as referred in paragraph (5) shall be
determined after obtaining Ministerial.
2. Between Article 6 and Article 7 is inserted 1 Article ie article 6A, which
reads as follows:

Article 6A
The Minister may determine another provision in another time on the
application of Tariff Adjustment as mentioned in Article 6 paragraph (3).

Article II
This Ministerial Regulation shall come into force on July 1st 2017.
In order for everyone to know, the enactment of this Ministerial Regulation
will be in the Gazette republic of Indonesia.

GUIDELINES OF TARIFF ADJUSTMENT

1.

1. Tariff Adjustment Formula

%TA = % (Krate x ∆ rate) + (KICP x ∆ ICP) + % (Kinflasi x ∆ Inflation)

TA = Tariff Adjustment
Tariff Adjustment calculation based on the amount of main cost of
electricity supply according to State Budget 2013 against the inflation.

ICP = Indonesia Crude Price

Kkurs = coefficient of exchange rate

∆ Kurs = the difference between new exchange rate and the reference according to

the state budget 2013

KICP = coefficient of the change of ICP

∆ ICP = the difference between the new ICP and the reference according to

the state budget 2013

Kinflation = coefficient of the change of inflation

∆ Inflation = the difference between the new inflation and the reference according

to the state budget 2013

2. Determination of Coefficient K
coefficient K determined by directors of PT. PLN (Persero) after the issuance of Law
concerning the state budget of that year.

3. Implementation of the Tariff Adjustment

TB = TL x (1+%TA)
TB = Current tariff after the adjustment
TL = Previews Tariff before the adjustment
%TA = Percentage of the Tariff Adjustment
