1.0 INTRODUCTION
This Exhibit outlines the Scope of WORKS to be performed for Construction activities
of Diamond Drilling Plafform (DMDP-A) — Topsides. The full extent of WORKS to
be performed by CONTRACTOR shall be read in conjunction with the CONTRACT
drawings, Specifications, Codes and Standards, Procedures and other related
CONTRACT documents. In addition to the above requirements, any applicable
requirements of PETRONAS Technical Standard (PTS) shall apply.
2.1 General
2.1.1 The Scope of WORKS shall be read in conjunction with the Basic
Engineering package provided by PCVL, Specifications, Codes and
Standards, Procedures and other related CONTRACT Documents. In
the event of any conflict, the stringent document shall take
precedence.

2.1.6 CONTRACTOR shall prepare shop drawings and submit to PCVL for
review and comment, PCVL's review and comment of shop drawings
shall not constitute a hold point and shall not relieve the
CONTRACTOR of the responsibility to fulfill the CONTRACT.
CONTRACTOR may proceed with the WORKS but shall immediately
stop the affected WORKS if so required to incorporate PCVL's
comments. Any rework due to PVCL comments during quality checks
does not relieve CONTRACTOR obligation and these does not
constitute any commercial variations. All shop drawings shall be
based on PCVL's "Approved for Detailed Design" (AFDD) drawings.
2.1.11 CONTRACTOR shall prepare document detailing all WORKS that are
to be completed offshore. The preparation of shiploose materials shall
include all on-site verification and measurement, engineering,
procurement, storage, handling and packing of materials.
CONTRACTOR shall prepare a detailed programme for handling of
materials required for offshore hook-up and commissioning.

2.1.16 CONTRACTOR shall prepare the weight control report and estimate
the Centre of Gravity (COG) location for the WORKS two (02) months
after award of CONTRACT and update on a monthly basis and
transmit this information to PCVL with proposed adjustments to the
lifting pad eyes design and location. The weight control procedure
shall be as CSP-T05 Weight Control Procedure (Topsides) document.

2.1.19 CONTRACTOR shall have a valid Third Party certification for the
cranes. CONTRACTOR shall conduct load test and visual inspection
of the crane's condition and shall be witnessed and certified by third
party with the presence of PCVL Representative prior to
commencement of WORKS. The result of the tests and inspection
shall be furnished to PCVL immediately upon completion.
2.1.22 PCVL shall have the right at any time to inspect the following :

WORKS which does not conform to CONTRACT requirements at
CONTRACTOR's own cost.

Any additional WPS required for the project that has not been pre-
approved, shall be qualified at CONTRACTOR'S own cost including
the provision of materials to be used for welder's qualification test.
2.1.27 CONTRACTOR shall submit all final tie-in drawings to PCVL for
approval three (03) months before commencement of fabrication
WORKS.

2.3.3 CONTRACTOR shall be responsible for preparing the steel for welds
denoted as 'offshore field-welds' on Drawings and trial fitting all such
field installed items at the Worksite. In the event it is not possible to
trial fit as confirrned by PCVL, CONTRACTOR shall demonstrate to
PCVL's satisfaction that such field installed items will fit.
2.3.4 CONTRACTOR shall trial fit but not limited to the following:
(i) Vent boom
(ii) As instructed by PCVL
CONTRACTOR shall notify PCVL two (02) weeks prior to trial fitting
activities. Alternatively, CONTRACTOR shall consider a laser
scanning method to verify and ensure that all trial fitted items will fit.

2.3.8 CONTRACTOR shall design, supply and install access platform with
hand rails, hatches, ladders and protection for equipment, electrical,
instruments and valves as indicated in the CONTRACT or as
instructed by PCVL at CONTRACTOR's own cost.
2.3.9 CONTRACTOR shall ensure that all deck hatch covers are leak proof.
CONTRACTOR shall perform a hose test to prove water tightness.
2.3.12 CONTRACTOR shall fabricate and install the sea fastening for
offshore transportation.

Please note that the piping routing on the General Arrangement (GA)
and elevation drawings shall be read in conjunction with the P&IDs.
The P&ID will take priority in the event of conflict between the P&ID
and GA drawings.
2.4.10 CONTRACTOR shall provide extra care when dealing with Stainless
Steel materials. CONTRACTOR shall develop project specific
procedure (PSP) for handling of Stainless Steel and shall be
submitted to PCVL. The procedure shall include pickling, protection
and preservation during handling, storage, packing, transportation,
testing and welding. CONTRACTOR shall be responsible for provision
of all shims and sole plates required between equipment skids and
deck or shoe
_ plates. All shim plates shall be of 316L stainless steel
2.4.11 All equipment skids shall be fixed to the structure by continuous fillet
welds which shall provide adequate structural strength and corrosion
protection. Gratings and deck plates shall be cut-out. Weather/oil seal
welds shall be provided all around the skids unless otherwise
specified in the Drawings. Where equipment skid cannot be welded to
the plafform structures, i.e. the equipment is fixed via bolts and sole
plates, CONTRACTOR shall seal all opening between equipment skid
base and plafform structures to avoid any ingress of water and dirt.
PCVL recommends having a pedestal and/or stool underneath of
launcher on which saddles to be bolted.
2.4.14 CONTRACTOR shall ensure that there are no liquid pockets in any
vent lines, relief discharge lines, by ensuring that they are sloped as
specified.
2.4.16 CONTRACTOR shall take every precaution during the fabrication and
installation of pipe-works connected to equipment to avoid excessive
forces and moments on nozzles. Spring supports or equivalent shall
be provided for piping connected to equipment to compensate for the
thermal expansion as per pipe stress analysis recommendation.
2.4.17 CONTRACTOR shall prepare and submit for review by PCVL welding
procedures specifications, welding procedure qualification records and
welders qualification. CONTRACTOR shall obtain third-party
endorsement for such documents.

2.4.19 Drain lines shall be provided with flanged 'clean-out' spools about 1m
length at convenient and accessible locations to ensure 'clean-out' of
the entire drain system.
2.4.20 CONTRACTOR shall tie-in all drains from all skid-mounted equipment
to the drain vessel and provide removable gratings on the skid
mounted equipment.
2.4.21 All pipe-work shall be adequately flushed using a high pressure and
high volume flow of fresh and clean water upon completion of
installation. Flushing shall be carried out with all valves fully open.
CONTRACTOR shall ensure that the affected field instrumentation
shall be positively isolated or removed from the process line prior to
the flushing. Actuated valves (ball, gate etc.) including control valves
shall not be installed until the flushing is completed. CONTRACTOR
shall provide the necessary pipe spool with suitable dimension,
connection and shape to replace the valves during flushing and
reinstate them after the flushing completed. CONTRACTOR shall use
fresh and clean water for the WORKS.
2.4.25 CONTRACTOR shall determine the positions provide and install the
valve vent and drain points on the piping to allow system hydrostatic
and reinstatement testing. The valves (and blinds) shall remain at the
positions after the system testing.

2.4.27 CONTRACTOR shall identify all items of pipe-work that are supplied
loose to be trial fitted and tested at the Worksite. In the event it is not
possible to trial fit as confirmed by PCVL, CONTRACTOR shall
demonstrate to PCVL's satisfaction that such field installed items will
fit. Alternatively, CONTRACTOR shall consider a laser scanning
method to verify and ensure that all ship loose items or spools will fit.
2.4.28 CONTRACTOR shall include and provide 20% extra loose gaskets
and bolts/nuts as per MTOs for contingency purposes for offshore
installation.
2.4.30 CONTRACTOR shall prepare the Acid Cleaning procedure and submit
for PCVL's comment and approval prior to the commencement of this
work. CONTRACTOR shall ensure that the affected field
instrumentation shall be positively isolated or removed from the
process line prior to cleaning.

Actuated valves (ball, gate etc) including control valves shall not be
installed until the flushing is complete. CONTRACTOR shall provide
the necessary pipe spool with suitable dimension, connection and
shape to replace the valves during flushing and reinstate them after
the cleaning completed.
2.4.31 All specified process piping which has been internally acid cleaned as
per the procedure will then be preserved with Nitrogen prior to
loadout. CONTRACTOR shall provide pressure indicators (0 to 50 kPa
range indication) for the Nitrogen pressure maintenance which shall
be maintained at 34.5 kPag (5 psig). A sign board (600 mm x 300 mm)
shall be provided to read.
2.4.32 CONTRACTOR shall submit a program for any testing WORKS for
PCVL's approval not later than two (02) weeks prior to
commencement of testing.
2.4.33 CONTRACTOR shall seal all tie-in pipe spool ends. All flange end
pipe spools including all loose valves shall be covered with flange
covers or bolted plywood after being greased and place them on the
wooden pallets or in wooden boxes for offshore transportation. All pipe
spools shall be marked with permanent metal markers which include
line number, spool number, isometric number and drawing number in
accordance with the shiploose CSP-07 Shiploose/Packing Procedure.
2.4.34 All installed piping and fittings shall be preserved prior to load out by
applying grease and cover with polyken tape at flanges interface.
2.4.36 CONTRACTOR shall conduct valve leak lest on all (PCVL and
CONTRACTOR supplied) 100% shut-off valves which perforrn
isolation duties such as vent valves, drain valves, blow down valves,
shutdown valves, isolation valves, diverter valves and block valves in
accordance with the Valve Leak Test Procedure (FSP-XXX-21).
2.4.38 After successful valve leak testing, the valve ends shall be covered
with close fitting protectors to prevent the exposed sealing surfaces
and machined parts from being ingressed of dirt and moisture.

2.4.40 For vessels and heat exchangers, CONTRACTOR shall supply and
install thermal insulation/personnel protection in accordance with the
process and mechanical data sheets.
2.4.42 CONTRACTOR shall tighten all bolt connections which are not leak-
tested by using a torque wrench or hydraulic torque machine in a
proper sequence to achieve the required torque for bolt sizes in
question and submit records of actual torque applied and final
dimensions between two mating flange surfaces at four perpendicular
points. The tightening of the bolts shall be witnessed by PCVL. The
tightening shall be done per CSP-13 Bolt Tightening Procedures.
2.4.43 Leak test procedure shall clearly specify which test medium to be
used, test pressure, method of leak detection and leak test section on
the mechanical flow diagrams or P&ID drawings.
2.4.44 All installed piping and fittings shall be preserved prior to loadout.
CONTRACTOR shall prepare a Preservation Procedure and submit

2.4.46 PCVL shall witness all hydrotest and other testing. A third party and/or
other PCVL approved bodies certification shall be obtained for
hydrotest and other testing where applicable under the CONTRACT.
2.5 Electrical
2.5.4 CONTRACTOR shall supply, install, terminate, inspect, test and pre-
commission the complete Heat tracing system as per P&ID.
CONTRACTOR shall be responsible to identify any items that require
to be installed at offshore and shall be included in the shiploose list.
2.5.6 Cables shall be supplied, partly installed and terminated on one end
shall be coiled, identified and protected for offshore hook-up.
CONTRACTOR shall provide an extra 10m length for all of the

2.5.7 All power, control, earthing and lighting cables shall be supplied and
installed by CONTRACTOR. CONTRACTOR shall supply lightings
complete with poles, junction box (JB), steel support cables, glands for
the installation at sump deck by CONTRACTOR.
2.5.12 Offshore installed cables shall be coiled on cable drums with the
identification tag as per PTS requirement and shipped-loose offshore
for installation. The total cable lengths shall be revised on the 4
drumming schedule and identification tag if they are cut and used
during fabrication. Both ends of the cables shall be sealed with heat
shrinkable sleeve.

2.5.16 CONTRACTOR shall provide a SS cable tray for single run cables
covering the full length of the cables. CONTRACTOR shall provide
suitable supports for single run cables covering the full length of the
cables. The single core cables shall be secured using special cleat
and laid according to the laying pattern given in the design drawing in
the trefoil formation.
2.5.22 CONTRACTOR shall inform, provide details and obtain approval from
PCVL for any equipment supplied by CONTRACTOR with power
ratings different from electrical design drawings.
2.5.23 CONTRACTOR shall perform all cable insulation and continuity tests.
The cables shall also be checked for correct sizing, terminating
devices, identification, and security of fixtures and free from kinks and
general damages. CONTRACTOR shall segregate and dress all
cables accordingly.
CONTRACTOR shall seek PCVL's approval before energizing any
equipment. The installation shall be checked for its suitability with

2.5.24 All stainless steel surfaces and fittings shall be applied with a
petroleum based preservative fluid, such as RUST-BAN 397,
CORTEC VCI-369 solvent to protect the equipment during the sea
journey. CONTRACTOR shall be responsible to ensure that all
electrical installations be protected from galvanic corrosion.
2.5.25 For main power cables (bigger than 16 mm2), CONTRACTOR shall
ensure that cables installed on cable trays/ladders shall not be
bunched in groups of more than six (06) cables and shall not be
stacked in more than two (02) layers.
2.5.29 CONTRACTOR shall verify the lighting lux levels of all rooms and
open areas against PETRONAS Technical Standards (PTS)
requirements. Where the lux levels do not meet the requirements,
CONTRACTOR shall make the necessary modifications to the number
and layout of the luminaries at his own cost to meet those K
requirements.
2.5.30 For cables penetrate through wall or deck where MCT cannot be
used, a 150 mm length pipe sleeves certified with fire resistance
sealant, shall be installed.

2.5.35 CONTRACTOR shall be responsible for and ensure that during the
initial installation, testing and pre-commissioning period, adequate
technical expertise from vendors is available.
The preferred location for rolled back cables as indicated in the cable
schedule may be subject to change depending on factors such as
TOPSIDE lift weight limitations and availability of space for cable
storage. The final decision on which end of the cable to roll back and
location for storage of roiled back cables shall be reached at the
Worksite. CONTRACTOR shall make necessary adjustment when
required at no additional cost to PCVL. Changes in the preferred
location of rolled back cables must be approved by PCVL.
2.5.40 The following scope of works are required as minimum for the Gas V
Engine and Diesel Generator set :

2.6 Instrumentation
2.6.5 Cables partly installed and terminated on one end shall be coiled,
identified with cable tag and with tie-in numbers and protected for
offshore hook-up un-terminated end sealed.

copper grits or the like, and paints during blasting and painting
activities. Should any of the above be found damaged,
CONTRACTOR shall replace them at CONTRACTOR's own cost.
2.6.10 Extra instrument cables, tubing, tubing/cable trays, ladders and all
other instrument accessories i.e. Cable glands and accessories, cable
lugs, clamps, tubing ties, tagging, cleats, bolt/nuts, fittings and etc. not
identified in the drawings but required to complete the WORKS are to
be supplied by CONTRACTOR at its own cost. This shall include
additional cables, if any, for CONTRACTOR supplied equipment.

2.6.11 CONTRACTOR shall mount junction boxes, instruments etc. on
CI
existing steel members wherever possible, to minimize the number of
pedestals/supports and congestion on the facilities. All applicable
drawings shall be reviewed and approved by PCVL before any
instrument support or mounting structure is purchased or fabricated.
CONTRACTOR shall relocate luminaries and socket outlets to avoid
interference, congestion and to allow accessibility for production and
maintenance at its own cost as directed by PCVL.
2.6.12 CONTRACTOR shall check all instrument tags (by number and
service description in the case of panel/cabinet/console instrument
items), cable and tube markers and identifiers for direct
correspondence with related specifications, data sheets, vendor data
sheets and "As-Built" drawings and make the necessary corrections,
prior to PCVL's approval.
2.6.13 CONTRACTOR shall replace, at its own cost, all tags, name plates,
cable markers including PCVL supplied equipment which have fallen
off or come loose or broken prior to official hand over of the instrument
systems to PCVL. Name plates shall be provided for all field mounted
instruments and shall be traffolyte.
2.6.14 All calibration and test equipment shall be certified as accurate and
high quality by local authority and shall be valid for use on the project
for the period as stated in the test and calibration certificates. These

2.6.16 CONTRACTOR shall carry out all cable insulation and continuity tests,
tubing pressure tests, teak tests and instalment calibrations.
2.6.17 After installation and testing, isolation valves of all instruments shall be
left closed. Prior to this isolation, all testing fluid must be drained and
blown dried from the instrument and the instrument lines such as
impulse, signal and sample line, etc.

The minimum straight length from the fitting to the first bend of the
tube proposed by SWAGELOK shall be strictly adhered to during
installation.

Single run cables and tubing on instrument stands shall be supported
and protected by SS cable tray.

2.6.31 CONTRACTOR shall provide all deck plate penetrations with pipe
sleeves or kick plates 50 mm high from the deck.
2.6.32 CONTRACTOR shall supply and install earth boss and cables for
grounding to all bolted instrument pipe stands. "Kick pipe" shall be
provided at the bottom stand's plate for cable or tubing bottom entry.
2.6.34 CONTRACTOR shall supply four (04) numbers of twelve (12) feet "A"
frame ladders for access to fire and gas detectors and instruments
that are located at high levels.

conductor is being connected to, i.e. bare wires shall not be directly
connected to screw type terminals. Termination of wires at insulation
displacement type (IDC) terminal blocks shall be in accordance with
the manufacturer's instruction and using appropriate tools.
2.7.1 CONTRACTOR shall provide and install the fire and safety system in -
accordance with the specifications and drawings, codes and
standards. Any necessary items to meet the minimum safety id
requirements shall be provided by the CONTRACTOR.

2.8.3 CONTRACTOR shall also provide at the Worksite, approved paint wet
and dry thickness measuring devices, coating 'holiday' detectors,
continuity detectors, adhesion testers and other devices as required
by PCVL for the determination of the acceptability of painting and
protective coating along with qualified technicians competent to
operate such measuring devices and detectors.

2.9.10 CONTRACTOR shall, at its own cost, provide the necessary pre-
commissioning and commissioning spares and consumables as
recommended by the manufacturers and as deemed necessary by
PCVL.
2.9.12 CONTRACTOR shall ensure that all instrument/utility air or starting air
used for yard pre-commissioning and commissioning is clean and dry.
Proper air dryers and filters shall be provided by CONTRACTOR prior

2.9.21 CONTRACTOR shall ensure that the test equipment have valid
certification by recognized third party inspection such as LR, DNV, BV,
GL and ABS appointed by Vietnam Register (VR).
2.10.2 CONTRACTOR shall liaise with the OIC through PCVL for all WORKS
related to the loadout and for the information on the barge to be used
for the loadout.
2.10.3 CONTRACTOR shall coordinate and cooperate with the OIC and any
other parties appointed by PCVL to facilitate the loadout and
seafastening.
2.10.5 CONTRACTOR shall issue six (06) copies of the final and approved
Loadout and Seafastening Procedure to PCVL twenty (20) days prior
to loadout.

2.10.9 CONTRACTOR shall supply and install skid beams (on the barge) and
transition pieces if CONTRACTOR chooses to loadout by skidding. If
CONTRACTOR opts for lifted loadout using single hook,
CONTRACTOR shall supply all rigging equipment and demonstrate to
PCVL that the integrity of all pad eye welds post loadout is
maintained.
2.10.11 CONTRACTOR shall liaise with the OIC through PCVL for all WORKS
relating to loadout and for information on the barge to be used for the
loadout. Transportation barge will be provided by the 01C. PCVL will
provide to CONTRACTOR detailed barge data and preliminary
seafastening design calculations and drawings forty (40) days prior to
loadout for CONTRACTOR to complete Loadout and Seafastening
Procedure.
2.10.16 The design of pad eyes and associated lifting equipment shall be in
accordance with PCVL's specifications and shall be finalized by

2.10.17 PCVL will confirm the shackles and pin sizes two (02) weeks after
receiving the weight control report which indicates no further weight
growth to the reported WORKS weight.
2.10.20 CONTRACTOR shall ballast and trim the barge to the required depth
for a safe loadout of the WORKS. Ballasting and de-ballasting shall be
carried out under the supervision of a qualified personnel engaged by
CONTRACTOR at its own cost.

2.10.27 CONTRACTOR shall provide electricity, fuel, water, lubricants and all
consumables necessary for CONTRACTOR's equipment during
loadout and for transportation.
2.10.28 CONTRACTOR shall carry out all checks to ensure that all are
seafastened according to its design and shall further check that all
miscellaneous shiploose items being transported are secured to
withstand shipment without movement.
2.10.29 CONTRACTOR shall receive during loadout and transport to the Work
Site, any shiploose material that PCVL may require to be transported,
and shall transport such materials to the Work Site at no additional
cost to PCVL unless additional barges are required for its
transportation.
2.10.30 The laytime for loading topside onto the transportation barge shall be
FIVE (5) days.
2.10.31 PCVL, at its own discretion, may opt to perform the loadout and
seafastening by appointing another contractor. Under such instance,
CONTRACTOR shall assist PCVL and/or its appointed Contractor in
performing the WORKS. In this event, compensation to
CONTRACTOR, as per EXHIBIT III-SCHEDULE OF
COMPENSATION, shall not be applicable.

2.11.2 In the event that the WORKS is stored exceeding the period of
hundred twenty (120) days free storage, the CONTRACTOR shall be
reimbursed for all additional periods of storage at the appropriate
rental rate set forth in EXHIBIT III - SCHEDULE OF
COMPENSATION.

1.0 INTRODUCTION
This EXHIBIT outlines the HUC Scope of WORKS to be performed for offshore hook-
up and commissioning (HUC) of the Diamond Drilling Platform (DMDP-A) -
Topsides. The full extent of WORKS to be performed by CONTRACTOR shall be
read in conjunction with the CONTRACT drawings, Specifications, Codes and
Standards, Procedures and other related CONTRACT documents.
2.1 General
2.1.4 CONTRACTOR shall come out with planned schedule and resources
to ensure that the WORKS could be carried out in and acceptable
manner. CONTRACTOR shall cooperate and accommodate topside
installation inclusive of pipeline tie in and pre-commissioning works

2.4.4 CONTRACTOR shall test and maintain in working order all equipment
necessary for the execution of the WORKS including communication
and navigation systems, safety facilities and anchor handling
capabilities of vessels.
2.4.5 PCVL has the right to witness all tests and CONTRACTOR shall
dismantle any item or parts thereof to be inspected as required. For
any equipment found not in serviceable condition, CONTRACTOR
shall make repairs or replacement to the satisfaction of PCVL.

2.4.7 The CONTRACTOR shall ensure that the back-up systems for key
systems is readily available. The back-up system shall include
navigation, testing and calibration equipment, and communication
systems. Back-up systems shall be maintained in full readiness for
use during the performance of the WORKS should the primary system
fail.
2.4.10 All marine vessels under the CONTRACT shall be certified by one of
the approved certification bodies and be classified for manned
unrestricted ocean service. Valid copies of all other required marine
certification shall be on board the vessels at all times.
2.4.13 Copies of all necessary information relating to the Marine Spread shall
be made available, at the time of mobilization, for PCVL inspection
and shall be kept on board the Marine Spread at all times.
2.4.15 All marine vessels under the CONTRACT shall be certified with one of
the approved certification bodies and be classified for manned
unrestricted ocean service. Valid copies of all other required marine
certification shall be on board the vessels at all times.

2.6.5.4 CONTRACTOR shall further provide for PCVL use all other
services such as radio, telex, facsimile and reproduction
facilities.
2.7 Workpack
2.7.1 CONTRACTOR shall develop and submit for PCVL's approval the
offshore hook-up and commissioning project execution plan and level
1 Offshore HUC schedule on or before ninety (90) calendar days
before MCD.
2.7.2 As an important part of the project execution plan, the Workpack shall
be prepared on systems basis containing detailed procedures for the
hook-up, inspection, testing, pre-commissioning and commissioning of
each item of equipment, systems and sub-systems in accordance with
CSP-T20. The Workpack standard forms shall be consistent with
APPENDIX V-C - STANDARD FORM SAMPLES of this EXHIBIT,
which shall be submitted for PCVL review and approval.
a. The criteria specifying the acceptance limits of the test and the
functions to be confirmed.
b. Test preparation specifying all the utilities, safety systems, and
modifications required to be completed prior to the test.
c. Test start-up procedure specifying the equipment and piping
arrangement for the test.

2.7.5 The test shall demonstrate the system and equipment have been
correctly instated and commissioned to meet PCVL's Specifications
and requirements.
2.7.6 The review and approval by PCVL of the offshore hook-up and
commissioning Workpack shall not relieve CONTRACTOR of its
responsibility for proper planning and execution of WORKS. Changes
shall not be made to the approved procedures without the written
authorization of PCVL.
2.8 Punchlist

2.8.1. A site 'Punch List (raised by CONTRACTOR and approved by PCVL)
is required with each Pre-Acceptance form in the event that there are
incomplete, damaged, missing or incorrect items associated with the 6
equipment or systems. The Punch List can also be raised by PCVL. A A
consolidated site and offshore punchlist shall be closed prior to
mechanical completion certificate issuance.
The punch list shall be categorized into three (3) major classifications:
2.9.1. During the course of the WORKS, PCVL may request engineering
assistance from CONTRACTOR on an "as required" basis which shall
be authorized by a CHANGE ORDER. The Change Order shall only

2.9.5. Prior to any heavy lifting, CONTRACTOR shall consider all safety
factors and shall perform an engineering check for the suitability of the
slings and shackles, the angle of lift and the slewing motion inclusive
of the lifting equipment.
2.11.2. CONTRACTOR shall correct all deficiencies in the facilities and shall
keep the facilities operational at all times before PCVLss acceptance.

2.13.3. The clean-up shall include the removal of all debris, surplus materials,
equipment, fools, containers and scaffolding used by CONTRACTOR
during the hook-up and commissioning period.
2.13.5. CONTRACTOR shall also thoroughly clean all rooms, storage areas,
work areas, decks, panels, etc. and remove dirt and grease from
painted surfaces. All covers, panels, latches, etc. removed for hook-
up, commissioning and acceptance shall be refitted to its intended
locations.
2.14.1. CONTRACTOR shall prepare and submit a daily progress reports for
all hook-up, installation, inspection, testing, pre-commissioning and
commissioning WORKS to PCVL's Company Site Representative.
2.14.2. CONTRACTOR shall fill and complete all required information and
data on the CONTRACTOR proposed forms and submit in packages

1.0 INTRODUCTION
1.1 Intent
The Scope of WORKS includes but not limited to the provision of all
personnel including management, supervision and all necessary services,
labour materials, construction site, marine vessels and craft, facilities, tools,
equipment, consumables in accordance with Drawings, Specifications and
other related CONTRACT documents to complete the WORKS.
Should there be any conflict among the EXHIBITS; the most stringent
requirement shall govern. In all instances of conflicts, however,
CONTRACTOR shall obtain written interpretation for PCVL's approval, which
shall be final and binding. No work shall commence without obtaining PCVL's
approval and work performed by CONTRACTOR shall meet the statutory
requirements including any amendments to prevailing local authorities' 1
legislation as applicable to the WORKS.
1.2 Background
A firewater ring main shall be provided for use during drilling. The crude from
Diamond will be transferred to the Ruby II FPSO through a new pipeline.
The field development is shown in Figure 1 while the overall field layout is
shown in Figure 2.

The topside structure consists of the main deck, cellar deck and sump deck
(closed drain deck). It shall support a cantilevered helideck, a vent boom and
a pedestal crane.
The decks shall provide adequate space for cantilever jack-up drilling rig or
well servicing equipment (including wire line and coiled tubing works and
hydraulic work over units) and other platform facilities as shown in the
mechanical equipment layout drawings.
The platform shall be periodically visited by operating personnel for
performing necessary functions. Monitoring and control of the critical
parameters are performed from the PMCS located at the plafform. The
operating personnel from FPSO can perform some operations of the platform
when necessary through the PMCS. The facilities are designed for
simultaneous drilling and production (SIPROD). During SIPROD, the
compressed air and firewater will be supplied from the drilling rig.
PCVL has completed the Basic Engineering works which has form the basis
for this EPC bid package.

1.5.3 Provide the necessary design and engineering support during the
manufacturing of materials, construction and offshore hook-up and
start-up.
1.5.4 Procure all materials, spares and other services to complete the
WORKS.
1.5.6 CONTRACTOR shall install the riser. Riser is defined as the portion of
pipeline from hangar flange to the subsea tie in flange. The riser shall
be pre-commissioned (cleaning, gauging and hydro tested) and
preserved. The complete fabricated and coated riser will be free
issued to CONTRACTOR. Any modification of riser during installation
will be under CONTRACTOR responsibility. CONTRACTOR shall
ensure to re-instate the riser upon pre-commissioning.
1.5.8 CONTRACTOR shall supply the materials and fabricate all riser
clamps in accordance with CONTRACT drawings.
1.5.11 PCVL has made a diligent effort to ensure the accuracy of the
Drawings, specifications, codes and standards and vendor data.
However, their accuracy is not guaranteed and CONTRACTOR is
responsible to check, verify and make any adjustments as necessary
to complete the WORKS. CONTRACTOR shall bring to PCVL's
attention any deficiencies and errors before making any modifications.
Approval for modification must be granted by PCVL.

2.1 General
2.1.4 CONTRACTOR shall provide the services required by PCVL for the
whole duration of WORKS execution. CONTRACTOR shall conduct 2
Team Building sessions, One (01) session during the start of
Construction and one (01) session prior to loadout phase of the
WORKS.
2.1.6 CONTRACTOR shall submit within thirty (30) days after Contract
award the procurement and sub-contracting plan and signed copies of
the Contracts for sub-contracted WORKS e.g. engineering,
construction and hook-up.

2.2.2 Supervise, inspect and monitor the WORKS, update PCVL on the
progress of the WORKS and prepare all the necessary reports for
PCVL on weekly basis. Actual progress and deviation between
planned schedule and actual progress shall be measured and updated
in weekly reports.
2.2.3 Advice PCVL of any change to the WORKS, cost implication and
schedule impact.
2.3 Engineering
2.3.1 During the EPC phases, CONTRACTOR shall liaise with PCVL for
input to the engineering WORKS. CONTRACTOR is also responsible
to ensure that all latest vendor information/documents are being
incorporated in detailed engineering.
2.3.2 CONTRACTOR shall also liaise with and seek approval from the
relevant Authorities any approval that is required for the WORKS.

2.3.8 CONTRACTOR shall ensure that all the detailed design shall comply
with Process Safety Management stated in EXHIBIT IX — HSE
REQUIREMENTS.
2.4 Procurement
2.4.1 Prepare and issue bid documents, receive and evaluate the bids for
the EPC WORKS and materials and services.
2.4.4 Prepare weekly progress report for all equipment. Highlight any issues
and coordinate with PCVLs' engineers on outstanding issues.
2.4.5 Perform inspection and testing of the materials inclusive of third party
inspection.
2.4.7 CONTRACTOR shall provide provision for one (01) Material Controller
and Expeditor on behalf of PCVL's PMT within one (01) week upon
Contract Award and subject to PCVL approval.

If PCVL opts to audit the Plant Design and Management System (PDMS)
throughout the WORKS execution, CONTRACTOR shall provide the relevant
updated model or documentation to PCVL (or any approved Third Party). The
process is as per guideline in Appendix II - A.

CONTRACTOR shall co-ordinate the interfacing, the scope of works, and the
responsibilities of the WORKS. The co-ordination and liaison shall cover the
overall project's execution during various phases of the WORKS.
CONTRACTOR shall clearly identify the liaison among CONTRACTOR, its
Subcontractors, suppliers, PCVL Contractors and Vendors.

4.3 CONTRACTOR shall provide full on-site facilities, equipment, films and
relevant consumables, including the full time services of competent and
qualified technicians for the non-destructive testing and inspection of welds
for the WORKS. However, PCVL reserves the right to use whatever NDT
means available to satisfy itself that any or all part of the weld(s) is(are) of
acceptable quality. CONTRACTOR shall maintain all weld radiographic films
and the originals shall be submitted to PCVL after acceptance of WORKS.
4.4 CONTRACTOR shall also provide on-site while painting and coating WORKS
is in progress, approved and duly calibrated paint thickness measuring
devices, coating "holiday" detectors, continuity detectors and other devices as
required by PCVL for determining the acceptability of painting and protective
coating WORKS being carried out, along with competent technicians to
operate such detectors / devices.
4.5 All materials and WORKS shall be subjected to visual inspection for surface
defects, misalignments, distortions, etc. It is CONTRACTOR responsible for
properly receipt, handling, storage and ensure free from any defect of all the
inspected materials and equipment. If any equipment/materials is found 0
damaged of any nature, the CONTRACTOR shall take responsibility to
replace with no cost to PCVL.

4.6 Welds found to be defective or non-compliant to the Specifications and Codes
shall be repaired or replaced at no cost impact to PCVL and to the
satisfaction of PCVL.

4.9 All inspections, tests and pre-commissioning WORKS shall be properly and
accurately recorded, documented, maintained and updated. These
documents shall be approved by PCVL Representative and shall be
eventually included in the Final Documentation.
4.10 The format of the record documents shall be consistent with CSP-T20
requirements. However, CONTRACTOR may revise these standard record
form samples and submit together with other standard forms not listed therein
for PCVL's approval.
4.12 In the event of deviation to the CONTRACT obligation, a formal request shall
be submitted together with Cost Rebate Proposal (where applicable) to PCVL
for further review and approval.

5.2 CONTRACTOR shall strictly comply with all local, municipal, territorial,
provincial and federal laws, orders, and regulations pertaining to HSE which
are applicable to the location where the WORKS are being performed.
CONTRACTOR shall also strictly adhere to the HSE Manual (FSP-XXX-02)
throughout the duration of the project.
5.3 CONTRACTOR shall comply at all times with the requirements of PCVL's
HSEMS (a copy of which should be obtained from PCVL) and EXHIBIT IX -
HSE REQUIREMENTS.
CONTRACTOR shall be responsible for all the liaison and co-ordination work
between CONTRACTORS, Sub-Contractors, Vendors, third party, PCVL, local
authorities inclusive local helicopter service provider and any OTHERS parties that
involved in the Project for the smooth execution of the WORKS.
7.2 CONTRACTOR shall compile and submit within thirty (30) days upon
CONTRACT award the standard monitoring and tracking formats to be
utilized throughout the project for PCVL's review and approval.
7.3 The standard monitoring and tracking format shall not be limited to the
following:
a. Engineering - Shop Drawing List Format; As-Built Status Format (this
shall include and identify all other project documents that may affect
As-Built, i.e. Engineering Revisions, Site Notifications, STQ, etc;
b. Procurement - Material Status and Expediting Report Format;
Technical Bid Evaluation Forrnat; Materials Deficiency/Rejected
Report Format; Materials Released with Deficiencies Format;
Construction Punchlist - Punchlist Format as per CSP-T20.
7.4 CONTRACTOR shall submit a monitoring and tracking matrix listing the
various monitoring and reporting system to be utilized for the project and
identifying the originators, distribution and frequency of submission of these
documents.
8.1 CONTRACTOR shall make provisions for all temporary or permanent site
office, stores, warehouses and dried/air conditioned equipment storage room,

8.2 The entire Worksite shall be maintained in a clean and tidy condition. All tools
and equipment used in the course of WORKS shall be in the first class
condition and properly maintained.
8.3 Adequate provisions shall be made for efficient fire fighting and fire prevention
measures by the CONTRACTOR at the construction yard.
8.4 CONTRACTOR shall submit within sixty (60) days upon contract award or
thirty (30) day after award of sub-contracted portion, whichever earlier, the
signed agreement (scope and interface) between the CONTRACTOR and the
proposed Sub-Contractor(s) for the portion(s) of WORKS to be
subcontracted.
9.1 CONTRACTOR shall be responsible for preparing and submitting the Final
Documentation as per outlined in CSP-03— Final Documentation Table of
Contents and in accordance to PTS 20.097.
9.2 CONTRACTOR shall prepare and submit the Table of Content for the Final
Documentation for PCVL approval, before any compilation commence.
9.3 CONTRACTOR shall be responsible in obtaining all the information for the
compilation of the Final Documentation. In case of insufficient data,
CONTRACTOR shall put extra effort in obtaining the additional inforrnation.
9.4 CONTRACTOR shall consign the following documents to the OIC and/or
HUC Contractor, prior to the sail away of the transportation barge: These
documents shall be compile in the temporary binder as working copy for OIC
and HUC Contractor
CONTRACTOR shall seek PCVL advice for the latest requirement on the
documents and quantity.

9.5 Final Documentation for the Packages shall contain the following, as a
minimum:

1.0 INTRODUCTION
1.1 General
CONTRACTOR shall mobilize its full Engineering team within one (01)
week from date of award.

relieved of its responsibilities until such time as the project has been
satisfactorily completed and fully handed over to PCVL.
This includes not only the facilities design but also the documentation,
including but not limited to the as-built, reports and final
documentation package as appropriate.
2.0 ENGINEERING
All relevant design data and basis for Diamond Drilling Platform (DMDP-A)
— Jacket are included in EXIBIT XI — LIST OF TECHNICAL DOCUMENTS
AND DRAWINGS. Any design changes shall not deviate from the drawings
and specifications unless otherwise approved by PCVL.
The latest PETRONAS Technical Standards (PTS) shall be utilized for the
design of all phases of the development. Where such standards are not
applicable, International standard and practice should be used. Some
deviations may occur on a case-to-case basis, in particular at interfaces
between existing and new facilities. The design work shall be carried out in
accordance with the following order:
• Vietnamese Government Rules and Regulations
• PETRONAS Technical Standards
• PCVL HSE Management System (PCVL HSEMS)
• National or Local Codes/Standards
• International Codes (API, ANSI, IEC, IP, AISC, ASME, BS, IEE, etc.)

The weight report shall be submitted for PCVL review and approval at
monthly intervals. Prior to commencement of WORKS,
CONTRACTOR shall submit the report for approval and preliminary
estimate of weight and centre of gravity for Jacket.
Weight and center of gravity data shall be provided for dry, lifting,
operating, and hydrotest conditions together with the applicable weight
factor as per PTS 34.19.10.30.
CONTRACTOR shall comply with all the related CSP for coating and
painting specified in EXHIBIT X which including the Coating System
for Bolts and Nuts for Upstream Facilities (CSP-23).
Painting and coating shall be as per the latest PTS for Protective
Coatings and Linings (PTS 30.48.00.31-P).

2.5 CONTRACTOR shall obtain subscription to the MESC from Shell (SGSI) in
order to have online access to the MESC version 13 or later.
2.7 CONTRACTOR shall comply with the conditions of exemptions as set forth by
the Treasury for any imported materials and equipment required for this
CONTRACT. This includes but not limited to:
2.8 CONTRACTOR shall arrange and provide logistics and manpower COST to
handle all Long Lead Items (LLI) supply by PCVL from Vung Tau Port to
CONTRACTOR's yard. All COSTS shall be borne by CONTRACTOR.

2.10 CONTRACTOR shall supply all equipment and materials in full compliance
with the specification and drawings. No deviation is allowed unless with retum
approved waiver from PCVL. In the absence of formal approval or waiver(s),
PCVL shall have the sole rights to accept or reject any deviation in which
CONTRACTOR is required to replace the non-compliance or parts without
affecting the overall WORKS schedule. All associated expenses to be fully
borne by CONTRACTOR.
2.12 For the equipment or items supplied by CONTRACTOR (Lump Sum, Cost
Plus or Reimbursable), PCVL shall also be invited for kick-off-meeting upon
award to the vendor. 4
2.13 CONTRACTOR shall be responsible for the timely ordering and delivery of all
materials to be supplied in accordance with the Expediting Procedure (FSP-
XXX-15) in order to ensure that the completion of WORKS is in accordance
with the CONTRACT.
2.14 The materials which CONTRACTOR supplies shall be new and of good
quality. Old stock of unused equipment shall not be acceptable. PCVL
reserves the right to accept or reject any materials and demand removal of
any materials found defective from the Jobsite at CONTRACTOR'S own cost.
2.16 Technical evaluation for the tagged engineered items shall be performed at
Detailed Engineering office.
2.17 CONTRACTOR shall submit within thirty (30) days after Contract award the
Source Inspection Matrix for PCVL approval. CONTRACTOR shall carry out
source inspection based on Source Inspection Procedure (CSP-05) at
manufacturer's mills or vendor's works at no additional cost to PCVL. In the
event there are inspection requirement by third party, the cost shall be borne
by the CONTRACTOR.
2.18 CONTRACTOR shall preserve and provide proper storage of materials and
equipment as recommended by manufacturers. These shall include dry and

2.20 CONTRACTOR shall consult with the material vendors to get their
recommendations on protective measures. Special preservation may be
required to protect against more aggressive environment such as extreme
cold or heat, salt spray or salt water and wind-blown sand or dust.
CONTRACTOR shall ensure preservation and protective measures shall
follow vendors' recommendation.
2.21 The PCVL supplied items listed in EXHIBIT VII - PCVL AND CONTRACTOR
SUPPLIED MATERIALS AND EQUIPMENT will be purchased and free
issued by PCVL to CONTRACTOR. CONTRACTOR shall notify PCVL with
respect to the required delivery date. The notification shall allow due time for
PCVL to source and arrange transportation of the items concerned to Vung
Tau Port. CONTRACTOR shall store the free issued items safely at no
addition cost to PCVL should the items delivered earlier from the required
delivery date and install the items at their intended location prior to Handover
of the facility to PCVL.
2.23 Upon completion of the WORKS, CONTRACTOR shall return to PCVL all
surplus materials and equipment, as directed by PCVL and in accordance
with PCVL Surplus Material List. CONTRACTOR shall handle, pack and load
all surplus items onto any mode of transportation provided by PCVL at
Worksite for disposal by PCVL at CONTRACTOR's own cost.

Should CONTRACTOR fail to return to PCVL all surplus items of material and
equipment as mentioned above, CONTRACTOR shall be liable for
reimbursing to PCVL the full value of such surpluses.
For all scrap materials, CONTRACTOR shall keep the scrap in a dedicated
area and arrange for disposal as and when required by PCVL.
2.24 All equipment including valves, pipes and fittings shall not be left directly on
the ground. They shall be kept minimum 150mm above ground.

1.0 INTRODUCTION
This Exhibit outlines the Scope of WORKS to be performed for Construction activities
of Diamond Drilling Platform (DMDP-A) — Jacket. The full extent of WORKS to be
performed by CONTRACTOR shall be read in conjunction with the CONTRACT
drawings, Specifications, Codes and Standards, Procedures and other related
CONTRACT documents. In addition to the above requirements, any applicable
requirements of PETRONAS Technical Standard (PTS) shall apply.

2.1.6 CONTRACTOR shall prepare shop drawings and submit to PCVL for
review and comments. PCVL's review and comments of shop
drawings shall not constitute a hold point and shall not relieve
CONTRACTOR of the responsibility to fulfill the CONTRACT.
CONTRACTOR may proceed with the WORKS but shall immediately
stop the affected WORKS if so required to incorporate PCVL's
comments. All shop drawings shall be based on PCVL's "Approved for
Detailed Design" drawings.
2.1.9 CONTRACTOR shall prepare document detailing all WORKS that are
to be completed offshore. The preparation of shiploose materials shall
include all on-site verification and measurement, engineering,
procurement, storage, handling and packing of materials.
CONTRACTOR shall prepare a detailed programme for handling of
materials required for offshore hook-up.
2.1.13 CONTRACTOR shall prepare the weight control report and estimate
the Centre of Gravity (COG) location for the WORKS two (02) months
after award of contract and update on a monthly basis and transmit
this information to PCVL with proposed adjustments to the lifting pad
eyes design and location.

submitted to PCVL.
2.1.15 CONTRACTOR shall be responsible for the overall safety of the
WORKS under fabrication. CONTRACTOR shall submit lifting
procedure for all heavy lifts greater than 10 MT, any lift which requires
two (02) crane operations, lifting of equipment, sub-assemblies and
movement of any major components for PCVL's approval one (01)
week in advance. CONTRACTOR shall not carry out any movement
of the WORKS unless PCVL's prior approval is obtained.
2.1.16 CONTRACTOR shall have a valid certification for the cranes issued
by relevant Vietnamese authority. CONTRACTOR shall conduct load
test and visual inspection of the crane's condition and shall be
witnessed and certified by third party with the presence of PCVL
Representative prior to commencement of WORKS. The result of the
tests and inspection shall be furnished to PCVL immediately upon
completion,
2.1.20 PCVL shall have the right at any time to inspect the following :
a. Materials, fabrication, erection and surface preparation of all items
related to WORKS, without limitations.
b. All correspondence with materials suppliers or Sub-
CONTRACTORs to determine actual materials availability,
delivery dates and MTO documentations.
c. Tools or equipment to be used in any part of WORKS. PCVL shall
have the right to reject any equipment or WORKS which do not
conform to CONTRACT.
2.1.21 PCVL has the right to request for any re-inspection or retesting to
WORKS which does not conform to CONTRACT requirements at
CONTRACTOR's own cost.
Any additional WPS required for the project that has not been pre-
approved, shall be qualified at CONTRACTOR'S own cost including

2.1.24 CONTRACTOR shall submit all final tie-in drawings to PCVL for
approval three (03) months before commencement of fabrication
works.
2.1.29 Perform clash check, update and submit regular clashing report to
PCVL.
2.1.30 Prepare, review and update BOCAD structural model to reflect actual
fabrication adjustment.

2.2.3 CONTRACTOR shall be responsible for preparing the steel for welds
denoted as 'offshore field-welds' on Drawings and trial fitting all such
field installed items at the Worksite. In the event it is not possible to
trial fit as confirmed by PCVL CONTRACTOR shall demonstrate to
PCVL's satisfaction that such field installed items will fit.
2.2.4 CONTRACTOR shall trial fit but not limited to the following:
(i) Boat landing
(ii) Transition piece
(iii) As instructed by PCVL
CONTRACTOR shall notify PCVL two (02) weeks prior to trial fitting
activities. Afternatively, CONTRACTOR shall consider a laser
scanning method to verify and ensure that all trial fitted items will fit.

2.2.5 CONTRACTOR shall be responsible for complete onshore installation
of Riser Guard upon pre-installed riser and prior to loadout,
consequently, the trial fit for riser guard shall not be conducted.
2.2.6 CONTRACTOR shall fabricate and install the sea fastening for A
offshore transportation.

2.4.1 Prior to performing testing CONTRACTOR shall arrange and carry out
all inspections in accordance with the CONTRACT requirements.
Where the third party inspection is required, CONTRACTOR shall
ensure that all third party inspections conform with the CONTRACT
requirements and CONTRACTOR shall furnish PCVL with the copies
of records for all inspections.
2.4.2 PCVL shall have the right to inspect the fabrication and erection of all
items covered by this specification and any applicable requirements of
PETRONAS Technical Standard (PTS). Inspection personnel shall
have free access at all times to any part of CONTRACTORS, or its
sub-CONTRACTORs yard and facilities that are concerned with the
WORKS. They shall be shown full cooperation and allowed sufficient
time for all inspection and testing procedures to be properly executed.
CONTRACTOR shall carry out all necessary cleaning of the area
necessary to facilitate inspection and testing.

2.4.5 PCVL shall have the right to inspect at any time, tools or equipment to
be used on the WORKS, and shall have the right to condemn any
equipment or work which does not conform with the CONTRACT
documents.
2.4.6 CONTRACTOR shall inform PCVL at least forty-eight (48) hours prior
to any work such as assembling or fabrication of any section, grit
blasting or painting to enable PCVL and its Representative to
adequately arrange any inspection and testing deemed necessary.
2.5.3 CONTRACTOR shall coordinate and cooperate with the OIC and any
other parties appointed by PCVL to facilitate the loadout and
seafastening.
2.5.5 CONTRACTOR shall issue six (06) copies of the final and approved
Loadoutand Seafastening Procedure to PCVL twenty (20) days prior
to loadout.

2.5.9 CONTRACTOR shall supply and install skid beams (on the barge)
and transition pieces if CONTRACTOR chooses to loadout by

PCVL that the integrity of all padeye welds post loadout is maintained

2.5.18 PCVL will confirm the shackles and pin sizes two (02) weeks after
receiving the weight control report which indicates no further weight
growth to the reported WORKS weight.
2.5.19 PCVL will deliver to the yard thru OIC of the following items:
CONTRACTOR shall inspect and install all the slings, shackles, other
lifting gears and rigging plafform supplied by OIC and carry out the
necessary rectification/corrective WORKS if required.
2.5.21 CONTRACTOR shall ballast and trim the barge to the required depth
for a safe loadout of the WORKS. Ballasting and de-ballasting shall be
carried out under the supervision of a qualified personnel engaged by

2.5.26 The loadout of the jacket shall include all jacket appurtenances like A

2.5.31 The laytime for loading jacket onto the transportation barge shall be
SEVEN (07) days.
2.5.32 PCVL, at its own discretion, may opt to perform the loadout and
seafastening by appointing another CONTRACTOR. Under such
instance, CONTRACTOR shall assist PCVL and/or its appointed
CONTRACTOR in performing the WORKS. In this event,
compensation to CONTRACTOR, as per EXHIBIT III - SCHEDULE
OF COMPENSATION shall not be applicable.
2.6.2 In the event that the WORKS is stored exceeding the period of
hundred twenty (120) days free storage, CONTRACTOR shall be
reimbursed for all additional periods of storage at the appropriate
rental rate set forth in EXHIBIT III — SCHEDULE OF
COMPENSATION.
2.7 Punchlist
The punch list shall be categorized into three (3) major classifications:

2.7.2 It shall be the prerogative of PCVL to categorize any defects as "A",

perform joint inspection with PCVL Representative on the shiploose
items two (02) weeks before the loadout of the WORKS.
2.8.4 CONTRACTOR may also receive during loadout to the Work Site, any
shiploose materials that PCVL may require to be transported, and
CONTRACTOR shall properly place such material on to the transport
barge to be transported to the Work Site at no additional cost to PCVL
unless additional barges are required for its transportation.

1.0 INTRODUCTION
1.1 Intent
The Scope of WORKS includes but not limited to the provision of all
personnel including management, supervision and all necessary services,
labor, materials, construction site, marine vessels and craft, facilities, tools,
equipment, consumables in accordance with Drawings, Specifications and
other related CONTRACT documents to complete the WORKS.
Should there be any conflict among the Exhibits; the most stringent
requirement shall govern. However, in all instances of conflicts,
CONTRACTOR shall obtain written interpretation for PCVL's approval, which
shall be final and binding. No work shall commence without obtaining PCVL's
approval and work performed by CONTRACTOR shall meet the statutory
requirements including any amendments to prevailing local authorities'
legislation as applicable to the WORKS.
1.2 Background

A firewater ring main shall be provided for use during drilling. The crude from
Diamond will be transferred to the Ruby II FPSO through a new pipeline.
The field development is shown in Figure 1 while the overall field layout is
shown in Figure 2.

The platform facilities shall be designed for 10 years life cycle same with
pipeline. The platform structure shall be designed for 15 years life cycle.
The topside structure consists of the main deck, cellar deck and sump deck
(closed drain deck). It shall support a cantilevered helideck, a vent boom and
a pedestal crane.
The decks shall provide adequate space for cantilever jack-up drilling rig or
well servicing equipment (including wire line and coiled tubing WORKS and
hydraulic work over units) and other platform facilities as shown in the
mechanical equipment layout drawings.

1.5.4 Provide the necessary design and engineering support during the
manufacturing of materials and equipment packages, construction,
testing, pre-commissioning and offshore hook-up and commissioning
and start-up for PCVL and CONTRACTOR's supplied items.

WORKS.

1.5.13 Provide mechanical and process warranty for WORKS and equipment
packages.
1.5.14 PCVL has made a diligent effort to ensure the accuracy of the
Drawings, specifications, codes and standards and vendor data.
However, their accuracy is not guaranteed and CONTRACTOR is
responsible to check, verify and make any adjustments as necessary
to complete the WORKS. CONTRACTOR shall bring to PCVL's
attention any deficiencies and errors before making any modifications.
Approval for modification must be granted by PCVL.
2.1 General
2.1.4 CONTRACTOR shall provide the services required by PCVL for the
whole duration of WORKS execution. CONTRACTOR shall conduct
two (02) Team Building sessions, One (01) session during the start of
Construction and one (01) session prior to loadout phase of the
WORKS.
2.1.6 CONTRACTOR shall submit within thirty (30) days upon CONTRACT
award the procurement plan and the procurement and sub-contracting
plan and signed copies of the CONTRACTs for sub-contracted
WORKS e.g. engineering, construction and hook-up and
commissioning.
2.1.7 CONTRACTOR shall submit within seven (07) days upon CONTRACT
award the mobilization plan for PCVL review and approval.
CONTRACTOR to ensure the timely PMT mobilization and dedicated
to Diamond Development Project. PCVL has the right to remove any
key personnel who does not meet PCVL's expectation.
CONTRACTOR is to replace the personnel immediately at no
additional cost to PCVL.
2.1.8 CONTRACTOR shall submit within thirty (30) days upon CONTRACT
award the construction plan/sequence for PCVL review and approval.
2.1.9 CONTRACTOR shall ensure that Shutdown and Tie-in Plan prior to be
submitted in advance for PCVL review and approval. The approved
Shutdown and Tie-in Plan shall be available at least thirty (30) days
before the mobilization for Hook-up and Commissioning (HUC).

2.2.2 Supervise, inspect and monitor the WORKS, update PCVL on the
progress of the WORKS and prepare all the necessary reports for
PCVL.
2.2.3 Advise PCVL of any change to the WORKS, cost implication and
schedule impact.
2.2.6 CONTRACTOR shall provide provision for one (01) project planner to
be station at site office in Vung Tau, Vietnam within one (01) week
upon CONTRACT Award and subject to PCVL approval.
2.3 Engineering
2.3.1 During the EPCC phase, CONTRACTOR shall liaise with PCVL for
input of vendor data to the engineering WORKS. CONTRACTOR is
also responsible to ensure that all latest vendor information/
documents are being incorporated (vendor data incorporation) in the
design.
2.3.2 CONTRACTOR shall also liaise with and seek approval from the
relevant local Authorities for any approval that is required for the
WORKS.

2.3.6 CONTRACTOR shall ensure 1.5m radius clearance all around top of
stabbing guide from any obstruction i.e. piping, cable tray etc.
2.3.8 CONTRACTOR shall ensure that all the detailed design shall comply
with Process Safety Management stated in EXHIBIT IX — HSE
REQUIREMENTS.
2.4 Procurement
2.4.2 Prepare and issue bid documents, receive and evaluate the bids for
the EPCC WORKS and materials, equipment and services.
2.4.6 Prepare weekly progress report for all equipment. Highlight any issues
and coordinate with PCVLs' engineers on outstanding issues.

CONTRACTOR shall prepare and submit Close out report for each Review
and Audits to PCVL.
CONTRACTOR shall ensure and adhere to the appropriate hold points during
project execution. CONTRACTOR shall comply and incorporate
recommendations at CONTRACTORS's cost.
If PCVL opts to audit the Plant Design and Management System (PDMS)
throughout the WORKS execution, CONTRACTOR shall provide the relevant
updated model or documentation to PCVL (or any approved Third Party). The
process is as per guideline in Appendix II - A.
CONTRACTOR shall co-ordinate the interfacing, the scopes of work, and the
responsibilities of the WORKS. The co-ordination and liaison shall cover the
overall project's execution during various phases of the WORKS.
CONTRACTOR shall clearly identify the liaison among CONTRACTOR, its
Subcontractors, suppliers, PCVL Contractors and Vendors.

CONTRACTOR shall utilize PDMS 3D modeling for the projects during EPCC
engineering, procurement, construction and hook-up and commissioning.
CONTRACTOR is to update and as-built the PDMS modeling as per PDMS
Implementation Guidelines.
4.2 All WORKS performed by CONTRACTOR or any of its Subcontractor and any
material or construction equipment supplied by same shall be subjected to
inspection and acceptance by PCVL at any time.
4.3 CONTRACTOR shall provide full on-site facilities, equipment, films and
relevant consumables, including the full time services of competent and
qualified technicians for the non-destructive testing and inspection of welds
for the WORKS. However, PCVL reserves the right to use whatever NDT
means available to satisfy itself that any or all part of the weld(s) is(are) of
acceptable quality. CONTRACTOR shall maintain all weld radiographic films
and the originals shall be submitted to PCVL after acceptance of WORKS.
4.4 CONTRACTOR shall also provide at site, while painting and coating WORKS
is in progress, the required detectors/ devices such as approved and duly
calibrated paint thickness measuring devices, coating "holiday" detectors,
continuity detectors and other devices as required by PCVL together with
qualified technicians to operate such detectors / devices for the acceptance of
painting and protective coating WORKS being carried out.
4.5 All materials and WORKS shall be subjected to visual inspection for surface
defects, misalignments, distortions, etc. It is CONTRACTOR responsible to
ensure proper receipt, handling, storage and ensure free from any defect of
all the inspected materials and equipments. If any equipment/materials is

4.10 CONTRACTOR shall notify PCVL's Representative at least two (02) days in
advance of being called upon to witness any inspection, calibration, and /or
commissioning activity. When a testing is required for Government Authority
witness, CONTRACTOR shall provide PCVL fourteen (14) days prior notice. 3
4.11 In the event of deviation to the CONTRACT obligation, a formal request shall
be submitted together with Cost Rebate Proposal (where applicable) to PCVL
for further review and approval.
5.1 CONTRACTOR shall strictly comply with all local, municipal, territorial,
provincial and federal laws, orders, and regulations pertaining to HSE which
are applicable to the location where the WORKS are being performed.
CONTRACTOR shall also strictly adhere to the HSE Manual throughout the
duration of the project.
5.2 CONTRACTOR shall comply at all times with the requirements of PCVL's
HSEMS (a copy of which should be obtained from PCVL) and EXHIBIT IX —
HEALTH, SAFETY AND ENVIRONMENT (HSE) REQUIREMENTS and
EXHIBIT XIV — CONSEQUENCE MANAGEMENT FOR HSE NON-
COMPLIANCES.
5.3 CONTRACTOR shall comply at all times with the requirements of PCVL's
HSEMS (a copy of which should be obtained from PCVL) and EXHIBIT IX —
HEALTH, SAFETY AND ENVIRONMENT (HSE) REQUIREMENTS and
EXHIBIT XIV — CONSEQUENCE MANAGEMENT FOR HSE NON-
COMPLIANCES.
CONTRACTOR shall be responsible for all the liaison and co-ordination work
between CONTRACTORS, Sub-Contractors, Vendors, third party, PCVL, local

authorities inclusive of local helicopter service provider and any OTHER parties that
are involved in the Project for the smooth execution of the WORK.
7.2 CONTRACTOR shall compile and submit within thirty (30) days upon
CONTRACT award the standard monitoring and tracking formats to be
utilized throughout the project for PCVL's review and approval.
7.3 The standard monitoring and tracking format shall not be limited to the
following:
7.4 CONTRACTOR shall submit a monitoring and tracking matrix, listing the
various monitoring and reporting system to be utilized for the project and
identifying the originators, distribution and frequency of submission of these
documents.
8.1 CONTRACTOR shall make provisions for all temporary or permanent site
office, stores, warehouses and dried/air conditioned equipment storage room,
materials and equipment, yards, roofs, hard standing and weather protections
as required for the proper execution of WORKS. CONTRACTOR shall
provide competent personnel and proper equipment for satisfactory operation
of the yard facilities and for the receipt, handling and storage of each and
every item of construction materials and equipment supplied by
CONTRACTOR or by PCVL.
8.2 The entire Worksite shall be maintained in a clean and tidy condition. All tools
and equipment used in the course of WORKS shall be in the first class
condition and properly maintained.
8.3 Adequate provisions shall be made for efficient firefighting and fire prevention
measures by the CONTRACTOR at the construction yard.
8.4 CONTRACTOR shall submit within sixty (60) days upon CONTRACT award
or thirty (30) days after award of sub-contracted portion, whichever earlier, the
signed agreement (scope and interface) between the CONTRACTOR and the
proposed Subcontractor(s) for the portion(s) of WORKS to be subcontracted.

9.1 CONTRACTOR shall be responsible for preparing and submitting the Final
Documentation as per outlined in CSP-03 Rev 3 — Final Documentation Table
of Contents and in accordance to PTS 20.097 addendum item 9.
9.2 CONTRACTOR shall prepare and submit the Table of Content for the Final
Documentation for PCVL approval, before any compilation commence.
9.3 CONTRACTOR shall be responsible in obtaining all the information for the
compilation of the Final Documentation. In case of insufficient data,
CONTRACTOR shall put extra effort in obtaining the additional information.
9.4 CONTRACTOR shall consign the following documents to the OIC prior to the
sail away of the transportation barge. These documents shall be compiled in
the temporary binder as working copy for 01C.
CONTRACTOR shall prepare two (02) sets of soft copies of the above
documents for OIC and CONTRACTOR to use during offshore installation
and hook-up and commissioning.

the documents and quantity.

9.5 Final Documentation for the Packages shall contain the following, as a

9.6 CONTRACTOR shall consult PCVL, prior to compiling the documents, for the
final description and quantity, as the information contained herewith may be

converted from native files, except for signatories pages which shall be from
scanned.
9.7 CONTRACTOR shall submit the Final Documentation in soft copy (in its
native form) as follows:

relevant parties. PCVL will advise the consignees of the documents prior to

9.9 All final key As-Built drawings shall be endorsed by discipline Professional
Engineers of CONTRACTOR. The final list will be subjected to PCVL's
approval.
10.0 AUDIT
PCVL will perform HSE and quality audits to ensure that the WORKS satisfy PCVL's
instruction, specifications, codes and standards. CONTRACTOR shall cooperate with
the safety and quality auditors in the provision of information, access to the Worksite
and others that are related to the WORKS.

1.5 CONTRACTOR shall submit Project Execution and Quality Plans (PEQP) as
part of the overall PEQP to PCVL within two (02) weeks upon CONTRACT
award.
This include not only the facilities design but also the documentation,
including but not limited to, the as-built drawings, design reports, vendor data,
operating and equipment manuals and final documentation package as
appropriate.
With regards to the above, CONTRACTOR should critically review the work
scope to identify any addition, omission or ambiguity prior to submission of its
bid. If any work scope identified by PCVL or CONTRACTOR during the
CONTRACT duration that is/are required for the quality, fitness for purpose
and conformance to requirements of the WORKS, CONTRACTOR shall fully
comply at no extra cost to PCVL.
2.0 ENGINEERING
All relevant design data and basis for Diamond Platform (DMDP-A) —
Topsides are included in EXHIBIT XI — LIST OF TECHNICAL DOCUMENTS
AND DRAWINGS. Any design changes shall not deviate from the drawings
and specifications unless otherwise approved by PCVL.
The latest PETRONAS Technical Standards (PTS) shall be complied for the
design of all phases of the development. Where such standards are not
applicable, International standard and practice should be used. Some
deviations may occur on a case-to-case basis, in particular at interfaces
between existing and new facilities. The design work shall be carried out in
accordance with the following order:

During the course of the WORKS, several document reviews will be held at
CONTRACTOR's site office together with other line department from PCVL
together with CONTRACTOR's Engineering/Project Team. This exercise is to
ensure that the philosophies or basis has been incorporated at the right
stage. The reviews are as follow:

Assessment Study, Structural Third party Audit or any other studies carried
out by PCVL.
2.6.1 General
The scope of services shall include, but not limited to, the following:
Review, verify and update (if required) PCVL's Basic Engineering
Package.
Further optimization or improvement of the Basic Engineering
package supplied by PCVL. This include updating the relevant
drawings & documents and perform HAZOP (if applicable) as
detail work sequence attached in the flowchart at the end of this
EXHIBIT.
Prepare Engineering Closed-Out Report. The report will mainly
highlight any modifications, upgrading and other engineering
activities as required for the project.
Amend and generate new Approved For Detailed Design (AFDD)
Documents, if applicable
Provide Engineering Project QA services including Quality
Assurance Plan, QA Checks and Audits. 0
Participate in vendor discussion for all PCVL's and
CONTRACTOR'S supplied items to incorporate vendor data for all Ki
package equipment in the detailed design. This shall involve all
disciplines.
• Produce As-Built documents as appropriate.
• Develop Start-up and Operating Manual.
• Interfaces with Offshore Installation Contractors (01C), other
contractors, Third Parties Audit and Studies and ALL parties
involved in the project to complete the WORKS.
Evaluate of the impact of the Booster Compressor, Gas Lift
Compressor, Diesel Generator, Crude heater Unit and Gas Engine
Generator exhaust on Crane Cabin, Helideck and any other
potentially vulnerable receivers under most probable weather
conditions by modelling of the thermal dispersion using 3D
Computational Fluids Dynamic (CFD) method.
• To design, calculation, verification, Vendor Data Review/
Incorporation, interface design, installation/ shop drawing, to
produce Relay coordination study and Electrical protection study,
ect.
• Fire and Gas Mapping (performance grading & coverage
assessment) as per PCSB Fire & Gas Mapping guideline.
• As Built Safety Integrity Level (SIL) verification.
• Instrument Protective Function (IPF) Life Cycle Management up to
handover.
Instrument Engineering via Drawings, documents, functional
requirements, input data for PCVL supplied items etc., for SIPROD
mode of operation.

2.6.3 Mechanical/Piping
The design and engineering scope of WORKS shall include, but not
limited to the followings:
Review, verify and update Equipment List and provide input for
Weight Control Report and PDMS Model based on the latest
design development.
Review, verify and update the platform, equipment and safety
layouts given in the Basic Engineering package and incorporate
all vendor data into the design.
Preparation of As Built documentations inclusive of 3D PDMS
modeling.
Review and update Equipment Specifications and Technical
reports (i.e. Material Handling etc.) including relevant drawings,
data sheets, calculations and nozzle orientations based on latest
design development.
Prepare, review, verify and update Mechanical and Nozzle
Orientation Drawings based on latest development.
CONTRACTOR shall note that this includes drawings for vessels,
exchangers, skid package tie in and interface with platform piping
and equipment vendor skid etc.
• Review and update piping isometrics with material take-off (MTO)
and Materials, Equipment Standard and Code (MESC) listing.
• Review and update piping plans, elevations and section, inclusive
of Piping General Arrangement / Plan drawings, Piping drawings
index, piping elevation/section details drawings, line and tie-ins
schedules for hook up and commissioning WORKS. 0
• Design or update pipe supports, insulation as required, specialty
(SP) items as required on new or revised piping systems. CI
• CONTRACTOR shall update all isometric drawings to match
actual nozzle(s) locations, improve access, avoid interference,
match final VENDOR equipment orientation, match final
equipment/ package size, match final dimensions of valves/ drip
rings/ piping specialties/ instruments/ piping components and
improve routing where necessary. Any modification required on
isometric drawings shall be subject to PVCL's approval prior to
execution of each modification WORK. CONTRACTOR shall be
responsible for developing all isometric drawings not provided by
PCVL.
CONTRACTOR shall develop and prepare isometrics shop
drawings based on the PDMS drawings. CONTRACTOR shall
assign tag numbers for all line valves in order to complete the
piping isometric drawings.
• Attend design reviews and third party studies.
• Crane Boom Integrity during Transportation Study.
• Review and verify pipe stress analysis report. Reanalysis has to
be conducted for the piping which requires modification.
CONTRACTOR shall reanalyze the overall piping for stress if
there is a change in the routing and specifications if any.
• Calculate exhaust stack and air intake extension pressure drop for
multiphase pump gas engine, diesel generator and gas engine
generator.

2.6.6 Structural
The engineering scope of WORKS shall include, but not limited to the

2.6.7 Safety
Quantitative Risk assessment (QRA) & Design HSE Case has been
performed during Basic Engineering stage of the project.
CONTRACTOR shall be required to update the QRA and the HSE
Case reports for the Diamond Development Project whenever
necessary during EPCC phase. Updating of QRA and HSE Case will
be supported by safety studies, such as HAZID, HAZOP, Escape,
Evacuation and Rescue Analysis (EERA), Emergency System
Survivability Analysis (ESSA), Fire Explosion Analysis (FEA) etc. to
ensure that risks have been identified and proper mitigations are
implemented to ensure risks are as low as reasonably practicable
(ALARP).
CONTRACTOR shall ensure that all the detailed design shall comply
with Process Safety Management stated in EXHIBIT IX — HSE
REQUIREMENTS.

The weight report shall be submitted for PCVL review and approval at
monthly intervals. Prior to commencement of WORKS,
CONTRACTOR shall submit the report for approval and preliminary
estimate of weight and center of gravity for Diamond Platform
Topsides.
Weight and centre of gravity data shall be provided for dry, lifting,
operating, and hydrotest conditions together with the applicable weight
factor as per PTS 34.19.10.30 and CSP-T05.

CONTRACTOR shall comply with all the related CSP for coating and
painting specified in EXHIBIT X which including the Coating System
for Bolts and Nuts for Upstream Facilities (CSP-23).
2.6.11 HAZOP
When major changes are proposed to the design which could affect
safety and operability of the process, the affected P&ID shall be
subjected to HAZOP after consultation with PCVL. The HAZOP shall
be conducted by Third Party comprises of Leader and Scriber.
CONTRACTOR shall incorporate and close-out all HAZOP
recommendations at CONTRACTOR's own expenses. The rest of
P&ID not subjected to HAZOP shall remain and use as Approved for
Detailed Design (AFDD).
CONTRACTOR shall engage a third party to carry out the QRA and
IPF, subject to the approval of PCVL.

1.0 INTRODUCTION
This document provides a guideline and defines technical requirements for implementation
of Plant Design & Management System (PDMS). The objectives of this guideline are:
• To describe the scope of work for each responsible party during the detailed design,
fabrication and hook-up commissioning stage of a project in the aspect of PDMS
utilization.
• To provide an overview on the workflow of PDMS utilization in project execution
undertaken by CARIGALI.
• To define technical requirements and functional specifications for PDMS utilization in
order to ensure quality of the PDMS deliverables for any CARIGALI projects,
regardless whether it is green field or brown field (modification/upgrading) projects.
• To serve as a manual on how to utilize PDMS application in every stage of engineering
works, starting from detailed design all the way to technical audit once the project is
completed.
This document covers the scope of work in PDMS utilization for all stages in a CARIGALI
project execution. This includes the procedural and technical specifications that have to be
confirmed by respective parties. This document also describes the workflow on how to
generate the PDMS deliverables as per required format and also on how to handover the
deliverables, as well as procedures on quality assurance and quality control. The job scope
is outlined in such a way that it would provide an enhanced and integrated approach in
utilizing PDMS in project execution. The following are the key summary of PDMS
improvement / enhancement: -
• Comprehensive piping modeling scope covering all pipe sizes and all type of
support details for complete MTO with minimum wastage and contingency.
• Comprehensive coverage of field electrical and instrumentation items / equipment
for complete MTO and clash / interference checking.
• Comprehensive structural and architectural details in PDMS for complete clash /
interference checking.
• Verification on the completeness of PDMS databases submitted by design
contractor.
• Comprehensive vendor data incorporation for package equipment for complete
3D PDMS design/model and accurate capturing of tie-in points
• Application of photogrammetry or other similar techniques might be applied as
part of quality assurance and "As-Built° data generation.
• Installation sequence simulafion for complicated installation sequence
This document will form part of the contractual requirement by CONTRACTOR for
detailed design, HUC and fabrication work.

The PDMS system referred to in this document is a 3D modeling software that has been
adopted by CARIGALI since 1996, after the Hijrah (improvement) initiatives. CARIGALI has
been utilising 3D PDMS as an engineering design tool for a variety of offshore Oil & Gas
platforms and onshore plant/facilities since 1996.
Currently the utilisation of PDMS is limited to the Detailed Design and Fabrication phases
of CARIGALI's projects has resulted in moderate to high productivity gains during each of
these key project phases, with significant benefits being realized such as reduced project
schedules, cost savings from clash reduction and improved MTO reporting.
Although significant benefits have been achieved as mentioned above, further improvement
and enhancement on the usage of PDMS is designed as part of the ongoing effort to further
improve the quality and technical integrity of the provided solutions with improved benefits
such as lesser field rework, much reduced contingency, minimum wastage, comprehensive
MTO and maximize automatic shop drawing generation.
This improvement is also designed to extend the productivity gains from PDMS during the
engineering and fabrication phases to the Operations and Maintenance (O&M) phase.
Ultimately it is envisaged that PDMS will play a pivotal role in supporting the entire life of
field.

All Project Managers shall ensure that requirements of this guideline are incorporated as
part of their engineering specifications to be submitted by the CONTRACTOR.
PMT shall ensure that the project PDMS models be submitted to DFE PDMS focal point
for uploading into the Virtual Facilities Data Center (VFDC) for internal review. The
submission must be at least one week before the scheduled PDMS model review.
• To ensure that the requirements of this guideline are incorporated as part of design
specification
• To ensure that this guideline on PDMS implementation is adhered to by the
CONTRACTOR
• To ensure that 2 stages of PDMS model reviews are performed for each project (once
prior to issuance of AFB package and another one before issuance of AFC package)
• To ensure that the project PDMS models are submitted to DFE PDMS focal point
(Head of Integrity and Compliance), at least one week before project PDMS Review for

internal review and circulation.
This section shall be applicable to CONTRACTOR throughout project execution stage. It is vital
that this section is strictly observed as it is the aspiration of CARIGALI to ensure the integrity of
design data is maintained and readily exchangeable between all CARIGALI's Integrated Tools.
CONTRACTOR shall only organize and to name PDMS design elements as described in this
section. This will ensure efficient design data usage for the Integrated Tools and easier
understanding of the PDMS data during and after archiving.
All PDMS design elements shall be organize in the design database hierarchy by 5 main
engineering disciplines and another 3 additional collections as illustrated in the Table 1 below.
This table shall form the basic name of a SITE.

Should a large complex facility where the total area/volume is broken down into different
areas or modules, the area or module numbers shall be incorporated in naming the SITE.
Therefore a typical SITE name incorporating module number would be as follow:
• PIPEMOD1-SITE • MECHMODI-SITE
• INSTMOD2-SITE • ELECMOD1-SITE
• STRUMODI-SITE • SAFEMOD3-SITE
• FUTUREMOD5-SITE • STU DYMOD1 -SITE
Should more SITEs of the same discipline are needed, the new SITE shall be created
with numeric suffix For example; PIPE-SITE1 and PIPE-SITE2 or MECHMODI-SITE1
and MECHMOD1-SITE2.
Should new SITE(s) are needed for facility upgrade project, 'UPG' suffix shall be added
for example PIPE-SITE-UPG or MECHMOD1-SITE-UPG.
For ZONE, the next level of the PDMS design hierarchy, the collection of design
elements shall be based on similar design characteristics, either by fluid code for piping
discipline or deck level for other disciplines as illustrated in Table 2 and Table 3 below.
These tables shall form the basic name of a ZONE.

Should several SITEs of the same discipline were created, a new ZONE of the same
numeric suffix shall be created as well. For example a SITE named PIPEMOD1-SITE1,
the ZONE name would be PIPEMOD1-FG-ZONE1 or PIPEMOD1-MAIN-FG-ZONE1.
Should new ZONE(s) are needed for facility upgrade project, 'UPG' suffix shall be added
for example PIPE-FG-UPG or MECH-MAIN-UPG.
If there are wellhead equipments in the facility, a new ZONE specifically for wellheads
shall be created for example MECH-WELLHEAD or MECH-PROD-VVELL.
For STRU elements used for structures, the purpose of the structure shall be
incorporated in naming the STRU elements. For example in a ZONE named
STRUMOD1-CELL, the STRU elements shall be STRUMOD1-CELL-FRAMING for all
structural framing, STRUMOD1-CELL-HR&FLR for handrail and floor elements,
STRUMOD1-CELL-PADEYES for pad-eyes model etc.
Tag Items
To ensure project data integrity, P&ID data shall always be reflected consistently with
PDMS 3D data. Therefore all tag items established in P&ID drawings shall always be
tagged in PDMS exactly the same as in P&ID drawings.
CONTRACTOR shall ensure the usage of characters such as dash '-', punctuation note
'.' etc for tag items are consistent between P&ID and PDMS 3D model data.
CONTRACTOR shall utilise the latest version of PDMS software available in the market for the
3D Model creation and manipulation. It is expected that all Engineering Disciplines shall utilize
PDMS and will have as a minimum full read access to all models created in PDMS. Write
access maybe given to the PDMS discipline users as required.
This section will further define add-on tools to be used in conjunction with PDMS to further
enhance the number and quality of deliverables derived from PDMS.
Modeling Scope
CONTRACTOR shall be responsible to model all but not limited to the items mentioned below
which are being considered essential and the minimum to be incorporated in the 3D PDMS
model. Upon project completion, the CONTRACTOR shall be responsible to deliver a complete
and accurate 3D model with all physical and non-physical elements to be incorporated. The
modeling scope shall include all Vendor data.
The following, broken down by discipline, shall be included and constructed in the 3D PDMS
Model as a minimum requirement:

In case where 3rd party structural modeling software is used, the CONTRACTOR shall
electronically load all structural models into the 3D PDMS model, therefore enabling
comprehensive clash checking against piping, HVAC, and mechanical designs.

CARIGALI.

PDMS Deliverables
The following deliverables shall be generated by PDMS. The list below is not exhaustive and
other deliverables may be produced from PDMS when required. All deliverables shall be
published into VFDC.
Structural
The CONTRACTOR shall utilize a commercially available application, which has been approved
by CARIGALI for the design and modeling of primary structural steel. This application shall
electronically pass all geometry (inclusive of intelligence) associated with steel members,
gussets, brackets, plates (stiffeners, ring plates), etc. to the 3D PDMS model thereby enabling a
complete project model for clash checking purposes.
The CONTRACTOR may select either PDMS or the approved Structural design application to
generate the following project deliverables.

PDMS Database
The CONTRACTOR shall deliver a complete, quality assured PDMS project to CARIGALI on
electronic media upon completion. CONTRACTOR shall submit PDMS Delivery Form (Refer
Appendix A) together with the PDMS project.
• All ancillary data and documents referenced from the model, including
• Draft Picture files
• Draft Symbol files
• Backing sheets
• Isodraft Option files
• Isodraft Symbol files
• All PDMS foreign projects which are referenced (either directly or indirectly) by the
main PDMS project (i.e. containing referencedlforeign' databases) These foreign
projects shall also be supplied in a complete and integral form
• System user names and passwords for all supplied PDMS projects
• Documentation (in both electronic and paper format), including but not limited to the
following
• Installation procedures
• Structure of the model
• Any deviations from CARIGALI supplied standards
• Any deviations from the specification
During the design period, the CONTRACTOR shall utilize PDMS Review as a visual aid for, but
not limited to, the following activities:
• HAZOP Review
• Design & Safety Review
• Constructability Review
• Maintainability / Accessibility Review
• Installation Sequence
• Decommissioning Sequence
During the above review activities, CONTRACTOR shall include but not limited to the following
simulation:
• Boom Crane simulation
• Movement of monorail, hoist & J-tube simulation
• Compressor/WHCP and its door swing/control room door movement simulation
• Decommissioning of the entire platform
Upon completion of the project CONTRACTOR shall create a model simulation file. This file
shall be in a movie file format (Eg. Avi, mov, mpeg). The path for the "walk through" shall be
advised by CARIGALI.
The path shall include all level of facilities / platforms but not limited to:
• Cellar Deck
• Main Deck
• Sump Deck
• Heli Deck
• Intermediate Deck / Mezzanine Deck
As this is critical in ensuring the integrity of project data, CONTRACTOR shall submit
consistency check report at key project milestones, which will be defined by CARIGALI.
Note: Please refer to Intelligent Tools Guidelines for intelligent P&ID system.
CARIGALI shall commission an independent third party technical audit on deliverables prepared
by the CONTRACTOR. CONTRACTOR shall make available hard copies, electronic copies,
and access to project databases for all deliverables required for the audit. CONTRACTOR shall
also, when necessary, provide clarifications to issues raised by the technical audit
representatives during the audit.
CONTRACTOR shall refer to PDMS Technical Audit document for comprehensive description
of Technical audit scope of work.
The technical audit shall be completed at key project milestones, which will be defined by
CARIGALI following consultation with the CONTFtACTOR.
CONTRACTOR to provide separate quotation for the third party technical audit based on
provided PDMS Technical Audit document.
Upon commencement of works the CONTRACTOR shall be responsible to submit to the client
a set of procedures and work instructions describing PDMS project setup, database
organization, naming conventions and other essential information. This shall be in accordance
with CARIGALI standards.
The CONTRACTOR shall provide CARIGALI and/or their nominated representative with LIVE
read access to the PDMS model for reviewing and checking purposes. Upon request by
CARIGALI the CONTRACTOR is to provide a Review model for 3D-Model review and "Walk-
through" for assessing plant design and layout, maintainability of plant, safety issues, progress,
etc.
Prior to hand-over of the PDMS model to CARIGALI, the CONTRACTOR shall provide
CARIGALI with a DICE report and a documentary proof of a "Clash Free" PDMS design by
means of a Clash report being generated by the VPD Model Manager Clash management
functionality.
The CONTRACTOR shall bring to the attention of CARIGALI all clashes that have been
internally approved by the CONTRACTOR's design team. The CONTRACTOR shall run and
empty all the inter dbs macros. The CONTRACTOR shall reconfigure the data structure to
restructure the database. The CONTRACTOR shall also be responsible to inform CARIGALI in
writing Project Username/Password to enable CARIGALI to access the project in the future.

CONTRACTOR shall utilise PDMS software for the 3D Model creation and manipulation. The
PDMS version used shall be compatible with the version used by the DESIGN CONTRACTOR.
It is expected that all Engineering Disciplines shall have as a minimum full read access to all
models created in PDMS. Write access maybe given to the PDMS discipline users as required.
CONTRACTOR shall ensure all key Construction personnel utilize PDMS Review for
construction simulation, sequencing, progress measurement and planning.
This document shall define additional PDMS add-on tools to be used in conjunction with PDMS
to enhance the number and quality of deliverables derived from PDMS.
The CONTRACTOR shall receive a copy of the PDMS Database and design verification AUDIT

latest revisions to Vendor data and documentation and to ensure the latest design changes
have been incorporated. Where discrepancies are identified between the delivered 3D PDMS
design model and the latest available information, the CONTRACTOR shall be responsible for
modifying the delivered 3D PDMS design model to incorporate all such changes.
For further production and quality enhancements the following PDMS add-on tools shall be
utilised by the CONTRACTOR:
CONTRACTOR shall utilize MDS to quickly create pipe, tray and ducting supports and
automate support drawing details and BOM. The latest version of MDS shall be used.

CONTRACTOR shall undertake either critical point survey, photographic survey or laser scan
survey for the newly installed and commissioned facility to compare the result with PDMS 3D

latest survey results. Refer Section 6.1.2 for guideline on the survey.
CONTRACTOR shall ensure as-built PDMS deliverables reflect the installation works and all
the changes that have taken place during hook-up and commissioning.
Upon project completion the CONTRACTOR shall be responsible to deliver a complete and
accurate 'AS-BUILT 3D model with all physical and non-physical elements to be incorporated.
CONTRACTOR shall ensure that the following 'AS-BUILT deliverables are generated by PDMS
utilising the most efficient means. These deliverables shall include but not be limited to the
following:

Currently the usage of PDMS is limited to the Detailed Design and Fabdcation phases of
CARIGALI's projects. This has resulted in moderate to high productivity gains during each of
these key project phases, with significant benefits being realized with reduced project
schedules, and cost savings from clash reduction and improved MTO reporting.
CARIGALI intend to expand the current utilization of PDMS to Operation & Maintenance (O&M)
phase.
The following are typical scenarios for the PDMS utilization in O&M phase: -
• Existing Facilities without PDMS model (BROVVN Field Project)
• EAsting Facilities with PDMS model (BROWN Field Project)
CONTRACTOR shall utilise the latest version of PDMS software for the 3D Model creation and
manipulation.
For offshore facilities, CARIGALI preferred method is photographic survey or laser scanning
survey (Both systems are capable of capturing both congested and uncongested areas). Any
photographic or laser scanning system should be capable of providing a measurable accuracy
of between 1 to 5mm and be controlled by a global co-ordinate system. This involves the 3
installation and co-ordination of fixed control targets around the work site. These targets will be 1
related to the platform grid system at a single origin point. This origin will be used both between
deck levels and at all locations within the survey. This approach avoids the complication
associated with "shifted" reference grids that are common on offshore structures, which have
been installed in a modular manner. For cladfication, a "shifted" reference grid may occur
between modules where the installed location of one to the other does not agree with the
theoretical designed grid system. The design grid system cannot be assumed to be correct and
must be proven during the survey.
Adhesive fixed control target strips will be positioned in suitable locations around the survey
area. They will be measured to an accuracy of +/- 1-2mm using high precision survey
instruments. The accuracy of the targets will be plafform wide, that is to say, any target on any
deck level will be correct to any other target to an expected accuracy of +/-1mm. This network
of high order control targets is required in order to ensure each individual capture is linked
correctly to the global plafform system. The targets will be used to control both the digital
camera location and scanner location.
Prior to the survey, the SURVEYOR shall be completely briefed by the CONTRACTOR and
CARIGALI on the scope of the project and on the need to capture data of the entire facilities
with emphasis on the areas related to the project (upgrading, revamp, de-bottlenecking,
rejuvenation, revisit, infill, workover, etc.).
The SURVEYOR shall utilize any suitable method of capturing photo or laser scans data that
shall minimize possible blocked areas and the need for scaffold access. If photo or laser scans
data cannot be captured on certain areas due to total or partial blockage, then the SURVEYOR
shall inform CONTRACTOR and CARIGALI accordingly so that CONTRACTOR can
immediately direct alternative means to capture the required information such as through site
verification of as-built drawings or actual site dimensional verification on the affected areas.
The quality of the captured data must be capable of being proved. Various methods shall be
employed to ensure the accuracy of the data supplied.
• The electronic survey system shall have a valid calibration certificate, which will confirm
measurements from the instrument are within the required specification of +/1 mm.
• The camera or laser scan will be calibrated daily onsite using a rigorous on site
procedure. On-site camera calibration enables the optimisation of image quality and
assurance of accurate parameter data. These calibrations shall be used with the data
captured at all stages.
• Control targets shall be installed around the platform to a known global accuracy of
+/1mm and shall be used to control all the measured data

During the processing of the data: -
The digital image or point cloud database should be capable of interrogation by CARIGALI for
dimensions and PDMS interface. Once the survey is completed, PDMS model shall be
generated on the affected areas. The complete deliverables from the SURVEYOR to the
CONTRACTOR shall include but not be limited to the following:
• A digital photographic database complete with dimensional control software, for exact
measurement between any points inside the image or
• A digital Point Cloud database complete, both the complete model and the individual
scans, with viewer that is capable of providing exact measurements between any points
inside the individual scans or the complete point cloud of the facility
• PDMS Model with associated database for the affected areas
The generated PDMS model and subsequent PDMS design and engineering work shall be as
per section 6.3
If the PDMS model is available but not 'As-Built', then photographic or laser scan survey of the
affected facilities shall be performed for reference for upgrade/revamp project and for update in
PDMS 3D model.

This will result in efficient and fast as-builting of existing PDMS model. With the above means,
CONTRACTOR shall ensure that they can have latest as-built PDMS model for the generation
of new PDMS engineering and design.
The complete deliverables from the surveyor to the CONTRACTOR shall include but not be
limited to the following:
• A digital photographic database complete with dimensional control software, for exact
measurement between any points inside the image or
• A digital Point Cloud database complete, both the complete model and the individual
scans, with viewer that is capable of providing exact measurements between any
points inside the individual scans or the complete point could of the facility
• As-built PDMS Model with associated database
The updated PDMS model and subsequent PDMS design and engineering work shall be as per
section 6.3

translate the data collected from the survey into PDMS model. The data should also be capable
of being supplied with software that will allow measurements to be extracted by CARIGALI and
allow CARIGALI to operate the data in conjunction with PDMS. For the avoidance of doubt,
CARIGALI should be capable of extracting and manipulating the data to the same level and
functionality as the SURVEY CONTRACTOR, thereby removing the need of CARIGALI to
return to the SURVEY CONTRACTOR every time additional inforrnation is needed.
CONTRACTOR shall utilize PDMS for the 3D Model creation and manipulation. It is expected
that all HUC Engineering Disciplines shall utilize PDMS and will have as a minimum full read
access to all models created in PDMS. Write access maybe given to the PDMS discipline users
as required.
CONTRACTOR shall optimize the utilization of PDMS, which shall include but not limited to the

During the above review activities, CONTRACTOR shall include but not limited to the following
simulation:
• Boom Crane simulation (if applicable)
• Movement of monorail, hoist & J-tube simulation (if applicable)
• Compressor/WHCP and its door swing/control room door movement simulation(if
applicable)
• Decommissioning of the entire platform
CONTRACTOR shall consider integrating PDMS Review with the CONTRACTOR's Material
Control application to ensure material is available for the planned prefabrication and Installation
sequencing.
Upon completion of the project CONTRACTOR shall create a model simulation file (if
applicable) . This file shall be in a movie file format. (e.g. Avi, mov, mpeg) The path for the walk
thru shall be advised by CARIGALI. The path shall include all level of platforms but not limited to
• Cellar Deck
• Main Deck
• Sump Deck
• Heli Deck
• Intermediate Deck
CARIGALI may commission an independent third party technical audit on deliverables prepared
by the CONTRACTOR. CONTRACTOR shall make available hard copies, electronic copies,
and access to project databases for all deliverables required for the audit. CONTRACTOR shall
also, when necessary, provide clarifications to issues raised by the technical audit
representatives during the audit.
The technical audit shall be completed at key project milestones, which will be defined by
CARIGALI following consultation with the CONTACTOR.
CONTRACTOR to provide separate quotation for the third party technical audit based on
provided PDMS Technical Audit document.
Upon commencement of works the CONTRACTOR shall be responsible to submit to the client
a set of procedures and work instructions describing PDMS project setup, database
organization, naming conventions and other essential information. This shall be in accordance
with CARIGALI standards.
The CONTRACTOR shall provide CARIGALI and/or their nominated representative with LIVE
read access to the PDMS model for reviewing and checking purposes. Upon request by
CARIGALI the CONTRACTOR is to provide a Review model for 3D-Model review and "Walk-
through" for assessing plant design and layout, maintainability of plant, safety issues, progress
etc.
Prior to hand-over of the PDMS model to CARIGALI, the CONTRACTOR shall provide
CARIGALI with a DICE (Data Integrity Check) report and a documentary proof of a "Clash Free"
PDMS design by means of a Clash report.
The CONTRACTOR shall bring to the attention of CARIGALI all Clashes that have been
internally approved by the CONTRACTOR's design team. The CONTRACTOR shall run and
empty all the inter dbs macros. The CONTRACTOR shall reconfigure the data sctrcture to
restructure the database. The CONTRACTOR shall also be responsible to inform CARIGALI in
writing Project Username/Password to enable CARIGALI to access the Project in future.
The CONTRACTOR shall verify that the PDMS databases received from CARIGALI are free of
any database errors, clashes and design inconsistencies.
The CONTRACTOR shall generate the following audit reports to ensure compliance:
• Clash Check report
• Data Consistency report
• Database Integrity report (DICE)
These reports shall be submitted to CARIGALI by the CONTRACTOR. The reports shall clearly
state what the non-compliances are and what needs to be done to resolve them.
The CONTRACTOR shall further ensure that all relevant items, as listed in this guideline, are
modeled in the PDMS Database and shall be verified against the latest available Vendor info,
Datasheets, P&ID's Specifications or other relevant documents. The CONTRACTOR shall
prepare a report listing of all the items that have been checked.
The technical audit shall be completed at key project milestones, which will be defined by
CARIGALI following consultation with the CONTRACTOR.

Piping
CONTRACTOR shall be responsible to verify that the following items are modeled by DESIGN /
FABRICATION CONTRACTOR:
• All piping from 1" and/or metric equivalent and above during detailed design phase and
all piping sizes during fabrication phase.
• All Vessel Trim and Instrument Bridles
• All inline components including Special Piping Items and Instrument Items
• All Instrument connection points and all test and sample points.
• All pipe supports (all types)
The CONTRACTOR shall inform CARIGALI in writing if there are any items mentioned above
missing from the PDMS database.
Architectural
CONTRACTOR shall be responsible to verify that the following items are modeled by DESIGN /
FABRICATION CONTRACTOR:
• All buildings (Living Quarters, Switchgear, Control Room, etc.)
• Layout of building (equipment, ceiling, cabinets, wall panels, partitions etc.)
• Equipment arrangement/Cabinet arrangement
• False floors, windows and doors (single & double leaf, right & left hand opening etc.)
The CONTRACTOR shall inform CARIGALI in writing if there are any items mentioned above
missing from the PDMS database.
Mechanical
CONTRACTOR shall be responsible to verify that the following items are modeled by DESIGN /
FABRICATION CONTRACTOR:
• All Mechanical Equipments (i.e. Pumps, Vessels, Tanks, Compressors, Turbines)
• Black box to be replaced with standard/typical equipment skid (i.e. data from vendor's
package)
The CONTRACTOR shall inform CARIGALI in writing if there are any items mentioned above
missing from the PDMS database.
Pipe Supports
CONTRACTOR shall be responsible to verify that the following items are modeled by DESIGN /
FABRICATION CONTRACTOR:
• Pipe support
CONTRACTOR shall confirm that PDMS Add-on tool MDS (Multiple Discipline Supports) was
utilized for the creation and modification of supports.
The CONTRACTOR shall inform CARIGALI in writing if there are any items mentioned above
missing from the PDMS database.
CONTRACTOR shall be responsible to verify that the following items have been modeled by
DESIGN / FABRICATION CONTRACTOR:
• All Cable tray, ladders, ducts and associated supports
• All Junction boxes
• All Analyzer sample points
• All Instrument / electrical stands and panels including respective instrument / electrical

• All DCS and PLC Control Panels and operating stations

Pipeline
CONTRACTOR shall be responsible to verify that the following items have been modeled by
DESIGN / FABRICATION CONTRACTOR:
• All launchers and receivers including associated space required for pig launching and
receiving facilities.
The CONTRACTOR shall inform CARIGALI in writing if there are any items missing from the
PDMS database.
Safety
CONTRACTOR shall be responsible to verify that the following items have been modeled by
DESIGN / FABRICATION CONTRACTOR:
• All Safety equipments
• All Escape routes
• All Hazardous areas
The CONTRACTOR shall inform CARIGALI in writing if there are any items mentioned above
missing from the PDMS database.
Maintenance Space
CONTRACTOR shall be responsible to verify that the following items have been modeled by
DESIGN / FABRICATION CONTRACTOR:
• All Maintenance space envelopes (i.e. Tube bundle removal from heat exchangers.)
The CONTRACTOR shall inform CARIGALI in writing if there are any items mentioned above
missing from the PDMS database.
Piping Specification
CONTRACTOR shall be responsible to verify that all the piping classes received from
CARIGALI have been incorporated into the PDMS piping specifications.

1.0 INTRODUCTION
2.1 CONTRACTOR shall submit the Procurement Plan within seven (07) days
upon CONTRACT award for PCVL's approval. CONTRACTOR shall supply
all materials and equipment in order to complete the WORKS. Materials and
equipment shall conform to the CONTRACT requirements. CONTRACTOR
shall be responsible to verify the quantity, quality and the accuracy of the
specifications prior to making any procurement.

2.3 CONTRACTOR shall submit within thirty (30) days after CONTRACT award
for PCVL's review the followings but not limited:

2.5 CONTRACTOR shall obtain subscription to the MESC from Shell (SGSI) in
order to have online access to the MESC version 13 or later.
2.7 CONTRACTOR shall comply with the conditions of exemptions as set forth by
the Treasury for any imported materials and equipment required for this
CONTRACT. This includes but not limited to:

handle all Long Lead Items (LLI) supply by PCVL from Vung Tau Port to
CONTRACTOR's yard. All COSTS shall be borne by CONTRACTOR.

2.9 CONTRACTOR shall provide vendors assistance for the onshore pre-
commissioning, offshore commissioning and start-up for all equipment.
2.10 CONTRACTOR shall supply all equipment and materials in full compliance
with the specification and drawings. No deviation is allowed unless with return
approved waiver from PCVL. In the absence of formal approval or waiver(s),
PCVL shall have the sole rights to accept or reject any deviation in which
CONTRACTOR is required to replace the non-compliance or parts without
affecting the overall WORKS schedule. All associated expenses to be fully
borne by CONTRACTOR.
2.12 For the equipment or items supplied by CONTRACTOR (Lump Sum, Cost
Plus or Reimbursable), PCVL shall also be invited for kick-off-meeting upon
award to the vendor.
2.13 CONTRACTOR shall be responsible for the timely ordering and delivery of all
materials to be supplied in accordance with the Expediting Procedure (FSP-
XXX-15) in order to ensure that the completion of WORKS is in accordance
with the CONTRACT.
2.14 The materials which CONTRACTOR supplies shall be new, of good quality
and free from defects. Old stock of unused equipment shall not be
acceptable. PCVL reserves the right to accept or reject any materials and
demand removal of any materials found defective from the Worksite at
CONTRACTOR's own cost.
2.16 Technical evaluation for the tagged engineered items shall be performed at
Detailed Engineering office.

2.19 CONTRACTOR shall ensure that all purchase orders clearly state the vendor
data, onshore pre-commissioning, offshore commissioning, spare parts for
commissioning and start up and two-year spare parts list and accessories
requirements in accordance with the CONTRACT. All equipment vendor data
shall be submitted to PCVL. "As-Built" vendor data are required for
incorporating into the Final Documentation. CONTRACTOR shall obtain
Mean Time Between Failure (MTBF) and Mean Time To Repair (MTTR) data
from various equipment vendors (especially for rotating equipment and major
process skid packages)
2.20 CONTRACTOR submits within thirty (30) days after CONTRACT award the
Source Inspection Matrix for PCVL approval. CONTRACTOR shall carry out
source inspection based on Source Inspection Procedure (CSP-06) at
manufacturer's mills or vendor's works at no additional cost to PCVL. In the
event there are inspection requirements by third party, the cost shall be borne
by the CONTRACTOR.
2.21 CONTRACTOR shall preserve and provide proper storage of materials and
equipment as recommended by manufacturers. These shall include dry and
air-conditioned storage rooms at CONTRACTOR's Worksite. CONTRACTOR
shall also provide adequate firefighting apparatus not limited to fire
extinguishers located permanently at these material storage areas.
2.23 CONTRACTOR shall consult with the material and/ or equipment vendors to
get their recommendations on protective measures. Special preservation may
be required to protect against more aggressive environment such as extreme
cold or heat, salt spray or salt water and wind-blown sand or dust.

2.24 The PCVL supplied items listed in EXHIBIT VII - PCVL AND CONTRACTOR
SUPPLIED MATERIALS AND EQUIPMENT will be purchased and free
issued by PCVL to CONTRACTOR. CONTRACTOR shall notify PCVL with
respect to the required delivery date. The notification shall allow due time for
PCVL to source and arrange transportation of the items concerned to Vung
Tau Port. CONTRACTOR shall store the free issued items safely at no
addition cost to PCVL should the items delivered earlier from the required
delivery date and install the items at their intended location prior to Handover
of the facility to PCVL.
2.26 Upon completion of the WORKS, CONTRACTOR shall return to PCVL all
surplus materials and equipment, as directed by PCVL and in accordance
with PCVL Surplus Material List. CONTRACTOR shall handle, pack and load
all surplus items onto any mode of transportation provided by PCVL at
Worksite for disposal by PCVL at CONTRACTOR's own cost.
Should CONTRACTOR fail to return to PCVL all surplus items of material and
equipment as mentioned above, CONTRACTOR shall be liable for
reimbursing to PCVL the full value of such surpluses.
For all scrap materials, CONTRACTOR shall keep the scrap in a dedicated
area and arrange for disposal as and when required by PCVL.
2.27 All equipment including valves, pipes and fittings shall not be left directly on
the ground. They shall be kept minimum 150mm above ground.
